ASTM 200/300 is the softest grade ASTM D946 names, and it is the one export grade that does not fit anywhere on the Chinese road petroleum asphalt ladder. The Chinese series stops at 160号, whose penetration band ends at 200 (0.1 mm); 200/300 begins at exactly that value and runs upward from there. This page sets out what that boundary means for a contract, where binder this soft is actually consumed in China — the severe winter zones of the northeast and Inner Mongolia, sprayed seal work, and the emulsion and cutback plants that serve both — and the cargo-condition problem that belongs to soft grades alone: a low softening point, a steel box standing in a hot port, and drums that arrive deformed and fused to each other.

ASTM D946 grades penetration-graded paving binder in five steps, and 200/300 is the softest of them: penetration 200 to 300 tenths of a millimetre at 25 °C under a 100 g needle for 5 seconds, measured to ASTM D5. The Chinese road petroleum asphalt series (道路石油沥青) defined by JTG F40-2004 runs 30号, 50号, 70号, 90号, 110号, 130号 and 160号, and it stops there — 160号 carries a penetration band of 140 to 200. So 200/300 does not sit at the bottom of the Chinese ladder; it sits above the top of it, and the only penetration value the two designations have in common is the single boundary figure 200. The commercial consequence is not a rounding question. A 200/300 cargo cannot be offered against any JTG F40 road grade, and a Chinese enquiry for the softest available paving binder is asking for 160号 or 130号 rather than for this. Where binder of this consistency is genuinely consumed in China it is consumed as an input — base stock for emulsified bitumen (乳化沥青) and cutback (液体石油沥青) plants, most of them serving the severe winter zones of the northeast and Inner Mongolia and the sprayed seal work those regions depend on. And because it is this soft, it carries a shipping problem no hard grade carries: the softening point is low enough that a container standing in a hot port can leave drums bulged, leaning and fused together while every line on the Certificate of Analysis still passes.

Almost every cross-market bitumen page is written about grades that overlap. This one is written about a grade that does not, and the arithmetic of that is worth setting out before anything else.

Under ASTM D946 the grade name states both limits outright. 200/300 means penetration from 200 to 300 tenths of a millimetre and nothing outside it, measured at 25 °C with a 100 g load for 5 seconds to ASTM D5. D946 names five grades in total — 40/50, 60/70, 85/100, 120/150 and 200/300 — and 200/300 is the last of them. There is nothing softer in that standard.

The Chinese convention runs the other way and this site sets it out in full on the market hub, so it is only summarised here: a Chinese grade carries one number followed by a hash, that number is a nominal penetration (标称针入度), and the acceptance band is written around it. 70号 is penetration 60–80, not 60–70. The failure this creates on most grades is a buyer reading a band as a target or a target as a band. On 200/300 the failure is different and larger: a trader who applies the Chinese habit to an ASTM name and writes 200号 into an enquiry has invented a grade. JTG F40-2004 contains no 200号, and no Chinese laboratory has a column to test a cargo against under that name.

JTG F40-2004《公路沥青路面施工技术规范》, the Ministry of Transport construction specification for asphalt pavements, defines the road petroleum asphalt family as 160号, 130号, 110号, 90号, 70号, 50号 and 30号, each subdivided into quality classes A, B and C. Reading the penetration column from the hard end to the soft one: 30号 is 20–40, 50号 is 40–60, 70号 is 60–80, 90号 is 80–100, 110号 is 100–120, 130号 is 120–140, and 160号 is 140–200.

Two things are worth noticing in that last figure. The first is that 160号 breaks the convention the rest of the series follows. Every other grade in the list carries a band twenty tenths wide with the nominal number sitting exactly in the middle. 160号 carries a band sixty tenths wide, and 160 is not its midpoint — the midpoint of 140 to 200 is 170. The standard widens its acceptance window at the soft end rather than continuing to step in twenties, which is a reasonable thing for a specification to do where the material is a minor volume with a wider natural spread, and a very unreasonable thing for a buyer to guess at. Read 160号 as 150–170 by analogy with the rest of the series and you will reject compliant material across most of its own band.

The second is the one this page turns on. 160号 ends at 200. ASTM 200/300 begins at 200. The bands do not overlap, they touch, and they touch at a single value that is simultaneously the ceiling of one grade and the floor of the other. A batch testing at exactly 200 dmm is the only material in existence that could be described by both names at once, and it is sitting on the extreme edge of each of them.

Three consequences follow directly, and each of them saves a wasted correspondence.

  • 200/300 cannot be offered against a JTG F40 road grade. Not because of wax, not because of flash point, not because of any of the usual reasons an import fails a Chinese acceptance — but because the penetration line, the very first line of the table, has no value in common with the material except at one boundary point. Every other cross-system comparison on this site is a discussion about the lines beyond penetration. This one stops at penetration.
  • A 160号 enquiry is not a 200/300 enquiry. When a Chinese buyer asks for the softest grade available, the honest answer is 160号 or 130号 supplied against JTG F40-2004 with a stated quality class, tested to the JTG E20-2011 methods. Substituting an ASTM 200/300 because it sounds softer still is not a favour; it is a cargo that the destination laboratory has no basis to accept.
  • The purchase is therefore a feedstock purchase. Where binder this soft genuinely changes hands in China, it does so as an input to a manufacturing step rather than as a binder that will be laid on a road under its own name. That reframes the entire contract, and the section below on emulsion and cutback sets out how.

One caution before leaving the arithmetic. Even where a band does line up, a Chinese acceptance is decided on lines an ASTM certificate does not carry. Wax content (蜡含量) is limited by Chinese specifications and is not specified at all by ASTM D946 or EN 12591, which makes it the decisive gap for most Middle East cargo — the wax content page covers the limits and the crude-source question behind them. The A级/B级/C级 quality class system has no Western counterpart and is decided by properties that are identical-looking on an export data sheet. Neither of those disappears because a grade is soft; they simply arrive later in the conversation, once the question of which table the material is being judged against has been settled.

中国不缺沥青 · An honest word about the market

China is largely self-sufficient in bitumen from domestic refining, and nothing on this page should be read as suggesting otherwise. Imported cargo serves coastal demand where sea freight beats inland haulage, quality arbitrage where a particular specification is easier to source abroad, and specific project or plant requirements. At the soft end of the range that picture is thinner again: demand is regional, seasonal and plant-driven rather than programme-driven, parcels are small, and a domestic or overland alternative is usually available to the buyer at the same time as the imported offer. A seller who understands that will put a complete technical file in front of the buyer before price is discussed, because price is the only argument that does not survive a failed acceptance.

Two cautions on reading this table. First, it is an ASTM table and it discharges nothing Chinese. Where any part of a transaction is written to JTG F40-2004 or GB/T 15180, testing follows the JTG E20-2011 T-numbers rather than the ASTM designations, and the two families are equivalent in intent rather than identical in procedure. Second, the two lines marked not specified are the two that decide whether this particular grade arrives usable and whether it can be judged against a Chinese table at all. A specification that omits a property does not make the property irrelevant; it makes it the buyer's job to require it on the batch Certificate of Analysis.

The single most useful sentence to take from this table is negative. There is no Chinese road petroleum asphalt grade that ASTM 200/300 can be supplied against. On every other grade page on this site the cross-system discussion is about the lines beyond penetration — wax, flash point, solubility, the ageing residue block, the quality class. Here the conversation ends on the first line, and it ends cleanly enough that it is better said in the first email than discovered in a tender clarification. Where a project document names a Chinese grade, supply that grade. Where a plant names a consistency, this is the grade that supplies it.

Soft-grade demand in China is real, but it is concentrated in places and processes that a paving-led sales approach walks straight past. Three things create it: an extreme winter, a spray nozzle, and a colloid mill.

Chinese practice does not pick a binder from a catalogue. JTG F40 assigns each project location a three-part climate zone code (气候分区) whose middle digit is the winter low-temperature division, and it is that digit which puts soft-binder demand where it is — the northeast and northern Inner Mongolia, where the division reaches its severe end. The climate zone page sets out all three digits with their temperature thresholds and explains why the winter digit runs the opposite way to intuition; the 130号 page works through the low-temperature cracking mechanism that walks a design down the ladder, and the summer ceiling that stops it. Neither argument is repeated here.

What this page adds to both is a limit on what the code can do. A zone code selects from a series, and 200/300 is not in the series. However severe the winter division, the instruction the code produces is a Chinese grade with a quality class, or a modified binder, and never this one. That is not a close call to be argued on low-temperature merit; it is the absence of a column to be judged against. A design institute writing 严寒地区 into a project file is reaching for 160号, 130号 or 改性沥青, and a supplier who offers ASTM 200/300 into that sentence because it is softer still has misread the document rather than found a gap in it.

The relationship between this grade and the cold zones is therefore real but strictly indirect, and getting the direction of it right is what makes the enquiry answerable. The winter digit creates regional demand for soft binder. It does not create demand for 200/300 as a pavement material. What it creates is demand for the primes, seals and emulsions that cold-region work runs on — and it is one step further back, at the plants that make those, that this grade has a buyer at all.

There is a second, quieter consequence of the geography and it belongs in the shipping conversation rather than the technical one. Construction in the north largely stops through winter and northern ports can freeze, so the delivery window for cold-region material is compressed into the warm half of the year. That is exactly the half of the year in which a soft-grade cargo is most at risk in transit, which is a tension this page returns to below and which the ports and terminals page gives the regional picture for.

喷洒作业 · Spray and surface dressing, and a distinction worth drawing

A large share of soft-grade consumption in China is sprayed rather than mixed: surface dressing (表面处治), chip seals and seal coats (碎石封层), and penetration macadam (贯入式路面) on rural and county work. Why a sprayed seal wants a softer binder than a hot mix does — the wetting, the embedment window, the first winter — is set out on the 130号 page and is not repeated here.

The distinction this page adds is about which soft binder does the spraying. At 200–300 the material is generally too soft to be the sprayed binder itself in a hot-applied seal, because the film left on the road has to hold a layer of stone against traffic through a summer, and a binder that flows at moderate ambient temperature will bleed through the chippings instead. The role 200/300 plays in seal work is therefore one step back in the chain: it is the base stock the emulsion is made from, or the base for the cutback prime that goes down before the seal. Prime coat work (透层油) is the clearest case. A prime has to soak into an unbound base rather than sit on top of it, penetration into the layer is the property that decides whether it worked, and that is precisely where the softest available base stock earns its place. Nothing about that requires 200/300 to be a paving binder, and nothing about it is helped by pretending it is one.

How an emulsion or cutback plant arrives at a base grade — the residue consistency it needs, the stiffening the colloid mill adds, the solvent that leaves and the film that stays, and what the base grade does and does not control in the finished product — is set out on the 130号 page and on the emulsion page. This page picks that reasoning up only at the point where it runs off the end of the Chinese list.

Take it to its soft extreme — a severe winter region, a prime that has to soak into an unbound base rather than sit on top of it, a fog seal or slurry system whose residue must stay flexible through a northeastern winter — and it walks past 130号, past 160号 and off the road petroleum asphalt series altogether. That is the position ASTM 200/300 occupies, and it is the honest reason a grade with no Chinese counterpart has any place in this market: it is bought for what it becomes, not for what it is.

Three things change once the base grade sits off the top of the domestic series, and together they make this a different purchase from a 130号 feedstock purchase rather than a softer version of the same one.

  • There is no domestic fallback. A mill working from 130号 can buy at home if an import stalls. A mill that has fixed its formulation around 200–300 has no Chinese grade to substitute into it and is exposed to a single import route for a minor-volume material. That is a supply-continuity question to settle while the formulation is still open, not after it has been proved out.
  • The A/B/C class has nothing to attach to. Quality classes are properties of grades in the Chinese series, so an off-series feedstock cannot carry one. Whatever wax ceiling, ductility or ageing constraint the plant actually needs has to be written into the purchase specification as a figure with a method beside it, because there is no class letter available to carry it and no default to fall back on.
  • The plant's own product table becomes the only acceptance table in the transaction. On a Chinese grade there is always a JTG column standing behind the cargo as a second opinion if the parties fall out. Here there is an ASTM column at one end and a finished-product specification at the other, and nothing in between them.

Which table the contract is written to is the decision that goes wrong most often on feedstock, and the general form of that error is set out on the 130号 page. The version specific to this grade is short. Contract for ASTM 200/300 to ASTM D946 where base stock crosses the fence, and the formulation is the buyer's engineering problem. Contract against the emulsion or cutback acceptance table in JTG F40-2004 where finished product crosses it, and the producer selects the base. What cannot be done here, and can on almost every other grade this site covers, is to write a Chinese grade name into the contract as shorthand for the consistency — because none exists to write.

One safety point belongs on this page rather than on the cutback pages, because the arithmetic behind it is specific to the grade. That blending solvent into binder produces a mixture governed by the solvent's flash point rather than the binder's, and that the blend therefore needs its own classification, is argued on the 130号 page and is not restated. What differs at 200/300 is where the margin starts from. ASTM D946 sets this grade a Cleveland open cup floor of 177 °C — the lowest in the standard, 41 °C below what it asks of 120/150 and 55 °C below what it asks of 60/70 — while Chinese practice on the softest grades it does name is stricter again, JTG F40 holding 230 °C at both 110号 and 130号 rather than stepping down. A plant working from 200/300 therefore begins with the narrowest gap between working temperature and flash point available anywhere on the penetration ladder, and blending is what spends the rest of it. An operator whose habits were formed on 60/70, heating every grade to the same ceiling, gives away a margin here that was never there in the first place. The blend needs its own measured flash point, its own classification and its own Simplified Chinese safety data sheet to GB/T 16483 format with GHS classification under the GB 30000 series.

不是热拌用料 · It is not a hot mix binder, and should not be sold as one

Said plainly so that it cannot be misread: ASTM 200/300 is not a dense-graded hot mix binder for Chinese highway work. It is off the specification series, it is softer than any grade the series contains, and a pavement built with it would rut in the wheelpaths, shove at intersections and bleed in the first hot spell regardless of how cold the winters are. Where a cold-zone road in China carries meaningful traffic, Chinese design practice moves to a modified binder rather than to a softer plain one. That decision belongs to the project design documents and to nobody quoting a price.

Everything above this point is a specification argument, and specification arguments are settled before loading. This one is not. It is the risk that a soft-grade cargo can satisfy every line of its own standard and still arrive in a condition nobody can use, and it is the single most under-written clause in soft-grade contracts.

先把数字说清楚 · Start with what 300 dmm actually means

Penetration is easy to read past as an abstraction, so it is worth converting once. At the top of the 200/300 band, a needle carrying 100 g sinks 30 millimetres into a conditioned sample in five seconds at 25 °C. Three centimetres. The same test on a 60/70 gives 6 to 7 millimetres, and on a 30/40 it gives 3 to 4. Room temperature is not a storage condition for this material in the way it is for a paving grade; it is already well into the range where the binder deforms measurably under a small load in a few seconds.

The property that would tell a shipper when this cargo starts to flow is the ring and ball softening point (软化点), measured to ASTM D36, EN 1427 or JTG E20 method T 0606. ASTM D946 sets no softening point limit at any grade, controlling consistency through penetration and the ageing block instead. So on the one grade where the answer decides whether the cargo survives its own voyage, the standard that names the grade is silent, and nothing in the ordinary run of an export order obliges anybody to measure it.

This page states no softening point figure for 200/300, because a guessed number here would read as authority and would be relied on by exactly the people who should be measuring it. What can be said is the direction of travel, and it is enough to make the argument. In JTG F40-2004 the class A softening point minimum falls monotonically as the binder softens: 55 °C at 30号, 49 °C at 50号, 46 °C at 70号, 45 °C at 90号 and 43 °C at 110号. A material softer than every grade in that series therefore sits below the bottom of that sequence. Set that against the temperatures a steel box reaches in the sun and the problem states itself without needing a number: the gap between the two is small, and on a hot leg it can close.

A twenty-foot box is a sealed steel shell, usually dark, usually unventilated, and it spends its life either stacked on an open deck or standing in a yard. Its skin runs well above shade air temperature under direct sun and the cargo inside follows with a lag, which on a full container of dense material is a long lag in both directions — it takes days to warm through and days to give the heat back. That is why the exposure that matters is not the hottest hour but the accumulated time at temperature: an equatorial routing, a transhipment call, a berthing delay, a stack that sits waiting on demurrage. None of those appears on a Certificate of Analysis and all of them act on the cargo.

There is a seasonal squeeze on top of it that is specific to this market. Cold-region Chinese demand is compressed into the warm half of the year because construction in the north stops through winter and northern ports can freeze, so the shipment window for soft grades going to the northeast lines up almost exactly with the window in which a soft-grade cargo is at greatest risk in transit. Sail early and the box cooks; sail late and the discharge port ices. That tension is worth naming in the commercial discussion rather than treating shipment timing as a scheduling detail, and the ports page covers the regional and seasonal picture behind it.

会发生什么 · The failure sequence

The mechanism is creep before it is melting, and that distinction matters because it means the cargo does not have to reach its softening point for the damage to be done. Warm binder in a drum stops behaving as a solid block and starts behaving as a very viscous liquid that redistributes under its own weight and under the weight of everything stacked on it. Drums bulge at the base and lose their cylindrical section. Stacked tiers lean and settle into each other. Where two warm drums touch under load for long enough, the coating and any binder weeping from a seam bond them together, and what arrives is a fused mass that has to be cut apart rather than a stack that can be discharged. Seams and closures take load they were never designed for, and once one weeps, the leak contaminates everything beneath it. The table below sets each of these out with its mechanism and the control that can actually be written into a contract.

This is the point most soft-grade contracts miss. Out-turn condition is not a specification question, and a quality clause does not reach it. A cargo can pass penetration, flash point, solubility and the ageing block on a sample drawn at the load port, and arrive at the discharge port in drums that cannot be handled, stacked or emptied. Nothing has been mis-specified. Nobody has adulterated anything. The material is exactly what was sold, and it is unusable in the form it arrived in.

So the contract needs a second set of terms sitting alongside the quality terms: an out-turn condition standard that says what an acceptable drum looks like on arrival, a stowage instruction that names stack height, ventilation and shade rather than delegating it to whoever loads the box, an agreed inspection at discharge as well as at loading, and a clear allocation of who carries the risk between them. Settle it in the contract, where it costs a paragraph, rather than at the discharge port, where it costs the cargo.

That heat takes penetration off a binder permanently, and that the sampling date therefore belongs in the contract rather than in the file, is true of every soft grade and is argued on the 130号 page. The reason it bites harder here is a difference in what lies underneath the floor. When a 130号 batch drifts below 120 it lands in 110号 — a real grade, with a real acceptance column, that somebody can be persuaded to take at a discount. When a 200/300 batch drifts below 200 it lands in the gap this entire page is about: too hard for its own ASTM name, and off the top of the Chinese series, with no adjacent designation to re-offer it as. The cargo does not change grade. It stops having one.

Two consequences are worth pricing into a soft-grade order rather than discovering in it. The first is that where in the band the batch sits is a commercial fact, not a technicality. A parcel certified at 205 to 215 carries almost no protection against a long hot leg; one certified at 250 has fifty tenths of room beneath it. Those are different propositions for the same grade name and the same price, and the question belongs in the enquiry, before the routing is agreed. The second is that a drifted cargo produces an argument of an unusual shape: the material is still perfectly usable in the plant that bought it, so the dispute is never about fitness for purpose — it is about who pays for a certificate that has stopped describing the goods. Settle that in advance with a sampling date tied to loading rather than to production, retained samples drawn across the whole parcel and sealed with a set held by each party, and an agreed rule for what happens when a discharge-port result differs from the load-port one.

Each row is a failure that occurs on soft grades and not on hard ones, paired with the mechanism behind it and a control that belongs in contract text rather than in a hopeful instruction to the loading crew. The common thread is that none of these is a quality failure and none of them is reached by a quality clause. The material can be exactly what was sold, tested correctly, certified honestly, and still arrive in a condition the buyer cannot use. That makes out-turn condition, stowage and the allocation of risk between them a separate negotiation from specification — one that costs a paragraph in the contract and the cargo at the discharge port. Two packing terms are worth insisting on whatever the grade. Specify drums as new — reconditioned drums are cheaper and are the most common source of contamination disputes at destination — and confirm that the drum tare weight is excluded from the invoiced net weight. On a soft grade a third term joins them: a stowage instruction covering stack height, dunnage, ventilation and shade, written into the contract rather than left to whoever loads the box.

Sequenced by where soft-grade transactions actually go wrong. The first two steps settle most of them, and both happen before anything is priced.

1. 先确认对方要的是不是这个稠度 · Establish that the consistency is what is really wanted

This is the step that saves the most time on this grade, because 200/300 has no Chinese counterpart to fall back on. Ask what the material is for. If the answer names a pavement, a highway class or a pavement layer, the buyer needs a JTG F40 grade with a quality class — 160号 or 130号 — and an ASTM 200/300 is the wrong product however soft the project wants it. If the answer names an emulsion mill, a cutback blender or a prime coat, the consistency is genuinely the point and the conversation can go forward. An enquiry that states only a grade name usually cannot be answered properly at all.

2. 说清楚合同写的是哪张表 · Name the table the contract is written to

Three routes exist and they are not interchangeable. ASTM 200/300 to ASTM D946 for base stock, where the buyer's plant does the rest and the formulation is the buyer's engineering problem. A Chinese road grade with its class and standard — 160号A级,符合JTG F40-2004 — where the material is going into a pavement. Or the finished product's own specification, where what changes hands is emulsion or cutback and the base grade demotes to an input the producer selects. Write one of the three into the contract text and have the Certificate of Analysis issued against that same table rather than against a generic export data sheet.

3. 把软化点写进合同 · Put softening point on the certificate by contract

ASTM D946 does not require it, so it will not appear unless it is asked for, and it is the property that predicts how this cargo behaves in a hot container. Require a measured ring and ball value on the batch certificate to ASTM D36, EN 1427 or JTG E20 T 0606, together with the density at 15 or 25 °C that the stowage and tonnage calculations are built on. Require the ductility line with its test temperature printed beside it rather than assumed. These are cheap to obtain at origin and impossible to obtain retrospectively.

Wax content (蜡含量) is limited by Chinese specifications and is not specified at all by ASTM D946 or EN 12591, which makes it the decisive gap for Middle East cargo wherever a Chinese acceptance table is in play. The class limits, the distillation method that produces the number and the crude-slate question that actually decides it are covered on the wax content page and are not reproduced here. What matters on this grade is that the usual route to a wax answer is closed: the limits attach to quality classes, quality classes attach to grades in the Chinese series, and 200/300 is not one — so there is no class letter to cite and no default ceiling to fall back on. Two situations follow. Where the material is base stock for a plant's own product, that plant's finished specification governs and no JTG class limit applies to the input as such; the plant still needs a number, and it has to go into the purchase specification as a figure with a method beside it rather than as a letter. Where any part of the chain will later be judged against a Chinese table, the measured value on the parcel actually being offered is the only evidence that exists. Ask for it on the batch rather than on a typical analysis.

5. 装运窗口与堆码一起谈 · Negotiate the shipment window and the stowage together

On a soft grade these are one decision, not two. Cold-region demand sits in the warm half of the year, northern discharge ports can freeze at the other end of it, and the hot leg is what puts the drums at risk. Settle the sailing window, the routing and any transhipment, the stack height, the dunnage and securing, and whether the box is stowed under deck — then write the out-turn condition standard and the inspection at discharge alongside them. All of it is a paragraph in a contract and none of it can be recovered afterwards.

6. 取样时间点本身就是条款 · Treat the sampling date as a specification item

Penetration falls with heat and never climbs back, and 200 is the floor of this grade with nothing beneath it. A certificate written months before loading describes material that no longer quite exists. Require sampling close to loading, draw retained samples across the whole parcel rather than from whatever stands nearest the container doors, seal them under the inspector's supervision and leave a set with each party. Independent inspection at load port by an internationally recognised inspector is what makes any later argument resolvable without either side relying on the other's laboratory.

7. 简体中文 SDS,切割后还要第二份 · The Chinese SDS, and the second one a cutback needs

The Chinese market expects a safety data sheet in Simplified Chinese following the GB/T 16483 sixteen-section format, with GHS classification under the GB 30000 series. An English ASTM-format sheet is not a substitute and does not partially satisfy the requirement. On this grade a second question arises far more often than on a mainstream one, because so much of the material is bought as an input: blending solvent into it creates a new substance for classification purposes, with its own measured flash point and its own sheet. Offering the neat bitumen sheet to cover a cutback is a misstatement of the hazard to everyone downstream of it.

8. 归类、增值税与两个不能猜的数字 · Subheading, VAT, and the two figures nobody should guess

Petroleum bitumen is classified under HS 2713.20, and Chinese treatment follows the fuller national subheading built on top of those six digits, so have a licensed customs broker confirm the complete code for the material and the origin before shipment. Import VAT on goods is 13 %. This page states no duty rate, and a buyer should decline one offered by a secondary source too: it turns on the exact subheading and the origin and has to be read from the tariff schedule in force on the day of import. None of this moves with the grade — a 200/300 entry and a 70# entry declare identically. One structural change still defeats older checklists: the separate CIQ inspection agency ceased to exist in 2018 when customs and inspection merged, and that function now sits inside GACC (中国海关总署).

9. 按运输状态定性 · Classify by the carriage condition, not by the product name

Dangerous goods status follows the state the cargo travels in. Solid packed bitumen in drums is generally not handled as a dangerous good. Bitumen carried at or above 100 °C is UN 3257, Class 9, which changes the transport document, the marking and whether a given carrier will accept it. Fix the condition in the booking and declare it consistently. Where the plan is to cut the material back after arrival, the blend's transport status is a fresh question answered on the blend's own classification and not inherited from the drums it came in.

None of them. The Chinese road petroleum asphalt series under JTG F40-2004 ends at 160号, whose penetration band is 140 to 200 (0.1 mm). ASTM 200/300 covers 200 to 300. The two bands do not overlap — they touch at the single value 200, which is simultaneously the ceiling of one grade and the floor of the other. Only a batch testing at exactly 200 could be described by both names at once, and it would be sitting on the extreme edge of each. In practical terms 200/300 cannot be offered against any JTG F40 road grade, and the failure is on the very first line of the table rather than on wax, flash point or the ageing block.

No. JTG F40-2004 names 160号, 130号, 110号, 90号, 70号, 50号 and 30号 and nothing else in the road petroleum asphalt family. The confusion arises because the Chinese number is a nominal penetration with a band around it rather than a band limit, so a trader who applies that habit to an ASTM name produces 200号 by mistranslation. No Chinese laboratory has a column to test a cargo against under that designation. Note also that 160号 is the one grade in the series where the number is not the midpoint of its band: 140 to 200 is sixty tenths wide against twenty for every other grade, so reading it as 150 to 170 by analogy will reject most of its own range.

No, and it should not be offered for it. It is off the top of the specification series, softer than any grade the series contains, and a pavement built with it would rut in the wheelpaths, shove at intersections and bleed in the first hot spell however cold the winters are. Where a cold-zone Chinese road carries meaningful traffic, design practice moves to a modified binder (改性沥青) rather than to a softer plain one. The grade decision belongs to the project design documents, not to a supplier quoting a price.

A Chinese grade, supplied against JTG F40-2004 with a quality class stated. The specification names a grade from its own series and requires JTG E20-2011 test data against that grade's column, so a material sitting off the top of the series has nothing to be judged against whatever its low-temperature behaviour might be. The relationship between 200/300 and the cold zones is real but indirect: the winter low-temperature digit of the climate zone code creates the regional demand for soft binder, and the form that demand takes when it reaches an importer is normally feedstock for the emulsion and cutback plants serving that work rather than a paving cargo.

It is the one role in which a grade with no Chinese counterpart genuinely earns its place. Follow a cold-region formulation toward its soft extreme — a prime that has to soak into an unbound base, a fog seal or slurry residue that must stay flexible through a northeastern winter — and the base grade it calls for runs past 130号, past 160号 and off the Chinese road petroleum asphalt series entirely. Three things change once the base sits off the series, and all of them are cheaper to settle before the formulation is fixed than after. There is no domestic grade to substitute if the import route stalls, so a single supply line carries the whole formulation. There is no A级/B级/C级 to attach to an off-series input, so any wax ceiling, ductility or ageing constraint the mill needs has to be written into the purchase specification as a figure with a method beside it rather than as a class letter. And the mill's own finished-product table becomes the only acceptance table in the transaction, because no JTG column stands behind the cargo as a second opinion. One caution applies whatever the base grade: if what changes hands is finished emulsion rather than base stock, contract against the emulsion acceptance table JTG F40-2004 carries in its own clause and let the producer select the base.

That is the floor ASTM D946 sets for this grade by Cleveland open cup to ASTM D92, and it is the lowest in the standard: D946 asks 232 °C of 40/50, 60/70 and 85/100 and 218 °C of 120/150. The requirement relaxes as the binder softens because a softer residue carries a larger light fraction. The practical consequence is about margin rather than about fire. Neat 200/300 is nowhere near flammable at any sensible working temperature, but the gap between working temperature and flash point is the narrowest available on the penetration ladder — 41 °C below the D946 floor for 120/150 and 55 °C below the floor for 60/70, against a Chinese requirement that holds at 230 °C on the softest grades JTG F40 names at all. An operator whose habits were formed on 60/70 and who heats every grade to the same ceiling is giving away a margin that was never there. Where the material is then cut back with solvent, the blend is a separate hazard question answered on the blend's own measured flash point, classification and safety data sheet, and nothing on the bitumen certificate carries across to it.

This is the cargo-condition risk that belongs to soft grades and does not exist on hard ones, and it is a condition problem rather than a quality problem. A container is a sealed steel shell, usually dark and unventilated, standing on an open deck or in a yard; its skin runs well above shade air temperature in the sun and the cargo follows with a lag, so what matters is accumulated time at temperature — an equatorial routing, a transhipment call, a berthing delay, a stack waiting on demurrage. The mechanism is creep before it is melting, which means the cargo never has to reach its softening point for the damage to be done. Warm binder redistributes under its own weight, drums bulge and lose their section, tiers lean and settle, closures and seams carry hoop load they were not designed for, and drums in sustained contact under load fuse into a mass that has to be cut apart. Every line on the Certificate of Analysis can still pass. That is why out-turn condition, stowage and inspection at discharge belong in the contract as terms separate from the quality clause.

200/300 可以用吨袋装吗?Can 200/300 ship in jumbo or poly bags?

Usually not, and it is worth raising before the packing is assumed. A one-tonne bag or a meltable poly bag works because the binder sets into a block that holds its own shape and can be handled, stacked and fed to a melting unit as a unit. At 200 to 300 penetration the material does not hold that shape at ordinary warm ambient temperatures, so the bag is left containing something much closer to a liquid than a billet. Drums are the normal answer on this grade — 80 new steel drums to a 20 ft container gives 12 MT at 150 kg per drum, 14.4 MT at 180 kg and 14.8 MT at 185 kg — with a stack height and stowage instruction written into the contract rather than left to the loading crew. Where the buyer has discharge and heating capability, a bitutainer at 20 to 25 MT removes the drum problem altogether because the cargo is designed to be carried and discharged as a liquid.
