GB/T 15180《重交通道路石油沥青》 is the recommended national product standard (推荐性国家标准) for heavy-traffic road petroleum asphalt. The two documents are separate, their limits differ in both directions, and a contract should cite one of them — naming both creates an obligation neither standard actually contains.
GB/T 15180 是什么 · What the standard is, and what the GB/T prefix means
Almost every problem this standard causes in export trade comes from one assumption: that GB/T 15180 and JTG F40 are two names for the same requirement table. They are not, and the reason is written into the designation itself.
国家标准与行业标准 · Where it sits in the standards system
The Chinese standards system is layered by the authority that issues a document, not by how demanding the document is. At the top sit national standards (国家标准) carrying a GB designation. Below them sit industry standards (行业标准), each series administered by the ministry responsible for that sector — JTG is the highway engineering series administered by the transport ministry, and it is where JTG F40-2004 and the JTG E20-2011 test procedures live. Below those sit provincial standards (地方标准, DB series) and enterprise standards (企业标准), which may tighten the level above but not relax it.
GB/T 15180 is a national standard. JTG F40 is an industry standard. That difference in rank is real, and it is also very nearly irrelevant to the only question a buyer needs answered, which is which document the cargo will actually be tested against on arrival. Rank does not decide that. The contract and the project’s acceptance clause decide it.
GB/T 里的“T” · What the /T actually means
The suffix carries more practical weight than the rank does. A designation written GB is a mandatory national standard (强制性国家标准): compliance is required by law within the standard’s scope. A designation written GB/T is a recommended national standard (推荐性国家标准), where the T stands for 推荐 — recommended. Recommended standards are voluntary in themselves. They acquire force the moment a contract, a tender document or a mandatory standard references them.
For an exporter this has one consequence, and it is a useful one rather than a loophole. Nothing in Chinese law compels a cargo to be produced to GB/T 15180. Your sales contract compels it, once the contract names it. The obligation is contractual, which means it is exactly as precise as the words you wrote: designation, edition, test methods, and the document the Certificate of Analysis is issued against. A loose reference to “Chinese standard” or “GB standard” creates an obligation whose content gets decided later, by whoever is holding the failing test result.
产品标准,不是施工规范 · A product standard, not a construction specification
This is the distinction the whole page rests on. GB/T 15180 describes a product. Its subject is the binder in the drum or the tank: what it must test at, and nothing beyond that. JTG F40-2004《公路沥青路面施工技术规范》 describes how an asphalt pavement is built and accepted. Binder requirements are one chapter inside it, sitting alongside aggregate and filler, mix design, plant production, transport, paving, compaction, joints and the acceptance clauses.
That is why JTG F40 carries two things a product standard has no reason to carry. The first is the A/B/C quality class system (质量等级), which ties a binder to a permitted highway class and pavement layer. The second is the climate zone framework (气候分区), a three-part code built from summer high temperature, winter low temperature and rainfall, which steers grade selection for the site. GB/T 15180 carries neither — not because it is a weaker document, but because neither of them is a property of the material. A drum of bitumen has a wax content. It does not have a highway class.
Read that way the two documents stop competing for the same job. A product standard answers the question is this material what it says it is. A construction specification answers the question may this material be placed in this layer, of this road, in this climate. A cargo can pass the first cleanly and still be inadmissible under the second.
“重交通”的含义 · What heavy traffic means in the title
The title reads 重交通道路石油沥青 — road petroleum asphalt for heavy traffic. The scope wording is doing real work. The standard was written for binders serving heavily trafficked pavements, and the limits reflect that: the flash point floor is 260 °C rather than the 232 °C of ASTM D946, wax content is limited at all where ASTM limits it nowhere, and the softening point is bounded at both ends rather than only at the bottom.
The AH- prefix is the designation series belonging to this standard and to no other. An AH- number appearing in an enquiry, on a Certificate of Analysis or in a product description is a GB/T 15180 reference whether or not the standard number is printed beside it. Other Chinese standards cover other asphalt products — building and industrial grades in particular sit under separate documents with separate designations — and they are not interchangeable with a heavy-traffic paving binder.
版本问题 · The edition question
GB/T 15180 has been revised more than once since it was first issued, as Chinese standards routinely are. No year is attached to the requirement values on this page, deliberately: the edition that matters is the one named in your project document, not the one named in a supplier’s email. Two rules follow from that. Ask which edition the design was carried out against before you price anything, and write that edition into the contract. A contract that says GB/T 15180 with no year is a contract that will be interpreted, at the moment of dispute, as whichever edition suits the party reading it.
AH 标号序列 · The AH-130 to AH-30 grade series
GB/T 15180 designates heavy-traffic road petroleum asphalt with AH- numbers. The number follows the Chinese nominal-penetration convention rather than the ASTM convention: the figure in the name is the nominal penetration (标称针入度) and the acceptance band sits either side of it. AH-70 is penetration 60–80 tenths of a millimetre, not 60–70. Every designation in the series reads the same way, and it is the single most common misreading in China-facing bitumen trade.

AH-70 技术要求 · The AH-70 requirement set
AH-70 is the designation that carries the traded volume, and the one an export offer is most often measured against. Below is the requirement set with the test method used in Chinese practice for each line. Note that this is a complete acceptance set in itself — there is no quality class to add to it and no climate zone qualifier attached to it.

逐项解读 · What each AH-70 requirement is protecting
A requirement table is only useful when you know which line stops which failure, and which line is the one your material is most likely to miss. For a Middle East export cargo offered against AH-70, two lines do almost all of the damage — and neither of them is penetration.
针入度 60–80 · The band, and the convention
Penetration (针入度) at 25 °C under a 100 g load for 5 seconds, reported in tenths of a millimetre, is the consistency measurement that names the grade. For AH-70 the acceptance band is 60 to 80. An ASTM 60/70 cargo sits comfortably inside it with room on both sides, which is precisely why the two designations get treated as interchangeable in correspondence. They are not interchangeable in the other direction: an AH-70 batch testing at 76 is a perfectly good AH-70 and is out of grade as 60/70. Any conversation that uses the two names as synonyms is carrying an unresolved specification inside it.
软化点 44–54 °C · The ceiling that catches exporters
This is the line to check before you quote. GB/T 15180 sets the softening point (软化点) for AH-70 as a two-sided window: not less than 44 °C and not more than 54 °C. JTG F40-2004 handles the same property differently, setting a floor for 70# — 46 °C for A级, 45 °C for B级, 43 °C for C级 — and letting the upper end run.
Now put a typical Middle East 60/70 export specification beside it. Published ring-and-ball values for that grade commonly run 49–56 °C. The lower part of that range clears AH-70 easily. The upper part does not: a batch testing at 55 or 56 °C is fully compliant 60/70, comfortably compliant 70# under JTG F40, and out of specification against AH-70 on a ceiling that most export offers never mention because their home standard does not have one. A high softening point reads instinctively as a quality margin. Against GB/T 15180 it is a rejection.
The commercial handling is simple once you know: ask for recent batch softening point results before committing, and where the material runs at the top of its range, either place it against JTG F40 instead or agree the ceiling explicitly with the producer before the cargo is nominated.
15 °C 延度 ≥ 100 cm · Ductility at a colder temperature than ASTM
Ductility (延度) is measured by stretching a briquette at 5 cm/min until it breaks. The requirement level — minimum 100 cm — looks identical to the ASTM D946 line, and it is not the same test. ASTM D946 measures ductility at 25 °C. GB/T 15180 and JTG F40 both measure it at 15 °C, where the binder is stiffer and far more likely to fail early. A cargo that stretches past 100 cm at 25 °C tells you nothing definitive about its behaviour at 15 °C. If your Certificate of Analysis reports ductility at 25 °C only, it does not evidence this line, and a Chinese acceptance laboratory will run the 15 °C test rather than accept the 25 °C figure in its place.
蜡含量 ≤ 3.0 % · The requirement that decides which market you can serve
Wax content (蜡含量) determined by the distillation method, capped at 3.0 % for AH-70, is the requirement with no counterpart anywhere in ASTM paving standards, and it is the single biggest technical barrier for Middle East bitumen entering the Chinese market. The reason is crude source, not refining competence. Naphthenic crudes yield a naturally low-wax bitumen, and that material is the domestic quality benchmark in China. Many Middle East crudes are more paraffinic, and bitumen produced from them carries more wax. Wax raises temperature susceptibility, weakens adhesion to aggregate and is associated with poorer low-temperature behaviour, which is why the Chinese system treats it as a headline property rather than an optional extra.
Where GB/T 15180 becomes commercially interesting is the level. AH-70 allows 3.0 %. JTG F40-2004 allows 2.2 % for A级, 3.0 % for B级 and 4.5 % for C级. So the AH-70 ceiling is the B级 level, not the A级 level. Material that cannot reach 2.2 % is not automatically excluded from a Chinese project — it is excluded from 70# A级. That is a real distinction and it is worth understanding before writing off an enquiry, but it is not a route around the requirement: the class permitted on an expressway surface course is set by the project, not by the seller.
Two practical points follow. Ask for wax content by the distillation method (T 0615) on the batch, not a typical value on a datasheet — wax varies with crude slate and is the value most often missing from a weak COA. And do not offer a 蜡含量 figure you have not had measured, because it is the first line a Chinese laboratory retests.
闪点 ≥ 260 °C · Above the ASTM floor by a wide margin
The flash point (闪点) floor of 260 °C is materially higher than the 232 °C of ASTM D946, and it matches the JTG F40 floor for 70#. It is a safety and volatility requirement rather than a performance one: it bounds storage and heating temperature, it is what a terminal operator and an insurer will ask for, and it appears on the safety data sheet. A cargo built to satisfy an ASTM export specification alone can hold a genuine flash point below 260 °C and be entirely compliant with what it was sold as, while failing AH-70.
溶解度 ≥ 99.0 % · The anti-adulteration line
Solubility (溶解度) at minimum 99.0 % confirms the material is genuine bitumen and has not been extended with mineral filler or insoluble matter. Here GB/T 15180 is the more permissive of the two Chinese documents: JTG F40 requires 99.5 % for 70#, half a point tighter, which is a real difference on filler-extended material and no difference at all on clean binder. A COA that omits solubility entirely should be treated as a finding rather than an oversight, whichever standard is named.
薄膜烘箱试验 · The ageing block, and where GB/T is stricter
The thin film oven test conditions a film of binder at elevated temperature to simulate the ageing it undergoes during hot mixing, and two results are then read from the residue. Mass change is capped at ±0.6 % for AH-70 — tighter than the ±0.8 % JTG F40 allows for 70#. It is expressed as a two-sided limit because bitumen can gain mass through oxidation as well as lose it through volatilisation, and both directions are evidence of instability. Retained penetration ratio must be at least 61 % of the original value, which is the same figure JTG F40 requires for 70# A级. That line is the best single predictor of premature pavement cracking on the whole table: a binder that arrives at the paver having already given up 39 % of its penetration — the most the limit permits — will keep hardening in service, and anything below 61 % retention has failed before the road is opened.
Taken together, the ageing block is where GB/T 15180 is the more demanding standard, the softening point ceiling is where it is more demanding again, and wax content and solubility are where JTG F40 A级 is stricter. Neither standard is a superset of the other, which is exactly why a contract has to choose.

合同应引用哪一个标准 · Which standard the contract should cite
This is the question the page exists to answer, and it has a short answer: one standard, one edition, one designation, and — only if that standard is JTG F40 — one quality class. Everything below explains why the alternative is worse than it looks.
先问工程按什么验收 · Start from the acceptance clause, not from the enquiry
The starting question is never “which standard is better”. It is: what will this material be tested against when it arrives, and by whom. Three cases cover almost everything.
- A highway construction project. Chinese pavement construction and acceptance is dominated by JTG F40-2004, usually with a provincial or project document layered over it. If the material is going into a road that will be handed over against a JTG F40 acceptance clause, the contract should name JTG F40, the grade and the quality class, because that is the test the cargo will actually face.
- A product-level supply, storage or resale contract. Where the buyer is a trader, a terminal or a blender and the immediate obligation is about the material rather than a specific pavement, GB/T 15180 is the natural reference. It is a product standard, it produces a single unambiguous limit set, and it needs no class or climate qualifier to be complete.
- A tender that names one of them explicitly. Then the question is already answered and the job is to price against that document and no other. Do not helpfully offer the other standard as an upgrade.
In practice, an AH- designation is met most often in product descriptions, supply contracts, certificates and commercial correspondence, while a numbered grade with a quality class is met in project documents. That is a tendency to work with, not a rule to rely on — read the acceptance clause.
“同时满足 GB/T 15180 和 JTG F40” · Why naming both is not a safety margin
Contracts that name both standards are written with good intentions. The drafter believes the cargo will simply have to be good enough for both, and that this protects the buyer. What it actually creates is a specification that neither standard contains and no producer designs to. Four concrete problems appear immediately.
- The limits compound in ways nobody priced. Satisfying both means holding softening point below the GB/T ceiling of 54 °C and above the JTG floor, holding solubility at the JTG A级 level of 99.5 % and holding mass change inside the GB/T ±0.6 %. Each of those limits exists in one document. The intersection exists in neither, and the seller has quoted against a table that was never shown to him.
- The ageing procedure becomes ambiguous. The two documents do not necessarily invoke the same conditioning procedure or the same method reference for the residue block. When the retained penetration result lands near the limit, the argument stops being about the binder and becomes an argument about which test the contract meant.
- A quality class gets attached to a standard that has none. “AH-70 A级” appears in enquiries constantly and it is not a specification that exists. GB/T 15180 has one limit set per designation. Writing a class beside an AH- number tells the reader that whoever drafted the clause was working from two documents at once and had not noticed.
- Disputes resolve against the seller. When two named standards conflict, the reading that prevails in practice is the stricter limit on each individual line — the union of every tight value in both documents. That is the worst possible outcome for a seller who priced one of them, and it is not a good outcome for a buyer either, because it delays the cargo and hands the counterparty a fair argument that the contract was ambiguous.
一个可用的条款 · A clause that works
The clause needs four things: the designation, the standard with its edition, the inspection arrangement, and an instruction about what the Certificate of Analysis is issued against. For a product-level contract:
“Bitumen AH-70 in accordance with GB/T 15180 (edition: ____). Quality and quantity as per independent inspection at load port, with sealed retained samples held by both parties. Certificate of Analysis to be issued against GB/T 15180 stating measured values for penetration, softening point, ductility at 15 °C, wax content by distillation, flash point, solubility, and mass change and retained penetration ratio after the thin film oven test.”
For a project supplying into a highway contract, the equivalent is written the other way: “Bitumen 70# quality class A in accordance with JTG F40-2004, Certificate of Analysis issued against JTG F40-2004 with test results reported to JTG E20-2011.” Either clause is short, unambiguous and enforceable. “AH-70 / 70# or equivalent, meeting Chinese standards” is none of those things, and it is the phrasing that produces the disputes.
检验报告按哪个标准出 · What the certificate must say
Whichever standard is named, the Certificate of Analysis should be issued against that standard by name, with measured values rather than the specification range copied across into every cell. A certificate whose numbers land exactly on the limits every time deserves scrutiny. For AH-70 specifically, three lines should appear explicitly and are the ones most often missing: wax content by the distillation method, ductility measured at 15 °C rather than 25 °C, and both results from the thin film oven test. If the certificate you are offered reports an ASTM specification and the contract names GB/T 15180, you do not have evidence of compliance — you have evidence of something else.
从合同到验收 · From clause to acceptance, step by step
Seven decisions settle whether an AH-70 shipment is accepted. All of them are made before the cargo loads, and none of them is price.
1. 确认验收依据 · Establish the acceptance basis
Ask the buyer which document the material will be tested against on arrival and who runs that test — a project laboratory working to JTG F40, or a commercial inspection against GB/T 15180. Ask for the edition year as well. Everything downstream, including which properties you need batch data for, follows from this answer, and it takes one question to get.
2. 只写一个标准 · Name one standard, one edition, one designation
Write GB/T 15180 with its edition and the AH- designation, or JTG F40-2004 with the numbered grade and the quality class. Never both, and never a quality class beside an AH- number. If the buyer’s draft contains both, raise it before signature rather than after the retest — at that point it is a two-line amendment instead of a claim.
3. 先查软化点上限 · Check the 54 °C ceiling before quoting
Against AH-70 the softening point window is 44–54 °C. Obtain recent batch ring-and-ball results before committing, because material running at the top of a typical 60/70 export range will exceed the ceiling while remaining fully compliant with everything it was originally sold as. This is a pre-offer check, not a pre-shipment check.
4. 蜡含量按方法约定 · Fix the wax content method in the contract
State wax content maximum 3.0 % determined by the distillation method, and require it on the batch certificate rather than as a typical datasheet value. Wax varies with crude slate, it is the property most sensitive to a change of feedstock between batches, and it is the first line a Chinese laboratory retests. Never quote a 蜡含量 figure that has not been measured on material comparable to what will ship.
5. 检验与留样 · Inspection and retained samples
Appoint an independent inspector at load port covering quality, quantity and packing condition, with samples drawn across the whole cargo rather than from the container door, and sealed retained samples held by both parties. Against AH-70 this matters more than usual, because the lines most likely to be retested on arrival — softening point, wax content and ductility at 15 °C — are exactly the ones a sample drawn from one corner of a cargo will not fairly represent. Where buyer and seller are new to each other this is the cleanest way to settle a technical question without either side relying on the other’s laboratory.
6. 确认实验室能跑中国方法 · Confirm the laboratory can run the Chinese methods
Three AH-70 lines are routinely absent from origin-country certificates for the same reason: the laboratory issuing the certificate does not run them. They are wax content by the distillation method (T 0615), ductility at 15 °C rather than the 25 °C an ASTM-oriented laboratory defaults to (T 0605), and the thin film oven test block reported as both mass change and retained penetration ratio (T 0609, with T 0604 on the residue). Establish before shipment that your laboratory can perform all three, or place them with one that can. If the gap is discovered after arrival, the destination laboratory’s number is the only number in existence and you have nothing to set against it.
7. 入境合规与现场安全 · Entry compliance and site safety
An AH-70 cargo clears on the same framework as any other petroleum bitumen, and the framework is worth restating precisely because parts of it are still widely misreported. Petroleum bitumen sits under HS heading 2713.20 (石油沥青); confirm the full national subheading with a licensed customs broker for the specific product and origin. Import VAT on goods is 13 %, and no duty rate should be assumed — the applicable treatment must be read from the current tariff schedule for that subheading and that origin. Since the 2018 merger of customs and inspection the former CIQ function has sat inside the General Administration of Customs (中国海关总署, GACC), so guidance presenting CIQ as a separate agency with its own separate process is describing a structure that no longer exists. The safety data sheet must follow the GB/T 16483 format with GHS classification under the GB 30000 series, in Simplified Chinese. Solid packed bitumen is generally not handled as a dangerous good, while bitumen carried at or above 100 °C is UN 3257, Class 9 — declare the condition the cargo actually travels in rather than making a blanket claim in either direction. It is the Chinese national standard《重交通道路石油沥青》 — heavy-traffic road petroleum asphalt. It is a product standard: it defines what the binder must test at, using AH- designations from AH-130 down to AH-30. The GB/T prefix marks it as a recommended national standard (推荐性国家标准), meaning it is voluntary in itself and becomes binding when a contract, tender or mandatory standard references it.

They cover the same consistency and they are not the same specification. Both run a penetration band of 60–80 (0.1 mm), which is why they get treated as one product in correspondence. No. The A/B/C quality class system belongs to JTG F40-2004, where it determines which class of highway and which pavement layer a binder may be used in. GB/T 15180 carries one limit set per AH- designation. “AH-70 A级” is not a specification that exists, and seeing it in an enquiry usually means the drafter has merged two documents without noticing. It is also worth knowing what the JTG F40 class does and does not change: the class is set by tighter limits on wax content, ductility at 10 °C, penetration index and the ageing residue requirements, and not by penetration, which is identical across A级, B级 and C级 for a given numbered grade. A 70# binder is 60–80 in every class.

But the class permitted on a given pavement layer is decided by the project, not by the seller, so a wax content of 2.8 % opens some doors and closes others.
