A bitumen cargo bound for China is stopped far more often by its paperwork than by its quality. This page sets out the full document set for an import into China — what each document is, who issues it, what fact it is offered to prove, and the specific way it fails — and then deals with the part that costs the most money: the requirement that the sales contract, the letter of credit and the customs declaration (报关单) all say the same thing about the goods description, the quantity and its unit basis, the commodity code and the consignee. A bitumen import into China is built around one legal instrument, the customs declaration (报关单), and a supporting file that has to agree with it line by line. The core set is the commercial invoice, the packing list, the bill of lading, the certificate of origin, the batch certificate of analysis, a safety data sheet in Simplified Chinese to GB/T 16483 format with GHS classification under the GB 30000 series, and — where the tariff line or the contract calls for one — an inspection certificate. Since the 2018 institutional reform the entry-exit inspection and quarantine function sits inside the General Administration of Customs (中国海关总署, GACC) and the customs and inspection declarations have been merged into a single filing, so guidance that still treats CIQ as a separate agency taking its own declaration is describing a process that no longer exists in that form. The expensive failures are not missing documents but inconsistent ones: the goods description, the quantity together with the unit it is expressed in, the commodity code and the identity of the consignee have to be identical across the sales contract, the letter of credit and the declaration, because a bank examining documents under UCP 600 and a customs officer examining a declaration against its supporting evidence are two independent readers, each able to stop the shipment for the same drafting error. What the file looks like also depends on how the cargo is packed: drummed and bagged bitumen is declared and credited in packing units, while a bulk parcel brings a charter party bill of lading, survey-based quantity figures and a tolerance argument that drums never have.

Before working through the documents, it is worth knowing who reads them and what they are being read into. Both answers changed in 2018, and a surprising amount of circulating advice has not caught up.

2018年关检融合 · The merger that ended the second filing

Until 2018 an import into China faced two authorities. Customs handled classification, valuation, duty and release. A separate entry-exit inspection and quarantine service — referred to in trade correspondence simply as CIQ — handled inspection and quarantine, took its own declaration on its own form, and issued its own certificates. Two filings, two clocks, two sets of paperwork to keep consistent with each other.

The institutional reform of 2018 transferred the entry-exit inspection and quarantine function into the General Administration of Customs (中国海关总署, GACC), and during the same year the customs declaration form and the inspection declaration form were merged into one. The trade calls it 关检融合, customs and inspection integration. The practical consequence for a document file is that there is one declaration, one authority reading it, and one set of regulatory condition codes attached to the tariff line that determines whether statutory inspection (法定检验) applies to that commodity.

Two wrong conclusions get drawn from this, and both cost money. The first is that CIQ still exists as a separate step — an agent who offers to obtain a separate CIQ certificate, or who builds a timeline around a second agency's clearance, is quoting a pre-2018 process, and that is a useful signal about how current the rest of their advice is. The second is that inspection went away. It did not. Sampling, documentary checks, quarantine controls and statutory inspection requirements all still exist; they are simply administered by customs now, and whether they reach a given cargo is signalled by the codes attached to the confirmed national commodity code rather than by the product name.

单一窗口 · Where the declaration is actually filed

Declarations are filed electronically through the China International Trade Single Window (中国国际贸易单一窗口), either by the consignee itself or by a licensed customs broker (报关企业) acting under a written brokerage authorisation (报关委托书). Nothing on the seller's side is filed into that system directly. What the seller controls is the quality of the inputs — the invoice, the packing list, the certificate of origin, the certificate of analysis, the safety data sheet — and every one of those becomes a data field that the declarant has to reconcile. A seller who treats the export documents as a formality is handing the buyer's broker a reconciliation problem and, eventually, handing themselves an amendment request.

报关单上的三个当事人 · The three parties named on the declaration

An import declaration names more than one company, and confusing them is one of the most common structural errors in this trade.

  • 境内收发货人 — the domestic consignee of record. This is the Chinese entity registered with customs, identified by its unified social credit code, that makes the declaration in its own name and carries the legal responsibility for it. It must hold the filing that entitles it to import.
  • 消费使用单位 — the unit that will actually consume or use the goods. For a trader importing on behalf of an asphalt producer these two are different companies, and the declaration says so.
  • 申报单位 — the entity that physically files, normally the broker under the brokerage authorisation.

The consignee named on the bill of lading has to be reconcilable with the 境内收发货人 on the declaration, and the customs import VAT payment certificate is issued in the name of the declared consignee — which is what determines who can claim the input credit. Where the buyer intends to import through an agent, that structure has to be settled at contract stage, because it changes what the bill of lading should say and it changes who the letter of credit applicant is.

报关单的关键栏目 · The fields a seller's documents feed

The declaration is a structured form, and each field draws on a specific export document. The fields that generate queries in bitumen imports are these:

  • 商品编号 · Commodity code. The full national commodity code, not the six-digit international subheading. Petroleum bitumen sits internationally in HS 2713.20 (石油沥青), but the code entered on the declaration is longer and carries the regulatory condition codes. It must be confirmed with a licensed broker against the current tariff schedule.
  • 商品名称及规格型号 · Name and specification. Not just a product name — the field expects the specification or model as well. This is where the grade, the governing standard and the quality class belong, and it is the field that has to match the contract and the credit word for word.
  • 数量及单位 · Quantity and unit. The declaration wants the quantity in the statutory unit attached to the tariff line (法定计量单位), which for petroleum bitumen is a weight unit — confirm the exact unit with the broker. A contract written in metric tonnes and a declaration written in kilograms have to reconcile arithmetically and exactly.
  • 件数、包装种类、毛重、净重 · Packages, packing type, gross and net weight. Net weight for drummed cargo excludes the drum tare; gross weight includes the packing but not the container tare. These come straight off the packing list, which is why a sloppy packing list becomes a customs question.
  • 成交方式、运费、保费、杂费 · Trade term, freight, insurance, other charges. The declared trade term drives how freight and insurance are entered, because the duty-paid value is built on a CIF-type basis. An invoice that is silent on freight under a CFR sale forces the declarant to guess.
  • 原产国(地区)· Country of origin. Taken from the certificate of origin, not from the port of loading and not from the flag of the vessel.
  • 集装箱号、唛头及备注 · Container numbers and shipping marks. Read against the packing list and the bill of lading. Marks that exist on the drums but not on the documents, or the reverse, are a straightforward examination finding.

None of these fields is filled in by the exporter. All of them are filled in from the exporter's documents. That is the whole argument for drafting the export set against the declaration rather than against habit.

This is the working set for a commercial bitumen import into China through general trade. Not every line applies to every shipment — the regulatory conditions attached to the confirmed national commodity code, the terms of the credit and the packing all add or remove items. Read the fourth column first: each of these documents has a characteristic failure mode, and every one of them is cheap to prevent at the desk and expensive to fix at the port.

Build the file backwards from the declaration rather than forwards from habit. Decide the exact bilingual goods description, the quantity basis and the consignee structure first, then write those decisions into the contract, into the credit, and into every document issued against them. Documents produced by third parties — the carrier, the chamber of commerce, the inspection company, the insurer — need checking against the agreed wording on the day they are issued, because a certificate of origin that describes the goods differently from the invoice cannot be quietly corrected after it has been presented.

批次COA、中文SDS与检验证书 · The three documents buyers assume are routine

The commercial documents are drafted carefully because banks reject them. The technical documents are usually copied from the last shipment, and they are the ones that determine whether a Chinese engineer accepts the cargo.

批次COA · What a Chinese specification actually requires on the certificate

A certificate of analysis is a record of what was measured on the material that loaded. It is not a specification sheet with the supplier's name on it, and a certificate whose values land exactly on the specification limits shipment after shipment deserves the scrutiny it usually escapes.

Where the contract is written against a Chinese standard, the certificate has to speak that standard's language. Two standards govern road bitumen in China and buyers confuse them constantly:

  • JTG F40-2004《公路沥青路面施工技术规范》 — the Ministry of Transport construction specification, which defines 道路石油沥青 in grades 160#, 130#, 110#, 90#, 70#, 50# and 30#, each subdivided into quality classes A, B and C.
  • GB/T 15180《重交通道路石油沥青》 — the national standard for heavy-traffic road petroleum asphalt, using the AH- designations AH-130, AH-110, AH-90, AH-70, AH-50 and AH-30.

Naming the wrong one on the certificate is not a cosmetic error, because the limits differ. Under GB/T 15180 an AH-70 carries a softening point (软化点) band of 44–54 °C, a wax content (蜡含量) maximum of 3.0 %, solubility (溶解度) minimum 99.0 %, and after the thin film oven test a mass change within ±0.6 % and a retained penetration ratio of at least 61 %. Under JTG F40-2004 a 70# of class A carries a softening point minimum of 46 °C, solubility minimum 99.5 %, a wax content maximum of 2.2 %, and after ageing a mass change within ±0.8 % with retained penetration of at least 61 %. A certificate that says 70# and reports 99.2 % solubility is compliant against one standard and non-compliant against the other.

标号是名义针入度 · The grade number is a nominal penetration, not a band

This is the single most common misunderstanding in China-facing bitumen trade and it belongs on the certificate as much as in the contract. In the Chinese system the number with a hash is the nominal penetration, and the acceptance band sits either side of it: 70# covers penetration 60–80 (0.1mm), 90# covers 80–100, 50# covers 40–60. This is unlike ASTM 60/70, where the two numbers are the band. An ASTM 60/70 cargo normally falls inside the 70# penetration band, but the two names are making different claims, and a certificate that carries one while the credit calls for the other is inviting a reader to decide whether they match.

等级 A / B / C · Why penetration cannot evidence the class

The Chinese quality class has no ASTM equivalent and it is not set by penetration, which is identical across classes. It is set by the tighter limits on wax content (蜡含量), ductility at 10 °C (10 °C延度), penetration index (针入度指数) and the residue requirements after ageing. A级 is the highest class and is permitted for all grades and all pavement layers; B级 is permitted for the lower layers of expressways and class-1 highways and for all layers of lower-class roads; C级 is for class-2 highways and below.

The consequence for the certificate is direct. If the contract and the credit call for 70号A级, a certificate reporting penetration, softening point, flash point and solubility does not evidence the class at all. The lines that do are the class-linked ones: wax content by the distillation method, with a maximum of 2.2 % for A级, 3.0 % for B级 and 4.5 % for C级; ductility at 10 °C; penetration index within the range −1.5 to +1.0; and the ageing residue results. Omit them and the buyer's engineer is entitled to reject the class, whatever the grade number on the drum says.

蜡含量 · The line Middle East sellers must not leave blank

Be plain about this rather than working around it. Naphthenic crude produces naturally low-wax bitumen and is the domestic quality benchmark in China. Many Middle East crudes are more paraffinic and therefore give a higher wax content, and wax content is precisely the property the Chinese class system polices most tightly. This is the single biggest technical barrier for Middle East bitumen entering the Chinese market. The commercial answer is not to omit the line from the certificate; it is to test it, report the measured value, and let the buyer match the class to the value rather than discover the gap at the plant.

试验方法 · Which test methods the certificate should cite

Chinese testing follows JTG E20-2011《公路工程沥青及沥青混合料试验规程》: T 0604 penetration, T 0605 ductility, T 0606 softening point, T 0607 solubility, T 0611 flash point, T 0615 wax content by distillation, T 0609 thin film oven test, T 0610 rolling thin film oven test, T 0603 density and T 0620 dynamic viscosity. Where an export laboratory reports against ASTM methods, cite both and state that they are equivalent in intent, not identical in procedure. A certificate that names only a foreign method against a Chinese standard leaves the buyer's laboratory to decide whether the numbers are comparable, and that decision will not be made in the seller's favour once the cargo is discharged.

中文SDS · Format, not translation

The safety data sheet for the Chinese market follows GB/T 16483 format — sixteen sections in a prescribed order — with GHS classification under the GB 30000 series, and it must be in Simplified Chinese. Sending an English sheet with a Chinese cover page does not satisfy this. Neither does a machine translation that keeps a foreign section order. The safety data sheet is requested by terminals, by carriers, by the buyer's EHS function and, where the tariff line carries the relevant condition, in support of the declaration. The package itself is a separate requirement: chemical safety labelling in Chinese follows GB 15258, and drums that arrive marked only in English create a problem at unstuffing that no amount of correct paperwork solves.

One point belongs on the sheet rather than in a blanket claim: solid bitumen packed in drums or bags and shipped at ambient temperature is generally not handled as a dangerous good, whereas bitumen carried at or above 100 °C is UN 3257, Class 9. State the condition of carriage, and make sure the sheet, the booking and the transport document describe the same condition.

检验证书 · Independent inspection, and what it is worth

An inspection certificate covering quality, quantity and packing condition at the load port buys three things no supplier laboratory can provide: sampling drawn independently and spread across the cargo rather than from one accessible drum, sealed retained samples held by both parties, and a report from a name the buyer's bank, the buyer's engineer and any subsequent enquiry will already recognise. Where the credit calls for an inspection certificate it becomes a stipulated document and its wording is examined like any other, so the certificate's description of the goods has to match the credit as carefully as the invoice does. Separately, customs may sample and inspect on arrival under the statutory inspection regime; a load-port certificate does not displace that, but it gives both parties a traceable reference if the two results ever have to be argued.

三方一致 · Three-way consistency

合同、信用证与报关单的一致性 · The requirement that quietly governs the whole file

One description of the goods has to survive three documents, read by three different readers under three different bodies of rules. None of the three readers talks to the others, and each can stop the transaction on its own.

三个读者 · Who is reading, and against what

  • 合同 · The sales contract. Read by the parties, and by a tribunal if it ever gets that far. It defines what was actually sold — grade, governing standard and edition, quality class, packing, quantity basis, inspection arrangement and delivery term.
  • 信用证 · The letter of credit. Read by the issuing and nominated banks against UCP 600. Banks deal with documents, not with goods: a credit is a separate transaction from the contract it arises out of, and the bank neither knows nor cares whether the bitumen is excellent. It examines whether the presentation appears on its face to comply, and it has a maximum of five banking days following presentation to decide. A presentation including original transport documents must be made no later than twenty-one calendar days after the shipment date, and in any event by the expiry date.
  • 报关单 · The customs declaration. Read by GACC against the tariff schedule and against the supporting documents. Here the description is a legal statement about the contents of the container, tied to a commodity code and evidenced by the invoice, the packing list and the certificate of analysis.

The bank's test is more forgiving than most sellers assume in one respect and stricter in another. Data in a document need not be identical to data in another document or in the credit, but it must not conflict with it. The commercial invoice is the exception: its description of the goods must correspond with the description in the credit. Other documents may describe the goods in general terms, provided those terms do not conflict. So the invoice must track the credit closely, while the certificate of analysis and the bill of lading may be shorter — as long as nothing in them contradicts anything else.

1. 品名描述 · Description of goods

This is where the Chinese grading system does its damage. A contract saying Bitumen 60/70 while the buyer's project specification and the credit say 70号道路石油沥青A级 is not two ways of saying one thing. The Chinese name asserts a nominal penetration with a 60–80 band, a governing standard, and a quality class defined by wax content, ductility at 10 °C, penetration index and ageing residue. The ASTM name asserts a 60–70 penetration band and nothing else. A bank comparing an invoice that says one against a credit that says the other is entitled to call it a discrepancy, and a customs officer comparing the declared 商品名称及规格型号 against the certificate of analysis is entitled to ask which product actually arrived.

The fix is to name both, with the standard behind each, and then never paraphrase: Bitumen 60/70 to ASTM D946, supplied against 70号道路石油沥青 to JTG F40-2004, A级. Fix the exact string once, and reuse it verbatim in the contract, the credit application, the invoice, the packing list, the certificate of analysis and the declaration instruction. Also fix the vocabulary: asphalt, bitumen, 沥青 and 石油沥青 are not interchangeable, and drift between them can point a reader towards a different tariff heading altogether.

2. 数量与计量单位 · Quantity and the unit it is expressed in

Quantity discrepancies are more common than description discrepancies and are usually pure arithmetic. Three traps recur:

  • The unit changes between documents. The contract is in metric tonnes, the packing list is in kilograms, the declaration is in the statutory unit for the tariff line, and somewhere in that chain a rounding appears. Reconcile the conversions exactly and state both figures where it helps.
  • Net and gross are not distinguished. For drummed cargo the invoiced quantity should be net of drum tare, and the contract should say so explicitly. The declaration then carries the net weight excluding tare and the gross weight including the packing but not the container.
  • Tolerance is assumed where none exists. Under UCP 600 a tolerance not exceeding 5 % more or less than the quantity is available only where the credit does not state the quantity in a stipulated number of packing units or individual items, and the drawing does not exceed the credit amount. A credit reading 1,600 drums of 180 kg net states packing units, so there is no 5 % tolerance — 1,598 drums is short shipment. A credit reading 288 MT in bulk generally has the tolerance. Where the words about or approximately are used in relation to the quantity, the allowance is 10 % more or less.

3. 商品编号 · The HS subheading

Petroleum bitumen sits internationally in HS 2713.20 (石油沥青), but the six digits are the international part of the code; the number entered on the declaration is the longer national commodity code with its attached regulatory condition codes, and only a licensed broker working from the current tariff schedule can confirm it.

The consistency problem is that a code can appear in several documents at once. Some Chinese buyers ask for the commodity code on the invoice. The certificate of origin has its own HS column. The declaration carries the operative national code. If those disagree, two independent things happen: the bank sees conflicting data across stipulated documents, and customs sees a certificate of origin that does not support the tariff line being claimed, which puts any preferential rate in question. The safe practice is to agree the six-digit classification with the broker before documents are issued, keep every document consistent at that level, and put no national code on a seller-issued document unless the broker has confirmed it in writing.

4. 收货人 · Consignee details

The consignee question is really three questions that have to be answered together, ideally at contract stage.

  • Who is consignee on the bill of lading? Under a credit the bill is often made out to the order of the issuing bank or to order and blank endorsed. That is a financing decision with an operational tail: if the bill is to the order of the bank, no delivery order will be issued until the bank endorses and releases the documents, and if the vessel beats the documents the container sits accruing demurrage.
  • Who is 境内收发货人 on the declaration? The Chinese entity registered with customs that declares in its own name. If the buyer imports through an agent, the consignee of record may not be the company that ordered the cargo.
  • Whose name goes on the import VAT payment certificate? It follows the declared consignee, and it is the instrument the Chinese buyer needs to claim the import VAT as an input credit. A buyer who loses that credit because the paperwork named the wrong entity will come back to the contract looking to recover it.

There is also a documentary trap worth knowing. Under UCP 600 the addresses of the applicant and beneficiary need not be identical to those in the credit, provided they are in the same country as the addresses stated there — but when the applicant's address and contact details appear as part of the consignee or notify party details on a transport document, they must be exactly as stated in the credit. So a bill of lading that abbreviates the buyer's registered Chinese address in the notify field is a discrepancy even though the same abbreviation would be harmless anywhere else on the document.

后果链 · What one inconsistency actually costs

Follow a single mismatch through and it lands in four places. At the bank, documents can be refused; the bank gives a single notice stating every discrepancy it is relying on, and it is then precluded from raising others, so the seller either corrects and re-presents inside the remaining time or asks the buyer to waive. The moment a waiver is needed, commercial leverage moves to the buyer, and on a falling market that is not theoretical. Discrepancy handling charges are deducted regardless of outcome. At customs, a declaration inconsistent with its supporting documents can be queried and the shipment stops while it is resolved; amending or cancelling a filed declaration is a formal procedure requiring approval, not a correction the declarant can simply make, and the enquiry consumes the statutory declaration clock. At the port, container demurrage and terminal storage accrue daily and are indifferent to fault; drummed cargo sitting uncovered through a wet season is also a condition risk, not only a cost. In the buyer's tax position, a fix that changes the declared value or the party of record can move the VAT payment certificate away from the entity that expected the credit.

All four are produced by the same root cause: someone improved the wording in one document. A description that is slightly clumsy in six identical copies clears. A description that is elegant in six different versions does not.

Two operational points that belong with the packing decision. Drum tare is real weight and real money: confirm in writing that the invoiced net weight excludes it, and check the cargo total against the loading figures above before the packing list is issued. Hot material burns severely on contact — cool any burn with clean cold running water for at least 20 minutes, never peel adhered bitumen from the skin and never attempt to strip it with solvent, and get medical attention. That applies to sampling at the load port as much as to discharge at destination.

Almost every expensive documentary problem in this trade is a timing problem: a question that could have been answered for nothing at enquiry stage was left until the container was on the water. Work through this list in order, and finish the first four items before the credit is opened.

1. 定归类 · Confirm the classification before anything is drafted

Give the licensed broker the specification, the technical data sheet and a representative certificate of analysis, and get the full national commodity code in writing together with the regulatory condition codes attached to that line and whether it carries a statutory inspection requirement. Petroleum bitumen sits internationally in HS 2713.20, but the six digits are not the code that clears a container. Keep every seller-issued document consistent at six digits and put no national code on one without written confirmation.

2. 定品名 · Fix one bilingual goods description

Write the description once, covering the grade in whichever systems apply, the governing standard and its edition, the quality class where the Chinese specification uses one, the packing with drum type and net weight per unit, and the inspection arrangement. Remember that 70# is a nominal penetration covering 60–80 (0.1mm) while ASTM 60/70 is itself the band, so name both rather than choosing. This single step removes most of the failure modes on this page.

3. 定数量基础 · Fix the quantity basis and the tolerance position

Decide whether the quantity is expressed in packing units or in weight, because that decision determines whether any tolerance is available under the credit. State that invoiced net weight excludes drum tare. Check the total against the published loading figures for the packing bought, and agree which weight figure governs the invoice where a survey or weighbridge certificate is involved.

4. 定当事人 · Settle the party structure before the credit is opened

Agree who will be the 境内收发货人 on the declaration, who the 消费使用单位 will be, whether an agent is importing on the buyer's behalf, how the bill of lading is to be consigned, and whose name the import VAT payment certificate must carry. Write the addresses out in full exactly as they will appear in the credit, because consignee and notify details that form part of the applicant's address are examined strictly.

5. 开证核对 · Read the credit against the contract on the day it arrives

Check that the credit's goods description is the agreed string, that the stipulated documents are ones you can actually obtain, that the transport document required matches how the cargo will move — a bulk parcel needs the credit to permit a charter party bill of lading — and that the presentation period and expiry leave working time. Ask for amendments now. An amendment before shipment is administrative; a waiver after presentation is a negotiation.

6. 装运前检验与留样 · Inspect, sample and seal at the load port

Arrange independent inspection covering quality, quantity and packing condition, with sampling spread across the cargo rather than drawn from one drum at the container door, and sealed retained samples held by both parties. Confirm at the same time that the drums are new, that the marks match the documents, and that the Chinese safety label is on the packaging. Hot sampling carries a burn risk: cool with clean cold running water for at least 20 minutes and never solvent-strip adhered bitumen.

7. 出单核对 · Check every issued document against the agreed wording

As each document is issued — invoice, packing list, bill of lading, certificate of origin, certificate of analysis, insurance certificate — read it against the credit and against the agreed description string on the same day. Confirm that the certificate of analysis reports measured batch values including the class-linked lines, and that the safety data sheet is in Simplified Chinese to GB/T 16483 format with GB 30000 series classification. Third-party documents are the ones that drift, because nobody outside the transaction knows the wording matters.

8. 到港申报 · File inside the statutory window and keep the file

The declaration is filed electronically through the Single Window by the consignee or the broker, against the confirmed commodity code, with the document set attached. The Customs Law sets the declaration window at fourteen days from the day the means of transport declares its arrival, with a late declaration fee accruing daily thereafter. Since the 2018 merger there is one declaration and one authority — no separate CIQ filing and no separate CIQ certificate. After release, archive the complete file and the retained samples rather than closing them out; post-clearance audit and late quality questions both reach back to the same file.

中国进口沥青需要哪些单证?What documents are needed to import bitumen into China?

The working set is the customs declaration (报关单) filed electronically through the Single Window, the commercial invoice, the packing list, the bill of lading, the certificate of origin, the batch certificate of analysis, a safety data sheet in Simplified Chinese to GB/T 16483 format, and the brokerage authorisation where an agent files. Depending on the shipment you will also have an insurance policy where the term is CIF or CIP, a load-port inspection certificate, a weight or survey report, the sales contract where customs asks to see it, and the delivery order at destination. The regulatory conditions attached to the confirmed national commodity code can add to the list, which is why the classification conversation with the broker comes first.

还需要单独办理CIQ报检吗?Is a separate CIQ inspection declaration still required?

No. The 2018 institutional reform transferred the entry-exit inspection and quarantine function into the General Administration of Customs (中国海关总署, GACC) and the customs declaration and inspection declaration were merged into a single filing — the change the trade calls 关检融合. One authority, one declaration, one set of codes on the tariff line. What did not happen is the disappearance of the function: statutory inspection, sampling, documentary checks and quarantine controls still exist and are administered by customs. An agent who offers to obtain a separate CIQ certificate is describing a pre-2018 process.

合同、信用证和报关单必须完全一致吗?Do the contract, the letter of credit and the declaration have to match exactly?

They have to be consistent, and in one place identical. Under UCP 600 the description of the goods in the commercial invoice must correspond with the description in the credit; other documents may describe the goods in general terms provided those terms do not conflict; and data in any document must not conflict with data in another stipulated document or with the credit. Customs applies a different test — the declaration must be an accurate statement supported by the evidence — but the practical requirement is the same. Fix one bilingual goods description, one quantity basis and one set of party details, and reuse them verbatim.

60/70 和 70号是同一个东西吗?Are Bitumen 60/70 and 70# the same product?

They are neighbours making different claims, and treating them as identical is the most common documentary error in China-facing bitumen trade. In the Chinese system the number with a hash is the nominal penetration and the acceptance band sits either side of it, so 70# covers penetration 60–80 (0.1mm) under JTG F40-2004. In ASTM 60/70 the two numbers are the band. A 60/70 cargo normally falls inside the 70# band, but a bank comparing an invoice saying one against a credit saying the other is entitled to call it a discrepancy. Name both, with the standard behind each, in a single agreed string.

COA上必须体现A级还是B级吗?Does the certificate of analysis have to evidence the quality class?

If the contract or the credit names a class, yes — and penetration cannot do it, because penetration is identical across classes A, B and C. The class is set by tighter limits on wax content (蜡含量), ductility at 10 °C, penetration index (针入度指数) and the residue requirements after ageing. Under JTG F40-2004 the wax content maximum by the distillation method is 2.2 % for A级, 3.0 % for B级 and 4.5 % for C级, and the penetration index range is −1.5 to +1.0. A certificate reporting only penetration, softening point, flash point and solubility does not evidence the class, and the buyer's engineer is entitled to say so on arrival.

中文SDS是必须的吗?Does the safety data sheet have to be in Chinese?

For the Chinese market, yes, and translation alone is not enough. The sheet follows GB/T 16483 format — sixteen sections in a prescribed order — with GHS classification under the GB 30000 series, in Simplified Chinese. Terminals, carriers and the buyer's EHS function all ask for it, and an English-only sheet is a predictable hold. The packaging is a separate requirement: chemical safety labelling in Chinese follows GB 15258, so drums marked only in English create a problem at unstuffing that correct paperwork does not solve. On dangerous goods status, state the condition rather than a blanket claim — solid packed bitumen at ambient temperature is generally not handled as a dangerous good, while bitumen carried at or above 100 °C is UN 3257, Class 9.

Three ways. First, the transport document: bulk parcels normally move under a charter party bill of lading, which a bank will only accept if the credit expressly permits one, whereas containerised drums move under an ordinary bill of lading.
