Why the terminal side is easy
A drummed container is handled like any other box. It comes off the gantry, sits in the yard, and is released against the declaration. There is no bitumen berth to book, no shore line to connect, no heated tankage to have available on the day, and no discharge window that has to be held while a tanker pumps. That is the drum advantage, and it is genuine.
Where the box is opened is a decision with cost attached. Devanning at a port container freight station puts the drums onto local trucks immediately and returns the box to the carrier quickly, which suits a buyer near the coast. Moving the sealed container inland and devanning at the plant means the drums are handled once instead of twice, which suits everyone else, but it puts the whole loaded box on the road and that is where the weight limit applies.
What happens if the container is examined
If a container is selected for physical examination (查验), it is opened, the drums are counted against the packing list and the load may be partially or wholly de-stuffed. Two consequences follow that are worth pricing in advance. First, de-stuffing and re-stuffing charges fall on the importer. Second, a load that is re-stuffed and re-lashed by a third party is a load whose securing is no longer the one the shipper built — and if drums are found damaged after that, attribution becomes an argument rather than a fact. The cheap protection is photographic evidence of the stow and the lashing at the moment of stuffing, referenced in the pre-shipment inspection certificate. Container securing and stow generally are covered on the containerised shipment page; the point here is only that a drummed box in China is more openable, and therefore more likely to be opened, than a sealed tank.
GB 1589-2016 and the inland leg
Chinese road vehicle mass limits are set by GB 1589-2016《汽车、挂车及汽车列车外廓尺寸、轴荷及质量限值》. The figure that matters for containerised cargo is the maximum gross mass of an articulated combination: 49,000 kg for a six-axle combination, 43,000 kg at five axles and 36,000 kg at four. Enforcement is by weighbridge at over-limit control stations (治超站), and running over the limit without an over-limit transport permit is a penalty exposure for the haulier and a delay exposure for the cargo.
Now put a drummed box against it. A 20-foot container of 185 kg drums carries 14,800 kg of binder. Add the drums at 80 × 20 kg = 1,600 kg and the cargo gross is about 16,400 kg, which is the figure the new steel drum page publishes for drums alone. Palletised and dunnaged for an inland leg, add roughly 500 kg more for a working cargo gross of about 16,900 kg. Add a container tare of around 2,200 kg and the verified gross mass of the packed box is approximately 19,100 kg. Use the palletised figure for the road calculation, because the weighbridge weighs what is actually on the trailer.
One such box on a six-axle combination is comfortable. Two of them is not. Two boxes is 38,200 kg of container against a 49,000 kg ceiling, which leaves under 11 tonnes for the tractor and the skeletal trailer — and no six-axle combination weighs that little. The arithmetic says one box per vehicle for the inland leg, and it says so before anyone argues about it. Ask the haulier for the actual unladen weight of the combination he intends to use and do the subtraction against 49,000 kg yourself, because that is the number the weighbridge will check.
What that does to the drum size decision
Because the inland leg is priced per vehicle movement rather than per tonne, the fill weight of the drum has a leveraged effect on delivered cost. Going from 150 kg drums to 185 kg drums lifts the load per box from 12 MT to 14.8 MT, which is 19 % fewer containers for the same tonnage — and therefore 19 % fewer inland truck movements to a destination where each movement carries one box. On a long inland haul that is usually the largest single controllable item in the landed cost, and it is decided at the point the drum specification is written, not later.
