A drum is not a packing preference into China — it is a decision about where the cargo can physically go, what has to be waiting for it, and what is left behind after the binder is used. What is different about drummed bitumen arriving in China is not the drum. It is what happens after the box is discharged. A 20-foot container holds 80 drums whatever the fill weight, so the tonnage per box runs 12 MT at 150 kg, 14.4 MT at 180 kg and 14.8 MT at 185 kg — and the container count for a given order moves by nearly a fifth across that range. The container discharges at any general container terminal in China, which is the whole structural reason drums reach inland provinces at all, but the inland leg then runs into the gross mass ceiling in GB 1589-2016 and into over-limit transport enforcement. Drum tare is packing, not product: it is excluded from the invoiced net weight and it belongs in the 毛重 field of the customs declaration (报关单) rather than the 净重 field. The empty drums are a real disposal cost and a real compliance question at destination, not a rounding error. And because drums into China are bought to be drawn down across a season rather than consumed on arrival, the exposure that decides whether the cargo is still usable in month five is open storage at the destination, where what fails is the steel and not the binder.

Drums are not a cheaper way of buying the same cargo. They are a way of getting bitumen to a place that bulk cannot reach, and everything else about them is the price of that reach.

Bitumen in a sealed drum is, for shipping purposes, general cargo. It moves on any container service on any string calling China, it discharges at any container terminal with a gantry and a forklift, and it needs nothing at the receiving end except somewhere dry to stand and a way of getting the binder out. Bulk bitumen is the opposite: it is a heated liquid, and it requires a berth that can take a bitumen tanker, a shore line, and heated tankage sized for the parcel. Those exist along the Chinese coast in quantity — the ports page covers where and in what form — but they exist on the coast.

That is the entire structural argument for a drum into China, and it is worth stating in one line: the drum is not for the coast, it is for everywhere else. An asphalt plant several hundred kilometres inland has no realistic way of taking an imported bulk parcel. It can take a container.

The three things a drum buys

  • Reach. The cargo can be delivered to a container yard, a project site or a plant gate, anywhere a truck can go. No terminal infrastructure is involved on the buyer side.
  • Lot size. A bulk parcel is a vessel or a meaningful share of one. A drummed lot can be a single 20-foot container. For a first shipment against a new supplier, or a specification trial before a project commits, that difference decides whether the transaction happens at all.
  • Its own storage. A sealed drum is a storage vessel. The binder sits in it through a construction season without a heated tank, drawn down as the programme needs it — which is what makes drums the answer for a northern buyer holding material across a closed season, and what makes site storage a real subject rather than a detail.

The four things a drum costs

  • Tonnes per box. Between 12 and 14.8 MT against 20 MT in bags and 20 to 25 MT in a tank container. Every tonne of binder therefore carries more container, more freight and more handling.
  • Steel. Roughly 108 to 133 kg of steel drum per tonne of bitumen depending on fill weight, bought at the front and disposed of at the back.
  • Handling. Drums are moved individually, by hand or by drum clamp, at every point in the chain. Each move is a chance for a dent, a seam leak or a lost drum.
  • Getting the binder out. A drum melter, a hot room or a decanting arrangement has to exist at destination, and the time that takes is part of the plant programme.

The competitor is domestic, and it is not drummed

One correction before any of this is used as a sales argument. China is largely self-sufficient in bitumen from its own refining. An imported drummed cargo landing at an inland Chinese project is not covering a shortage — it is competing against a domestic refinery road tanker and against domestic drummed product, both of which are already inside the country and already tested to the Chinese requirement tables. Drums do not create demand. They reach demand that bulk import logistics cannot serve, and they have to arrive with a clean technical file to be worth the extra handling. The count of 80 drums per 20-foot container does not change with fill weight, because bitumen weighs a container out long before it fills it. The site-wide loading figures themselves are published on the new steel drum page and are reproduced here only so the last column can be built on top of them. That column is the one no offer puts in front of a buyer, and it is the one this page exists to make visible: what each packing choice leaves standing in a Chinese yard when the binder has been used. It is arithmetic rather than opinion — an empty bitumen drum in a sensible gauge weighs 18 to 22 kg, so the steel per tonne of binder is the drum tare divided by the fill weight, and the empty count is the order tonnage divided by the fill weight.

The last column and the container count move together, and both are fixed the moment the drum size is written into the contract. A 1,000 MT order in 150 kg drums is roughly 83 containers; the same 1,000 MT in 185 kg drums is roughly 68. That is 19 % fewer containers and — because the GB 1589-2016 gross mass ceiling puts one box on one vehicle for the inland leg, as the next section works through — 19 % fewer inland truck movements, alongside about 25 tonnes less steel to place with a handler at the end of the job. Neither saving can be recovered later. Exact counts vary with drum dimensions, container type and any destination weight restriction, so confirm the final figures against the actual drum specification and the haulier before the order is fixed.

The container leaves the terminal on a truck, and that is where a drummed cargo into China meets a constraint most exporters have never had to price.

Why the terminal side is easy

A drummed container is handled like any other box. It comes off the gantry, sits in the yard, and is released against the declaration. There is no bitumen berth to book, no shore line to connect, no heated tankage to have available on the day, and no discharge window that has to be held while a tanker pumps. That is the drum advantage, and it is genuine.

Where the box is opened is a decision with cost attached. Devanning at a port container freight station puts the drums onto local trucks immediately and returns the box to the carrier quickly, which suits a buyer near the coast. Moving the sealed container inland and devanning at the plant means the drums are handled once instead of twice, which suits everyone else, but it puts the whole loaded box on the road and that is where the weight limit applies.

What happens if the container is examined

If a container is selected for physical examination (查验), it is opened, the drums are counted against the packing list and the load may be partially or wholly de-stuffed. Two consequences follow that are worth pricing in advance. First, de-stuffing and re-stuffing charges fall on the importer. Second, a load that is re-stuffed and re-lashed by a third party is a load whose securing is no longer the one the shipper built — and if drums are found damaged after that, attribution becomes an argument rather than a fact. The cheap protection is photographic evidence of the stow and the lashing at the moment of stuffing, referenced in the pre-shipment inspection certificate. Container securing and stow generally are covered on the containerised shipment page; the point here is only that a drummed box in China is more openable, and therefore more likely to be opened, than a sealed tank.

GB 1589-2016 and the inland leg

Chinese road vehicle mass limits are set by GB 1589-2016《汽车、挂车及汽车列车外廓尺寸、轴荷及质量限值》. The figure that matters for containerised cargo is the maximum gross mass of an articulated combination: 49,000 kg for a six-axle combination, 43,000 kg at five axles and 36,000 kg at four. Enforcement is by weighbridge at over-limit control stations (治超站), and running over the limit without an over-limit transport permit is a penalty exposure for the haulier and a delay exposure for the cargo.

Now put a drummed box against it. A 20-foot container of 185 kg drums carries 14,800 kg of binder. Add the drums at 80 × 20 kg = 1,600 kg and the cargo gross is about 16,400 kg, which is the figure the new steel drum page publishes for drums alone. Palletised and dunnaged for an inland leg, add roughly 500 kg more for a working cargo gross of about 16,900 kg. Add a container tare of around 2,200 kg and the verified gross mass of the packed box is approximately 19,100 kg. Use the palletised figure for the road calculation, because the weighbridge weighs what is actually on the trailer.

One such box on a six-axle combination is comfortable. Two of them is not. Two boxes is 38,200 kg of container against a 49,000 kg ceiling, which leaves under 11 tonnes for the tractor and the skeletal trailer — and no six-axle combination weighs that little. The arithmetic says one box per vehicle for the inland leg, and it says so before anyone argues about it. Ask the haulier for the actual unladen weight of the combination he intends to use and do the subtraction against 49,000 kg yourself, because that is the number the weighbridge will check.

What that does to the drum size decision

Because the inland leg is priced per vehicle movement rather than per tonne, the fill weight of the drum has a leveraged effect on delivered cost. Going from 150 kg drums to 185 kg drums lifts the load per box from 12 MT to 14.8 MT, which is 19 % fewer containers for the same tonnage — and therefore 19 % fewer inland truck movements to a destination where each movement carries one box. On a long inland haul that is usually the largest single controllable item in the landed cost, and it is decided at the point the drum specification is written, not later.

Every drummed shipment carries several different correct weights. Only one of them is the quantity being bought, and the Chinese declaration asks for two of them in separate fields, which is where the error becomes visible.

For the same 185 kg container the four figures are 14,800 kg net of bitumen, about 2,100 kg of tare made up of 1,600 kg of drums and roughly 500 kg of pallets and strapping, a cargo gross of 16,900 kg, and a verified gross mass of roughly 19,100 kg once the container tare of around 2,200 kg is added. This section is only about what the Chinese import declaration does with those numbers, which is where a loose quantity basis stops being a commercial preference and becomes visible to an authority.

毛重 and 净重 are two fields, not one

The Chinese customs declaration (报关单) carries gross weight and net weight as separate fields, both in kilograms. Customs net weight is the gross less the weight of the outer packaging, so for a drummed consignment the drums, pallets and strapping sit in the gross figure and are stripped out of the net figure. That is the same distinction the commercial invoice has to make, which is convenient, and it is also the reason a sloppy invoice is exposed: the declaration will not accept one number for both.

Per container, the packing is 2,100 kg out of a 16,900 kg cargo gross — about 12.4 %. A contract that fails to say the quantity is net of tare, or an invoice that quietly uses the gross figure, is asking the buyer to pay the bitumen price for steel and timber at that proportion.

Why a wrong net weight is a customs problem and not only a commercial one

Import VAT on goods is 13 %, and it is assessed on a value base built from the customs value and the duty, not on a weight base. So a tare error does not directly add VAT. The exposure is indirect and it is real: customs derives an implied unit price from the declared value against the declared quantity, and a declared quantity inflated by packaging depresses that implied unit price by roughly the packaging share. Understating unit price is precisely the direction that attracts a valuation query. A quantity error made for a commercial reason therefore surfaces as a customs question, and it surfaces after the cargo has arrived. Do not take a duty rate from any website, including this one — it has to be read from the current tariff schedule for the specific national subheading and origin.

This is where drums differ from bulk on the same declaration. On a bulk parcel the declared net weight comes out of an independent survey, and unpicking it means arguing about ullage, temperature correction and density — that comparison is on the bulk cargo page. On a drummed consignment the declared net weight is a multiplication that anyone can redo in five seconds: drum count times declared net per drum. If the packing list says 80 drums at 185 kg and the declaration says something that is not 14,800 kg per container, the discrepancy is arithmetic rather than opinion, and it is visible to a broker, to an examining officer and to the bank checking documents under the credit. The upside of that is equally simple: a packing list that carries drum count, net per drum, total net, total tare and total gross as separate lines against the batch reference is self-proving, and needs no survey behind it. Only the ones the Chinese declaration makes load-bearing. The general drummed contract wording — fill weight and tolerance, basis of determination, inspection of the packing rather than only the product — is on the drummed supply page.

  • Quantity basis, in words. Quantity is the net weight of bitumen in metric tonnes, exclusive of drum tare, pallets, strapping and all packing materials. This is the one clause worth repeating from the general page, because the declaration is what exposes its absence.
  • Packing list content. Drum count, net per drum, total net, total tare, total gross and the batch reference, each shown as its own line, so the declaration can be built from the packing list without anybody recalculating anything.
  • Description consistency. The goods description on the contract, the credit, the invoice and the declaration to be identical, naming the grade and the single governing standard rather than two standards at once.
  • Drum marking to match the label. Grade, net weight, tare, batch or lot number, production date and country of origin, applied at the filling line, and consistent with the GB 15258 safety label and the safety data sheet travelling with the consignment.
  • Empties. Name who is responsible for removing the empty drums at destination, and settle it before the first container is booked rather than after the yard fills.

Reconditioned drums are cheaper, which is why they get offered whenever the contract is silent, and silence is read as permission. The point is narrow and worth keeping narrow. Nobody is claiming a reconditioned drum will contaminate a cargo. The claim is that a cargo bought against JTG F40-2004 is tested for solubility against 99.5 % rather than the 99.0 % most export drums are filled to satisfy, and that a Chinese acceptance laboratory retests rather than accepting a certificate. That combination turns a packing economy into a specification risk in a way it does not in markets working to ASTM D946 alone — and not in a way it does under GB/T 15180, which sits at 99.0 %. Two things follow. Establish which of the two standards the project will be accepted against before the drum condition is negotiated. And do not read solubility as a class parameter: it is identical across A级, B级 and C级, exactly as penetration is, and the lines that actually separate the classes are set out on the A级 B级 C级 page.

The reason a Chinese buyer takes drums is almost always staged drawdown: the binder is landed once and used across a construction season. That makes storage at the destination, not the voyage, the exposure that decides whether the cargo is still usable in month five.

A cargo routed to southern China crosses tropical water for effectively the whole voyage, and what that does inside a steel box — softening, stack slump, closures weeping, container sweat — is set out with its mitigations on the sea leg page, which covers drums and bags together and is not repeated here. Two of its conclusions carry into this section and nothing else does. The voyage damages the packing and the stow rather than the specification, because oxidative ageing needs plant temperatures and not ambient ones. And a stow that softened and re-set is no longer the stow that was lashed, so what comes off the vessel in China is a load whose geometry has already moved once.

桶不会变质,桶会锈 · The binder is patient, the steel is not

Get this the right way round, because it decides where the money goes. Penetration, softening point and wax content do not move meaningfully inside a sealed drum standing at ambient temperature through a season; the practical limit on stored drummed bitumen is drum corrosion and water ingress, not the binder. Nothing needs to be done at destination to protect the bitumen. A fair amount needs to be done to protect the steel around it, and almost none of it costs anything.

南方:夏季露天堆放贴着软化点 · The southern yard, stacked against the softening point

Under JTG F40-2004, measured by ring and ball to JTG E20-2011 method T 0606, the softening point minimum for A级 material falls as the grade number rises: 46 °C at 70#, 45 °C at 90#, 43 °C at 110#. Those grade numbers are nominal penetrations with a band either side rather than ASTM-style ranges, and the tables behind them are on the 70# page. The point here is the arithmetic of a site yard: a stack of drums standing uncovered through a Guangdong, Guangxi or Hainan summer spends weeks working close to a floor in the mid-forties, without a container wall bracing it and without anybody watching it. The lower tier bulges, drums bond at their contact points where product has crept past a closure, and the stack leans. Two site rules follow. Stack lower in the open than the drum takes inside a box, because in a box the walls were carrying part of the load. And never re-stack or move a tier straight after a hot spell without looking at what is underneath it.

真正的失效是进水 · Water is what finally finishes a stored drum

Rain sits in the rim of an upright drum, and the rim is where the closures are. A southern monsoon season and a typhoon season put months of standing water on top of every drum in the yard; a northern winter puts that water through freeze and thaw cycles that work at a seam. Drums stood directly on soil rust from the base upward instead. Add the surface rust that a tropical voyage delivers from container sweat — cosmetic on arrival, a starting point once the drum then stands outside for a season — and the failure path is complete. The controls are dull and effective: keep the drums off the ground on dunnage or pallets, on drained hardstanding rather than soil, closures up, covered or sheeted, and drawn down in batch order so that no drum stands through two seasons because it happened to be at the back.

北方:能提前备货,正是买桶装的理由 · The northern season is the strongest case for drums

A hot bulk parcel cannot be pre-positioned, because holding it means holding it hot, which ages the binder and burns fuel for the whole period — the reasoning is on the bulk cargo page. A northern Chinese buyer who wants material in hand before the season opens is therefore describing a drummed or bagged requirement whatever the freight comparison says. This page is the other side of that: if the drums are being bought precisely so they can wait, then the storage arrangement is part of the purchase decision and not a site detail to be settled after the containers arrive.

锈桶更难处置 · A rusted drum is also harder to get rid of

One consequence runs forward into the end of the job. Empty drums are placed with a scrap or reconditioning handler far more easily when they are sound single-source steel than when they have stood two seasons in the open and corroded. Storage discipline is therefore not only about protecting the binder inside; it protects the residual value of several thousand drums that will have to leave the site afterwards.

This is the part of a drummed order that no offer mentions and every buyer eventually deals with. It is a cost and a compliance question at the same time, and it has to be settled in the order below — before the packing is chosen, not after several thousand drums are stacked in a yard.

1. 先算数量 · Count the empties before fixing the fill weight

The scale is what makes this a real problem rather than a housekeeping detail, and the count is in the last column of the loading table above: a 1,000 MT order leaves between roughly 5,400 and 6,670 empty steel drums depending only on the fill weight written into the contract. Picture that as a physical object rather than a number. Several thousand empty 200-litre drums cannot be crushed on a paving site and do not nest, so they occupy yard space at close to their full standing footprint, on a construction site where space was already the scarce thing and where the same yard is holding the full drums still waiting to be used. The two stacks grow into each other across the season. Fill weight is therefore a waste and a site-layout decision as much as a freight one, and it is taken at the enquiry stage by someone who will never see the yard.

2. 空桶不是空的 · Establish that an empty drum is not empty

A drum from which the binder has been decanted or melted retains a residue film on the interior wall. That is why the disposal route matters and why a drum cannot be treated as clean scrap steel on its own say-so. Two routes exist in practice: the drum goes to a scrap steel recycler, or it goes into the drum reconditioning trade — which is, with some irony, where the reconditioned drums discussed above come from. Both routes carry value, so the empties are not pure cost. But that value is only realisable if a licensed handler will actually collect from that site, and an inland project far from a scrap market may find that nobody will.

3. 归类由当地认定 · Get the waste classification answered locally, and answered early

Solid waste in China is governed by 中华人民共和国固体废物污染环境防治法, the Law on the Prevention and Control of Environmental Pollution by Solid Waste, under which the generator of the waste is responsible for its lawful handling and for transferring it to a qualified handler. Whether a residue-bearing container is handled as general industrial solid waste (一般工业固体废物) or has to be assessed against 国家危险废物名录, the National Catalogue of Hazardous Waste, and the GB 5085 series identification standards is a determination made locally, against what the container held and what remains in it. That determination belongs to the local ecology and environment authority (生态环境局) and a qualified Chinese environmental consultant. It is not for a supplier abroad, and it is not for this page.

4. 到货前落实承接方 · Have a handler contracted before the first container lands

What a buyer should take from the classification question is procedural rather than legal: find out the answer for your own site and province before the first container arrives, not after the drums have accumulated. A disposal route arranged under time pressure with a full yard is arranged on terms somebody else sets. Storage discipline feeds directly into this, because a handler takes sound single-source steel readily and a drum that has corroded through two open seasons is harder to place — which is the argument for keeping the drums off the ground, closures up and sheeted, from the day they arrive.

5. 袋装的对比要认真做 · Run the bag comparison honestly before committing to steel

Meltable and jumbo bags exist precisely to remove this problem. A poly or meltable bag enters the mix with the binder and leaves nothing behind; a jumbo bag leaves a fabric sack rather than a steel drum. Both load 20 bags of 1 MT for 20 MT per 20-foot container against 12 to 14.8 MT in drums. Where the receiving plant has a melting unit, that is the honest comparison to run against drums, and it changes the answer more often than exporters like to admit.

6. 在合同里写明谁负责 · Name who removes them, in the contract

No Incoterms 2020 rule says anything about disposing of packaging after delivery — the rules allocate cost and risk up to delivery and no further. The drums simply arrive with the goods and stay where the goods stop, so removing the empties falls to the buyer by default rather than by any rule. That default is perfectly workable when it is a decision taken with a handler already lined up. It is expensive when it is a discovery made with a full yard. Settle it before the first container is booked.

The honest version of this decision is short. Drums suit inland destinations and smaller lots. Bulk suits coastal terminals with heated tankage and continuous demand. Almost everything else follows from those two sentences, and a supplier who recommends drums for a coastal terminal with tankage is selling packing rather than solving a problem.

80 drums, whatever the fill weight, because bitumen weighs a container out before it fills it. That is 12 MT in 150 kg drums, 14.4 MT in 180 kg drums and 14.8 MT in 185 kg drums. Jumbo and poly bags load 20 bags of 1 MT for 20 MT per box, and a bitutainer or tank container carries 20 to 25 MT. Exact counts vary with drum dimensions, container type and any destination weight restriction.

桶的皮重要不要计入合同数量和报关单净重?Is drum tare included in the invoiced quantity and the declared net weight?

No, in both cases. The invoiced quantity is the net weight of bitumen, exclusive of drum tare, pallets, strapping and all packing materials, and the contract should say so in those terms. The Chinese customs declaration (报关单) carries gross weight and net weight as separate fields in kilograms, and customs net weight is the gross less the outer packaging — so the drums appear in the gross figure and are stripped out of the net figure. On a container of 185 kg drums the packing is roughly 2,100 kg against a 16,900 kg cargo gross, about 12.4 %.

多报净重会有什么后果?What happens if the declared net weight includes the packaging?

Import VAT at 13 % is assessed on a value base, not a weight base, so a tare error does not directly add tax. The exposure is indirect. Customs derives an implied unit price from the declared value against the declared quantity, and a quantity inflated by packaging depresses that implied unit price by roughly the packaging share — which is the direction that attracts a valuation query. A commercial shortcut therefore surfaces as a customs question after the cargo has arrived.

中国的货可以用翻新桶吗?Can reconditioned drums be used for a Chinese consignment?

Specify new, unused, first-use steel drums and say so explicitly, because a contract silent on drum condition permits either and the cheaper drum is the default offer. The China-specific reason is checkable, but it depends on which standard the cargo is bought against. At 70# and 90#, JTG F40-2004 requires solubility in trichloroethylene of at least 99.5 % against 99.0 % under ASTM D946, and a Chinese acceptance laboratory retests rather than accepting a certificate, so residue that would clear the familiar export floor is measured against a stricter one. That 99.5 % is a single figure applying equally to A级, B级 and C级 — it is not a class-deciding parameter — so missing it fails the grade rather than costing a class. GB/T 15180 sets 99.0 % for the AH- series, level with ASTM, so the same drum is not a specification risk there. A reconditioned drum may also still carry the previous contents and hazard markings, which conflicts with the GB 15258 label and the safety data sheet for the current consignment.

Yes, and that is the structural reason drums reach inland China at all — a drummed box discharges at any general container terminal with no bitumen berth, shore line or heated tankage involved. The constraint is the road leg. GB 1589-2016 caps a six-axle articulated combination at 49,000 kg gross mass, with 43,000 kg at five axles and 36,000 kg at four, enforced by weighbridge at over-limit control stations. A 20-foot box of 185 kg drums has a verified gross mass of roughly 19,100 kg, so one box per combination works and two does not: 38,200 kg of boxes against a 49,000 kg ceiling leaves under 11 tonnes for the vehicle. Ask the haulier for the actual unladen weight of the combination and do the subtraction.

Removing them falls to the buyer by default, because no Incoterms 2020 rule addresses packaging disposal after delivery: the rules allocate cost and risk up to delivery and no further, so the drums stay where the goods stop. The quantity is not trivial — a 1,000 MT order in 185 kg drums leaves roughly 5,400 empty drums and about 108 tonnes of steel. A drum retains a residue film, so it is not simply clean scrap. Solid waste is governed by 中华人民共和国固体废物污染环境防治法, under which the generator is responsible for transferring waste to a qualified handler; whether a residue-bearing container is general industrial solid waste or falls to be assessed against 国家危险废物名录 and the GB 5085 identification standards is a local determination for the 生态环境局 and a qualified Chinese consultant. 桶装沥青到中国后能存放多久?How long can drummed bitumen be stored at a Chinese site?

Long enough to cover a construction season, and the limit is the drum rather than the binder. Penetration, softening point and wax content do not move meaningfully inside a sealed drum at ambient temperature, so what ends the shelf life is corrosion and water ingress. Two destination conditions attack it. Heat: the softening point minimum for A级 material is 46 °C at 70#, 45 °C at 90# and 43 °C at 110# under JTG F40-2004 by method T 0606, and a stack standing uncovered through a southern summer works close to that for weeks without a container wall bracing it, so the lower tier bulges and drums bond at their contact points. Water: rain sits in the rim where the closures are, a northern winter freezes and thaws it at the seam, and drums stood on soil rust from the base up. Stack lower in the open than inside a box, keep the drums on dunnage on drained ground with closures up and sheeted, and draw down in batch order. 什么时候应该改用散装?When should a Chinese buyer switch from drums to bulk?

When the receiving point has heated tankage and sits close to a berth that can discharge bulk, and when demand is continuous enough to justify keeping that tankage hot. In that situation drums add packing cost, container moves, handling and a steel waste stream for no benefit. Drums earn their cost for inland destinations, for lots of a few hundred tonnes, for a first trial shipment, for a drawdown staged across a season, and wherever there is no heated storage. If there is a melting unit on site and steel disposal is restricted, the real comparison is drums against meltable or jumbo bags, which load 20 MT per container and leave nothing behind.
