中国沥青SDS与GHS要求 · Safety Data Sheets and GHS Classification for Bitumen in China

An exporter holding an English-language safety data sheet in ASTM or REACH format, and assuming it will serve a Chinese buyer, is holding a document written for a different regulator, in a language the receiving site cannot read, citing standards that do not apply there. This page sets out what a Chinese-market sheet has to be: the sixteen-section structure of GB/T 16483, classification under the GB 30000 series rather than under CLP or OSHA HazCom, Simplified Chinese throughout, and Chinese regulatory, transport and occupational exposure references in the sections that carry them. It then sets out the hazard picture the sheet has to describe honestly for bitumen specifically — thermal burns as the dominant risk by a wide margin, fume, hydrogen sulphide accumulating in the vapour space of heated storage, and what IARC did and did not conclude — followed by the burn first aid that belongs in section 4 and on the wall of the receiving yard. It is technical orientation for a buyer and a shipper. It is not compliance advice, and nothing on it substitutes for a qualified Chinese regulatory consultant.

A safety data sheet (安全技术说明书, usually abbreviated SDS or 化学品安全技术说明书) intended for the Chinese market follows the sixteen-section content and order set by GB/T 16483, carries a GHS classification made under the GB 30000 series with GB 13690-2009 as the general rules, and is written in Simplified Chinese. The package label follows GB 15258. Section 8 has to quote Chinese occupational exposure limits from GBZ 2.1 rather than ACGIH or European values, section 14 has to speak to Chinese transport rules, and section 15 has to cite Chinese regulations rather than OSHA or REACH. For bitumen specifically the hazard picture is dominated by thermal burns from a product handled at 150–165 °C, followed by bitumen fume (沥青烟) generated during melting, loading and laying, and by hydrogen sulphide (硫化氢) which accumulates in the vapour space of heated storage and has killed people who opened a hatch. IARC placed occupational exposure to oxidised bitumens and their emissions during roofing in Group 2A, and straight-run bitumen emissions during road paving in Group 2B. Burns are cooled with clean cold running water for at least 20 minutes and adhered bitumen is never peeled off or dissolved off at the scene. Everything here is orientation for a technical buyer; compliance advice for a specific consignment must come from a qualified regulatory consultant in China.

Almost every bitumen exporter holds a safety data sheet. Very few hold one a Chinese buyer, a Chinese terminal operator or a Chinese safety inspector can use, and the gap is usually discovered after the cargo has been booked.

Since GHS was adopted internationally the sixteen-heading structure has become close to universal, and that is exactly what makes the problem invisible. A United States sheet written to OSHA HazCom 2012, a European sheet written to REACH Annex II, and a Chinese sheet written to GB/T 16483 all open with sixteen numbered sections in the same order. They are not the same document. They differ in what has to be filled in, whose classification criteria decide section 2, which exposure limits belong in section 8, which transport rules belong in section 14, which body of law belongs in section 15, and — decisively for a receiving site — what language the whole thing is in.

One difference is worth stating on its own because it catches exporters working from a US-origin sheet. Under OSHA HazCom, sections 12 to 15 — ecological information, disposal, transport and regulatory information — need not be completed, because those subjects fall outside that regulator’s jurisdiction. Sheets circulating in the trade frequently carry the words no data available or not regulated across all four. A Chinese sheet has sixteen sections and all sixteen are expected to be written. Four empty sections is not a formatting quibble; it is the removal of the disposal, transport and regulatory content that the Chinese reader was looking for.

Six documents do most of the work, and it is worth knowing which does what before asking anyone to produce a sheet:

  • GB/T 16483《化学品安全技术说明书 内容和项目顺序》 — sets the sixteen sections, their order and their required content. This is the format standard.
  • GB/T 17519《化学品安全技术说明书编写指南》 — the companion guidance on how each section is actually written.
  • GB 13690《化学品分类和危险性公示 通则》 — the general rules for classification and hazard communication.
  • GB 30000.2-2013 to GB 30000.29-2013《化学品分类和标签规范》 — the hazard-class-by-hazard-class classification criteria and label elements. This is the GHS implementation itself.
  • GB 15258《化学品安全标签编写规定》 — what goes on the package label, as distinct from the sheet.
  • 《危险化学品安全管理条例》(国务院令第591号) — the State Council regulation that requires a safety data sheet and a safety label to be supplied with a hazardous chemical, and requires imported hazardous chemicals to carry Chinese-language versions conforming to Chinese standards.

目录决定适用范围 · Whether the product is in scope is a separate question

An important and frequently mishandled point: whether a given product is regulated as a 危险化学品 (hazardous chemical) in China turns on the《危险化学品目录》, the catalogue of hazardous chemicals, and on the classification of that specific product. Being in or out of that catalogue changes what follows — registration obligations under《危险化学品登记管理办法》, storage and transport controls, and inspection treatment at import. This page does not tell you whether your consignment is in scope, and no web page can, because the answer depends on the product, its composition and its declared classification. That determination belongs to a qualified regulatory consultant and to the Chinese importer of record, who carries the obligation in practice.

What can be said plainly is the commercial reality that sits alongside the legal one: a safety data sheet is asked for whether or not the product is catalogued. Buyers ask for it at technical evaluation. Terminals and warehouses ask for it before they will accept storage. Forwarders ask for it before they will accept a booking. Insurers ask for it. Site safety officers ask for it before drums are opened. A supplier who answers a request for a Chinese-language sheet with an English PDF has told the buyer something about how the rest of the transaction will go.

化学物质名录 · The substance inventory question

Separately from hazard classification, China operates a substance inventory — the 《中国现有化学物质名录》 (IECSC) — with new substances handled under the environmental registration rules for new chemical substances. Petroleum bitumen is a well-established article of commerce identified by CAS numbers such as 8052-42-4 for asphalt and 64742-93-4 for oxidised asphalt, and section 3 of the sheet should carry the identifier that matches what is actually being shipped. Whether any inventory or registration step applies to a particular consignment is, again, a question for a consultant rather than for a specification page.

Any guidance that describes CIQ as a separate agency performing entry inspection is out of date. The former inspection and quarantine function was merged into the General Administration of Customs (中国海关总署, GACC) in 2018, and customs and inspection are now handled through a single authority at the point of entry. Where an inspection regime applies to imported chemicals, it is administered there. Documents and declarations prepared against the old two-agency picture cause avoidable delay.

谁来写这份文件 · Who is supposed to produce it

The sheet is a supplier document. It is built from the producer’s data — composition, physical and chemical properties, toxicological and ecological information — and from a classification decision made against the GB 30000 criteria. A buyer cannot write it, a forwarder cannot write it, and a translation agency cannot produce it from an English sheet without the underlying data, because translating a CLP classification does not make it a GB 30000 classification. What normally happens in practice is that the exporter supplies the technical content and a qualified Chinese consultant or the importer converts it into a compliant Chinese sheet and label. Deciding who does that, and who pays for it, belongs in the contract discussion, not in an email three days before loading.

The most common defects in sheets presented for Chinese cargoes, in the order they are found: the whole document is in English; section 8 quotes ACGIH or EU exposure limits; sections 12 to 15 are empty or say not applicable; section 2 carries a CLP classification with European H-phrase codes rather than a GB 30000 classification with Chinese wording; and section 14 makes a flat statement that the product is not a dangerous good without stating the temperature condition that makes it true.

Section 2 is where a translated sheet fails hardest, because classification is a legal determination made against a specific set of criteria — and the criteria in China are not the criteria the exporter’s sheet was built on.

GHS在中国的落地方式 · How GHS is implemented in China

The Globally Harmonized System is not a regulation. It is a template that each jurisdiction adopts into its own law, choosing which hazard classes and which categories within them to bring across, and adopting a particular revision of the template. China’s implementation is the GB 30000 series, issued in 2013 as parts 2 through 29 of《化学品分类和标签规范》, one part per hazard class, sitting on top of GB 13690-2009《化学品分类和危险性公示 通则》 as the general rules. The series is built on GHS Revision 4.

The word harmonized in the name has caused a great deal of trouble in chemical trade, because it invites the assumption that a classification made in one jurisdiction is valid in another. It is not. The European CLP Regulation and the United States HazCom rule are built on different revisions of the same template and, more importantly, on different selections from it.

GHS is explicitly designed so that a jurisdiction may adopt some categories within a hazard class and not others — the building block principle. China adopts several building blocks that the European Union does not, and this produces a specific, predictable failure mode: a European sheet showing not classified for an endpoint can correspond to a Chinese classification that does exist.

  • 急性毒性类别5 (acute toxicity category 5) — adopted in GB 30000.18, not used in CLP.
  • 皮肤刺激类别3 (mild skin irritation, category 3) — adopted in GB 30000.19, not used in CLP.
  • 吸入危害类别2 (aspiration hazard category 2) — adopted in GB 30000.27, not used in CLP.
  • 对水生环境急性毒性类别2和3 (acute aquatic categories 2 and 3) — adopted in GB 30000.28, not used in CLP.

For most paving bitumen these lower categories will not change the outcome. The point is structural rather than product-specific: an absence of classification on a European sheet is evidence about European law, not about Chinese law, and the conversion is a re-classification exercise, not a translation exercise.

Where a classification is assigned, the hazard statements (危险性说明) and precautionary statements (防范说明) that follow have standard Chinese wording set out in the GB standards. They are not free translations of the H and P phrases on the sheet in hand, and a well-meaning translator producing plausible Chinese sentences produces a non-conforming sheet. The signal word is likewise fixed: 危险 or 警告, determined by the highest category assigned, not chosen for tone.

  • 第8部分 接触控制 · Section 8. Occupational exposure limits must be the Chinese values from GBZ 2.1《工作场所有害因素职业接触限值 第1部分:化学有害因素》. An ACGIH TLV or a European indicative limit value on a sheet supplied into China is a foreign number with no standing, and a Chinese occupational health officer reading it will treat the sheet as unprepared.
  • 第14部分 运输信息 · Section 14. Chinese dangerous goods classification runs through GB 6944《危险货物分类和品名编号》 and GB 12268《危险货物品名表》, alongside the international UN, IMDG and ADR references. Both belong in the section for an imported cargo.
  • 第15部分 法规信息 · Section 15. Chinese law: the《危险化学品安全管理条例》, the catalogue position of the product, and the GB standards applied to classify and label it.

GHS不描述烫伤 · The blind spot that matters most for this product

This deserves to be stated bluntly because it inverts the usual reading of a safety data sheet. Thermal injury is not a GHS hazard class. There is no part of GB 30000, no part of CLP and no part of HazCom that classifies a material as hazardous because it is handled at 160 °C. Skin corrosion and irritation, in GB 30000.19, is about chemical action on tissue — an acid, an alkali, a solvent. It has nothing to say about a splash of hot binder.

The consequence is that a technically correct safety data sheet for paving bitumen can carry a section 2 showing little or no classification, no pictogram and no signal word, and that sheet describes a material that will cause a deep, full-thickness burn on contact and continue burning while it cools and sticks. Every serious bitumen injury the industry records comes from a hazard the classification system does not capture.

Two practical conclusions follow. First, do not read an unclassified section 2 as a safe product, and do not let a site safety induction be built on it. Second, insist that the sheet describes the thermal hazard explicitly in section 2 in plain language, and carries proper burn first aid in section 4, whatever the classification outcome. A sheet that is technically compliant and operationally useless has failed at the only job that matters.

The series runs to twenty-eight hazard classes. Only a handful are engaged by a paving or industrial bitumen, and knowing which they are makes it much faster to read a supplier sheet critically. The table below is a guide to where to look. It is not, and cannot be, a classification of any product.

Read this as a map of where to look, not as an answer. Classification is a legal responsibility of the party placing the product on the Chinese market, it is made from data on the specific product, and two bitumens from different crude slates and different processing routes can classify differently. Nothing in this table classifies any cargo, and no page of this kind should be relied on for that purpose.

危险与急救 · Hazards and first aid

沥青的真实危险与现场急救 · The hazard picture for bitumen, and the first aid that follows from it

A safety data sheet is only worth the accuracy of its hazard description. For bitumen the hazards are few, well understood and badly communicated, and the ranking between them is not the one a chemical classification would suggest.

一、高温烫伤 · Thermal burns, and why they dominate everything else

Bitumen is stored, pumped and mixed between roughly 130 °C and 165 °C, and its absolute handling ceiling sits near 180–190 °C. Water boils at 100 °C. A splash of binder is therefore delivering heat far above the temperature at which tissue is destroyed on contact, and it does something scalding water does not: it adheres and keeps delivering heat as it cools. A water scald ends when the water runs off. A bitumen burn continues until the adhered material has cooled through the whole of its heat capacity, and the material is sitting directly on the injured surface while it does.

This is why bitumen burns are characteristically deep, why they occur on the hands, forearms, face and feet, and why the standard operational precautions look the way they do — a face shield rather than glasses when opening or sampling, gauntlets long enough to cover the forearm, a closed collar, and trousers worn outside the boot so that a splash runs off rather than into it. No hazard classification prompts any of that, which is precisely the argument for writing it into the sheet in plain words.

Two secondary thermal events belong in the same section. Water in a hot tank or a hot drum is dangerous. Moisture trapped under a bitumen layer, or introduced into a heated tank, flashes to steam beneath a viscous liquid and produces a violent boil-over that can throw hot binder well beyond the vessel. It is a recognised cause of serious multi-casualty incidents and it is the reason moisture exclusion appears in section 7 and the water warning appears in section 5. Separately, heating a dry drum wall or an uncovered coil carbonises the binder locally, ruins the batch and creates a fire risk; coils must always be covered by product and drums heated gradually and uniformly.

二、沥青烟 · Bitumen fume

Bitumen fume (沥青烟) is a mixed aerosol of condensed droplets and vapour generated whenever the binder is hot and its surface is exposed — melting drums, loading and discharging, mixing plant operations, laying and compaction, and above all roofing work where the material is applied by hand in the open. Fume generation rises steeply with temperature, which makes temperature control a health control as well as a quality control. Acute effects are irritation of the eyes and upper respiratory tract, and headache and nausea on heavy exposure in confined conditions.

GBZ 2.1《工作场所有害因素职业接触限值 第1部分:化学有害因素》 sets an occupational exposure limit for 沥青烟 expressed on a benzene-soluble basis, which is the conventional way this aerosol is measured. A Chinese-market sheet should quote the current value from the current edition of that standard in section 8, and a buyer checking a sheet should confirm the figure against the standard rather than accepting whatever number the sheet carries.

三、IARC 的结论,准确地说 · What IARC actually concluded

This is repeatedly misquoted in both directions — by sellers who imply bitumen has been cleared, and by buyers who state that bitumen is a carcinogen. IARC Monographs Volume 103 reached separate conclusions for separate exposure circumstances, and the distinction is the whole point:

  • Occupational exposures to oxidised bitumens and their emissions during roofing — Group 2A, probably carcinogenic to humans. This is the highest of the three and it is the one that matters for oxidised and roofing grades.
  • Occupational exposures to hard bitumens and their emissions during mastic asphalt work — Group 2B, possibly carcinogenic to humans.
  • Occupational exposures to straight-run bitumens and their emissions during road paving — Group 2B, possibly carcinogenic to humans.

Three things follow. First, the classification attaches to the emissions in a defined work situation, not to the drum on the pallet — the exposure route is inhalation of fume during hot work. Second, an IARC group is a hazard identification made by an expert review body; it is not a GB 30000 classification, and it does not by itself decide what appears in section 2 of the sheet. Third, oxidised bitumen used in roofing carries the higher classification, which is a real reason to treat oxidised grades and roofing operations with more control than paving work, and a real reason for an oxidised grade to have its own sheet rather than sharing a paving one.

四、硫化氢 · Hydrogen sulphide in the vapour space

Hydrogen sulphide (硫化氢, H2S) is generated in bitumen at elevated temperature from sulphur compounds present in the binder, and because it is a gas it leaves the liquid and accumulates in the vapour space above it — the ullage of a heated storage tank, a road tanker compartment, a heated tank container. The concentration in that vapour space can be orders of magnitude higher than anything measurable at ground level beside the tank, and it is released in a slug when a hatch is opened, when the tank is gauged or sampled manually, or when the tank is filled and the vapour is displaced out.

The characteristics that make it lethal are well documented and worth repeating on every sheet. It is heavier than air and pools in low spaces. Its rotten-egg odour is detectable at very low concentrations but olfactory fatigue removes the warning at exactly the concentrations that are dangerous, so a worker who stops smelling it is in more danger, not less. At high concentration it causes immediate collapse without warning. And the recurring fatality pattern is a rescuer who enters after a colleague to help, without breathing apparatus, and becomes the second casualty.

GBZ 2.1 controls 硫化氢 with a maximum allowable concentration (最高容许浓度, MAC) of 10 mg/m³ — a ceiling that is not to be exceeded at any moment, rather than a time-weighted average that can be averaged out over a shift. The operational consequences belong in section 7 and section 8 of the sheet: treat the vapour space of any heated bitumen storage as a confined space; do not open a hatch or gauge manually without gas testing and a permit; stand upwind; and never enter to rescue without self-contained breathing apparatus.

五、烧伤急救 · Burn first aid, exactly as it belongs in section 4

This is the single most important paragraph on the page, and it is the paragraph most often watered down into generic wording by a sheet that was assembled rather than written.

  • Cool the burn with clean cold running water for at least 20 minutes. Start immediately and do not stop early because the pain has eased. Twenty minutes is a floor, not a target, and cooling is effective even when started late.
  • Never peel adhered bitumen off the skin, and never use a solvent to remove it. The bitumen has bonded to tissue; pulling it away removes the skin with it, and a solvent applied to a fresh burn drives injury deeper and adds a chemical insult to a thermal one. The adhered layer is sterile and it is doing no further harm once cooled — it is removed later, under medical supervision, with a suitable emollient.
  • Do not use ice or iced water. Cold enough to cause further tissue injury, and it does not cool faster in any useful sense.
  • Cover the cooled area with a clean, non-adherent dressing and get the casualty to medical care, with the bitumen still in place. Tell the receiving clinician what the material is and what temperature it was at.
  • Eye contact with hot bitumen: irrigate gently with clean water and obtain specialist medical care immediately. Do not attempt to remove adhered material from the eye at the scene.
  • Hydrogen sulphide exposure: remove the casualty to fresh air only if it is safe to do so, using breathing apparatus. Do not enter an enclosed space to attempt a rescue without it. Give oxygen if trained, and obtain medical care.
  • Clothing: do not attempt to remove clothing that is stuck to the burn. Cool through it.

This guidance is standard across the industry and it should appear, in Simplified Chinese, in section 4 of the sheet, on the label where the label has room, and on a printed card at the melting yard and at the plant. A buyer receiving 80 drums per 20-foot container — 12 MT at 150 kg per drum — is putting people beside hot material in a yard, and the sheet needs to reach them, not the filing cabinet.

Two practical points that cost money when they are missed. Lead time: compliant Chinese label artwork has to exist before drums are filled and labelled, not after the container is booked — at 150 kg per drum a single 20-foot container carries 80 drums and 12 MT, and every one of them needs the same label. Consistency: the classification on the label, the classification in section 2 of the sheet, and the description on the transport documents have to agree with each other. A mismatch between them is the finding an inspector reaches fastest.

什么时候需要,向谁索取什么 · When the sheet is needed in the transaction, and what to ask for at each point

The safety data sheet is treated as an afterthought in most bitumen enquiries and then becomes urgent at the worst possible moment. These are the six points at which it is actually needed, in the order they arrive.

1. 询价阶段 · At the enquiry

Ask for the safety data sheet alongside the technical data sheet, before price is discussed. Then check three things: what language it is in, which standard it was written to, and whether sections 12 to 15 are populated. This tells you within a minute whether a Chinese-format sheet exists or will have to be created, and who is going to have to create it.

2. 合同订立前 · Before the contract is signed

Write the requirement into the contract in specific terms: a safety data sheet in Simplified Chinese, to GB/T 16483 format, with classification made under the GB 30000 series, plus GB 15258 package labelling where labelling is required. State who produces it, who pays for it, and the date by which it must be delivered. Left out of the contract, it becomes a negotiation under time pressure.

3. 订舱与运输申报 · At booking and transport declaration

The carrier and the forwarder need the sheet to decide how the consignment is carried. This is where the temperature condition is settled: packed solid bitumen is generally not handled as a dangerous good, while bitumen carried at or above 100 °C is UN 3257, Class 9. Give the forwarder the sheet and the actual carriage condition, not a summary of them.

4. 制作标签之前 · Before packaging is labelled

Label artwork depends on the classification, so the classification decision has to be finished before drums or bags are labelled. Confirm whose details appear as supplier or importer and which emergency number is printed. Retro-labelling 80 drums in a container yard is possible but it is slow, expensive and visible to everyone.

5. 装运单证与查验 · With shipping documents and at inspection

The sheet joins the certificate of analysis, the technical data sheet, the packing list and the certificate of origin in the document set. Since 2018 entry inspection sits with GACC rather than with a separate CIQ agency, and the classification, the label and the declared description all need to say the same thing. Confirm the applicable requirements for the specific consignment with a customs broker and a regulatory consultant.

6. 到货与现场交底 · On arrival and at the site briefing

The final and most neglected step. The sheet has to reach the people who open the drums and stand beside the melter, in a language they read, before they do it. Print section 4 on a card and put it where the work happens. A sheet that is compliant on file and absent from the yard has not done its job.

中国接受英文SDS吗? Is an English-language safety data sheet acceptable in China?

Not as the compliant document. A safety data sheet supplied into the Chinese market is expected to be in Simplified Chinese, following GB/T 16483 for content and order, with classification made under the GB 30000 series. A bilingual sheet is normal commercial practice and is fine provided the Chinese content is complete and correct standing on its own. An English-only sheet is useful as source material for producing the Chinese one, and useful to the buyer’s technical team, but it is not the document the receiving site, the terminal or an inspector is asking for.

GB/T 16483 和 ASTM 或 OSHA 格式的十六部分一样吗? Are the sixteen sections the same as on the sheet I already hold?

The headings and their order line up closely, because both derive from the same GHS template. What sits underneath them does not. Under OSHA HazCom, sections 12 to 15 need not be completed and are frequently blank; a Chinese sheet is expected to have all sixteen written. Section 8 must quote Chinese occupational exposure limits from GBZ 2.1, section 14 must engage Chinese transport rules alongside the UN references, and section 15 must cite Chinese law. Translating the sheet you hold produces a Chinese-language document, not a Chinese-standard one.

沥青在中国属于危险化学品吗? Is bitumen a regulated hazardous chemical in China?

That depends on the specific product and its classification, and it is determined against the《危险化学品目录》 rather than by the product name. This page does not answer it for your consignment and no web page responsibly can — the determination belongs to a qualified regulatory consultant and to the Chinese importer of record, who carries the obligation. What is true regardless of the catalogue answer is that buyers, terminals, forwarders, insurers and site safety officers all ask for a safety data sheet, so the document is needed commercially whether or not it is triggered by the catalogue.

桶装沥青运输时算危险货物吗? Is drummed bitumen a dangerous good in transport?

State the condition rather than a blanket answer. Solid packed bitumen — drums, jumbo bags, poly bags — is generally not handled as a dangerous good. Bitumen carried at or above 100 °C is UN 3257, elevated temperature liquid, Class 9, and the marking, documentation and carrier requirements that follow apply to that carriage condition. The trigger is the temperature at which the cargo travels, not the grade or the packaging type. Chinese dangerous goods classification runs through GB 6944 and GB 12268 alongside the UN and IMDG references.

GB 30000 是什么?和 GHS 是什么关系? What is GB 30000 and how does it relate to GHS?

GB 30000.2-2013 to GB 30000.29-2013《化学品分类和标签规范》 is China’s implementation of GHS, one part per hazard class, with GB 13690-2009 providing the general classification and hazard communication rules. The series is built on GHS Revision 4. GHS itself is a template, not a law, and every jurisdiction adopts a particular revision and a particular selection of categories. China adopts several building blocks that the EU does not — acute toxicity category 5, skin irritation category 3, aspiration category 2, and acute aquatic categories 2 and 3 — so a European classification cannot simply be carried across.

IARC 把沥青列为致癌物了吗? Did IARC classify bitumen as a carcinogen?

IARC reached separate conclusions for separate exposure circumstances, and the distinction matters. Occupational exposures to oxidised bitumens and their emissions during roofing were placed in Group 2A, probably carcinogenic to humans. Occupational exposures to hard bitumens and their emissions during mastic asphalt work, and to straight-run bitumens and their emissions during road paving, were placed in Group 2B, possibly carcinogenic to humans. The classification attaches to the emissions in a defined work situation, not to the sealed drum, and the exposure route is inhalation of fume during hot work. An IARC group is also a hazard identification by an expert body, not itself a GB 30000 classification.

加热储罐里的硫化氢有多严重? How serious is hydrogen sulphide in heated bitumen storage?

Serious enough that it is the hazard most likely to kill someone quickly. Hydrogen sulphide is generated at elevated temperature and accumulates in the vapour space above the liquid, so concentrations in a tank ullage can be far higher than anything measured beside the tank, and it is released in a slug when a hatch is opened or the tank is gauged, sampled or filled. It is heavier than air, and olfactory fatigue removes the smell warning at exactly the concentrations that are dangerous. GBZ 2.1 sets a maximum allowable concentration of 10 mg/m³ — a ceiling not to be exceeded at any moment, not a shift average. Treat the vapour space of any heated bitumen tank as a confined space and never attempt a rescue without breathing apparatus.

Cool the burn with clean cold running water for at least 20 minutes, starting immediately and not stopping early because the pain has eased. Never peel adhered bitumen off the skin and never use a solvent to remove it — the bitumen has bonded to tissue, pulling it away removes skin with it, and a solvent drives injury deeper and adds a chemical insult. Do not use ice. Do not remove clothing stuck to the burn; cool through it. Cover the cooled area with a clean non-adherent dressing and get the casualty to medical care with the bitumen still in place, telling the clinician what the material is and what temperature it was at. For hot product in the eye, irrigate gently and obtain specialist care immediately without attempting removal.
