Drummed Bitumen Supplier: How to Specify, Price and Inspect a Drummed Order

Buying bitumen in drums is four purchases in one — the binder, the steel drum, the filling operation and a container slot — and the buyer chooses each of them separately. This page covers what belongs in the enquiry, how a drummed price is built layer by layer, what a given tonnage turns into in drums and containers, the documents that have to travel with the cargo, and how the drums themselves are inspected at the load port before anything sails.

What a drummed bitumen enquiry has to contain

An enquiry carrying the items below can be priced the same day. One carrying only a grade and a tonnage cannot be priced at all, because three of the numbers in the offer depend on decisions the buyer has not yet made.

Sellers of drummed bitumen are asked for a price per tonne. The honest answer is that there is no single price per tonne until the packing is fixed, because the binder is usually the part of the cost that varies least. The same tonne of the same grade, from the same production, lands at a materially different cost depending on how much of it goes into each drum, whether the drums are palletised, which Incoterms rule is quoted, and which certificates have to be produced. Settle those first and the commercial conversation becomes short.

Grade, and the standard it will be judged against

Name the grade and name the standard the cargo will be tested against: ASTM D946 for penetration grades, EN 12591 where a European specification governs, IS 73:2013 where a viscosity grade is required, AASHTO M320 for performance grades. Two cargoes both described as 60/70 can be presented against different test suites, and the acceptance decision at destination is made against the standard, not against the label on the drum. If a project specification or a national road standard governs, attach it to the enquiry so the offer is checked against it before it is priced rather than after the container has sailed.

Net tonnage, and whether it can move to whole containers

State tonnage as net bitumen, excluding drum tare and all packing. Then say whether the figure is firm or whether it can be rounded to a whole number of containers. A 20-foot container of drums carries 12.0, 14.4 or 14.8 MT of product and nothing in between, so an order of 100 MT becomes seven containers of 185 kg drums — 103.6 MT of booked capacity, of which 3.6 MT is paid for and carries nothing — or nine containers of 150 kg drums, where 8 MT of the 108 MT booked is empty space on a paid slot. Buyers who can flex tonnage by a few per cent ship cheaper per tonne than buyers who cannot, and the flexibility costs nothing to offer.

Drum net fill weight

150, 180 or 185 kg net. This one line moves landed cost more than most negotiations on the product price, because two separate cost layers move with it at once. At 150 kg you buy 6.67 drums for every tonne of bitumen; at 185 kg you buy 5.41 — about 19 % fewer pieces of steel, fewer closures, fewer stencils and fewer drums to open at the other end. At the same time the container slot carries 14.8 MT instead of 12.0 MT, so the freight spread over each tonne falls in the same proportion. The case for the 150 kg drum is handling: it is lighter to move by hand at a site with no forklift or drum clamp, and easier to split among small end users. Decide it on the equipment at the delivery point, not on the price sheet.

New drums, stated as new

Write the packing as new, unused, first-use steel drums; reconditioned, reprocessed or previously used drums not acceptable. A contract that says only "steel drums" is satisfied by a reconditioned drum, and the price difference between the two is exactly the kind of gap that makes one offer look sharper than another for reasons that have nothing to do with the binder. State the head type as well. Paving, oxidized and polymer modified grades set solid at ambient temperature and are therefore always supplied in a removable-head drum (1A2 in the UN packaging nomenclature, dimensioned in the ISO 15750 series), because a solid binder cannot be poured out through a two-inch bung. The tight-head drum (1A1) with bungs appears only for the grades that stay liquid at ambient temperature, which in practice means cutbacks and emulsions. How the drums travel inside the box

Palletised or floor loaded, decided before stuffing because it cannot be changed afterwards. Palletised drums discharge far faster and can be moved by a plain forklift; floor loading avoids the pallet cost and the pallet weight, and fits the drums more tightly against each other. If wooden pallets are used, the cargo falls under ISPM 15 and the pallets must be treated and marked, which is a border problem rather than a preference — untreated wood packaging is turned back at a number of destinations.

Drum marking

Ask for grade, net weight, tare weight, batch or lot number, production date and country of origin stencilled on every drum, and say if a particular language or format is required. Origin marking on the package itself is a customs requirement in several import markets, and it is far cheaper to have it applied at the filling line than to have a container held at the discharge port while it is applied by hand.

Destination, Incoterm and the named place

Give the discharge port or the inland delivery point, and the Incoterms 2020 rule with the named place spelled out in full. "CIF" on its own is not a term of delivery; "CIF named port of destination" is. Comparing an FOB offer against a CFR offer without converting both to the same basis is the most common way buyers reach the wrong conclusion about which supply is cheaper.

Documents, inspection and payment

Say which certificates you need, whether the certificate of origin requires chamber or embassy legalisation, and whether a destination conformity assessment programme applies — schemes of that type operate in a number of import markets and add both cost and lead time. Say who appoints the pre-shipment inspector and, critically, what the inspection scope covers. Then give the payment structure and the shipment window, so the offer is built on terms you can actually execute.

How a drummed bitumen price is actually built

A delivered drummed price is the sum of several things, only one of which is bitumen. Knowing which layer a number sits in is what makes two offers comparable.

Buyers who treat a drummed quotation as a single figure end up negotiating the wrong line. The product layer is the one everybody argues about, and it is the one that moves least between competent suppliers on the same origin in the same week. The layers around it — steel, filling, handling, inland, freight — are where the differences between two offers usually live, and they are also where a buyer's own decisions have the most leverage.

Fill weight moves two layers at once

The arithmetic is simple and it is worth doing before any negotiation. One tonne of bitumen is 6.67 drums at a 150 kg fill, 5.56 drums at 180 kg and 5.41 drums at 185 kg. Everything that is charged per drum — the steel, the filling line time, the closing, the stencilling, the drum handling at both ends — scales directly with that number, so moving from 150 kg to 185 kg removes about 19 % of it. In the same movement, the net cargo in a 20-foot container rises from 12.0 MT to 14.8 MT, and since the container slot costs the same either way, the freight carried by each tonne falls by about the same 19 %. Two independent cost layers improve together, from one line in the enquiry.

Why the container is only half loaded

Eighty drums per 20-foot container is a geometric limit, not a weight limit — forty drums per tier, two tiers, set by the internal floor and height of the box. A standard 20-foot container is rated to a maximum gross weight of 30,480 kg on its CSC plate and has a tare of roughly 2.2 tonnes, so it is permitted to carry something close to 28 tonnes. Eighty drums at 180 kg net, plus about 1.6 tonnes of steel tare, is around 16 tonnes of cargo. The buyer pays a full slot to move a container that is a little over half loaded, and that structural fact — not the price of the steel — is the main reason drums carry the highest cost per tonne of any bitumen packing.

Where the Incoterm changes the number, and where it does not

Moving from FOB to CFR adds the ocean freight to the seller's side of the line. Moving from CFR to CIF adds marine insurance, and under Incoterms 2020 the minimum cover the seller must provide under CIF is Institute Cargo Clauses (C), which is a restricted named-perils cover rather than all-risks. Under CIP, by contrast, the 2020 revision raised the default to Institute Cargo Clauses (A). A buyer who assumes CIF brings full cover and discovers otherwise at claim stage has learned an expensive lesson about a difference that costs very little to fix at contract stage. There is a second point that applies specifically to containerised cargo. The ICC recommends FCA, CPT and CIP in place of FOB, CFR and CIF whenever goods move in containers, because a container is handed to the carrier at a terminal or a container yard days before it is loaded aboard the vessel. Under FOB the seller nominally carries risk until the goods are on board, at a point when the box is already stacked in a terminal neither party controls. FOB, CFR and CIF remain the habit of the bitumen trade and there is nothing wrong with using them — but know what the transfer point actually is, and make sure the marine insurance attaches from the right moment.

What moves the product layer

Bitumen is a residue stream, so its price responds to refinery run rates and to the alternative value of vacuum bottoms against heavy fuel oil, as well as to seasonal paving demand. The steel that becomes the drum responds to something else entirely. That is why a drummed offer can move in a week when the binder market has not moved at all, and why a quotation for drummed cargo carries a shorter validity than most buyers expect.

How to compare two offers properly

  • Convert both to the same Incoterms rule and named place, and to the same drum fill weight, before comparing anything.
  • Confirm both are quoted on net weight of bitumen, exclusive of drum tare. An offer priced on gross weight is charging the bitumen rate for roughly 1.6 tonnes of steel per container.
  • Ask what is in and out: pallets, third-party inspection, certificate of origin legalisation, any destination conformity certificate, and container detention allowance at the discharge port.
  • Compare landed cost per net tonne at the point you will actually use the product, including the inland leg and the cost of opening and melting the drums.
Cost build-up

The layers inside a drummed bitumen price

Each layer scales with something different — tonnes, drums or containers. That is why the same percentage discount on the product line has a much smaller effect on landed cost than a change of fill weight.

1. The binder

The bitumen itself, priced per net tonne of product. It scales with tonnage and with nothing else, and it is unaffected by how the cargo is packed. This is the only layer that carries the grade, the specification and the Certificate of Analysis.

2. The drum

New steel packaging, bought and priced per drum. It scales with the drum count, so it converts into a per-tonne figure through the fill weight: 6.67 drums per tonne at 150 kg against 5.41 at 185 kg. Steel gauge sits in this layer too — a heavier drum costs more and survives a rough inland leg that a light one does not.

3. Filling, cooling, closing and marking

Drumming line time, weighing each drum to its declared net, standing the filled drums to cool before they are closed or stacked, seaming or ring-closing the head, and stencilling grade, net, tare, batch, date and origin. All of it scales with the drum count, which is the second reason a lower fill weight costs more per tonne.

4. Palletising, stuffing and securing

Pallets and shrink wrap where used, strapping, dunnage and inflatable void fillers, and the labour to stuff and lash the container so the stow survives being tilted onto a chassis. This layer scales with the container count, and the securing standard to cite is the IMO/ILO/UNECE CTU Code.

5. Inland haulage, terminal and export formalities

Trucking to the port or container freight station, terminal handling, customs formalities, the certificate of origin and any legalisation, and the pre-shipment inspection fee. Mostly charged per container, so it also improves with a higher fill weight.

6. Ocean freight, and insurance where the term requires it

Charged per container slot regardless of what is inside it, then divided by 12.0, 14.4 or 14.8 MT of net product. Insurance appears only under CIF and CIP — at Institute Cargo Clauses (C) minimum under CIF and Clauses (A) under CIP in Incoterms 2020.

The drum count in a 20-foot container is fixed at 80 by the internal dimensions of the box, so the grade never changes the container count and only the fill weight does. Net cargo per container is 12.0 MT at a 150 kg fill, 14.4 MT at 180 kg and 14.8 MT at 185 kg.

Drum counts and container counts are both rounded up, because a part-filled drum is not shipped and a part-filled container still occupies a slot and still carries a full freight cost. One container is the practical minimum order: LCL consolidation is possible but the extra handling, the transhipment and the risk of drums travelling alongside an unrelated cargo rarely justify it. At the top of this table the arithmetic starts arguing against the packing itself — 1,000 MT in 185 kg drums is 68 containers and roughly 108 tonnes of steel to dispose of at destination, which is the point at which one-tonne bags or a bulk parcel deserve a serious comparison.
Scope of supply

Which grades ship in drums, and what changes with each

The drum, the container and the loading count are identical across every grade below. What changes is the standard the cargo is tested against, the closure the product needs, and in two cases the transport classification.

Penetration grades

60/70, 80/100, 85/100, 50/70, 40/50, 30/40 and the softer bands. The bulk of drummed export volume, offered at all three fill weights in removable-head drums, tested to ASTM D946 or EN 12591. State which of the two standards governs, because the European bands do not map one-to-one onto the ASTM ones.

Viscosity grades

VG-10 to VG-40 under IS 73:2013. Same drum, same loading, different acceptance test suite — absolute viscosity at 60 °C rather than penetration. If the destination specification is written as VG, say so in the enquiry, because a COA issued against penetration limits will not satisfy it.

Performance grades

PG 58-22, PG 64-16 and the rest of the AASHTO M320 family. Drummed supply is straightforward; the certification is not. PG designation requires DSR and BBR data on original, RTFO-aged and PAV-aged material, so agree in advance which of those results the COA will carry.

Oxidized and industrial grades

85/25, 90/15, 95/25 and 115/15 ship in the same drums. Their high softening point means the block sets hard and a de-heading tool is essential at destination. The same grades are also offered in 25 kg cartons and kraft bags where the end user charges a kettle by hand.

Polymer modified bitumen

Supplied in drums where the destination has no heated storage. PMB is more sensitive to how it is re-melted than straight-run binder, and storage stability is a measurable property — ASTM D7173 covers separation of polymer from the binder. Ask for that result on the COA if the material will be stored hot after melting.

Cutback grades and emulsions

MC-30 through MC-800 and cationic emulsions are liquid at ambient and go into tight-head drums with bungs, filled by volume, so the net weight per drum is lower than for a paving grade and must be stated explicitly. Cutbacks carry solvent, which raises a dangerous-goods question — UN 1999 covers tars and cutbacks as a Class 3 flammable liquid. Confirm the classification with the carrier before booking.

Before it sails

Inspecting drums at the load port

Product quality can be argued about after arrival because a retained sample can be retested. Packing condition cannot. Once a drum is closed and stuffed, the only evidence left is inside it.

A recurring pattern behind drummed bitumen claims is that the binder was fine, the packing was not, and nobody looked at the packing until the container doors were opened eight thousand kilometres away. Third-party inspection at the load port is the standard answer to that, but what makes it work is the instruction rather than the appointment: an inspection report will say nothing about drums unless the agreed scope required it to.

Write the packing into the inspection scope

Appoint an internationally recognised inspection company and state the scope before the appointment is made. A scope that covers only quality and quantity produces a certificate covering only quality and quantity. Ask for the certificate to confirm, in terms: that the drums are new and unused with no reconditioner marking; that seams and chimes are sound; that closures are correctly made; that drum stencils match the packing list and the batch on the Certificate of Analysis; that the container was clean, dry and odour-free before stuffing; and the seal number applied at the end. Ask for photographs of the empty drums before filling and of each tier as it is stowed.

Detecting a reconditioned drum

This check has to happen at the filling line, on the empties, because a full drum tells you almost nothing. What an inspector is looking for is straightforward:

  • Markings. A drum that has been through a reconditioner carries the reconditioner's identification and the letter R alongside the original manufacturer's UN marking. A new drum carries the manufacturer's marking only. This is the single fastest check available and it takes seconds per drum.
  • Paint. Look for over-spray, for ghosted stencils showing faintly through fresh paint, for mixed colour tones across a batch, and for paint that has been applied over a dent or a weld rather than over clean steel.
  • Tare consistency. Weigh a random sample of empties. New drums from one production run weigh within a narrow band of each other; drums that have been repaired, re-headed or repainted repeatedly do not. Inconsistent tare also destroys the ability to verify net weight later by weighing filled drums.
  • The interior. A new drum is bright, dry bare steel. Rust bloom in the chime, water sitting in the bottom rim, scale, blasting grit or any smell at all are all reasons to reject the empty before it is filled.

The reason to buy this check is commercial, not cosmetic. Binder loaded at 140 to 160 °C takes up whatever the reconditioning process left on the wall, and the consequence is not seen — it is measured, weeks later, at the destination laboratory. The lines that catch it are solubility in trichloroethylene against the 99.0 % minimum of ASTM D2042, ash by ASTM D482, water content by ASTM D95, and flash point by ASTM D92 where the earlier cargo was volatile. The point that belongs on a commercial page is simpler: a drum is only inspectable while it is empty, so the inspection has to be bought, scoped and staffed before production starts rather than during the week of loading.

Seams and chimes

The top and bottom heads are joined to the body by a double seam, and the rolled edge that seam forms — the chime — is what takes every forklift tine, drum clamp and sling the drum will ever meet. Check the chime for crushing and flat spots, the seam for gaps or an uneven roll, and the body for dents deep enough to distort the wall. A crushed chime cannot be gripped safely by a drum clamp, which means the damage found at load port becomes a handling problem at every subsequent stage. Ask whether the drum manufacturer leak-tested the empties and whether that record is available; it usually is, and it is a reasonable thing to attach to the file.

Closure integrity

Two closure families are in service and each fails differently. A seamed head is rolled onto the body after filling and has nothing to loosen, so the inspection point is the seam itself: a complete, even roll all the way round, with no evidence of product at the closure. Bitumen visible at a closure means the drum was closed while the contents were still hot, or the seam was not fully made — either way it will bleed onto the container floor on a hot sea leg. A lever-locking ring closure is checked differently: the gasket must be present, of a material suited to hot product, seated evenly and not extruded or pinched; the head must sit flat all the way round; and the ring bolt must be properly closed rather than merely engaged. Count how many ring bolts in a sample are finger-tight, because that is how a container arrives with lids off and drums cross-contaminated.

Weight, marking and batch traceability

Quantity for drummed cargo is normally the drum count multiplied by the declared net weight, so the verification is a weighing exercise: a random sample of filled drums weighed against a sample of empties from the same batch. Ask that the certificate records net, tare and gross as three separate figures, and that those figures match the packing list line for line. Check that the batch number stencilled on the drums matches the batch on the Certificate of Analysis — a COA that cannot be tied to the drums in front of you protects nobody.

Sampling, and where the samples come from

Sampling practice for bituminous materials is covered by ASTM D140, and the point that matters commercially is that samples must be drawn across the load rather than from whichever drum happens to be nearest the container door. Ask for retained samples to be sealed in the inspector's presence and held by both parties for the duration of the claim period. A test result is only defensible if the sample behind it can be traced to the cargo.

The container, and the seal

The box is part of the packing. Before stuffing it should be swept, dry, free of odour and free of any previous cargo residue, with a sound floor and no daylight visible at the seams. After stuffing, the securing arrangement — dunnage in the void at the door end, restraint on the upper tier, strapping across the face — should follow the CTU Code, and the seal number should be recorded on the inspection certificate, the packing list and the bill of lading so that the three agree. Where they do not agree, resolve it before the vessel sails rather than after.

If you attend the filling line yourself

Buyers and their agents are sometimes present during filling, standing next to product at 140 to 160 °C. If hot bitumen contacts skin, cool the area with clean cold running water for at least 20 minutes. Never peel or solvent-strip adhered bitumen — removal is a clinical decision — and get the casualty to medical care with the binder still in place.

Drummed cargo is described twice in every file — once as a weight and once as a count of packages — and both descriptions have to agree across the sales contract, the credit, the invoice, the packing list, the bill of lading and the inspection certificate. Tare is what usually breaks the agreement: a packing list that gives one weight without separating net, tare and gross cannot be reconciled against an invoice written on net. Presentations under a documentary credit are examined against UCP 600, where a mismatch a trader would call trivial is still a discrepancy the bank can refuse on. Reconcile the drum count, the net per drum, the total net and the total gross across the whole set before the container is sealed, because afterwards the fix is a document amendment rather than a retype. What does drummed bitumen mean, and who is it for?

Bitumen packed in steel drums of roughly 200 to 210 litres, filled hot to a declared net weight of 150, 180 or 185 kg and cooled before shipment. It suits buyers who cannot receive a tanker or a tank container and have no heated bulk storage — contractors on a single project, distributors serving many small end users, and any destination where the cargo has to be split and trucked inland in small lots. It does not remove the need for heat at the far end: the drum still has to be de-headed and the binder melted in a drum melting unit or a kettle, so confirm that equipment exists before ordering. Buyers who already run heated tankage should price one-tonne bags or a tank container alongside drums rather than defaulting to drums.

What is the minimum order for drummed bitumen?

One 20-foot full container load, which is 80 drums and 12.0, 14.4 or 14.8 MT of product depending on the fill weight. LCL consolidation is technically possible but it adds handling, transhipment and the risk of drums travelling alongside an unrelated cargo, so it is rarely worth it. Orders above one container are best rounded to whole containers, because a part-filled box still occupies a slot and still carries full freight.

How many drums fit in a 20-foot container and how much bitumen is that?

Eighty drums, loaded forty per tier in two tiers. That is 12.0 MT at a 150 kg net fill, 14.4 MT at 180 kg and 14.8 MT at 185 kg. The count is set by the internal dimensions of the container rather than by its weight limit, so it does not change with the grade or with the fill weight — only the tonnage sitting inside those eighty drums changes. Confirm the final figure against the loading plan and any destination weight restriction.

What is included in a drummed bitumen price?

The binder priced per net tonne, the new steel drum priced per drum, the filling and marking operation, the palletising and container stuffing, the inland haulage and export formalities, and — depending on the Incoterms rule — the ocean freight and marine insurance. Only the first layer is bitumen. When you compare two offers, convert both to the same Incoterms rule, the same named place and the same fill weight first.

Why is bitumen in 185 kg drums cheaper per tonne than in 150 kg drums?

Because two cost layers move together. A tonne is 6.67 drums at 150 kg but only 5.41 at 185 kg, so the steel, the filling, the closing and the marking all fall by about 19 % per tonne. At the same time the container slot carries 14.8 MT instead of 12.0 MT, so the freight spread across each tonne falls by roughly the same amount. The steel, the tare and the container slot are otherwise identical.

Which Incoterms rule should I use for drummed bitumen in containers?

FOB, CFR and CIF dominate the bitumen trade and are perfectly workable. The ICC nonetheless recommends FCA, CPT and CIP for containerised cargo, because a container is handed over at a terminal days before it is loaded aboard and the FOB transfer point no longer matches the physical handover. Whichever you use, spell out the named place in full, and note that under Incoterms 2020 CIF requires only Institute Cargo Clauses (C) while CIP requires Clauses (A).

How do I make sure the drums are new and not reconditioned?

Three steps, all cheap. Write the packing as new, unused, first-use steel drums with reconditioned or previously used drums expressly not acceptable. Instruct the pre-shipment inspector in writing to certify packing condition as well as product quality. And ask for photographs of the empty drums before filling. The physical checks are the reconditioner's mark and the letter R alongside the UN marking, over-sprayed paint hiding old stencils, inconsistent tare across a weighed sample, and a bright dry interior on the empties.

What documents should travel with a drummed bitumen shipment?

Commercial invoice, packing list showing net, tare and gross separately, bill of lading, batch Certificate of Analysis, Technical Data Sheet, Safety Data Sheet, Certificate of Origin, and a pre-shipment inspection certificate whose scope includes packing condition. A verified gross mass declaration is required before the container can be loaded, an insurance certificate applies under CIF and CIP, and some destinations add a conformity certificate. Every weight and package count must agree across the whole file.
