Bitumen Supply to Ghana: Grades, Tema and Takoradi
A compact market with two gateways and very little distance behind them
Ghana is not a smaller edition of the large market to its east. The difference is structural rather than one of degree, and it shows up in the two things a supplier actually has to decide first: which port, and how big the parcel is.
Ghana faces the Gulf of Guinea between Côte d’Ivoire to the west, Burkina Faso to the north and Togo to the east. The coastline is commonly given as roughly 540 km, and the country runs further north to south than east to west, from Cape Three Points at about four and a half degrees north to the Burkina Faso frontier at about eleven degrees. Construction demand concentrates in a southern triangle: Accra and the Tema industrial area at the eastern end of the coast, Sekondi-Takoradi at the western end, and Kumasi in the forest belt roughly 250 km inland, with the mining districts of the Western and Ashanti regions and the corridor traffic to the north layered on top. That geography, and not any statement about market size, is what makes Ghana a different commercial problem from its large neighbour: the demand is close to the sea, the roads between the demand and the sea are short, and the parcels are correspondingly modest.
Why the two-port structure matters more than the port count
Plenty of countries have a second port, and in most of them it is a fallback for when the main gateway is congested. In Ghana the second port is a genuine alternative with its own hinterland, and choosing between them is a real decision made from the destination rather than from the sailing schedule. Both are deep-water harbours operated by the statutory Ghana Ports and Harbours Authority. Tema, about 30 km east of Accra, was opened in 1962 as an artificial harbour with an industrial township built around it, and is the principal container and general cargo gateway as well as the head of the trunk road running north. Takoradi, in the Western Region, opened in 1928 as the country’s first deep-water harbour and grew up around bulk export traffic, and since offshore production began in the fields off the Western Region coast in 2010 it has also served as the onshore support base for the offshore industry.
So a Ghanaian enquiry carries a question a single-port market does not: which gateway is the delivery point actually behind. For a project in Tarkwa the answer is obvious. For Kumasi it is genuinely close, and the closeness is the point — on road distance Takoradi is nearer by a few tens of kilometres, while Tema usually offers the wider choice of sailings. That is a comparison to be made rather than assumed.
The inland legs are short, and that is the commercial fact of this market
Take the rough road distances in order. Accra is about 30 km from Tema, on a motorway alignment. Cape Coast and the central coastal towns are within about 90 km of Takoradi, and Tarkwa and the western mining belt within about 60 to 90 km. Kumasi is roughly 240 km from Takoradi and roughly 270 km from Tema. Even Tamale, the principal northern city, is of the order of 600 km from Tema. The whole domestic market therefore sits inside a radius that in many African markets would only get a cargo out of the port hinterland.
For a commodity as heavy and as low in value density as binder, that changes the arithmetic in a specific direction. Inland haulage is a modest share of landed cost here rather than the dominant one, which means the costs that do move the number are the ones attached to the packing and the handling: the drums, the container, the stuffing and stripping, and the number of times the cargo is touched. A supply plan copied from a Sahel routing over-engineers a Ghanaian delivery and pays for protection the cargo does not need; a plan that ignores drum quality because the leg is short makes the opposite mistake, because a humid coast is hard on steel.
Small and containerised parcels are ordinary here
The second structural fact follows from the first. Because the buyers are contractors and asphalt plants of moderate size working on project packages rather than national programmes bought in one go, the working unit in Ghana is the 20' container, and part-container quantities consolidated with other cargo are ordinary rather than exceptional. The loading arithmetic is set out in the packing section below. Two things follow for a supplier: an offer structure that only works above a large minimum parcel does not fit this market, and a sealed box can often be trucked inland and stripped at the receiving yard rather than unpacked at the port — which saves a handling and moves the point at which the drum count and drum condition are established.
What this page does not tell you
It does not state that any port, berth, terminal, road, crossing, railway or lake service is open today, running to a schedule, equipped for this commodity or accepting a particular packing. Geography is stable and is described here; operating status changes constantly and belongs to a freight forwarder who is accountable for it. It gives no transit times in days, no freight rates, no vessel or vehicle capacities as fact, no duty or tax rates and no prices. It names no haulier, forwarder, terminal operator, refinery, shipping line or client, claims no presence, office, agency or shipping history in Ghana, and claims no relationship with any body or facility named here as geography. Road distances are rounded orientation figures for planning conversation, not routing data. It states no position on any licensing or trade-restriction question; a buyer in cross-border trade must obtain independent legal and compliance advice. It does not state that any pre-export conformity or inspection programme is currently in force for this product, does not state any such programme’s product scope, and names no appointed inspection body — those are questions for a licensed customs broker in Ghana, dated, before contracting. And it quotes no Ghanaian national standard designation or specification limit for paving bitumen, for the reason set out below: the requirement that binds a shipment is the one the tender document incorporates, and a number written into a compliance box from memory is a false compliance claim sitting inside a contract.
The gateways: two Ghanaian ports, and the alternatives on either side of them
Ghana is entered from the sea at Tema and Takoradi, and it is left, or approached, across three land frontiers: Côte d’Ivoire in the west at Elubo, Togo in the east at Aflao, and Burkina Faso in the north at Paga and Hamile. Two neighbouring seaports sit close enough to the eastern and western frontiers to compete for Ghanaian and transit cargo, and two older pieces of infrastructure — the lake route north from Akosombo and the legacy narrow-gauge railway — appear on every map of the country and deserve to be placed correctly rather than assumed away. Everything below is geography. None of it says that any facility is currently open, handling this commodity, or available for your cargo.

What distinguishes Tema from Takoradi, and what a short inland leg does to the packing sum
The two ports are not competing versions of the same facility. They were built for different traffic in different decades and they face different halves of the country, and once the right one is identified the packing decision and the delivery term follow from it with very little argument left.
Tema: the container gateway and the head of the road north
Tema is the default and there are good reasons for it. It is the country’s principal container and general cargo port, it sits about 30 km from the largest concentration of demand in the country, it is linked to Accra by motorway, and it stands at the foot of the trunk road that runs north through Kumasi and Tamale to the frontier at Paga. A deep-water container terminal was developed there under concession with its first phase entering service in 2019, which is the sort of investment that tends to concentrate liner calls, and liner choice is itself a commercial variable for a buyer taking modest parcels: more sailings means more chances to move a container without waiting for a specific service.
For a bitumen buyer the attractions are three: the largest demand centre in the country is next door, the northern corridor starts here so a cargo continuing north does not have to traverse the country sideways first, and containerised handling is the port’s ordinary business, which matters when the cargo is 80 drums in a box. The counterpart is that Tema shares its road approaches with the heaviest urban traffic in Ghana, and congestion on the last few kilometres is a real cost that appears on no freight quotation.
Takoradi: the bulk harbour, the Western Region and the western approach inland
Takoradi is the older harbour, opened in 1928, and its character comes from what it was built to move: minerals and agricultural bulk outward rather than containers inward. Manganese from Nsuta and bauxite from Awaso, cocoa and timber established it, and since offshore production began in the fields off the Western Region coast in 2010 it has carried onshore support traffic for offshore operations as ordinary business. That matters for a practical reason: a port accustomed to project cargo, heavy lifts and industrial consignments has handling practices built around cargo that is not a standard container.
Its real advantage is positional. Takoradi removes the coastal road leg for anything in the Western Region, and the Western Region is where a disproportionate share of Ghana’s heavy-vehicle pavement demand sits — mining access and haul-adjacent roads around Tarkwa and Prestea, port and industrial hardstanding, and the trunk roads carrying loaded mineral traffic to the harbour. It is also, on road distance, the nearer of the two ports to Kumasi, and materially nearer to Obuasi and the southern Ashanti mining district. For a contractor working the western half of the country, routing through Tema means driving past the sea for two hundred kilometres before turning inland.
How to choose, in one question
The decision is made by asking where the material is actually being laid, and then it usually makes itself:
- Greater Accra, Tema, the eastern coast, the Volta Region, the eastern corridor and anything north of Kumasi — Tema. It is closer, it is on the right side of the country, and the northern trunk road begins there.
- The Western Region, the western mining belt, the central coastal towns and southern Ashanti — Takoradi. Routing these through Tema imports a coastal road haul that buys nothing.
- Kumasi and the Ashanti core — genuinely open. Takoradi is nearer on distance; Tema usually offers more sailings and more consolidation opportunities for a part-container parcel. Ask a forwarder to price both, and compare landed cost at the site rather than freight to the port.
- A cargo that is not staying in Ghana — almost always Tema, because the northern corridor starts there, but the choice is then subordinate to the customs question dealt with in the documents section: a transit is not an import with a different address on it.
The short leg, and why it changes the arithmetic rather than just the number
On most markets, bitumen’s weight and low value density make inland haulage the dominant variable, which is why supply plans for deep-interior destinations are built around minimising road kilometres. Ghana inverts the emphasis, and what it promotes to the top of the list is everything attached to the packing: the cost of the drums, the cost of the container, the labour of stuffing and stripping, the handling losses, and the number of times the cargo changes hands. On a two-thousand-kilometre inland routing those costs vanish into a much larger freight number. On a thirty-kilometre delivery they are visible, and a buyer who has not thought about them is either paying for protection the cargo does not need or buying the cheapest available drum on a coast that punishes cheap steel.
The second consequence is that the container can usually go to the site. Where the receiving yard has hardstanding and a forklift, a sealed box can be trucked inland and stripped there rather than unpacked at the port, which removes a full handling cycle and the drum damage that goes with it. That also moves the point at which the drum count and condition are established, so the contract has to say plainly where the count is taken, who witnesses it, and what happens if the seal is intact but the count is not. A short leg makes container-to-site delivery attractive; it does not make it self-policing.
Container arithmetic, and the weight limit that bites at the gate rather than at sea
These are the site-standard loading figures and they are the ones to build a Ghanaian order on:
- 150 kg new steel drums: 80 drums and 12 MT in a 20' FCL.
- 180 kg new steel drums: 80 drums and 14.4 MT in a 20' FCL.
- 185 kg new steel drums: 80 drums and 14.8 MT in a 20' FCL.
- 1 MT jumbo or poly bags: 20 bags and 20 MT in a 20' FCL.
Use them to fix the drum count, the packing cost per tonne and the number of boxes on the bill of lading. Then apply the Ghanaian qualification, which is a road one rather than a marine one. A 20 MT payload in jumbo bags, plus the tare of the container and the trailer, produces a gross combination weight that may or may not be lawful on the road leg you intend to use, and Ghana operates axle-load control on its trunk network with weighing stations on the main corridors. The regional bodies have pursued harmonised axle-load and gross-vehicle-weight limits along West African corridors for years. This page states no limit and no payload figure, because an invented one is worse than none: ask the forwarder what the lawful combination weight is on the specific alignment, and size the box accordingly. A heavily loaded container that cannot legally leave the port gate is a more expensive problem than a lightly loaded one.
A related point that only shows up on short legs: the drum weight changes how many boxes you handle for a given tonnage. Two hundred tonnes in 150 kg drums is roughly seventeen containers; the same tonnage in 185 kg drums is roughly fourteen. The heavier drum cuts box count and handling cycles; the lighter drum is easier for a small crew to move by hand at a site without a forklift, which is not a trivial consideration on feeder-road and district works.
Small parcels: why part-container quantities are ordinary in Ghana
A compact market with contractors of moderate size, work let in project packages and short port-to-site legs does not buy binder by the shipload. It orders what the current package needs and orders again, which produces two patterns a supplier should expect rather than resist: the single-container order, quoted as a normal transaction, and the part-container quantity consolidated with other cargo, which is practical for drummed bitumen in a way it is not for bulk. Both reward a supplier who can produce a clean batch Certificate of Analysis for a small lot, because a buyer taking twelve tonnes has the same specification exposure as one taking twelve hundred and less appetite for a dispute.
Bulk in a heated tanker: where it works here, and where it does not
The short leg makes bulk more interesting in Ghana than in most markets on this side of the map. Over a long land haul a heated road tanker is a temperature-management problem; over 30 km from Tema to an Accra plant, or 60 km from Takoradi to a Western Region plant, it is not, and the packaging cost, the drum handling and the empty-drum disposal problem all disappear at once.
The condition sits entirely at the receiving end and it is not a formality. The plant needs heated storage of adequate capacity, a compatible discharge connection, a pump, and the ability to take the whole load promptly. Where those are absent, or the delivery is to a district works site or a mining access road, or the material has to wait before use, new steel drums remain the correct answer and no freight arithmetic changes that: a drum needs no heated storage, can be moved without a terminal crane, can sit through a shutdown, can be heated one unit at a time, can be delivered in partial loads, and fails locally, whereas a compromised bulk load costs the consignment.
One regulatory line has to be settled before a tanker is booked rather than after. Where the product is offered for carriage above 100 °C it falls within UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations from which national and regional road transport rules are drawn, while packed bitumen moving at ambient temperature is treated differently. Whether that entry is engaged on your movement, and what marking, documentation, equipment and driver qualification follow, is a question for the carrier and the forwarder.
The delivery term follows the mode, and the named place has to be a place
Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They work for a parcel discharging at Tema or Takoradi and they have no coherent meaning for a truck delivering to a plant in Kumasi, where applying one leaves the point at which cost and risk pass undefined until the two readings collide over a damaged load. The rules that work with any mode are FCA, CPT, CIP, DAP, DPU and DDP, and each names a place.
Three errors recur here. Naming a country instead of a place: DAP Ghana is not a delivery term, whereas DAP followed by a named plant, yard or project site is. Naming a port when the deal is really to site: where the inland leg is short the temptation to treat CFR Tema as though it were delivery to Accra is strong, and it is exactly the ambiguity that produces an argument over who pays demurrage and who pays the haulage. And agreeing DDP casually, which puts import clearance and charges on the seller and is heavier than it looks, particularly where a conformity requirement may attach to the goods. Settle the port, then the site, then the rule, then who owns the container once it leaves the terminal gate.
Which port for which inland destination, and the hinterland beyond the frontier
This is the table the rest of the page hangs on, because on this market the port is chosen from the destination rather than from the freight rate. The distances are rounded orientation figures and nothing more; the distance that governs your consignment depends on the alignment used and its condition, and must be confirmed with your forwarder. The last three rows are the landlocked hinterland, where a Ghanaian gateway competes against Lomé, Abidjan, Cotonou and Dakar rather than against the other Ghanaian port.

Four belts in a country you can drive end to end in a long day
Ghana spans about six and a half degrees of latitude and packs an unusual amount of climatic variation into that distance, but not the variation a buyer coming from a Gulf market expects. Nowhere in Ghana is cold: there is no frost anywhere in the country, so the low-temperature end of a binder specification is not the binding constraint. What varies instead is water and dust. The south-west is among the wettest coasts in West Africa, the Accra plain immediately east of it is anomalously dry, the forest belt is wet with two rainfall peaks, and the northern savannah has a single wet season followed by months of hot, dry, dust-laden Harmattan air. Those differences govern when work can be done, how the mix has to be designed, and how material has to be stored while it waits.

Mixes cannot be laid on a wet surface at all, so the working window is defined by rainfall rather than temperature and a delivery programme has to allow for laying days lost in both seasons. In service the durability risk is moisture damage — water breaking the bond between binder and aggregate and stripping the film off the stone — and that is controlled at mix design level, not by moving up or down a penetration band. |

How Ghanaian road works specify their binder, and the band arithmetic that trips offers up
Ghanaian road works are specified in the penetration idiom, in a lineage that runs from British practice through the European standards, with American test designations widely used alongside them. That is a description of practice, not a citation, and the distinction matters more here than a buyer might expect.
The idiom is penetration grading
Where a Ghanaian road package carries a written technical specification, the bituminous section is normally built on penetration-graded paving bitumen: grades named as penetration bands, acceptance controlled by a short list of properties, and the test methods cited from the ASTM or the EN families. An offer written as 60/70 or 50/70 is therefore immediately readable, and none of the translation problem that a viscosity-graded market creates arises here.
One notational point saves correspondence. AASHTO M20 and ASTM D946 write penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes them with a slash. Those are the same bands measured by the same needle test at 25 °C, so a clause naming grade 60-70 is not naming something different from a 60/70 offer. The notation is not the trap; the trap is described two sections below.
The two authorities worth naming, and how far each can honestly be named
Two institutions come up on every Ghanaian enquiry and both can be named as institutions.
The first is the Ghana Standards Authority, the national standards body, constituted in the early 1970s as the Ghana Standards Board and later renamed. It carries the functions a national standards body normally carries — developing and publishing national standards, metrology, certification and conformity assessment of goods including imports. Pre-export conformity programmes in this region are normally administered through a body of that kind and operated by separately appointed inspection companies, and the mechanism is set out in the documents section below. Whether such a programme is in force for this product on your shipment date, what its current product scope is, and which bodies are currently appointed to operate it are not stated anywhere on this page, because all three change; that is a question for a licensed customs broker in Ghana.
The second is the Ghana Highway Authority, established in the mid-1970s and responsible for the trunk road network under the ministry holding the roads and highways portfolio, alongside separate departments for urban roads and feeder roads. The relevant fact for a supplier is that the Authority maintains a standard specification for road and bridge works which trunk road contracts commonly incorporate by reference, and which carries the bituminous materials clauses a tender will hold you to. Urban and feeder road packages, and works let by metropolitan, municipal and district assemblies or by donor-financed programmes, may incorporate the same document, a variant of it, or a consultant’s own specification.
What this page will not do is print a Ghanaian standard designation or limit and invite you to quote against it. The specification that binds a package is the edition the tender incorporates and editions differ; practice is not uniform across trunk, urban, feeder and donor-financed works; and a designation written into a compliance box from memory is a false compliance claim inside a contract, which is a far worse position than an empty box with an honest sentence beside it. Ask the buyer for the binder clause. It is a normal request and a serious buyer will send it.
The band arithmetic: 80/100 is not 85-100, and neither of them is 70/100
This is the specific error that produces disputes on West African business, and it is worth setting out in full because it is invisible until a certificate is rejected. Three designations sit in the same general region of the penetration scale and they are three different windows:
- 80/100 is the common export designation and implies a band of 80 to 100 dmm — a 20 dmm window.
- 85-100 is the grade in ASTM D946 and AASHTO M20 and implies 85 to 100 dmm — a 15 dmm window.
- 70/100 is the band in EN 12591 and implies 70 to 100 dmm — a 30 dmm window.
Read the containment carefully, because traders routinely read it in both directions when it only runs in one. Every batch that genuinely meets 85-100 also satisfies the penetration line of 80/100 and of 70/100, because the narrowest window sits inside both wider ones. The converse fails: material correctly supplied against EN 70/100 may measure 74 dmm, which is out of 80/100 and well out of 85-100; material correctly supplied against 80/100 may measure 82 dmm, which is out of 85-100. Offering the narrower grade against the wider requirement is a proposition worth discussing on the penetration line; accepting the wider grade against the narrower requirement is accepting a band you did not buy.
The same asymmetry runs one step harder. ASTM D946 grade 60-70 has a 10 dmm window and sits wholly inside the EN 12591 band 50/70, which is 20 dmm wide. That makes a 60/70 cargo a plausible candidate against a 50/70 clause and makes a 50/70 cargo an unreliable answer to a 60/70 order. And in neither direction does an overlapping penetration band amount to equivalence, because penetration is one line on a requirement table and the tables differ in what else they control and in which ageing procedure they name.
The band is not a point, and on a mining road that matters
Two cargoes can both be genuine 60/70 and behave differently under a loaded haul truck. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade. Both pass a conformity check against the band. On a Tarkwa access road carrying axle loads well above highway traffic, on a grade, with vehicles slowing and standing, they are not the same material. The practical responses, in order of usefulness:
- Require measured values on the Certificate of Analysis, not the band. A certificate that reprints the specification range for every consignment tells you nothing about the batch you are buying.
- Agree a narrower contractual window in writing where the design case is tight: a specific penetration and softening point range for this shipment. The grade name does not change, the tender is still satisfied, and you acquire a contractual right to the material you actually need.
- Read the softening point as hard as the penetration. Ring and ball to ASTM D36 or EN 1427 speaks more directly to behaviour at service temperature than the needle test does, and it is the line most often skimmed on an export offer.
- Where the tender permits it, consider stepping to a harder grade rather than policing the top of a softer one. A hard grade properly specified is a cleaner answer than a soft grade tightly supervised.
Moisture: the Ghanaian question a binder certificate does not answer
On the wet south-western coast and through the forest belt, the durability problem is not that the binder is too soft. It is that water gets into the mix, breaks the bond between binder and aggregate and strips the film off the stone, and the pavement ravels for reasons that have nothing to do with the penetration band. This has to be said plainly, because it is where a binder supplier can most easily overclaim: moisture damage is controlled principally at mix design level, not in the binder specification, through aggregate selection and mineralogy, void content, compaction, drainage and, where required, an adhesion promoter or hydrated lime.
The tests that verify it are mix-level tests and have to be commissioned specifically: retained tensile strength under AASHTO T283 or ASTM D4867, boiling water stripping of a coated aggregate under ASTM D3625, and in the European family affinity under EN 12697-11 and water sensitivity under EN 12697-12. Ghana’s common road aggregates include siliceous rock types, which are generally less favourable to bitumen adhesion than calcareous ones, so this is a live question rather than a formality on many packages. None of these results can be inferred from a paving-grade Certificate of Analysis. What a supplier can honestly do is supply a binder that meets the clause, disclose whether any additive is present, and tell the buyer where the actual control sits.
If a performance grade is named
Some donor-financed and consultant-designed packages are written in the performance-graded idiom, and a performance grade cannot be derived from a penetration certificate. It requires dynamic shear rheometer testing on unaged and short-term aged binder (AASHTO T315), pressure ageing vessel conditioning (AASHTO R28), bending beam rheometer testing of the aged residue for the low-temperature grade (AASHTO T313) and rotational viscosity (AASHTO T316), against the specification framework of AASHTO M320 or its ASTM counterpart ASTM D6373. Where the clause is written against multiple stress creep recovery, add AASHTO T350 and the grading framework of AASHTO M332, in which the traffic level is carried in the grade name as S, H, V or E for standard, heavy, very heavy and extremely heavy loading.
Note the Ghanaian shape of that problem, because it is the opposite of a cold market’s. The high-temperature designation and, where it applies, the traffic-level letter are the demanding half here, and on heavily loaded corridor and mining pavement they commonly point toward polymer modification rather than toward a harder straight-run binder. The low-temperature designation is not a binding constraint anywhere in the country. Establish at enquiry stage whether the data exists for the grade named, because it is the half an exporter working in the penetration idiom is least likely to hold.
What a usable Certificate of Analysis looks like on this market
- Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values data sheet reissued for every consignment. On a market that buys single containers this matters more, not less: a small parcel deserves the same traceability as a large one.
- Penetration at 25 °C and softening point as measured values, each with the ASTM or EN designation printed beside the result, and each read against any narrower contractual window agreed for the shipment.
- Ductility, flash point, solubility, specific gravity and water content, with methods named.
- The ageing result in the form the tender asks for, labelled with the procedure actually run: the thin-film oven test of ASTM D1754 and the rolling thin-film oven test of ASTM D2872 or EN 12607-1 are different exposures and their results are not interchangeable. Export certificates carry the thin-film oven test by default; if the clause controls the rolling procedure, add it before the batch is certified rather than after the container is fixed.
- Where a modified binder is supplied, elastic recovery and storage stability with their methods — EN 13398 and EN 13399, or elastic recovery by ductilometer under ASTM D6084 — and the modification type, not merely the word polymer.
- Where the mix design depends on it, rotational viscosity to ASTM D4402, which is what mixing and compaction temperature ranges are derived from. It is not on a standard penetration-grade export sheet, so ask in advance if the plant needs it.
Typical export specification for the two grades a Ghanaian tender usually names
Ghanaian packages buy in the penetration idiom, and in practice the conversation sits between 60/70 as the mainstream paving grade and 80/100 at the softer end, which turns up on surface treatment and lower-volume work. The two columns set them side by side so the lines that actually differ — penetration, softening point, flash point and the ageing allowance — can be read across. Every figure carries the test method that produces it. These are typical export ranges of the kind published on refinery data sheets, not values attributable to any named producer; they are not a contractual guarantee, and where a tender cites a standard directly the acceptance limits are the ones printed in that standard.

Choosing the binder for a Ghanaian site
Grade choice in Ghana is not driven by extreme heat, and it is not driven by cold at all. It is driven by loading, by water and by what the tender actually names. Treat these as the direction of travel for a conversation with the engineer, never as a substitute for the clause.
Bitumen 60/70
The mainstream paving grade and the sensible starting assumption for most Ghanaian work, from the Accra plain through the forest belt to the northern trunk roads. Typical softening point 49 to 56 °C by ring and ball to ASTM D36 or EN 1427. On a heavily loaded site, do not stop at the grade name: require measured penetration and softening point on the batch certificate, and where the design case is tight agree a narrower contractual window in writing rather than accepting the full band.
Bitumen 50/70, where the tender is drafted to EN 12591
The European mainstream band and the one a package written in the EN family is most likely to name. Its window is 50 to 70 dmm, which is twice the width of the ASTM 60-70 window and wholly contains it. That containment runs one way: a 60/70 batch is a plausible candidate against a 50/70 clause, but material supplied against 50/70 may measure 52 dmm and is not an answer to a 60/70 order. Quote in the designation the tender uses rather than translating silently.
Bitumen 80/100 and the softer end
Named on surface treatment, lower-volume and district work in parts of West African practice, which is a description of practice rather than a citation. The caution is arithmetic, not quality: 80/100 is a 20 dmm window, the ASTM D946 grade 85-100 is 15 dmm, and the EN 12591 band 70/100 is 30 dmm. They are three different requirements and none of them is a synonym for the others. Supply what the tender names and get any substitution approved by the engineer in writing before dispatch.
Bitumen 40/50 and harder
A narrower case here than in an inland Gulf market, and it is worth being honest about why. Ghanaian air temperatures do not reach the sustained extremes that make a hard grade the default further east, so the argument for stepping down in penetration rests on loading rather than on climate: mining access and haul-adjacent pavement in the Western and Ashanti regions, port and industrial hardstanding, weighbridge approaches and the heaviest corridor sections. Where the tender permits it that is a legitimate choice; where it does not, raise it as a question rather than substituting.
Polymer modified binder
The realistic answer where pavement is heavily loaded, slow-moving or standing: corridor junctions and roundabouts, truck stops and weighbridge approaches, port and container-yard hardstanding, mining access roads and steep grades. Where a performance grade is specified at the demanding high-temperature end, or with a heavy or very heavy traffic designation under AASHTO M332, modification is commonly what delivers it rather than a harder straight-run binder. Ask for elastic recovery and storage stability with their methods — EN 13398 and EN 13399, or ASTM D6084 — and for the modification type, not merely the word polymer. Note the packing consequence: modified binder in bulk wants controlled heating and agitation to stay homogeneous, which suits a short run from Tema or Takoradi to a properly equipped plant and suits nothing longer.
Cutback and emulsion
Ghana’s network includes a great deal of surface-dressed and lower-volume road, and every square metre of granular base wants a prime coat before the bituminous layers go on, so these products appear on Ghanaian packages more often than on a pure resurfacing market. Medium-curing cutbacks under ASTM D2027, MC-30 and MC-70, are the usual prime, with rapid-curing grades under ASTM D2028 where the clause calls for them; emulsions under ASTM D977 for anionic and ASTM D2397 for cationic, or the European framework of EN 13808, cover tack coats, surface dressing and cold works. Two local cautions. Cationic emulsions are generally the better match for the siliceous aggregates common here, which is a mix and adhesion question to settle with the engineer. And an emulsion has a finite storage life and dislikes heat, so a drum standing in a northern dry season or a coastal yard is a shorter-lived product than the buyer assumes — order it close to use rather than ahead of the season.
The document set, the conformity mechanism, and what changes if the cargo is going north
Ghana is an orderly market to import into, which is an advantage and a trap in equal measure: the procedure is well defined, so a document that does not fit it does not get quietly waved through. The table sets out what a consignment has to carry, what the conformity mechanism asks for, and where a transit to a landlocked destination departs from an ordinary import.

Should we ship to Tema or Takoradi?
Choose from the site, not from the freight quotation. Tema, about 30 km east of Accra and linked to it by motorway, is the principal container and general cargo gateway and stands at the foot of the trunk road running north through Kumasi and Tamale to the frontier at Paga; it is the answer for Greater Accra, the eastern coast, the Volta Region and anything north of Kumasi. Takoradi, in the Western Region and Ghana’s first deep-water harbour, grew up as the bulk and minerals port and has served as the onshore base for offshore operations since production began in the fields off the Western Region coast in 2010; it is the answer for the Western and Central regions, the mining belt around Tarkwa and Prestea, and southern Ashanti including Obuasi. Kumasi is the genuine toss-up: on road distance Takoradi is nearer by a few tens of kilometres, while Tema usually offers more sailings and better consolidation for a part-container parcel, so ask a forwarder to price both to the plant rather than to the port. Whether either port can handle your packing on your date is an operating question for a forwarder, not something a supplier page can state.
Which grade does Ghana use, and what is the Ghanaian standard number?
Ghanaian road works are specified in the penetration idiom, in a lineage running from British practice through the European standards with ASTM test designations widely used alongside them, and 60/70 is the sensible starting assumption for most work, with 50/70 where a package is drafted to EN 12591 and 80/100 appearing on surface treatment and lower-volume work. This page deliberately quotes no Ghanaian standard designation or limit. The national standards body is the Ghana Standards Authority, constituted in the early 1970s as the Ghana Standards Board and later renamed; the trunk road network is the responsibility of the Ghana Highway Authority, which maintains a standard specification for road and bridge works that trunk road contracts commonly incorporate, alongside separate departments for urban and feeder roads and packages let by assemblies and donor-financed programmes. Practice is not uniform across those, editions differ, and a designation written into a compliance box from memory is a false compliance claim inside a contract. Ask the buyer for the binder clause and quote against it.
Is 80/100 the same as 85-100, or as 70/100?
No, and this is the specific error that produces disputes on West African business. They are three different windows. 80/100 is the common export designation and implies 80 to 100 dmm, a 20 dmm band. 85-100 is the grade in ASTM D946 and AASHTO M20 and implies 85 to 100 dmm, a 15 dmm band. 70/100 is the band in EN 12591 and implies 70 to 100 dmm, a 30 dmm band. The containment runs one way only: every batch meeting 85-100 also satisfies the penetration line of 80/100 and of 70/100, because the narrowest window sits inside both wider ones, but material correctly supplied against EN 70/100 may measure 74 dmm, which is out of both of the others, and material supplied against 80/100 may measure 82 dmm, which is out of 85-100. The same asymmetry runs between ASTM 60-70, a 10 dmm window, and EN 50/70, a 20 dmm window that wholly contains it. And in neither direction is an overlapping penetration band equivalence, because the requirement tables differ in what else they control and in which ageing procedure they name. Quote in the designation the tender uses, and get any cross-reference approved by the engineer in writing before dispatch.
Is there a conformity or pre-shipment inspection requirement for bitumen into Ghana?
This page will not answer that, and you should distrust any supplier page that does. Pre-export verification of conformity programmes are used across West Africa; the national standards body in Ghana is the Ghana Standards Authority, and programmes of this kind are normally administered through a body of that kind and operated by separately appointed inspection companies. What this page does not state is whether such a programme is in force for bitumen on your shipment date, what its current product scope is, or which bodies are currently appointed, because all three change and a supplier writing from memory is the commonest way a buyer ends up with the wrong answer. Understand the mechanism instead, because that part is stable: the buyer or the supplier arranges an inspection, testing or documentary review in the country of supply before the goods ship, an appointed body issues a certificate, and the certificate is produced at entry alongside the ordinary document set. This page states neither that bitumen is in scope nor that it is out of it, and names no appointed inspection body, because the product lists, the documentary form and the bodies appointed to operate such programmes change. Confirm the current position for your product and your shipment date, in writing and dated, with a licensed customs broker in Ghana before contracting, and confirm it again if the shipment slips. The recurring and expensive failure is arranging verification after the goods have sailed, when inspection in the country of supply is no longer possible.
Can we buy less than a full container?
Yes, and on this market it is ordinary rather than exceptional. Ghana is a compact market whose buyers are contractors and asphalt plants of moderate size working on project packages, and the working unit is the 20 foot container rather than the shiploaded parcel: 150 kg new steel drums give 80 drums and 12 MT in a 20 foot FCL, 180 kg drums give 14.4 MT, 185 kg drums give 14.8 MT, and 1 MT jumbo or poly bags give 20 bags and 20 MT. Part-container quantities consolidated with other cargo are genuinely practical for drummed bitumen in a way they are not for bulk, which is one of the reasons drums exist. Two things follow. Insist on a batch-specific Certificate of Analysis for a small lot exactly as you would for a large one, because a buyer taking twelve tonnes has the same specification exposure and less appetite for a dispute. And check the road side of the arithmetic before loading a box to its maximum: Ghana operates axle-load control on the trunk network, and a heavily loaded container that cannot lawfully leave the terminal gate is a more expensive problem than a lighter one.
Our project is in the Western Region and it rains constantly. What should we be asking for?
Ask for the right thing, which is mostly not a binder property. The south-western coast is among the wettest in West Africa, with annual totals of the order of two metres in the wettest districts and two rainy seasons, a major one running roughly April into July and a minor one around September to November. Mixes cannot be laid on a wet surface at all, so the working window is defined by rainfall and the delivery programme has to allow for laying days lost in both seasons. In service the durability problem is moisture damage: water works into the mix, breaks the bond between binder and aggregate and strips the film off the stone, and the pavement ravels for reasons unrelated to the penetration band. That is controlled at mix design level through aggregate selection and mineralogy, void content, compaction, drainage and, where required, an adhesion promoter or hydrated lime, and it is verified by tests on the mixture rather than on the binder: retained tensile strength under AASHTO T283 or ASTM D4867, boiling water stripping under ASTM D3625, or in the European family EN 12697-11 for affinity and EN 12697-12 for water sensitivity. Ghana’s common road aggregates include siliceous rock types, which are generally less favourable to adhesion, so this is a live question rather than a formality. No binder supplier can claim moisture performance on the strength of a binder certificate, and one that does is telling you something it cannot know.
Can bitumen move through Ghana to Burkina Faso, and what changes?
Ghanaian ports are a real option for the landlocked hinterland — Ouagadougou is of the order of 1,000 km from Tema by road, with the frontier at Paga facing Dakola, and Hamile in the Upper West facing Ouessa serving western Burkina Faso and the road toward Mali. What changes is the customs character of the transaction, and it changes before anything is loaded. A cargo consumed in Ghana is imported: declared for home use, charges settled, released into free circulation and then dealt with freely. A cargo passing through is in transit: it enters Ghanaian customs territory without being imported, moves under customs supervision and normally under seal, against a transit declaration backed by a guarantee, within a time limit, to a nominated office of exit where the procedure is discharged. It cannot be opened, decanted, split or partly delivered along the way without customs involvement, because the procedure rests on the goods that leave being demonstrably the goods that entered. Three practical consequences: somebody has to provide the guarantee and the contract should say who; the routing is fixed rather than opportunistic because the office of exit is nominated; and a sealed transit is a poor candidate for splitting between two receivers, which usually settles the packing argument in favour of drums. Whether the regional inter-state road transit arrangement or another procedure applies to your movement is a question for a licensed customs broker before the container is stuffed, and note also that a Ghanaian gateway is competing here against Lomé, Abidjan and Cotonou rather than against the other Ghanaian port.
Drums or bulk in a heated tanker for a Ghanaian delivery?
Ghana is one of the few markets where the question is genuinely open, because the legs are short. Over 30 km from Tema to an Accra plant or 60 km from Takoradi to a Western Region plant, a heated tanker is not a temperature-management problem: the product goes straight into the plant tank and the packaging cost, the drum handling and the empty-drum disposal disappear at once. The condition sits entirely at the receiving end and it is not a formality — heated storage of adequate capacity, a compatible discharge connection, a pump, and the ability to take the whole load promptly. Where those are absent, or the delivery is to a district works site or a mining access road, or the material has to wait before it is used, new steel drums remain the correct answer and no freight arithmetic changes that: a drum needs no heated storage, can be moved without a terminal crane, can sit through a shutdown or a rainy spell, can be heated one unit at a time, can be delivered in partial loads, and fails locally, whereas a compromised bulk load costs the consignment. Two qualifications specific to this market. A sealed transit cargo bound for a landlocked neighbour is not a candidate for bulk splitting, so the customs procedure decides the packing rather than the other way round. And where the product is offered for carriage above 100 °C it falls within UN 3257, elevated temperature liquid, n.o.s., Class 9, under the UN model regulations from which regional road transport rules are drawn, while packed bitumen at ambient temperature is treated differently; get the carrier and forwarder to confirm in writing what that obliges them to do before a vehicle is booked. Whichever you choose, specify drums as new: reconditioned drums are the most common source of contamination disputes in this trade, and a humid coast is unkind to steel that has already had one life.
