Bitumen Supply to Cote d’Ivoire: Abidjan, San Pedro and the Sahel Corridor

Cote d’Ivoire is the largest economy in the West African monetary union and one of the region’s principal ocean gateways, and it is the ocean end of a corridor that reaches a very long way inland. Behind Abidjan lie Burkina Faso, Mali and Niger — three landlocked states whose imports have to arrive through somebody else’s coastline — and a consignment discharged on the Ebrie Lagoon may have an inland leg longer than the sea voyage that brought it there. That single fact reorganises the transaction: the delivered cost of a low value density cargo like binder is decided after the port and not at it, the customs procedure splits into two entirely different things depending on whether the goods stay in Cote d’Ivoire, and the packing is chosen by the length of the road rather than by the price of a drum. Two further things make this market unlike its neighbours. The first is that Cote d’Ivoire has two ocean ports and they are not interchangeable: Abidjan sits inside a lagoon and is reached through a man-made cut, the Vridi Canal, while San Pedro is a direct Atlantic port on the south-western coast serving the west of the country. The second, and the one that costs exporters the most money, is that Cote d’Ivoire works in the French and European technical tradition. Its tenders name binders by EN band, not by ASTM grade, and the two systems were drawn independently: 50/70 is not 60/70, 35/50 is not 40-50, the ageing test is the rolling thin-film oven and not the thin-film oven, and there is no ductility line at all. An offer that answers a 50/70 clause with a 60/70 certificate is answering in the wrong language before anyone has looked at the numbers. Most country pages answer one question: what does this market consume and how does material reach it. Cote d’Ivoire needs that question answered twice, because a large share of what lands at Abidjan is not staying in Cote d’Ivoire, and the two cases behave differently from the first email onward. Then it needs a third answer that none of the anglophone markets on this site require, because the technical language of an Ivorian tender is not the technical language of a Middle East export certificate.

Cote d’Ivoire occupies the corner of West Africa where the Gulf of Guinea coast turns west toward Liberia. To its north lie Burkina Faso and Mali; beyond Burkina Faso lies Niger. Those three states are landlocked, and between them they cover a great deal of ground: the shortest of them, Burkina Faso, still sits several hundred kilometres from any sea, and Niamey is roughly seventeen hundred kilometres from the Ivorian coast by road. Their imports arrive through the ports of their coastal neighbours, and Abidjan is one of the four or five gateways that compete for that traffic.

For a bitumen buyer this produces a page that has to be read on two levels at once. On the first level Cote d’Ivoire is an ordinary destination with its own road programme, its own climate zones, its own specification practice and its own delivery addresses. On the second level it is a gateway, and a consignment arriving at Abidjan may be at the end of its journey or barely a quarter of the way through it. Those are not the same transaction with a different address on the invoice. They differ in the customs procedure, in who the importer of record is, in what conformity evidence is wanted and from whom, in how the goods are secured while they move, in the packing that makes sense, and in where the money actually goes.

Why the inland leg dominates the arithmetic

Bitumen is heavy and low in value density. A tonne of paving grade binder is worth a small fraction of a tonne of most cargo that travels in a container and weighs exactly the same. Freight is therefore a large share of landed cost rather than a rounding error, and on this corridor the inland portion of that freight is not a short final delivery — it is the majority of the distance for every destination beyond the Ivorian frontier. Commonly cited road distances put Yamoussoukro at roughly 240 km from Abidjan, Bouake at roughly 350 km, Ferkessedougou at roughly 600 km, Bobo-Dioulasso at roughly 850 km, Ouagadougou at roughly 1,200 km, Bamako at roughly 1,200 km and Niamey at roughly 1,700 km. Those figures are given for orientation and an actual routing has to come from a freight forwarder, but the shape of the problem is unmistakable: for an inland buyer the ocean freight is the smaller half of the transport question and the road haul is the larger half.

The commercial consequence is blunt. A quotation expressed CIF Abidjan is a perfectly proper offer, and for an Abidjan or Grand-Bassam project it is close to a delivered price. For a project in Bamako it prices the part of the journey that is easiest to price and leaves the expensive, frontier-crossing, weighbridge-controlled part of it entirely open. Any serious comparison of two offers into the interior has to be made on the same basis, at the same named place, or it is not a comparison at all. This is why the first question on an Ivorian enquiry is not grade or tonnage. It is where the material is actually being used.

The standards position, which is the thing that most distinguishes this market

This deserves stating at the top because it decides how the offer is written, not merely how it is worded. Cote d’Ivoire’s administrative, legal and technical systems descend from the French ones, and its road engineering practice descends from French and European road engineering practice. In concrete terms:

  • A paving grade binder is named by an EN 12591 band — 20/30, 30/45, 35/50, 40/60, 50/70, 70/100, 100/150, 160/220, 250/330 — and not by an ASTM D946 grade. The bands and the grades were drawn independently and they are not translations of one another.
  • Test methods are cited as EN designations, frequently in their French adoptions as NF EN. Penetration is EN 1426, softening point is EN 1427, solubility is EN 12592, ageing is EN 12607-1.
  • The ageing exposure that the European system controls is the rolling thin-film oven test, EN 12607-1. Middle East export certificates carry the thin-film oven test, ASTM D1754, by default. They are different exposures and their results are not interchangeable.
  • EN 12591 contains no ductility requirement. An export sheet that leads with ductility to ASTM D113 and has no rolling thin-film oven data on it is an ASTM document being presented to a European-tradition tender.
  • The mix design and durability tradition is French: the gyratory compactor, the Duriez test for water sensitivity, wheel tracking at 60 °C, and mix families with names such as BBSG, GB and the high modulus family known as EME. None of those terms appear in an ASTM specification.

None of this makes the material different. It makes the evidence different, and evidence is what a tender accepts or rejects. The single most common technical failure on this market is an offer that is correct on the product and wrong on the paperwork, and the specification section below deals with it at length.

The domestic Ivorian market underneath the corridor traffic

Cote d’Ivoire is a substantial binder consumer in its own right. Its road network carries a dense southern web serving the port, the cocoa, rubber and palm belt and the coastal cities, a trunk axis running north through Yamoussoukro and Bouake to the Burkinabe frontier, a western network through Daloa and Man, and a growing programme of urban and interurban work around Abidjan. Procurement is administered through the roads agency described in the specification section, funded partly through a dedicated road maintenance fund and partly through donor-financed programmes designed and supervised by international consultants. The practical result is the same as in most African markets: there is no single Ivorian specification practice to quote against. An urban resurfacing package, a national trunk road contract and a donor-supervised project can each carry a different binder clause, a different set of cited test methods and a different view on modified binder — though all of them will be written in the European idiom rather than the American one, which is more than can be said for the markets on either side of the frontier.

Two features of Ivorian demand are worth a supplier knowing. The first is the weight of surface dressing and low-volume sealed road work in the rural and regional programmes, which pulls cutback and emulsion into enquiries far more often than a pure asphalt-concrete market does — and in the European system those products carry their own framework standards and their own designation grammar, which is not the ASTM grammar. The second is that Cote d’Ivoire has a refining industry at Abidjan and is not, in every grade and every month, wholly dependent on imports. Whether a particular grade in a particular packing is available domestically on your date is a question for the market and not for this page, but it means an Ivorian buyer who is importing is usually importing for a reason. Ask what the reason is, because it tells you what the offer actually has to prove.

The five things that decide an Ivorian or corridor order

  • Destination or transit. Is the binder being used in Cote d’Ivoire, or is Cote d’Ivoire the first quarter of the journey to Ouagadougou, Bamako or Niamey? This decides the customs procedure, the importer of record, the guarantee, the conformity question and the documents.
  • The named delivery place, not the country. Abidjan, San Pedro, Korhogo, Bobo-Dioulasso, Ouagadougou, Bamako and Niamey are entirely different propositions. An enquiry naming only a country cannot be priced, only guessed at.
  • Which specification system the clause is written in, and which band. This is the differentiator on this market, and it is settled in writing before the batch is certified rather than argued about at delivery.
  • Which climate zone the site is in. Humid forest coast, the transitional centre, the northern savannah, or the Sahel at the far end of the corridor. These push the grade in different directions and there is no single answer for the whole line.
  • Which conformity regime applies, and whose. Cote d’Ivoire operates a conformity assessment mechanism for imported goods, and so do several of the destinations beyond it. Evidence produced for one is not automatically evidence for another.

What this page does not tell you

It does not state that any port, berth, terminal, road, railway, border post or corridor service is open today, running to a schedule, equipped for this commodity or available for your cargo. Geography is stated because geography is stable and publicly checkable; operating status is not, it changes, and it belongs to the freight forwarder who is accountable for it. Road distances are given as commonly cited approximations for orientation and nothing more. No transit times, freight rates, vehicle payloads, vessel or tanker capacities, port throughput or draught figures, container free time periods, detention charges, duty rates, taxes or levies are stated anywhere. No haulier, forwarder, terminal operator, clearing agent, inspection body, railway concessionaire, refinery, product brand or client is named as a counterparty, and no presence, office, agency or shipping history in Cote d’Ivoire or in any corridor country is claimed. It states no position on whether any product is currently within the scope of any conformity assessment programme, and it names no currently appointed inspection agent, for the reason set out at length in the conformity section. It states no position on the security situation on any route in any country: that is a matter for a freight forwarder, a carrier and an insurer, in writing and dated. And it is not legal, customs, regulatory, insurance or compliance advice; a buyer trading across these frontiers must take independent advice covering the goods, the parties, each customs territory on the route and the payment mechanism.

Port structure

Abidjan, San Pedro, and the four gateways a Sahel buyer will compare them against

Cote d’Ivoire has two ocean ports and they do not substitute for each other. Abidjan lies inside the Ebrie Lagoon and is reached from the Atlantic through the Vridi Canal, an artificial cut opened in 1950 which is the reason Abidjan is a deep-water port at all. San Pedro, on the south-western coast and opened in the early 1970s, is a direct ocean port with no lagoon or canal approach, and it faces the west of the country. Behind both sits the honest fact that a buyer in Ouagadougou, Bamako or Niamey is not choosing between Ivorian ports — they are choosing between corridors, and the alternatives run through Ghana, Togo, Benin, Senegal and Guinea. This table is a map, not a timetable. It states nothing about whether any facility is open, what it handles, what it can discharge or what it can store.

Port of San Pedro On the open Atlantic coast in the south-west, roughly 350 km west of Abidjan by the coastal road. Four cautions belong with this table. First, it describes geography, not availability. Whether any gateway above is open, whether it handles this commodity, whether heated tankage or covered storage exists for your parcel and whether a service calls on your date are operating questions that change and must be confirmed in writing with a freight forwarder before a contract is signed. Second, no draught, throughput, capacity, berth or channel figure is stated anywhere on this page, and none should be inferred from the descriptions above. Third, the two Ivorian ports serve different halves of the country, and an offer into Cote d’Ivoire that does not say which one it is built on is not a comparable offer for a project in the west. Fourth, and the point that decides most corridor business: a Sahel buyer is comparing gateways, not suppliers. If your quotation is built on Abidjan, expect to be measured against Lome, Tema, Cotonou, Dakar or Conakry depending on the destination, and expect the comparison to turn on the inland leg rather than the ocean leg. Road distances are commonly cited approximations given for orientation only; the actual alignment, its condition, whether it is open to commercial freight of this description and what it costs are questions for a freight forwarder in writing before any delivery term is agreed. Nothing here states that a route, crossing or facility is currently available, and nothing here states any position on the security situation on any route.

Bobo-Dioulasso is the second city and the logistics centre of western Burkina Faso, and it is the first place on the corridor where a Sahel buyer can realistically break bulk. Climatically it is the wettest part of Burkina Faso, which is a relative statement rather than a generous one.
Burkina Faso: Ouagadougou and the centre Onward from Bobo-Dioulasso through Boromo and Koudougou, or by the railway which terminates in the capital and continues north-east toward Kaya One: Cote d’Ivoire into Burkina Faso Roughly 1,200 km The primary corridor destination and the one against which Lome and Tema compete hardest. Two things change here. The climate is Sudano-Sahelian, with a single short rainy season and a hot season before it in which maxima commonly reach the low forties °C, so the pavement temperature case is more severe than anywhere in Cote d’Ivoire. And the Harmattan brings genuinely cool nights in December and January, so the binder cycles further in twenty-four hours here than it does on the Ivorian coast. Neither of those is a reason for a soft grade.
Mali: Sikasso, Bougouni and Bamako North on the trunk axis to Ouangolodougou, then the frontier at Pogo facing Zegoua, then Sikasso, Bougouni and Bamako One: Cote d’Ivoire into Mali Roughly 1,200 km One frontier and roughly the same distance as Ouagadougou, which makes Bamako a destination the Abidjan corridor competes for on genuinely level terms — against Dakar to the west and Conakry to the south-west. Sikasso and the southern Malian belt are Sudanian and comparatively wet; Bamako is Sudano-Sahelian with hot season maxima commonly in the low forties °C. Note that the Malian and Burkinabe roads diverge at Ouangolodougou, so a consignment split between the two destinations parts company inside Cote d’Ivoire and thereafter runs under two different transit files.
Niger: Niamey and the south-west The usual routing runs through Burkina Faso by way of Ouagadougou and Fada N’Gourma to the frontier at Kantchari facing Makalondi Two: Cote d’Ivoire into Burkina Faso, then Burkina Faso into Niger Roughly 1,700 km The far end of the Abidjan corridor and the point at which honesty requires naming the competition. Cotonou is the historic and materially shorter gateway for Niamey, and a Niger enquiry is one where the buyer may be comparing corridors rather than suppliers. Climatically Niamey is Sahelian: one short rainy season, hot season maxima in the low to mid forties °C, and the most severe pavement temperature case anywhere this corridor reaches. Two frontiers rather than one also means two declarations, two guarantees and two places a vehicle stands still.
Northern Mali and Niger beyond the capitals: Mopti, Gao, Timbuktu, Tahoua, Agadez, Zinder Onward from Bamako or Niamey by the national trunk roads One or two, as above, then long domestic legs Well beyond 2,000 km from Abidjan in most cases Long, thin legs into the Sahel and the desert margin, where the pavement temperature case is at the severe end of anything on this page, construction water is scarce and resupply is slow. For Burkina Faso the Ivorian, Togolese and Ghanaian corridors genuinely compete. For Mali the Ivorian, Senegalese and Guinean ones do. For Niger the Beninese corridor is shorter than the Ivorian one. Expect any Abidjan-based offer to be measured against at least one of these, and expect the comparison to turn on the inland leg, the transit instrument, the currency and the haulage arrangement rather than on the ocean freight.
Four cautions belong with this table. First, it is geography, not availability: nothing above says that a road, crossing, port or rail service is open, scheduled or willing to take a bitumen consignment on your date, and every one of those points has to be confirmed in writing with a freight forwarder before a delivery term is agreed. Second, the distances are approximations given for orientation, they vary with the alignment actually used, and they are not a basis for a freight calculation. Third, the number of frontiers matters more than the kilometres. A thousand kilometres inside one customs territory is a haulage problem. A thousand kilometres across two is a haulage problem plus two declarations, two guarantee arrangements, two sets of clearing agents and two places where a discrepancy between the packing list and the weighbridge ticket can stop a vehicle. Fourth, and specific to this region: Ouangolodougou is where the corridor forks. A single order destined partly for Burkina Faso and partly for Mali separates inside Cote d’Ivoire, and from that point it is two consignments with two files, not one consignment with two addresses. Plan it that way from the enquiry rather than discovering it at the junction.

Routing, rail, delivery term and packing economics

The canal, the metre gauge and the frontier: what actually shapes an Abidjan consignment

Everything a buyer plans at Abidjan is provisional until the inland leg is settled. The port decides how the cargo arrives; the corridor decides what it costs, how it is packed, which delivery term is coherent and where the money leaks. Take them in that order.

The port itself, and the fact that explains it

Abidjan’s commercial port lies inside the Ebrie Lagoon, not on the open sea. The lagoon is separated from the Gulf of Guinea by a coastal sand bar, and the port is reached through the Vridi Canal, an artificial cut through that bar opened in 1950 and enlarged in later works. Before the canal there was no deep-water port here at all, and the whole subsequent development of Abidjan as the commercial centre of francophone West Africa follows from it. Two consequences are worth a planner’s attention. The first is that the approach is a single engineered channel rather than an open coast, which is a different kind of dependency from a direct-ocean berth — and questions about its state, its dimensions and its availability belong to a freight forwarder and to the port authority, not to a supplier page. No draught, channel or throughput figure appears anywhere here. The second is seasonal and commercial rather than physical: Abidjan is the export gateway for a very large agricultural crop that moves in a concentrated period, with the cocoa main crop conventionally running from around October to March. A buyer planning an import movement through the same months should ask the forwarder what that does to dwell and to equipment availability, rather than assuming a port is a port all year.

The inference an Ivorian enquiry most often makes wrongly is from the presence of oil handling. Abidjan has a petroleum sector and refining capacity, and buyers therefore assume a bitumen parcel can be discharged in bulk, heated and drawn off. Heated tankage, drum handling equipment, covered storage and the ability to receive a particular packing are contracted commercial arrangements with individual terminal operators. They are never attributes that can be inferred from a port name, from the presence of an oil terminal, or from the fact that a port is large. A facility engineered for crude and refined fuels that flow at ambient temperature tells you nothing about whether a bitumen parcel can be discharged, heated, stored and released there. Confirm what the receiving facility can actually do for your product and your packing, in writing, before a parcel is fixed. Nothing on this page states that any Ivorian facility handles bitumen, and no facility named here is a counterparty of ours.

San Pedro, and when it is the right answer

San Pedro is a direct ocean port with no lagoon and no canal, built in the early 1970s to give the south-west an outlet it had never had. The decision rule is simple and it is geographic rather than commercial: if the project is in the south-west or the west, San Pedro removes a coastal haul that Abidjan imposes; if the project is on the northern trunk axis or beyond the frontier, it adds one. San Pedro has no railway, and the road north from it through Man and Odienne is a different class of proposition from the Abidjan trunk road, so a Ouagadougou or Niamey cargo has no business landing there. An alignment from San Pedro through Odienne toward southern and western Mali recurs in regional corridor planning; this page states nothing about what is built, commissioned or open, and any shipment plan resting on it should be checked with a forwarder first.

The railway, and the one thing about it that matters

Cote d’Ivoire is unusual among West African coastal states in having a railway that runs from its port all the way to a Sahel capital. The line runs inland from Abidjan through Agboville, Dimbokro, Bouake, Katiola and Ferkessedougou to Ouangolodougou, crosses into Burkina Faso near Niangoloko, and continues through Banfora and Bobo-Dioulasso to Ouagadougou, with a further section beyond it. It was built by the colonial administration under a name that explains the whole logic of the corridor — the Abidjan to Niger railway — because the intention from the beginning was to reach the Niger river basin, and the corridor described on this page is that intention in its modern form.

The single technical fact worth carrying away is the gauge. The line is metre gauge, 1,000 mm, and it is commonly cited at roughly 1,260 km end to end. Unlike the East African corridors, where two incompatible gauges meet inside one country and every through movement hides a transhipment, this is one gauge for the whole distance and there is no break of gauge to design around. That is a genuine structural advantage of the Abidjan corridor and it is worth knowing. What it is not is a statement that a rail movement is available for this commodity, in your packing, on your date, at a price that beats road. Services, capacity, wagon types and the ability to handle drummed or containerised cargo are operating matters that change, and they belong to the forwarder in writing. This page asserts nothing about them.

The road, the weighbridges and the freight-sharing arrangement

The trunk road north from Abidjan through Yamoussoukro, Bouake, Katiola and Ferkessedougou to Ouangolodougou is the spine of the corridor, and beyond the frontier it continues to Bobo-Dioulasso and Ouagadougou or, on the other fork, to Sikasso and Bamako. Three operational facts shape a consignment on it.

  • Axle loads are regulated regionally, not just nationally. The West African Economic and Monetary Union adopted a regulation in 2005 harmonising the control of vehicle dimensions, gross weight and axle load on inter-state roads across its member states, and it is enforced at weighbridges along the corridor. No payload figure appears on this page. The legal limit, the tolerance applied in practice and what a specific vehicle and trailer combination may lawfully carry on a specific alignment are matters for the carrier through the forwarder. Fix the packing and the drum count using the container arithmetic below, then ask the forwarder how that tonnage converts into vehicles.
  • Who carries the freight may not be a free choice. Bilateral arrangements between Cote d’Ivoire and each of its landlocked neighbours have long allocated shares of corridor freight between the carriers of the coastal country and those of the destination country, commonly described as a two-thirds share to the landlocked state’s hauliers and a one-third share to the coastal state’s, with allocation channelled through freight bureaux and loading stations rather than negotiated truck by truck. Whether that arrangement applies to your movement in its historic form, and what it does to price and to scheduling, is a question for a forwarder who works the axis. It is raised here because it is a feature of this corridor that has no analogue on most of the routes described elsewhere on this site, and a buyer who assumes they can simply appoint a haulier of their choosing may find the process is more structured than that.
  • Checkpoints and delays are a documented feature of the axis. The regional bodies established an observatory to monitor checkpoints, stopping time and informal payments on the main West African corridors, and it has published periodic reports on the Abidjan to Ouagadougou and Abidjan to Bamako axes among others. No figures from it are reproduced here and none should be inferred. The reason to mention it is practical: it means the phenomenon is measured and discussed openly, so a forwarder quoting the axis can be asked directly what stopping time they build into a schedule, and a buyer should ask.

Container detention: the cost line that catches corridor buyers

This is the point most often missed on a first inland shipment. On a coastal delivery a container is emptied within a short distance of the port and returned. On a corridor delivery, the box goes inland with the cargo and has to come back, and on a haul of twelve hundred kilometres across a frontier the round trip is not measured in days. Shipping lines allow a contractually agreed period of free time and charge detention thereafter; the free period and the charge are commercial terms between the buyer and the line and no figures are stated here. The exposure is real enough that many corridor buyers strip the container at Abidjan or at an inland facility and move drums onward on flatbed vehicles rather than sending the box up-country. That decision has to be made before the cargo is booked, because it changes the packing plan, the handling count and the insurance arrangement. Ask the question at the enquiry stage rather than discovering it on an invoice.

The delivery term has to match the leg, has to name a place, and here it also has a French name

Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They are built around a vessel and a port and they have coherent meaning for a parcel discharging at Abidjan or San Pedro. They have no coherent meaning for a truck arriving in Ouagadougou. The rules that work for any mode are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.

Because contracts on this market are frequently drafted in French, it is worth knowing that the rules have official French names and that a French-language contract will use them. FCA is Franco Transporteur; CPT is Port Paye Jusqu’a; CIP is Port Paye, Assurance Comprise, Jusqu’a; DAP is Rendu au Lieu de Destination; DPU is Rendu au Lieu de Dechargement; DDP is Rendu Droits Acquittes; FOB is Franco a Bord; CFR is Cout et Fret; CIF is Cout, Assurance et Fret; FAS is Franco le Long du Navire; and EXW is A l’Usine. These are the same rules, not different ones, but a buyer reading a French contract and a seller reading an English one must be satisfied they have agreed the same rule and the same named place, and the safest drafting names the three-letter code as well as the words.

Three errors recur on Ivorian and corridor business:

  • Quoting CIF Abidjan against an inland project and calling it a delivered price. It is not a delivered price for a buyer in Ouagadougou or Bamako; it is a price for the first quarter of the journey. Say so explicitly in the offer, so that the buyer compares like with like.
  • Naming a country instead of a place. DAP Cote d’Ivoire is not a delivery term. DAP followed by a named town, plant or project site is. On a corridor movement the named place must also settle who arranges the formalities at the frontier and who bears the cost of a vehicle standing and waiting, because on a land leg the truck and driver are idle at somebody’s expense.
  • Agreeing DDP into a transit destination casually. DDP puts import clearance and charges on the seller. At the far end of a corridor, in a country where the seller has no presence and cannot be the importer of record, that is a much heavier undertaking than it looks on a term sheet.

Packing arithmetic, and then the vehicle

Site standard loading figures, which apply to the sea leg and to any container movement inland, are as follows. New steel drums of 150 kg net give 80 drums and 12 MT per 20 ft FCL. Drums of 180 kg net give 80 drums and 14.4 MT. Drums of 185 kg net give 80 drums and 14.8 MT. Jumbo or poly bags of 1 MT give 20 bags and 20 MT. The 20 ft box is the unit because a cargo of this density reaches its weight limit long before it fills a larger container. Use these figures to fix the drum count, the packing cost per tonne and the number of packages on the transport document; then convert to vehicles with the forwarder, not with a calculator.

Bulk against drums on this corridor

The choice is decided by the inland leg, and the honest answer is that drums dominate on any movement past the coastal belt, because the corridor is long and the receiving end is usually not equipped. The reasons are cumulative rather than a matter of preference:

  • Bulk requires heated storage at the destination. A heated road tanker is only useful if the receiver has tankage of adequate capacity, a compatible discharge connection, a pump and the ability to take the whole load promptly. Where a contractor is running a mobile plant on a road project in northern Burkina Faso or southern Mali, none of that is present, and no freight quotation changes it.
  • A tanker holds temperature badly across a long leg with a frontier on it. Time standing at a border post is time cooling. Reheating a load that has stiffened is an operational problem with a cost and a risk attached, not a delay.
  • Bulk sits awkwardly with transit. A movement running under customs seal to a nominated destination office against a guarantee is not one in which product can conveniently be split between two receivers or partly discharged en route. That constraint is structural, not administrative.
  • A drum fails locally. A damaged drum costs one drum out of eighty. A compromised bulk load costs the consignment, twelve hundred kilometres inland, with no realistic reverse gear.
  • Drums allow partial delivery and staged call-off. On a project fed at the end of a long corridor and working to a season bounded by rain, the ability to take material in the quantity the site can use, store the rest under cover and heat it one unit at a time is worth more than the packaging saving.

Where bulk does make sense in this market is close to the coast, and at large fixed installations with permanent tankage. That is the honest boundary: a short leg to an equipped plant argues for bulk; a corridor haul to a mobile plant argues for drums, and nothing in between changes that logic. One regulatory line has to be settled before a tanker is booked rather than after: where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, and packed bitumen moving at ambient temperature is treated differently. Whether that applies to your movement, and what marking, documentation, equipment and driver qualification follow from it in each country on the route, is a question for the carrier and the forwarder.

Two physical points about drums on this corridor

Specify new steel drums and say so in the contract, in words rather than by implication. Reconditioned drums are the most common source of contamination disputes in this trade anywhere, and a cargo that changes hands at a port, a stripping yard, a frontier and a site gives that argument four places to start. Second, the Ivorian coastal storage environment is genuinely hostile in a way that differs from the hot dry markets on this site: it is not only heat and salt air but rain, and a great deal of it. Drums are filled hot and the block shrinks as it cools, leaving a shallow depression in the top head. In Abidjan that depression collects rainwater, and a drum with water sitting on the block that is charged into a melter produces violent foaming and boil-over when the water flashes to steam under a layer of hot bitumen. That is a safety point, not a quality point, and it is the one most often left off a packing specification for a wet tropical destination.

Climate and season

From the humid forest coast to the Sahel: one corridor, four climates

Cote d’Ivoire sits between roughly four and eleven degrees north, and the corridor beyond it runs on past twelve degrees at Ouagadougou and beyond thirteen at Niamey, which is the northernmost of the three corridor capitals. Over that span the rainfall regime inverts from two wet peaks to one, the dry season lengthens from a few weeks to half the year, and the day to night temperature swing widens from almost nothing to something a binder actually feels. Two things follow. The first is that a single grade recommendation for the whole corridor is wrong by construction. The second is subtler and more useful: the failure mode changes as well as the temperature. On the humid coast the governing durability problem is water, and it is answered in the mix rather than in the binder grade. In the Sahel the governing problem is sustained high pavement temperature, and it is answered in the binder. Read this table before agreeing a grade for a site you have not located.

For packed goods this is the most aggressive storage environment on the corridor: heat, humidity, salt-laden air and standing rainwater on drum heads all at once.
The south-western coast San Pedro, Sassandra, Soubre and Tabou The wettest belt in the country, with rainfall notably higher than at Abidjan and the wet periods less cleanly separated As the central coast: warm, humid, and with very little annual variation The same argument as the coastal belt, intensified. Do not pay for a low-temperature line here unless the tender clause demands one. What the west does change is access: gradients, heavy rainfall and remoteness make delivery scheduling harder than the distance suggests.

This is the destination where the corridor comparison is most genuinely open, so a supplier should expect the technical discussion to be running in parallel with a freight discussion about Dakar and Conakry.
Niger: Niamey and the south-west Niamey and the Niger river belt in the south-west; the country north and east of it is Sahelian to Saharan Sahelian: a single short rainy season, broadly June to September, and a long dry season with a pronounced Harmattan The most severe conditions the Abidjan corridor reaches. Hot season maxima commonly in the low to mid forties °C in April and May, intense solar radiation and very low humidity in the dry season The severe end of the pavement temperature case anywhere on this page, and the clearest argument for a hard band and for modification on loaded sections. Two practical points come with it. The supply line is long and thin and the material is pre-positioned rather than replenished, which makes packing that stores well the whole plan. And the corridor to Niamey crosses two frontiers, so a consignment here has more handovers, more standing time and more places for a count to be disputed than any other destination described on this page.
The Harmattan, taken on its own The whole corridor north of the Ivorian forest belt, and reaching the coast in a weakened form in some years A dry, dust-laden north-easterly wind blowing off the Sahara through the northern dry season, typically strongest around December to February It suppresses humidity, widens the day to night range sharply, and reduces visibility with suspended dust Not a binder question but a project question that touches every part of a consignment. Allow for both sides of it in the delivery schedule rather than treating either as an exception.
Four planning consequences follow, and they are the reason this page refuses to give a single corridor grade. First, establish the town before you agree a grade: the corridor spans a moisture-dominated case on the Ivorian coast and a rutting-dominated case in the Sahel, and no single band serves both well. Second, the low-temperature end of the specification is not a design constraint on this corridor. That is an honest and useful conclusion rather than an omission: Cote d’Ivoire has no inhabited highland belt, and Harmattan nights in the Sahel are cool rather than cold. Where a clause nonetheless asks for a Fraass breaking point to EN 12593 — and it may, because it is a property EN 12591 permits — it has to be tested because it is in the clause, not because the climate demands it. Third, the seasonal calendars differ along the corridor and then coincide: the south has two wet interruptions and the north has one long one, but the northern working season and the southern long dry season overlap, so the corridor carries construction traffic and the port carries the agricultural export peak at the same time of year. Ask the forwarder what that does to dwell. Fourth, a corridor consignment passes through several of these regimes on its journey, which matters for the packing and the storage rather than for the grade: material that is fine in a dry Ouagadougou compound may have spent a fortnight in an open Abidjan yard in the rain to get there.

How an Ivorian tender names its binder, and why an ASTM certificate answers the wrong question

This is the section that distinguishes Cote d’Ivoire from every anglophone market on this site, and it is where most offers into this market fail. The failure is almost never about the material. It is about the evidence, and evidence is what a tender accepts or rejects.

Two traditions, drawn independently

Road engineering in the world divides, roughly, into two documentary traditions. One descends from American practice and expresses itself in ASTM and AASHTO designations: penetration grades named 40-50, 60-70 and 85-100 under ASTM D946, ageing controlled by the thin-film oven test under ASTM D1754, ductility measured under ASTM D113, solubility measured in trichloroethylene under ASTM D2042. The other descends from European and, in West Africa, specifically French practice, and expresses itself in EN designations: paving grade bands named 35/50, 50/70 and 70/100 under EN 12591, penetration measured under EN 1426, softening point under EN 1427, ageing controlled by the rolling thin-film oven test under EN 12607-1, solubility measured in toluene under EN 12592.

Cote d’Ivoire is in the second tradition, and so are Burkina Faso, Mali, Niger, Senegal, Togo and Benin. Ghana and Nigeria, immediately across the eastern frontier, lean to the first. That is why this page treats the standards position as a differentiator rather than a footnote: the corridor a buyer chooses can change the documentary tradition the cargo has to satisfy, and a supplier who has shipped into Tema on ASTM paperwork has not thereby learned how to ship into Abidjan.

What the two systems actually are, and where they diverge

The divergences that cost money are these, in order of how often they bite:

  • The grade bands are not translations. EN 12591 names nine bands — 20/30, 30/45, 35/50, 40/60, 50/70, 70/100, 100/150, 160/220 and 250/330 — and ASTM D946 names five grades — 40-50, 60-70, 85-100, 120-150 and 200-300. There is no one-to-one mapping. The EN bands are generally wider and reach lower than the ASTM grade nearest them, and two of the EN bands correspond to no ASTM grade at all. The table below sets the arithmetic out band by band, because this is where the argument is won or lost.
  • The ageing exposure is different. ASTM D946 controls hardening by the thin-film oven test, ASTM D1754, and expresses the result as a minimum retained penetration. EN 12591 controls hardening by the rolling thin-film oven test, EN 12607-1, and expresses the result through three separate lines: change of mass, retained penetration, and the increase in softening point after hardening. The rolling thin-film oven and the thin-film oven are different exposures and their results are not interchangeable. And the increase-in-softening-point line has no ASTM D946 analogue at all, so it is not a line an ASTM export certificate can be read to satisfy — it is a line that has simply not been measured.
  • EN 12591 has no ductility requirement. Ductility is an ASTM-tradition property. The European system, where it wants a measure of that family, uses force ductility under EN 13589 and cohesion by pendulum under EN 13588, and it applies them mainly to modified binders. So a certificate that leads with a ductility figure of 100 cm minimum, carries a thin-film oven loss on heating line, and reports solubility in trichloroethylene, is an ASTM document. It may describe an entirely sound binder. It does not answer an EN 12591 clause.
  • EN 12591 carries properties ASTM does not. Fraass breaking point under EN 12593 and wax content under EN 12606-1 are properties the European standard permits a purchaser or a national annex to require, and neither has an ASTM D946 equivalent. Wax content in particular is a European preoccupation with no American counterpart, and if a clause asks for it the test has to be scheduled before the batch is certified.
  • The solvent differs. Solubility under EN 12592 is determined in toluene; under ASTM D2042 it is determined in trichloroethylene. The property being measured is the same in substance — whether the material is bitumen or bitumen extended with mineral matter — but the documents are different and the certificate should print the designation actually run.
  • The flash point convention differs. Both systems require a Cleveland open cup flash point, under EN ISO 2592 and ASTM D92 respectively. The minima are not the same figure, they are set band by band or grade by grade in the respective standards, and neither of them is the 250 °C that export data sheets commonly publish. ASTM D946 sets a minimum of 232 °C for its grades; EN 12591 sets its own minima, higher for the harder bands than for the softer ones. Take the acceptance limit from the standard the tender cites, not from a data sheet and not from memory.

The bodies to know, described by what they do

Four Ivorian institutions are worth a buyer being able to name, and they are named here as public bodies rather than as counterparties. None of them is a counterparty of ours and no relationship with any of them is claimed or implied.

  • CODINORM, Cote d’Ivoire Normalisation, is the national standardisation body. Its functions are the ordinary functions of a national standards body: developing and publishing Ivorian standards, representing the country in regional and international standardisation, and carrying responsibilities in relation to conformity assessment for goods placed on the market. It is the body a tender means when it refers to a national standard.
  • AGEROUTE Cote d’Ivoire, the road management agency, acts as the delegated contracting authority for road works on behalf of the state, which in practice means it is the body whose tender documents most Ivorian binder clauses come out of. A supplier asking for the binder clause is asking for a document that this agency or its supervising consultant has drafted.
  • A dedicated road maintenance fund channels resources to the maintenance programme separately from capital works, which is the structural reason maintenance packages and construction packages can carry different technical documents.
  • The national building and public works laboratory, LBTP, carries out geotechnical and materials testing for public works. It matters to an exporter because it is the sort of body that may be asked to verify a binder at destination, and a destination test run to EN methods against a certificate written to ASTM methods is precisely the mismatch this section exists to prevent.

This page quotes no Ivorian national standard designation for paving bitumen. The reason is the same as on every market page here. Procurement runs through a national roads agency, a maintenance fund, municipal and regional authorities and donor-financed projects designed by international consultants, and their documents are not uniform enough to be reduced to one reference. A number quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract, and an invented national standard number is the single worst thing a supplier page can print, because it is precise enough for a buyer to rely on and wrong often enough to ruin a shipment. If an enquiry form asks which Ivorian standard the cargo complies with, the honest answer is that the binding requirement is the one the tender document incorporates, and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request and a serious buyer will send it.

Where the design thinking comes from, and why it explains the clause

The design reasoning behind francophone West African road specifications is traceable to two lineages, and knowing them explains more about why a clause looks the way it does than any standard number would. The first is metropolitan French practice, the guidance developed by the French central public works laboratory and the roads directorate, which is where the mix families, the gyratory compaction approach and the performance-based mix design tradition come from. The second is the tropical adaptation of it: a practical pavement design guide for tropical countries, developed in the French cooperation tradition and widely used across francophone Africa, which stands in the same relation to these markets as the British tropical road notes stand to East Africa. A tender in Abidjan, Ouagadougou or Bamako is very often a local application of that lineage, and it will look unfamiliar to an engineer trained only on American documents.

The practical expressions to recognise:

  • Mix families with French names. A tender may specify a semi-coarse asphalt concrete for a wearing course, a bitumen-bound gravel for a base course, a very thin asphalt concrete for a surfacing, or the high modulus family known as EME. These are not loose descriptions; they are defined mix types with defined performance requirements.
  • High modulus asphalt changes the binder question entirely. The high modulus family is built on a very hard binder, and hard paving grade bitumens sit in their own European standard, EN 13924-1, at grades such as 10/20 and 15/25. ASTM D946 names nothing in that range at all. If an Ivorian tender specifies a high modulus base or binder course, check the binder grade before assuming it is a paving grade, because it may not be a grade your certificate has a table for.
  • Water sensitivity is measured differently. The American tradition tests moisture-induced damage on the compacted mix under AASHTO T283. The French tradition uses the Duriez test, which compares the compressive strength of immersed specimens against dry ones and expresses the result as a ratio. In the harmonised European system water sensitivity of bituminous mixtures is covered by EN 12697-12, which includes both an indirect tensile strength ratio route and a compressive route derived from the Duriez tradition. On a market whose governing durability problem in the south is moisture, this is the test that matters most — and it is a mix-level test with the project aggregate, not something a binder certificate can evidence.
  • Rutting is measured with a wheel tracker. The French tradition assesses rutting resistance with a laboratory wheel-tracking test at 60 °C, covered in the European system by EN 12697-22, with a rut depth limit expressed as a percentage after a stated number of cycles. Again, a mix-level test.
  • Affinity between binder and aggregate is assessed under EN 12697-11. Nothing in a binder certificate evidences it, and any supplier claiming moisture performance on the strength of a binder certificate is overstating what the document can carry.

Modified binders, emulsions and cutbacks: the designation grammar is different too

This trips up exporters more often than the paving grades do, because the European system for these products is not a list of named products but a framework of classes.

  • Polymer modified bitumen falls under EN 14023, which is a framework specification: it defines properties and a set of numbered classes for each, and the purchaser or the national annex selects which classes apply. There is therefore no such thing as a complete clause that says only PMB to EN 14023. A clause in that form is incomplete, and the correct response is to ask which classes are required for penetration, softening point, elastic recovery under EN 13398, storage stability under EN 13399, and cohesion or force ductility. The ASTM-tradition equivalents — elastic recovery under ASTM D6084 and storage stability under ASTM D7173 — are different documents measuring related things, and a certificate carrying one does not satisfy a clause citing the other.
  • Cationic bituminous emulsions fall under EN 13808, and the designation grammar is genuinely unfamiliar to an ASTM-trained reader. A European emulsion designation looks like C60B4: the leading letter indicates a cationic emulsion, the number is the nominal binder content as a percentage, the following letter indicates the type of base binder, and the next figure is the breaking behaviour class, with further letters for the intended application. That is a different system from the ASTM one, which names products RS, MS, SS and CRS, CMS, CSS under ASTM D977 for anionic and ASTM D2397 for cationic emulsions. A tender asking for a C60B4-type designation is not asking for something an ASTM emulsion certificate describes.
  • Cutback and fluxed bituminous binders fall under EN 15322 in the European system, against ASTM D2027 for medium-curing cutbacks in the American one. On a market where a very large part of the network is surface dressed and where every square metre of new granular base wants a prime coat, this is not an exotic corner of the catalogue; it is a routine part of an Ivorian enquiry.

One European mechanism that causes confusion, and how to handle it

EN 12591, EN 14023 and EN 13808 are harmonised European standards, and material placed on the market inside the European Union under a harmonised standard carries a CE marking and a declaration of performance under the European construction products regime. That mechanism is a rule about placing goods on the European market. A clause in a West African tender that has been assembled from a European template may nonetheless ask for it, and an exporter supplying from outside the European Union cannot produce it in the ordinary way. The correct handling is not to ignore the line and it is not to invent a document. It is to raise the question with the engineer in writing before the offer is submitted: state that the material is tested and certified against the requirement table of the cited standard by the stated test methods, produce the batch data, and ask whether that satisfies the clause or whether a different form of evidence is required. This is a normal conversation and engineers have it regularly. What is not survivable is discovering the requirement at the letter of credit stage.

The band is not a point, and here that cuts both ways

Two cargoes can both be genuine 50/70 and behave differently on an Ivorian pavement. One measures 52 dmm with a softening point near the top of the range; the other measures 68 dmm with a softening point near the bottom. Both are in band and both pass a conformity check. On a heavily loaded Abidjan approach road, or on a Ouagadougou intersection, they are not the same material. The practical responses, in order of usefulness: require the measured value on a batch-specific Certificate of Analysis rather than a sheet that reprints the band; agree a narrower contractual window in writing for the shipment, which leaves the band name and the tender satisfied while giving you a contractual right to the material you actually need; and read softening point by EN 1427 as hard as you read penetration, because it is the line that speaks most directly to behaviour at service temperature and it is the line most often skimmed on an export offer.

The corridor adds a second reason to insist. A rejected parcel at Abidjan is a cargo sitting in a port with a shipping document behind it. A rejected parcel that has cleared a frontier, been hauled a thousand kilometres and been discharged at a site in Burkina Faso or Mali is a problem with no realistic reverse gear. The inspection you did not pay for at the loading point is the argument you cannot win afterwards.

Adulteration, solubility and the discipline of the handover

A corridor consignment changes hands more often than almost any other bitumen movement: loading point, vessel, port, stripping yard or mode change, a frontier or two, and a final haul on somebody else’s trucks. Each of those is a place where quantity, condition or composition can be argued about. The technical defence is unglamorous and effective. Solubility is the line that shows whether the material is bitumen or bitumen extended with mineral matter; on this market ask for it under EN 12592 rather than assuming an ASTM D2042 line satisfies the clause, and if a certificate omits solubility altogether treat that as a finding rather than an oversight. Appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140 or its European equivalent EN 58, and seal retained samples held by both parties. Then carry that discipline into the inland leg: record drum count, drum condition and seal numbers at every handover, because a recorded count is what closes a quantity argument before it opens.

Five questions to ask about any Ivorian or corridor binder clause

  • Which standard’s table, and which edition? An EN band and an ASTM grade are not two names for one thing. Establish which document the clause incorporates, because the flash point minimum, the solubility limit, the ageing criterion and the whole property list live in that table rather than in the grade name.
  • Which ageing procedure is controlled? If the clause cites EN 12607-1, a thin-film oven result does not answer it, and the increase in softening point after hardening is a line that has to be measured rather than inferred. Add the test to the schedule before the batch is certified, not after the cargo has sailed.
  • Are the optional EN properties invoked? Fraass breaking point under EN 12593 and wax content under EN 12606-1 are properties EN 12591 permits and ASTM does not carry. If they are in the clause they have to be tested, whether or not the climate justifies them.
  • Is this a paving grade at all? If the tender specifies a high modulus mix, the binder may be a hard paving grade under EN 13924-1 rather than an EN 12591 band, and that is a different product with a different table.
  • Are prime coat, tack coat and surfacing products in the same package? Emulsions under EN 13808 and cutbacks under EN 15322 are separate products with their own designation grammar and their own acceptance tables, and a paving-grade certificate evidences nothing at all for them.

What a usable Certificate of Analysis looks like for this market

  • Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values sheet reissued for every consignment.
  • Penetration at 25 °C and softening point as measured values, each with the EN designation printed beside the result where the tender is written in the European idiom, and each read against any narrower contractual window agreed for the shipment.
  • The full EN 12607-1 hardening set where the clause requires it: change of mass, retained penetration and increase in softening point, labelled as rolling thin-film oven results rather than described generically as loss on heating.
  • Solubility with the solvent and the designation stated, flash point with the method stated, and density reported in the European convention rather than as a dimensionless specific gravity if the clause is written that way.
  • Any optional EN property the clause invokes, tested and reported, rather than omitted with a note that it is not normally measured.
  • Where a modified binder is supplied, the EN 14023 class numbers actually met, with elastic recovery and storage stability results — not merely the word polymer.
  • Nothing about adhesion or water sensitivity. Those are mix-level questions answered with the project aggregate under EN 12697-11 and EN 12697-12 or by the Duriez test, and no binder certificate can carry them.

Grade designations

This is the table to read before answering an Ivorian tender. It sets each EN 12591 paving grade band beside the nearest ASTM D946 grade and states plainly why the two are not synonyms. The windows are the penetration ranges the bands and grades are defined by, measured at 25 °C with a 100 g load for 5 s under EN 1426 or ASTM D5. Everything else — flash point, solubility, the ageing criterion, the property list — comes from whichever standard the clause incorporates, and those differ more than the penetration windows do.

Three things to do with this table. First, read the direction of the argument, not just the overlap. Because the EN bands are generally wider and reach lower than the ASTM grade nearest them, an ASTM-certified batch will usually satisfy the corresponding EN band on penetration alone — and that is the trap, because penetration alone is not what an EN clause requires. The ageing table, the flash point minimum, the solubility solvent and the property list all still differ, so a batch that passes the penetration line can fail the clause. Second, never substitute silently. Quote in the same words the tender uses, state on the offer which standard the material is certified to, print the measured penetration and softening point from a batch-specific Certificate of Analysis, and obtain the engineer’s written approval for any cross-reference before dispatch. A cross-reference table is a basis for a conversation with the engineer; it is never a defence at delivery. Third, settle the ageing procedure at the same time as the band, because that is the divergence a penetration comparison hides entirely. Nothing in this table is a supplier’s published value: the windows are the ranges the cited standards define, and the binding specification for any shipment is the one written into the sales contract and evidenced by the batch Certificate of Analysis.

Two kinds of figure appear below and they should not be read the same way. Five points of detail, and on this market they are the difference between an offer that survives and one that does not. First, the table mixes two kinds of line and neither kind is a contractual guarantee: the penetration and softening point ranges are EN 12591’s own requirement values for these bands, while the flash point, density and water content lines are typical published export practice. Where a tender cites EN 12591 directly the acceptance limits are those printed in the cited standard rather than those on a refinery data sheet. That gap is wider here than on an ASTM market, because EN 12591 controls hardening through three separate lines and sets its flash point minimum band by band. A Middle East export certificate carries the thin-film oven test by default; an EN 12591 clause controls the rolling thin-film oven test and additionally requires the increase in softening point, which an ASTM certificate has simply not measured. Add the tests to the schedule before the batch is certified, not after the cargo has sailed. Third, the two lines to read hardest for any site on this corridor are penetration and softening point as measured values, not as bands, because the position within the band is a real performance variable in a climate this warm. Fourth, and stated as an honest omission rather than a gap: nothing on this corridor makes the low-temperature end a design constraint. Cote d’Ivoire has no inhabited highland belt and Harmattan nights in the Sahel are cool rather than cold. Test Fraass if the clause asks for it, because it is a permitted EN 12591 property and clauses do ask; do not buy it as insurance against a risk this geography does not present. Fifth, nothing anywhere in a binder certificate describes adhesion or water sensitivity, and on the humid Ivorian coast those are the governing durability questions. They are commissioned at mix level with the actual project aggregate. The binding specification for any shipment is the one written into the sales contract and evidenced by the batch Certificate of Analysis.

Grade selection

Choosing the binder for an Ivorian or Sahel site

Grade choice on this corridor is driven by a temperature case that strengthens steadily as you move north and a moisture case that weakens as you do. Decide which one governs the site before you decide the band, and treat these as the direction of travel for a conversation with the engineer rather than as a substitute for the tender document. Every card below names European designations, because that is what the clause will name.

Bitumen 50/70

The mainstream European band and the one an Ivorian clause names most often. It is the sound default for the humid south and for most of the Ivorian network, where pavement temperature is high and constant rather than extreme and where the governing durability problem is water rather than heat. Two things to insist on. Require the measured penetration and softening point on the batch certificate rather than accepting the full band, because a 52 dmm batch and a 68 dmm batch behave differently on a loaded Abidjan approach. And do not let an offer answer this clause with a 60/70 certificate without saying so: every 60-70 batch sits inside 50/70, but the certificate behind it is written against a different ageing table and a different property list.

Bitumen 35/50

The answer for the northern Ivorian savannah and for the Sahel destinations beyond the frontier, where hot season maxima at Ouagadougou, Bamako and Niamey reach into the forties °C and rutting is unambiguously the governing failure mode. EN 12591 sets the softening point band at 50 to 58 °C for 35/50 against 46 to 54 °C for 50/70, and that gap is what a Ouagadougou April actually feels. Note the designation point carefully: 35/50 is not ASTM 40-50. The EN band is wider and reaches lower, so a 37 dmm batch is a correct 35/50 and fails 40-50 outright, and the substitution does not run in both directions.

Bitumen 70/100, and where it does not belong

The softer band, and on this corridor it is usually the wrong answer rather than the flexible one. There is no cool zone anywhere between Abidjan and Niamey that argues for it: Cote d’Ivoire has no highland belt, and the Sahel is hotter than the coast rather than cooler. Where it appears it is normally in a specific application rather than as a general paving binder. If a clause names it for a wearing course on a loaded road, ask why before quoting. And if a supplier offers 85-100 against a 70/100 clause, apply the arithmetic: every 85-100 batch is inside 70/100 but a 76 dmm batch is a correct 70/100 and fails 85-100, so the substitution is safe in one direction only.

Hard grades and high modulus asphalt

The point at which an ASTM-trained exporter can be caught out completely. The French high modulus asphalt family, known as EME, is built on a very hard binder, and hard paving grade bitumens sit in their own European standard, EN 13924-1, at grades such as 10/20 and 15/25. ASTM D946 names nothing in that range. If an Ivorian or Sahel tender specifies a high modulus base or binder course, do not assume the binder is an EN 12591 band at all: check the grade, check which standard’s table governs it, and confirm at enquiry stage whether the material and the certification are available before agreeing to supply.

Polymer modified binder to EN 14023

The realistic answer where the pavement is both hot and heavily loaded, which on this corridor means a specific and predictable set of locations: the port approaches and container yards at Abidjan and San Pedro, junctions and roundabouts on the trunk axis, weighbridge and border post standing areas at Ouangolodougou and beyond, and intersections in Ouagadougou, Bamako and Niamey where a Sahel hot season meets stationary heavy vehicles. The mechanism point matters more here than the engineering one: EN 14023 is a framework specification defining numbered classes rather than named grades, so a clause that says only PMB to EN 14023 is incomplete. Ask which classes are required, and require elastic recovery under EN 13398 and storage stability under EN 13399 rather than the word polymer. Note the corridor consequence too: modified binder in bulk wants controlled heating and agitation to stay homogeneous, which is a poor fit for a tanker standing at a frontier, so on an inland leg modification argues for drums.

Emulsions and cutbacks, in the European grammar

These belong on an Ivorian page more than on most, because a large part of the network is surface dressed rather than surfaced in asphalt concrete and every square metre of new granular base wants a prime coat. The designation grammar is the trap. Cationic emulsions fall under EN 13808, whose designations look like C60B4 — cationic, nominal binder content, base binder type, breaking class, then application letters — and not like the RS, MS, SS and CRS, CMS, CSS families of ASTM D977 and ASTM D2397. Cutback and fluxed binders fall under EN 15322 rather than ASTM D2027. Two physical cautions for this corridor: a cutback carries solvent and its flash point and handling regime are nothing like a paving grade’s, which matters in an open Sahel storage yard; and an emulsion has a finite storage life and dislikes heat and agitation alike, so a consignment spending weeks on a road to Bamako or Niamey is exposed to exactly the conditions that break it. Where the leg is long, buy emulsion close to the point of use or plan the shelf life explicitly.

Standards, conformity, customs and transit

The conformity mechanism, the transit machinery, and what working in French changes

This is the section where an undated web page can do the most damage, so it is written to describe mechanisms rather than to state a current position. Read it to understand how the system works and what it will ask of you. Then get the current answer, in writing and dated, from a licensed customs clearing agent in the destination country — which on a corridor movement is not Cote d’Ivoire.

Who the standards body is

Cote d’Ivoire’s national standardisation body is CODINORM, Cote d’Ivoire Normalisation. Its functions are the ordinary functions of a national standards body: developing and publishing national standards, representing the country in regional and international standardisation work, and carrying responsibilities in relation to conformity assessment for goods placed on the market. At the regional level Cote d’Ivoire sits inside two overlapping structures — the West African Economic and Monetary Union, which operates a customs union with a common external tariff and a shared currency, and the wider Economic Community of West African States — and both have standardisation and trade-facilitation programmes whose instruments a tender or a customs file may reference. Neither those bodies nor CODINORM is a counterparty of ours and nothing in this section describes a relationship with any of them.

The conformity mechanism, described as a mechanism

Cote d’Ivoire, like most of its neighbours, has operated a conformity assessment arrangement for imported goods of the family generally called verification of conformity to standards. Programmes of this family exist across West Africa under different national names, and their common feature is the one that catches exporters out: the verification happens in the country of supply, before the goods are shipped, not on arrival. What follows describes how such a programme is structured. It does not state that any particular arrangement, scope or route is in force on your shipment date — that is for a licensed customs clearing agent in the destination country to confirm in writing.

  • The trigger is scope. The programme applies to a defined list of products, usually expressed by product category and tariff classification. Whether a given product is inside or outside that list at a given moment is the whole question, and it is the question this page will not answer.
  • The applicant is on the supply side. The exporter or supplier applies to an inspection body appointed to operate the programme for the country or region of supply. The importer usually cannot fix the problem alone from the destination end, which is exactly why it has to be settled at the contract stage rather than after loading.
  • There is normally more than one verification route. The common structures are a consignment-by-consignment route based on documentary review of test reports with physical inspection at the loading point and, where required, sampling and laboratory testing; a registration route for a product whose consistency has been established, reducing the work per shipment; and a licensing route for a manufacturer whose quality system has been assessed. Which routes exist, and which is appropriate, is a matter for the appointed body.
  • The output is a certificate issued before shipment. A Certificate of Conformity is issued referencing the standard the goods were verified against and the consignment it covers. It travels with the shipping documents and is what customs at the destination expects to see.
  • The referenced standard matters more here than elsewhere. This is the Ivorian refinement of a mechanism that exists everywhere. A verification programme verifies against a named standard, and in a market working in the European tradition that standard is likely to be an EN designation. Test reports produced against ASTM methods may not answer it. Establish which standard the verification will run against at the same moment you establish whether verification applies at all.
  • The consequence of getting it wrong is not a warning letter. Where a certificate is required and absent, the usual outcomes are detention of the goods, destination inspection and testing at the importer’s cost and time, penalties, or refusal of entry. On this market that penalty lands on a cargo that has already completed an ocean voyage and may be sitting at the ocean end of a corridor.

Why this page does not tell you whether bitumen is in scope

Because the scope of these programmes changes. Product lists are amended, tariff lines are added and removed, the appointed inspection bodies are re-tendered and replaced, and the available verification routes are revised. An undated page asserting that a product is or is not currently in scope, or naming the body currently appointed for a particular region, is worse than useless: it is a statement precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. So this page names no current scope and no appointed agent.

Put four questions in writing to a licensed customs clearing agent in the destination country before you contract, and put them again if the shipment slips:

  • Is this product, under this description and this tariff classification, within the scope of the verification programme on my intended shipment date?
  • If it is, which verification route applies, which body is appointed for my country of supply, and what does the supplier have to produce and when?
  • Against which standard will the verification be carried out, and in which system’s test methods must the supporting test reports be written?
  • What evidence will the customs authority expect at the entry point I am actually using, and does that answer change if the goods are entered for home use rather than moved in transit?

The corridor doubles the question, and this is the point most often missed

If the cargo is destined for Burkina Faso, Mali or Niger, then Cote d’Ivoire’s programme is not necessarily the one that governs, and it may not be the only one. Each of those countries has its own national standards body and its own arrangements for imported goods, with its own scope, its own appointed inspection bodies and its own certificate format. A Certificate of Conformity issued against one country’s programme is not automatically evidence for another’s. The practical rule for a corridor consignment is therefore: ask the clearing agent in the destination country, not only the one in Cote d’Ivoire, and ask early enough that any pre-shipment verification can actually be arranged in the country of supply. There is no way to fix a missing pre-shipment certificate after the vessel has sailed.

The cargo tracking note, which is a West African speciality

One documentary requirement recurs across this region and has no counterpart on most of the other markets on this site, so it is worth describing as a mechanism. A number of West African destinations have operated an electronic cargo tracking note requirement — in French a bordereau de suivi des cargaisons — for inbound cargo. Whether such a requirement applies to this commodity, on this route, on your date, is not stated here. Where one does apply the mechanism is consistent: it is a document of the destination, obtained at the origin, before or shortly after the vessel sails, referencing the bill of lading, the invoice and the freight details, and administered by or on behalf of the destination country’s shippers’ council. Cote d’Ivoire has an Ivorian shippers’ council, and Burkina Faso, Mali and Niger each have their own equivalent body for their own cargo.

Two features make it dangerous. The first is timing: in the ordinary case it cannot be obtained after the fact, or can only be obtained at a penalty, so a shipment that sails without it has a problem that cannot be corrected at the destination. The second is that on a corridor movement it may be the destination country’s note that is required rather than the coastal country’s, or both. Whether the requirement applies to your commodity, on your route, on your date, and who has to obtain it, is a question for a licensed clearing agent in the destination country. This page states no position on current scope or current administration, and names no issuing body or agent.

Customs, the tariff and the currency

Customs in Cote d’Ivoire is administered by the national customs directorate, with declarations lodged electronically and trade documentation channelled through the national single window for external trade. Two structural points matter to a seller. The first is that the import file is opened before the goods arrive, which means the importer needs the commercial documents from the seller earlier than a first-time exporter expects, and late or inconsistent seller documentation stops the buyer from opening the file at all. The second is that Cote d’Ivoire sits inside a customs union operating a common external tariff, so the classification question has a regional as well as a national layer to it.

Petroleum bitumen falls under HS heading 2713.20. The full national subheading, and any duty, levy or tax treatment, must be confirmed with a licensed customs clearing agent in the destination country. No rates of any kind are stated on this page.

One commercial feature of this corridor is worth a paragraph because it genuinely differentiates it and almost no supplier page mentions it. Cote d’Ivoire, Burkina Faso, Mali, Niger, Senegal, Togo and Benin share a single currency, the West African CFA franc, issued by a common central bank. An Abidjan corridor to Ouagadougou, Bamako or Niamey therefore runs from end to end inside one currency and one customs union. A Ghanaian corridor to Ouagadougou does not: it crosses into a different currency and out of the customs union and back again. That does not make one route better than the other — the Ghanaian corridor has its own advantages, including an anglophone and ASTM-influenced administrative environment — but it is a real structural difference in the inland leg that a buyer weighs, and a seller quoting Abidjan should understand why a Ouagadougou buyer might raise it.

Transit under the regional road transit arrangements

Where goods landed at Abidjan are destined for Burkina Faso, Mali or Niger, the movement is a transit rather than an import, and the region has a long-established instrument for it: the inter-state road transit convention adopted by the regional bodies, under which goods move under customs seal from the coastal port to a customs office in the destination country under a single document backed by a guarantee, with a chain of national guarantors, conventionally the chambers of commerce. The structural consequences are worth understanding even though the detail belongs to a clearing agent.

  • The goods are assessed by the destination country’s customs administration, not by Cote d’Ivoire, and the importer of record is in the destination country. The Ivorian leg is a movement, not an import.
  • The movement is covered by a customs guarantee standing in for the charges that would fall due if the goods failed to leave, and somebody has to provide it. It has a value and it has a cost. Ask explicitly whether the movement is running on one guarantee end to end or on successive national guarantees, because the ideal of a single instrument has not always been fully implemented in practice on every axis, and the difference is a real cost and a real administrative burden.
  • The goods cannot be dealt with along the way. A sealed movement running to a nominated destination office is not one that can be conveniently split between two receivers, decanted, reblended or partly delivered en route, because the whole procedure rests on the goods that leave being demonstrably the goods that entered. This is one of the strongest practical arguments against a bulk tanker on a transit leg, and it is also why an order destined partly for Burkina Faso and partly for Mali has to be planned as two consignments rather than one.
  • There is a time element and a destination office. The routing is fixed rather than opportunistic, and the guarantee is discharged only when the goods are accounted for at the nominated office. Some axes at some periods have also used customs escort or convoy arrangements, which affect scheduling; whether any apply to your movement is a forwarder and clearing agent question.

Two further points shape the frontier experience. Several of the northern crossings — the Burkinabe frontier around Laleraba and Niangoloko, the Malian frontier at Pogo and Zegoua — have been developed as joint border posts, in which the two administrations carry out their controls at a single stop rather than sequentially on each side. And regional third-party motor insurance for vehicles crossing frontiers in West Africa has long been arranged through the ECOWAS Brown Card scheme; whether it covers a given vehicle on a given axis today is a carrier and insurer question, and in any case it is a carrier’s arrangement rather than cargo cover and should never be confused with cargo insurance.

One further caution has to be stated plainly rather than glossed over. The institutional arrangements governing this region have been changing. Membership of the regional political and economic bodies, and therefore the instruments under which a transit movement runs, is not a fixed background fact that a supplier page can assert once and leave standing. Which convention governs your movement, which guarantee chain applies, and what the tariff treatment is at each frontier are questions for a licensed customs clearing agent in the destination country, answered in writing and dated, and re-asked if the shipment slips. This page states no position on the current membership or status of any body or any state.

Insurance, and the gap after the port

Two points are specific enough to be worth stating carefully. First, a marine cargo policy that ends at the port does not cover an inland leg of twelve hundred kilometres across a frontier. Inland transit cover has to be arranged deliberately and it has to run across the frontier rather than stopping at it. Carrier liability under a road carriage arrangement is limited and is not cargo insurance; it will not make a buyer whole on a full load. This is the most commonly missed line on a first corridor shipment. Second, the delivery term and the insurance arrangement have to be chosen together rather than in sequence: CIF is the rule under which the seller procures cover, and a buyer who intends to place cover at home should be contracting on CFR or FOB instead. Confirm the position, including any local placement requirement in the destination country, with your insurance broker before the delivery term is agreed rather than afterwards.

What working in French actually changes

French is the working language of Ivorian administration, procurement and commerce, and it is the working language of Burkina Faso, Mali and Niger as well. That is not a cultural note; it has four concrete operational consequences.

  • The tender is in French and so is the binding text. An Ivorian tender comes as a dossier with technical and administrative clause books, and the technical specification is the document a binder clause lives in. Where a translation is supplied, establish in writing which language version governs in the event of a discrepancy, because a translated specification that softens or hardens a limit is a contractual problem waiting to surface.
  • The decimal separator is a comma. This is a small point that causes real errors. In French convention a penetration written as 50,5 means fifty point five, and a figure written as 1.000 may be one thousand rather than one point zero zero zero. A specification transcribed carelessly between a French tender and an English certificate is a genuine source of disputes over limits, and the defence is to write units and, where any ambiguity exists, to write numbers out.
  • Documents may need to be in French. Whether the safety data sheet, the certificate of analysis, the technical data sheet and the labelling have to be provided in French, and in what form, is a requirement of the destination and must be confirmed with the clearing agent. Do not assume an English pack will be accepted, and do not assume a machine translation of a safety data sheet is adequate.
  • The description discipline applies across languages. Keep the goods description word for word identical across the contract, the credit, the invoice, the packing list, the transport document, the conformity documentation and every transit declaration — and where two languages are in use, fix the French wording and the English wording once, in the contract, and never let either drift. A description that changes between documents is the most common self-inflicted cause of a hold anywhere in the world, and on a corridor movement it is also the slowest and most expensive to correct, because the correction has to be made in a country where neither party is standing.

Other authorities a buyer may encounter

The petroleum downstream sector is regulated through the ministry responsible for mines, petroleum and energy, and environmental controls on the handling and storage of chemical products sit with the national environment agency. Whether any licensing, permitting or notification obligation attaches to the import, storage or handling of bitumen as a petroleum product, and to whom it attaches, is a question for an Ivorian legal adviser and a licensed clearing agent. The order to take the decisions in

Because a corridor consignment has more moving parts than a single-country import, the sequence matters. Take them in this order and no decision invalidates the one before it.

  • First, establish the actual delivery town and whether the cargo is for use in Cote d’Ivoire or in transit. Everything else follows from this and nothing can be settled before it.
  • Second, decide which Ivorian port serves it — Abidjan for the trunk axis and everything beyond the frontier, San Pedro for the south-west and the west — and say on the offer which one the price is built on.
  • Third, take your own legal and compliance advice covering the goods, the parties, every customs territory on the route and the payment mechanism, from advisers accountable for the opinion.
  • Fourth, put the conformity and cargo tracking questions to a clearing agent in the destination country, in writing and dated, early enough for any pre-shipment step to be arranged in the country of supply.
  • Fifth, settle the routing, the transit instrument and the current operating status with a freight forwarder, in writing, including which crossings and which mode they can actually execute for this commodity and what the guarantee arrangement is.
  • Sixth, read the tender’s binder clause and establish which standard’s table it incorporates, then settle the ageing procedure, any optional EN properties invoked, and where in the band the batch must sit.
  • Seventh, choose the packing from the length of the inland leg and the equipment at the receiving yard, then convert tonnage into vehicles with the forwarder.
  • Eighth, choose the Incoterms 2020 rule from the mode and name the place precisely, using both the three-letter code and, in a French contract, the official French name, and settle who bears the cost of a vehicle standing and waiting.
  • Ninth, write the test schedule into the contract and inspect at loading, with sampling to ASTM D140 or EN 58, sealed retained samples held by both parties, and a recorded drum count, drum condition and seal number at every handover.

Documentation

This is where a corridor transaction most often goes wrong, because a buyer, a seller or a bank reuses a template built for the other case. The two sets share a core — invoice, packing list, certificate of origin, safety data sheet, certificate of analysis, bill of lading — but almost everything around that core changes the moment the cargo is not staying in Cote d’Ivoire. Read this table before a letter of credit is drafted, not after it is issued.

Packing for a wet coast and a dusty corridor

Drums, bags and bulk between the Abidjan rain and the Harmattan

Most packing specifications are written against the voyage. On this corridor the harder tests come before and after it. At the coastal end the problem is water: Abidjan and San Pedro are among the wettest port environments on this site, with annual rainfall commonly cited in the region of 1,600 to 2,000 mm at Abidjan and higher in the south-west, permanent high humidity and salt-laden air. At the inland end the problem reverses: the Harmattan brings months of dry, dust-laden wind that works into closures and degrades markings, at a destination where material is pre-positioned rather than replenished. In between there are several handling events and at least one frontier. The packing decision has to be made against that whole journey, not against the container.

Plan the clearance so that boxes are stripped promptly, ask the forwarder what dwell is realistic at the gateway and in the season you are using, and where a long dwell is unavoidable, factor it into the packing decision rather than discovering its effects at the plant.
Four physical points belong with this table, and they are the difference between packing that arrives usable and packing that arrives as an argument. First, and this is the Ivorian point rather than a general one: water is the hazard here, and it arrives as rain rather than as condensate. Drums are filled hot and the block shrinks as it cools, leaving a shallow depression in the top head. In a climate with rainfall in this range that depression collects standing water. When a drum with water sitting on the block is charged into a melter, the water flashes to steam under a layer of hot bitumen and the result is violent foaming and boil-over. Store drums with the closures uppermost and tight, keep them covered, and check the head before charging. This is a safety point rather than a quality point and it is the one most often left off a packing specification for a wet tropical destination. Second, the Harmattan is the mirror problem at the other end: months of dry dust-laden wind work into closures, contaminate any drum opened in the open air, and degrade printed markings, and a drum whose batch identification has faded is a drum that cannot be tied to its Certificate of Analysis. Mark durably, record batch and seal numbers at loading, and photograph the stack on arrival. Third, store off the ground and under cover at both ends. Dunnage keeps drums out of standing water on the coast and off hot ground inland; cover addresses rain, sun and dust in turn. Fourth, count at every handover. This corridor has more handling events than a port delivery, and a recorded count with condition noted is what closes a quantity argument before it opens. None of the above is a standard requirement; it is common industry practice for wet tropical and dusty inland destinations, and it is stated here as practice rather than as specification.

Frequently asked questions about bitumen supply to Cote d’Ivoire and the Sahel corridor

Should we land at Abidjan or San Pedro?

It depends on where the project is, and the rule is geographic rather than commercial. Abidjan is the gateway for the whole southern and central network, for the trunk axis north through Yamoussoukro and Bouake, and for everything beyond the frontier in Burkina Faso, Mali and Niger. It is also the only Ivorian port with a railway running inland, and that railway reaches a Sahel capital. San Pedro, on the south-western coast roughly 350 km west of Abidjan by road, is the right answer for any project in the south-west or the west, because it removes a coastal haul that Abidjan imposes. It is the wrong answer for anything on the northern trunk axis or beyond the frontier, because it sits off that axis and has no rail connection. There is also a structural difference between the two ports worth knowing: Abidjan lies inside the Ebrie Lagoon and is reached through the Vridi Canal, an artificial cut opened in 1950, while San Pedro is a direct ocean port with no lagoon or canal approach. An alignment from San Pedro through Odienne toward southern and western Mali appears in regional corridor planning and is periodically discussed; this page states nothing about what is built, open or usable, and that is a question for a freight forwarder in writing. Nothing here states that either port is open, handles this commodity or has capacity on your date.

Our tender says 50/70. Can you supply 60/70 instead?

Not silently, and the reason is more than a numbers argument. Every ASTM 60-70 batch does sit inside the European band 50/70, because the EN band is wider and reaches lower, so on penetration alone the substitution is conservative. The problem is that penetration is not what an EN 12591 clause requires. The certificate behind a 60-70 grade is written against ASTM D946, which controls hardening by the thin-film oven test under ASTM D1754 and expresses it as a retained penetration. EN 12591 controls hardening by the rolling thin-film oven test under EN 12607-1 and requires three lines from it: change of mass, retained penetration, and the increase in softening point after hardening. That last line has no ASTM D946 analogue at all, so it is not a line an ASTM certificate can be read to satisfy — it has simply not been measured. Add to that the fact that EN 12591 has no ductility requirement while an ASTM export sheet leads with one, that solubility is determined in toluene under EN 12592 rather than in trichloroethylene under ASTM D2042, and that the flash point minima are set differently in the two documents. The correct handling is to quote in the same words the tender uses, state on the offer which standard the material is certified to, print the measured penetration and softening point from a batch-specific Certificate of Analysis, add the EN 12607-1 tests to the schedule before the batch is certified, and obtain the engineer’s written approval for any cross-reference before dispatch. A cross-reference table is a basis for a conversation with the engineer. It is never a defence at delivery.

What grade does Cote d’Ivoire use, and what changes in Ouagadougou, Bamako or Niamey?

There is no single answer for the whole corridor, and a supplier who gives you one has not asked where the site is. For most of Cote d’Ivoire the European band 50/70 is the mainstream answer: the coast is warm, humid and constant rather than extreme, the pavement temperature case is real but not severe, and the governing durability problem is water rather than heat — which is answered in the mix design and the aggregate affinity, not in the binder grade. Moving north the argument shifts. The northern Ivorian savannah around Korhogo and Ferkessedougou is hotter than the coast with a much wider day to night swing under the Harmattan, and 35/50 comes into its own there. Beyond the frontier the case is stronger again: hot season maxima at Ouagadougou and Bamako commonly reach the low forties °C before the rains, and Niamey is more severe still, so 35/50 is the sound default with polymer modified binder under EN 14023 on heavily loaded or slow-traffic sections. Two honest qualifications. The softer band 70/100 is usually the wrong answer anywhere on this corridor, because there is no cool zone between Abidjan and Niamey. And the low-temperature end of the specification is genuinely not a design constraint here: Cote d’Ivoire has no inhabited highland belt, and Harmattan nights in the Sahel are cool rather than cold. Establish the town first, then read the tender clause, and quote against that clause rather than against a regional habit.

Should we ship through Abidjan, Lome, Tema or Dakar for a project in Burkina Faso or Mali?

Honestly, that is a live question and any supplier who tells you Abidjan always wins is selling rather than advising. For Burkina Faso the Ivorian, Togolese and Ghanaian corridors genuinely compete; for Mali it is the Ivorian, Senegalese and Guinean ones; for Niger the Beninese corridor through Malanville and Gaya is materially shorter than the Ivorian one through Ouagadougou. Six things actually decide it, and price at the port is not one of them. First, delivered cost at the named inland place, because for every destination beyond the frontier the road haul is the majority of the distance. Second, the number of frontiers: Abidjan to Ouagadougou or Bamako is one; Abidjan to Niamey is two. Third, whether the corridor stays inside one customs union and one currency — Abidjan, Lome, Cotonou and Dakar do for the Sahel destinations, while the Ghanaian route crosses into a different currency and out of the customs union and back. Fourth, the transit instrument and whether the movement runs on one guarantee end to end or successive national ones. Fifth, haulier availability and the bilateral freight-sharing arrangements that structure who carries what on each axis. Sixth, route conditions and security, which change and on which this page states no position whatever. Abidjan’s genuine structural advantage is that it is one of very few West African gateways with a railway running from the port to a Sahel capital, and it is a single metre gauge for the whole distance with no break of gauge. Ask your forwarder to price at least two gateways to the same named delivery place and compare frontier counts as well as kilometres.

Does bitumen need a certificate of conformity for Cote d’Ivoire or for the Sahel destination?

The mechanism can be described; the current scope cannot be, and this page deliberately does not state it. Cote d’Ivoire, like most of its neighbours, has operated a conformity assessment arrangement for imported goods of the verification-of-conformity family. The defining feature is that verification happens in the country of supply before the goods are shipped, not on arrival: the exporter or supplier applies to an inspection body appointed for that country or region, the consignment is verified by documentary review of test reports, by physical inspection at the loading point and where required by sampling and laboratory testing, and a Certificate of Conformity is issued before shipment and travels with the documents. Common routes are consignment-by-consignment, registration of a product whose consistency has been established, and licensing of a manufacturer whose quality system has been assessed. Where a certificate is required and absent, goods can be detained, inspected and tested at destination at the importer’s cost, penalised or refused entry. There is a refinement specific to this market: a verification programme verifies against a named standard, and in a market working in the European tradition that standard is likely to be an EN designation, so test reports produced against ASTM methods may not answer it. Establish which standard the verification runs against at the same moment you establish whether it applies. This page states no position on whether bitumen is currently in scope anywhere and names no appointed inspection body, because product lists, tariff lines, routes and appointed agents change and an undated assertion is precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. And if the cargo is going to Burkina Faso, Mali or Niger, ask the clearing agent in that country, not only the one in Cote d’Ivoire, because a certificate issued against one national programme is not automatically evidence for another’s.

Our cargo is in transit to Burkina Faso. Where is it cleared and who is the importer of record?

It is not cleared in Cote d’Ivoire at all, and that is the structural point from which everything else follows. Where goods landed at Abidjan are destined for Burkina Faso, Mali or Niger, the movement runs under the regional inter-state road transit arrangements: the goods enter Ivorian customs territory without being imported, move under customs seal to a nominated office in the destination country, and are assessed there by that country’s customs administration. The importer of record is in the destination country, the Ivorian leg is a movement rather than an import, and the clearing agent who matters most is the one at the far end. The movement is covered by a customs guarantee standing in for the charges that would fall due if the goods failed to leave; ask explicitly whether it runs on one guarantee end to end or on successive national guarantees, because the ideal of a single instrument has not always been fully implemented on every axis and the difference is a real cost. Three practical consequences. The movement is fixed to a routing and a destination office rather than being opportunistic, so it cannot be redirected casually. It cannot be split, decanted or partly delivered en route, which is a strong argument against a bulk tanker and the reason an order destined partly for Burkina Faso and partly for Mali must be planned as two consignments — the two roads separate at Ouangolodougou inside Cote d’Ivoire. And the institutional arrangements in this region have been changing, so which convention governs, which guarantee chain applies and what the tariff treatment is at each frontier are questions for a licensed clearing agent in the destination country, in writing and dated, re-asked if the shipment slips. Drums, in almost every case past the coastal belt, and the reasons are cumulative rather than a matter of preference. Can you quote CIF Abidjan for a Bamako project, and what does working in French change about the documents?

A CIF Abidjan price can certainly be quoted and it is a proper offer, but for a Bamako project it prices the smaller half of the journey and leaves the larger half open, so it should be labelled as what it is rather than presented as a delivered price. Commonly cited road distance from Abidjan to Bamako is roughly 1,200 km across one frontier, and for a low value density cargo like binder that is where the money is. On the rule itself: under Incoterms 2020, FAS, FOB, CFR and CIF are sea and inland waterway rules built around a vessel and a port, coherent for a parcel discharging at Abidjan and incoherent for a truck arriving in Bamako, because they create a risk transfer point that does not exist on a road movement. For an inland delivery use the any-mode rules — FCA, CPT, CIP, DAP or DPU — each naming a precise place rather than a country. DAP Cote d’Ivoire and DAP Mali are not delivery terms. DDP into a Sahel destination puts import clearance and charges on a seller who has no presence there and cannot be the importer of record, so it should never be agreed casually. On the language: the rules have official French names and a French contract will use them, so name both the three-letter code and the French wording — DAP is Rendu au Lieu de Destination, CIF is Cout, Assurance et Fret, FCA is Franco Transporteur — so that both parties are provably agreeing the same rule. Three further French-language points matter. The decimal separator is a comma, so a penetration written as 50,5 means fifty point five and a figure written as 1.000 may be one thousand; transcription errors between a French tender and an English certificate are a genuine source of disputes over limits. Whether the safety data sheet, certificate of analysis, technical data sheet and labelling must be supplied in French is a destination requirement to confirm with the clearing agent, and a machine translation of a safety data sheet is not adequate. And establish in writing which language version of the contract and the specification governs in the event of a discrepancy, then fix the goods description in both languages once and never let either drift between documents.

Send the grade exactly as your tender names it — if it says 50/70 or 35/50, say 50/70 or 35/50, because the band and the standard behind it decide the whole certificate — together with the tonnage and the packing. Before anything else, two answers settle the structure of the offer: the actual delivery town rather than the country, and whether the material is for use in Cote d’Ivoire or moving in transit to Burkina Faso, Mali or Niger. Those two decide the port, the customs procedure, the importer of record, the conformity question, the packing and the delivery term. State the Incoterms 2020 rule you want quoted and the named place it applies to. If you hold the tender’s binder clause, attach it — in French is fine — and the offer will be checked against it line by line, including which standard’s requirement table governs, whether the ageing is controlled by EN 12607-1 or by a thin-film oven test, whether any optional EN property such as Fraass breaking point or wax content is invoked, and the measured softening point rather than the band.
