Bitumen Supply to Uzbekistan: Two Borders to the Sea, GOST Grades and Overland Packing
What doubly landlocked actually costs a bitumen buyer
Being landlocked is common. Being surrounded entirely by landlocked countries is not, and the difference is the whole subject of this page.
Uzbekistan and Liechtenstein are the only two doubly landlocked countries in the world. Uzbekistan borders Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Afghanistan, and not one of them has an ocean coastline either. There is therefore no direction in which a single border crossing puts an Uzbek cargo into a country with a port. The minimum is two frontiers, and on the most direct geography from a Middle East loading point it is exactly two: in across Turkmenistan’s southern frontier, then out of Turkmenistan into Uzbekistan. A routing that uses the Caspian instead substitutes a short enclosed-sea leg and a Kazakh transit for the Turkmen one. That variant does reintroduce a port and a sea carriage document at one point in the chain, which is worth knowing when the payment structure is designed — but it does not make this a sea shipment, because the place of delivery is still an inland one and the last leg is still a vehicle.
Every commercial habit a sea trader has is wrong here. There is no bill of lading, because there is no vessel. There is no ocean freight line item, no demurrage clock at a discharge port, no container loading arithmetic that decides the offer. Transit is measured in days over land rather than weeks at sea, which is genuinely useful — a buyer in Samarkand or Nukus can order closer to need than a buyer in Southeast Asia can — but the variance around that short transit is wide, because it is set by border procedure rather than by a sailing schedule.
Transit-country procedure is a risk in its own right
This is the point most offers into Central Asia gloss over. On a sea shipment, the cargo passes through international waters, which belong to nobody and impose nothing. On an overland shipment into Uzbekistan, the cargo spends most of its journey inside the sovereign territory of a country that is neither the seller’s nor the buyer’s, under that country’s customs transit regime, subject to its documentation requirements, its inspection practice, its weight and axle-load rules, its permit system for foreign vehicles and its own working hours at the frontier.
Neither party to the sale controls any of that. A transit country is not a party to your contract and owes you nothing. The practical consequence is that a delay is not a breach by anybody — it is simply an outcome, and the contract has to decide in advance whose problem it is. That is what a delivery term does, and it is why the choice of term matters more on an overland movement into a doubly landlocked market than on almost any sea shipment.
Why a delivered term is not the free lunch it looks like
A buyer reading an offer of DAP to a named place inside Uzbekistan sees a single number covering everything to the gate, with the seller carrying the risk of the whole journey. That is exactly what it is, and it is worth understanding what the seller has to do to price it. He is quoting a fixed figure against a variable that neither he nor anyone else can bound: the behaviour of two or three customs administrations he has no relationship with, over a period he cannot forecast, for a cargo that in the case of hot bulk is deteriorating in usability the whole time it stands still.
He will price that uncertainty, and he should. A delivered term therefore buys certainty and pays for it. Whether that is a good trade depends on something specific to you: whether you or your freight forwarder are already operating on that corridor. A buyer with a working forwarder relationship across the transit country is usually better placed to carry the transit himself on a carriage-paid term than to buy the seller’s estimate of a risk the seller is further from than he is. A buyer with no such relationship is usually better off paying for the delivered term and saying so plainly rather than discovering the corridor by accident.
What this page will not tell you
It will not tell you that a particular crossing or rail service is open today, is running to a schedule, or will accept bitumen. Border and corridor status in this region changes, and it cannot be verified from a supplier page. What follows is geography — where the crossings are, what they connect and what physically happens to a cargo at each one — and geography does not change. Current operating status is a question for your freight forwarder on the day you plan the move, in writing.
It will not state transit times in days, freight rates, truck or wagon payloads, or customs duty rates. It does not name a haulier, a forwarder, a terminal or a refinery, and it makes no claim about shipments performed, offices held or presence in the country. It also states no sanctions, licensing or trade-restriction position for any country on any of these routes: that is a matter on which a buyer must take his own legal and compliance advice before he contracts, and no part of this page substitutes for it.
The approaches into Uzbekistan, direction by direction
Uzbekistan is a long country, stretched roughly east to west from the Fergana Valley to the Aral basin, with a southern arm running down to the Amu Darya at Termez. Which approach makes sense is decided by where the site is, not by which frontier is nearest to the loading point. A cargo that enters at the wrong end faces an internal leg that can be longer than the international one. The table below describes where the principal crossings sit and what each one reaches. It describes location and connection only. Whether any of them is currently open, and on what terms it will handle a petroleum cargo, must be confirmed with your freight forwarder before you contract.

Two customs procedures, a gauge break, and a country that is itself a corridor
Three things happen to an overland cargo into Uzbekistan that do not happen to a sea shipment, and each of them has to be settled in the contract rather than discovered on the road.
The arithmetic of two transits
A sea shipment has two customs events: export at the load port and import at the discharge port. An overland movement into Uzbekistan has at least three, and usually four. The cargo is declared for export at origin. It is then placed under a customs transit procedure to cross the intermediate country, which means it enters that country without being imported into it, moves under seal and under a guarantee, and is discharged from the procedure when it leaves. Then it is declared for import into Uzbekistan. If the destination is beyond Uzbekistan, add a further transit and a further import.
Each of those events has its own document, its own timing and its own way of failing. The common failure is not exotic: it is a mismatch between documents. A goods description that reads one way on the commercial invoice and another way on the transit declaration, a net weight that does not reconcile against a packing list, an origin certificate naming a consignee who is not the declarant — any of these can stop a truck at a frontier where nobody involved has a commercial incentive to solve your problem quickly. Keep the goods description word for word identical across the sales contract, the invoice, the packing list, the transport document and every transit declaration. The transport document is not a bill of lading
There is no document of title on an overland movement. Road carriage across international frontiers is normally documented by a consignment note under the international road transport convention, and rail carriage across the 1520 mm networks by a rail consignment note under the corresponding rail convention. Both are evidence of a contract of carriage and a receipt for the goods. Neither is negotiable, and neither controls delivery the way a bill of lading does.
That matters if you were planning to pay by documentary credit. A letter of credit built around presentation of a bill of lading has no equivalent lever here: the carrier will release the cargo to the named consignee regardless of who holds the paper. Sellers and buyers on these corridors therefore tend to structure payment differently, and the structure has to be agreed at the offer stage rather than assumed from sea-trade habit. There are also customs transit regimes — the international road transit carnet system is the best known — that simplify the intermediate country’s formalities, but whether a given regime is usable for your cargo and whether every country on your route is a contracting party for it are questions for your forwarder and broker, not assumptions to build a contract on.
The gauge break on Turkmenistan’s southern frontier
Turkmenistan, Uzbekistan and Kazakhstan run on the 1520 mm gauge inherited from the Soviet network, as does the alignment built south from Hairatan on the Afghan side. The network that meets them at Sarakhs and at Incheh Borun is standard gauge, 1435 mm. A railway wagon cannot simply roll from one to the other. At the frontier the cargo is either transloaded from wagon to wagon, or the wagons have their bogies exchanged, and either way there is a physical operation on the cargo or under it.
For a bitumen buyer that is the single most consequential mechanical fact on the route, and it is where the packing decision is actually made. Drums are lifted; a lift is a counting and handling exercise and the product never leaves its container. Bulk is pumped; a pump transfer at a gauge break needs heated equipment on both sides, an operator who understands hot bitumen, and time during which the product is cooling. The gauge break does not make bulk impossible. It makes bulk a specialist operation that has to be arranged in advance at a specific place, rather than something that happens as a matter of course.
Note the asymmetry this creates in routing. A northern approach through Kazakhstan crosses no gauge break at all, because the Kazakh and Uzbek networks are the same gauge — but it starts from a point that has already been reached somehow, and if that somehow was a rail move in from the Middle East, the break has simply happened earlier. Count gauge breaks across the whole route, not across the last leg.
Uzbekistan’s own internal geography
The country’s internal network has been shaped by the same landlocked logic. Two projects illustrate it. The rail line through the Boysun mountains linking the Qarshi area to Kumkurgan gave the southern arm of the country a connection to the rest of the national network without crossing Turkmen territory. The line from Angren to Pap, driven through the Qamchiq pass by a long tunnel, connected the Fergana Valley to the rest of Uzbekistan without crossing Tajik territory. Both exist because an internal journey that leaves the country creates the same transit problem in miniature that an international journey creates at scale.
The lesson for a buyer is to name the delivery place precisely and to understand what reaching it involves. A term quoted to a city is not a term quoted to a place: an asphalt plant outside Andijan, a depot in Nukus and a yard in Termez are at three very different ends of a large country, and the internal leg to each is a different proposition. Put the address in the contract.
Uzbekistan as a transit country
Finally, the country is not only a destination. It sits between the Kazakh and Russian networks to the north and Afghanistan to the south, and between the Caspian corridors to the west and the Fergana Valley and the Chinese frontier region to the east. Alignments to strengthen those connections have been discussed for decades, including a route toward China through Kyrgyzstan. Where any of them stands on the day you read this is not something a supplier page can tell you, and it is not asserted here; note only that a Chinese connection would meet the same 1435 mm to 1520 mm gauge question in the other direction, because China is a standard-gauge network and Kyrgyzstan and Uzbekistan are not.
If you are buying into Uzbekistan for onward sale into Afghanistan, Tajikistan or Kyrgyzstan, say so before the contract is drafted. It changes the customs treatment at the Uzbek frontier, it changes what your origin documentation has to survive, and it usually changes the sensible packing: a cargo that will be handled again after it arrives should be in a form that tolerates being handled again.
Which Incoterms 2020 rule to ask for, and what it actually moves
The vocabulary of an Uzbek order is CPT, CIP, DAP, DPU and DDP to a named inland place. FOB and CFR have no application because there is no vessel and no port. The table below sets out where risk sits under each rule and, more usefully, who is holding the bag when a transit country stops the truck. Every one of these terms must be written against a named place with an address, not a city name.

The GOST BND idiom, and why it is in transition
Road specification across Uzbekistan and the wider region is written in the GOST idiom inherited from the Soviet standards system, in which paving bitumen is designated BND followed by a penetration band. It is a penetration language, like the export market’s, but it is not the same penetration language.
What BND means and what the number is
BND is the transliterated abbreviation for petroleum road bitumen — the D distinguishes the road grades from the non-road grades in the same standard family, which are designated BN. The number that follows is a penetration band measured at 25 °C in tenths of a millimetre, the same physical measurement principle as ASTM D5 and EN 1426. A specification calling for BND 60/90 is asking for a binder whose needle penetration at 25 °C falls between 61 and 90 dmm.
So far this reads like familiar territory. The trap is in the width of the bands. The long-established GOST text for viscous petroleum road bitumen, GOST 22245, is built on grades of the form BND 40/60, BND 60/90, BND 90/130, BND 130/200 and BND 200/300. Those bands are wide — BND 60/90 spans thirty units of penetration — and they do not line up with the ASTM D946 bands the export trade quotes in. That mismatch is the single most common source of confusion in an offer into this region, and it is dealt with in detail in the grade table below.
The properties a GOST clause controls that an export certificate usually does not
This is the more important half of the story, and it follows directly from climate. The GOST family was written for a continental interior with genuine winters, and it controls low-temperature behaviour in a way an ASTM penetration grade does not. Alongside penetration at 25 °C, softening point, ductility at 25 °C, flash point and the change in properties after heating, a GOST-derived clause characteristically also controls:
- Penetration at 0 °C, run on the same apparatus at a low-temperature condition, as a minimum. It is a check that the binder has not become glassy at the cold end.
- Ductility at 0 °C, again as a minimum, testing cohesion at a temperature at which an ASTM specification says nothing at all.
- The Fraass breaking point, a maximum, expressed as a negative temperature. A film of binder on a steel plaque is cooled and flexed until it cracks, and the temperature at which it cracks is reported. This is a direct measure of low-temperature brittleness and it is the property most relevant to winter cracking. The method is published internationally as EN 12593, and the GOST family names its own counterpart method with its own designation.
A standard Middle East export Certificate of Analysis for 60/70 or 80/100 does not carry any of those three lines. It is not a defective certificate — it is a certificate written against a specification that does not ask for them. But presented against a GOST-derived clause, it leaves the three lines that matter most for a continental winter simply blank, and an engineer is entitled to reject it on that basis alone. The remedy is cheap and it is available only before the fact: add the low-temperature tests to the schedule in the contract, so they are run when the batch is certified rather than argued about when the cargo is at a gate.
The European system is the useful third point of comparison, because it sits between the two idioms and because the later GOST texts move toward it. EN 12591 writes its paving grades as narrow bands — 50/70 and 70/100 are the mainstream pair, alongside 40/60, 100/150, 160/220 and 250/330 — and it controls the Fraass breaking point to EN 12593 as a maximum, and ageing by the rolling thin-film oven test to EN 12607-1. ASTM D946 requires neither: it has no Fraass line at all, and it ages by the thin-film oven test, ASTM D1754, which is a different exposure with a different film thickness. A European-idiom certificate therefore lands considerably closer to what a GOST-derived clause asks for than a Gulf ASTM certificate does. Where the offer could be sourced against either idiom, that is worth settling before the test schedule is fixed rather than after.
Why practice is in transition
The specification landscape across the GOST-using region is not static. A later interstate standard for viscous petroleum road bitumen, GOST 33133, sits alongside the older text, and it moves the grade bands toward the narrower European pattern — designations of the form BND 50/70, BND 70/100 and BND 100/130 rather than the wide 60/90 and 90/130 of the older text. Separately, a Superpave-derived performance grading system has been introduced in the region, classifying binders by the pavement temperature range they are expected to survive rather than by consistency at 25 °C.
The practical consequence is that the grade name in a tender tells you which tradition the document was drafted from, and you cannot infer the rest. Seeing BND 60/90 suggests the older wide-band text; seeing BND 70/100 suggests the later one; seeing a performance grade means a different measurement system entirely, requiring dynamic shear rheometer and bending beam rheometer data that a penetration certificate cannot supply.
Do not guess at the national standard designation
Uzbekistan maintains its own national standards system, and a national standard may be a direct adoption of an interstate GOST text, an adoption with national deviations, or a distinct national document. Above the material standard sit construction norms of Soviet-derived lineage which govern mix design and laying and which can tighten what the material standard allows, in the same way that ministry specifications sit above the material standard in India.
This page deliberately does not give you a national standard number. Inventing one, or repeating one from memory, is worse than leaving the field blank on an offer form, because it puts a false compliance claim into a contract that somebody will eventually check. The correct procedure is short: obtain the binder clause from the tender document itself, note which standard and which edition it cites, and take the acceptance limits from that text rather than from a refinery data sheet, a conversion table or an article.
What a usable Certificate of Analysis looks like here
- Batch or lot identification that ties the certificate to the drums or the tanker actually loaded, not a typical-values sheet reissued for every consignment.
- Penetration at 25 °C, softening point, ductility at 25 °C, flash point, solubility and specific gravity, each printed with the test designation that produced it.
- The ageing result in the form the tender asks for, labelled with the procedure actually run — the thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, EN 12607-1) are different exposures and their results are not interchangeable.
- Where the clause is GOST-derived: penetration at 0 °C, ductility at 0 °C and the Fraass breaking point, commissioned specifically because they are not run by default.
- Where a performance grade is named: dynamic shear rheometer results on unaged and aged binder, pressure ageing vessel conditioning and bending beam rheometer data, with the continuous grade rather than only the rounded designation.
BND bands against ASTM and EN grades: the wide-band problem
The arithmetic below is not a conversion table and must not be used as one. It shows which export grades fall inside each GOST band, which is a different question from whether an export grade satisfies a GOST specification. The point it makes is that the older BND bands are wide enough to contain more than one export grade, so agreeing a BND designation agrees far less than a buyer assumes.

A continental climate, and why both ends of the specification are live
Uzbekistan has a sharply continental climate: hot, dry summers and real winters, with a wide annual temperature amplitude and large day-to-night swings in the deserts. This is the second respect in which the market differs fundamentally from the coastal markets this site otherwise serves. In Southeast Asia or coastal West Africa the design problem is one-sided — keep the binder stiff enough in the heat. Here it is two-sided, and the country is large enough that the balance between the two ends flips between regions. Take design temperatures from site records rather than from a national generalisation.
Tashkent and the eastern foothills
The capital sits at the foot of the Tian Shan. Summers are hot and dry; January means sit close to freezing, with spells well below it. Both ends of the specification are genuinely live here, which is precisely the situation in which the low-temperature lines of a GOST clause earn their place. It is also the largest single concentration of demand in the country and the point the northern road and rail approaches reach directly.
The Fergana Valley
A densely populated basin almost enclosed by mountains, reached from the rest of Uzbekistan through the Qamchiq pass. Continental extremes with limited air movement, and a valley floor that heats hard in summer. Logistically the constraint is the approach rather than the climate: the internal leg from Tashkent is a mountain leg, and material for a valley project is better positioned early than moved late.
Samarkand, Bukhara and Navoiy
The central axis of the country and its mainstream paving corridor, reached most directly from the Turkmen frontier at Alat. Hot, arid summers with high pavement surface temperatures, and a shorter but real winter. This is where a mid-range penetration grade is the usual answer, provided the low-temperature lines have been checked rather than assumed.
Karakalpakstan and the lower Amu Darya
The northwest, running out toward the Ustyurt plateau and the desiccated Aral bed. The continental character is at its sharpest here: the coldest winters in the country combined with very hot, dust-laden summers, and the loss of the Aral’s moderating water body has widened the swing rather than narrowed it. Low-temperature cracking is the design risk that governs, and a cargo standing here in winter is standing somewhere genuinely cold.
Surxondaryo and Termez
The far south, on the Amu Darya. This is the hottest part of Uzbekistan and the one with the mildest winter, and the design condition inverts: here the summer end governs and rutting is the failure being designed against, as it is across the border in the northern Afghan plain. A single national grade choice for a country containing both this region and Karakalpakstan is a compromise, not an answer.
The season, and what it does to ordering
Bituminous laying across the country is a warm-season activity, broadly spring through autumn, and it stops when the surface is wet or the temperature will not permit compaction. Altitude compresses the window further in the mountainous east. The practical consequence for an overland buyer is favourable: short land transit means you can order closer to need than a sea buyer can. The offsetting risk is that the same short lead time offers no float when a frontier is slow, so build the float into the schedule rather than into the transit estimate.
Why drums win a long multi-border overland leg
Packing choice on an overland movement is not the same calculation as on a sea shipment, and the reason is handling. On a sea leg the cargo is stuffed once and stripped once. On a route into a doubly landlocked country it may be lifted at a gauge break, again at a transloading yard, again where a vehicle changes at a frontier and again at the site. Every one of those points is a chance for contamination, for a shortage, and for damage that nobody will admit to. The right question is not which packing is cheapest per tonne at origin. It is which packing survives being touched repeatedly by people who are not party to your contract.

Frequently asked questions about bitumen supply to Uzbekistan
What does doubly landlocked actually mean for our order?
It means that no single border crossing anywhere on Uzbekistan’s frontier reaches a country with an ocean coast, because all five neighbours — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Afghanistan — are landlocked themselves. Uzbekistan and Liechtenstein are the only two countries in the world in that position. Commercially it means a minimum of two international frontiers on any route, which in turn means at least one customs transit procedure through a country that is not a party to your sale, in addition to export at origin and import at destination. There is no bill of lading, no ocean freight and no port demurrage; there is a road or rail consignment note, a transit guarantee, and a sequence of border formalities that decide your schedule.
Which overland route does a cargo from the Middle East take into Uzbekistan?
Geographically there are two main shapes. The direct one enters Turkmenistan across its southern frontier — Sarakhs facing Sarahs is the road and rail point — then runs across Turkmenistan to the Amu Darya and into Uzbekistan at Farap facing Alat, which puts cargo in the Bukhara region and on the axis toward Samarkand and Tashkent. The second enters at Incheh Borun near the southeast corner of the Caspian, meeting the Turkmen network toward Bereket, and then divides: northern Turkmenistan and the Dashoguz and Shavat crossing reach the Khorezm oasis and Urgench, while the northward alignment reaches Kazakhstan, from which cargo enters Uzbekistan at the northern crossings — Zhibek Zholy and Gisht Kuprik on the road near Tashkent, or Saryagash and Yallama by rail. Note that Dashoguz is reached from the Turkmen interior rather than along the Caspian shore, so the Khorezm variant is two long legs and not one coastal run. Which one suits you is decided by where your site is. This page describes where those crossings are and what they connect; it does not state that any of them is currently open or currently handling this commodity, and you should confirm that with your freight forwarder before contracting.
Is BND 60/90 the same thing as bitumen 60/70?
No, and treating them as equivalent is the most common error in offers into this region. BND 60/90 is a penetration band of 61 to 90 dmm at 25 °C, three times the width of an ASTM band, and the containment runs one way only. ASTM 60/70 sits inside it from 61 dmm upward — a batch certifying at exactly 60 dmm falls one unit below, into BND 40/60, because the BND bands tile the scale end to end. But most of ASTM 80/100 sits inside the same band too, so two cargoes both honestly certified as BND 60/90 can differ by thirty penetration units. Read that in both directions. Supplying 60/70 against a BND 60/90 tender narrows the requirement on this line and is normally arguable if the measured figure is stated openly; supplying a conforming BND 60/90 that certifies at 85 or 90 dmm against a 60/70 contract is a widening into 85/100 territory and is not the same material at all. There is also a second and more serious difference: a GOST-derived clause typically controls penetration at 0 °C, ductility at 0 °C and the Fraass breaking point, none of which appear on a standard export certificate for 60/70. Falling inside the band is necessary and it is never sufficient.
Which standard applies in Uzbekistan, GOST 22245 or GOST 33133?
That is a question for the tender document, and this page will not answer it for you. Both texts exist in the GOST family for viscous petroleum road bitumen: the older one is built on wide bands such as BND 60/90 and BND 90/130, and the later interstate one moves toward narrower designations closer to the European pattern, such as BND 50/70 and BND 70/100. Uzbekistan maintains its own national standards system, and a national standard may adopt an interstate text directly, adopt it with deviations, or stand separately, with construction norms of Soviet-derived lineage sitting above the material standard. We will not invent or repeat a national standard number here, because a false compliance claim in a contract is worse than a blank field. Take the standard, the edition and the acceptance limits from the clause in the tender you are bidding.
Should we ask for CPT or DAP to a place inside Uzbekistan?
It depends on who is better placed to carry the transit-country risk, and the two rules split that differently from how most buyers assume. Under CPT the seller pays carriage all the way to the named place, but risk passes to you at origin when the goods are handed to the first carrier — so if a truck is held at a transit frontier, the cost is his and the exposure is yours. Under DAP risk stays with the seller until the goods arrive at the named place ready for unloading, so he carries every intermediate border. DAP is the term that genuinely shifts the multi-border risk, and it is therefore the term whose price contains the seller’s estimate of something neither party controls. If you or your forwarder already run this corridor, CPT with your own risk management is often the better economics. If you do not, buy the delivered term, but ask the operational questions first: who pays standing time, who re-tenders a held cargo, and for bulk whether the price includes a reheating allowance.
Drums or bulk for an overland delivery to Uzbekistan?
Drums, unless you have a specific reason and a specific plan. The deciding factor is not distance but handling. A route into a doubly landlocked country may involve a gauge break at Turkmenistan’s southern frontier where the 1435 mm and 1520 mm networks meet, a transloading yard, a change of vehicle at a border, and then site delivery. Sealed steel drums are lifted at each of those points and the product is never opened, never pumped and never reheated, and any shortage shows up as a count rather than as an argument about ullage. Bulk in a heated tanker is genuinely practical over a short land leg where the receiver can discharge it and the vehicle does not change — but on a multi-border route the cargo is losing temperature in every queue, and if the vehicle does have to change the product must be pumped hot into another vessel with heated equipment arranged in advance. Where drums are used, specify them explicitly as new: reconditioned drums are the most common source of contamination disputes, and a long land leg with repeated handling is where they fail.
Does the low-temperature end of the specification really matter here?
Yes, and it is the main technical difference between this market and the coastal markets most export offers are written for. Uzbekistan is a continental interior with hot summers and genuine winters. January means sit at or close to freezing across much of the country, and the northwest — Karakalpakstan and the Ustyurt — is colder still, with the loss of the Aral’s moderating water body having widened rather than narrowed the swing. The GOST family controls the cold end deliberately, through penetration at 0 °C, ductility at 0 °C and the Fraass breaking point, and those are exactly the three lines a Gulf-idiom export certificate leaves blank. Note also that the country is large enough for the design condition to flip: in Surxondaryo and around Termez the summer end governs, as it does across the river in northern Afghanistan, so a single national grade choice is a compromise rather than an answer. We are buying in Uzbekistan for onward delivery to Afghanistan. What changes?
Say so before the contract is drafted, because three things change. First, the customs treatment: goods moving through Uzbekistan to a third country are a transit question rather than an import question, and which regime applies is for your broker to establish. Second, the documentation: your origin certificate, invoice and packing list have to survive a second frontier, so the goods description must be identical everywhere and must still be identical after re-invoicing. Third, and most practically, the packing: a cargo that will be handled again after it arrives should be in a form that tolerates being handled again, which points hard toward sealed new drums. Geographically the southward exit is at Termez on the Amu Darya, facing Hairatan, where road and rail cross the river together and a rail alignment continues on the Afghan side on the same 1520 mm gauge toward the Mazar-i-Sharif area. Whether any of that is currently available for your cargo is a forwarder question, and separately you must take your own legal and compliance advice on the destination before you commit.
