Bitumen Supply to Kazakhstan: Overland Approaches, GOST BND Grades and Cold-Climate Selection

Kazakhstan is reached overland, and it is large enough that the border a cargo crosses matters less than the town it has to reach afterwards. This page sets out the geography of the approaches — the Caspian crossing to Aktau and Kuryk, the land and rail routes north through Turkmenistan and through Uzbekistan, and the internal broad-gauge network that carries everything once the cargo is inside the country — and then the part that decides the grade. This is the coldest market in this overland cluster by a wide margin, and among the coldest this site covers anywhere. The low-temperature end of the specification governs, the construction season is short, and the GOST BND idiom controls the cold end with test lines that a standard export certificate does not carry.

Market summary

Why the delivery point decides a Kazakh order, and the border does not

Kazakhstan is the ninth largest country in the world by area and by a wide margin the largest landlocked one. Almost everything else on this page follows from that single fact.

Bitumen reaches Kazakhstan overland, and the consequences start with the paperwork. There is no ocean bill of lading, because there is no deep-sea vessel; the transport document is a road consignment note or a rail waybill. There is no container terminal, no port demurrage clock running against the cargo, and no container loading table deciding the shape of the offer. The Incoterms 2020 rules that fit are CPT and DAP to a named inland place, not FOB or CFR to a port. Lead time is counted over a frontier rather than across weeks of open water, so a buyer can order closer to need, and what goes wrong is border crossing procedure rather than port clearance.

Two things make the Kazakh version of that picture different from its neighbours’. The first is rail. Kazakhstan is the market in this cluster where a dense 1520 mm broad-gauge network makes rail a serious mode for a bulk commodity rather than an afterthought, which puts a wagon alongside the road tanker and the drummed truck as a unit of quantity, and puts a break of gauge at the southern limit of that network into the routing question. The second is the Caspian. A Kazakh consignment can include a short enclosed-sea leg to a western port — a sea movement in form, but nothing like an ocean sailing in vessel class, documentation or commercial practice, and one that lands the cargo at the far edge of the country rather than near most of its demand.

But the fact that dominates a Kazakh order is not the frontier at all. It is the distance on the far side of it. Kazakhstan measures roughly 3,000 km from its Caspian shore in the west to its eastern frontier, and on the order of 1,700 km from the Siberian border in the north to the Uzbek border in the south. A consignment that clears a southern crossing near Shymkent may still have well over a thousand kilometres of steppe ahead of it before it reaches a site in the north. A consignment landed at Aktau on the Caspian sits roughly 3,000 km by road from Almaty — further than the entire journey that brought it to the Kazakh shore.

On this market the domestic leg can be longer than the international leg. No other market in this overland cluster is large enough for that to be true, and it is the reason a Kazakh enquiry has to be handled differently from an Uzbek, Turkmen or Caucasus one.

What that means for an enquiry

It means that ‘delivered Kazakhstan’ is not a destination. It describes a territory comparable in extent to Western Europe, spanning several climate zones and served by approaches that come in from opposite sides of the country. An enquiry that names a country, or names a border crossing, cannot be priced sensibly, because the border is not where the cost is. The single most useful line in a Kazakh RFQ is the town the material actually has to reach, written as a delivery point in the contract.

The five things that decide an order into Kazakhstan

  • The named delivery point. A town, with the site or terminal address if it is known. Everything upstream — approach, packing, Incoterm, sensible order size — is decided backwards from it.
  • The approach. Whether the geography favours the Caspian crossing to the western ports, a land and rail route north through Turkmenistan, or a route through Uzbekistan into the southern cities. These are not interchangeable; each serves a different part of the country.
  • The cold. Northern and central Kazakhstan have genuinely severe winters. The binder property that decides pavement survival there is the low-temperature one, and it is the property a routine export certificate leaves out.
  • The specification idiom. Kazakh road specification practice descends from the GOST BND system, whose penetration bands are far wider than the ASTM or EN bands and whose acceptance table controls properties measured at 0 °C and below.
  • The season. The laying window in the north is short enough that procurement planning is dominated by it, and anything bought in season and not used has to be stored somewhere through a hard winter.

What this page does not claim

It does not state that any particular border crossing, road corridor, rail service or Caspian sailing is currently open, running to a schedule, or available for bitumen. Border and corridor status in this region changes constantly and cannot be verified from a supplier page; the geography below is public and stable, the operating status is not, and your freight forwarder confirms the latter on the day. It gives no transit times in days, no freight rates, no tanker or wagon capacities, and no customs duty figures. It names no haulier, forwarder, terminal or refinery, and implies no relationship with one. It states no sanctions, export-control or licensing position for any country: take your own legal and compliance advice on that before you contract, from an adviser accountable for it.

Geography

How bitumen physically reaches Kazakhstan from the south

There are three ways in from the south and one network that distributes everything once the cargo is inside. Which one suits a consignment is a question about where the delivery point sits, not about which frontier is nearest to the loading refinery.

The Caspian crossing to Aktau and Kuryk

Kazakhstan’s western edge is a Caspian shore, and that sea has working ports on every side of it — Turkmenbashi on the eastern shore, Baku and Alat in Azerbaijan to the west, Astrakhan and Makhachkala to the north — so a consignment that reaches one of them can be carried across the water rather than driven around it. On the Kazakh side, Aktau in Mangystau region is the principal Caspian port, with Kuryk roughly 70 km to the south of it, a newer facility developed with ferry and rail-ferry handling in mind. Further north, Bautino is a smaller facility on the Tyub-Karagan peninsula. What any of these is handling on a given date, and for which commodities, is a forwarder’s question rather than a page’s.

Two things about this crossing are worth stating plainly. First, the Caspian is an enclosed body of water, not an ocean. The vessel classes, the documentation and the commercial practice are those of a short enclosed-sea trade, and none of the reflexes of deep-sea container shipping transfer to it. Second, and more importantly, the Caspian crossing does not solve the inland problem — it relocates it. Aktau and Kuryk sit at the far western edge of the country. They are the natural entry for Mangystau, for the Atyrau oil region and for western Kazakhstan generally. For a site at Almaty, Astana, Karaganda or Oskemen, a Caspian landing leaves the great majority of the journey still to run, across the widest part of the country.

The land and rail approach north through Turkmenistan

Of the routes in from the south, the overland approach through Turkmenistan is the geographically direct one for western Kazakhstan. On the road side, Turkmenistan’s long southern frontier carries crossings at Howdan, over the Kopet Dag directly south of Ashgabat, at Artyk (Lotfabad) on the Ashgabat–Mary axis, at Sarakhs to the east, and at Etrek (Incheh Borun) toward the Caspian end in the west.

On the rail side, a line runs north up the eastern Caspian littoral from the frontier at Incheh Borun and Etrek, where the 1435 mm standard-gauge network to the south meets Turkmenistan’s 1520 mm broad gauge, through Bereket in Turkmenistan to Serhetyaka and Bolashak on the Kazakh frontier, and on to Zhanaozen (Uzen) in Mangystau region. From Zhanaozen the network continues north to Beyneu, which is a junction of real consequence: from Beyneu the alignments run north-west toward Makat and Atyrau, north-east toward Aktobe and the trunk line to Russia, and south-east toward Kungrad in Uzbekistan. Beyneu is therefore the point at which a southern approach can reach western and north-western Kazakhstan without passing through Tashkent. That is the map. Whether any of those alignments is carrying this class of cargo on the date you need it, and under what documentation, is confirmed by your freight forwarder and is not stated here.

The approach through Uzbekistan into the southern cities

The other southern route runs east of the Caspian through the Turkmen interior — Mary, Turkmenabat — and then across Uzbekistan through Bukhara, Navoi and Samarkand to the Tashkent area, where the Uzbek and Kazakh networks meet close together. The crossings in that zone include the road frontier immediately north of Tashkent — Gisht Kuprik on the Uzbek side, historically known as Chernyaevka and now Zhibek Zholy on the Kazakh side — and the rail interchange at Saryagash in Kazakhstan, with the Uzbek rail station of Yallama and the road crossing at Konysbayeva nearby. Beyond them lies Shymkent, the largest city in southern Kazakhstan and the natural first delivery point for anything entering this way.

This is the approach that suits the southern belt — Shymkent, Turkistan, Taraz, Kyzylorda and, with a further leg of roughly 700 km east, Almaty. It is not the approach for Aktau or Atyrau, which sit at the opposite end of the country.

The internal network: broad-gauge rail and the road spine

Once inside Kazakhstan, distribution runs on a dense Soviet-era rail network built to 1520 mm broad gauge, which is what makes rail a genuinely serious option in this market rather than a curiosity. The historic Turkestan–Siberia trunk runs from the southern cities through Almaty and north-east toward Semey and the Russian frontier. Other trunk routes tie Astana, Karaganda, Pavlodar, Kostanay, Petropavl, Aktobe and Oral into a single national system with multiple connections into Russia.

On the road side, the long-distance spine that matters for bitumen is the corridor running from the Chinese frontier at Khorgos through Almaty, Taraz, Shymkent, Kyzylorda and Aktobe toward Oral and the Russian border — the route usually described as the Western Europe to Western China corridor. It is the axis along which most of the southern and western delivery points sit.

The break of gauge, which is not optional

Turkmenistan, Uzbekistan and Kazakhstan are all built to 1520 mm broad gauge. The railways beyond Turkmenistan’s southern frontier are 1435 mm standard gauge. A rail movement north into Central Asia therefore meets a break of gauge at that frontier, at Sarakhs or Incheh Borun, and the cargo has to be transshipped between wagons or the wagons have to have their bogies changed. This is not a formality. It is a physical handling operation, it is where drums get damaged and counts get disputed, and it has to be priced and planned rather than discovered. For drummed cargo it argues for robust packing and a clear pre-agreed count and condition record at the transfer point. Whether a given transfer facility is currently handling this class of cargo is a question for your forwarder, not for this page.

Where the material actually has to go

The table below is the working document for a Kazakh enquiry. It sets out the main delivery regions, where each one sits in the country, which approach the geography favours, and what that implies for the quotation. Distances are approximate road distances given for orientation only; actual routing, and whether any given corridor is usable at the time of shipment, is confirmed by a freight forwarder.

Read the last two columns together. The point of the table is not that one approach is better than another; it is that the approaches serve different halves of a very large country, and the domestic leg is where a Kazakh delivery is won or lost. A cargo routed to the geographically wrong entry point does not simply cost more — it can arrive outside the laying window it was bought for. Distances are approximate and given for orientation. Nothing here states that a particular route or crossing is currently open or available for this cargo; confirm current status and routing with your freight forwarder before you commit to a delivery date.

Climate

The coldest market in this cluster, and what the cold decides

This page says it plainly because no other overland market page on this site needs to: Kazakhstan is colder than any other destination in this cluster, and across most of the country it is the cold rather than the heat that should drive the grade decision.

Kazakhstan has a severe continental climate. It sits deep inside the Eurasian landmass with no maritime influence except a thin moderating band along the Caspian, and it is open to the north, which means Siberian air arrives unobstructed across the steppe. Northern and central Kazakhstan record winter extremes below −40 °C, mean January temperatures in the region of −15 °C, and snow cover that persists for a substantial part of the year. Astana is routinely described as one of the coldest capital cities in the world.

The southern belt is different in character but not exempt. Shymkent, Turkistan and Kyzylorda have hot summers with air temperatures above 40 °C, and pavement surface temperatures well above that. They also have real winters with sustained sub-zero periods. Kyzylorda in particular sits in a desert belt where a very hot summer and a cold winter arrive at the same site, giving one of the widest annual temperature ranges in the country. The Caspian coast at Aktau has the mildest winter in Kazakhstan and is the one place where the reasoning below softens.

Why this changes the binder question

A paving binder is asked to survive at both ends of the temperature range and it cannot be optimised for both at once. At high pavement temperature the failure mode is rutting: the binder is too soft to carry shear under standing or braking traffic. At low pavement temperature the failure mode is thermal cracking: the pavement contracts as it cools, tensile stress builds, and a binder that has become brittle fractures rather than relaxing. Transverse cracks at regular spacing across a road are the visible signature of it, and once they open, water gets in and the freeze-thaw cycle takes the pavement apart from the inside.

Harder binders resist rutting and crack at warmer temperatures. Softer binders relax stress at low temperature and rut more readily in heat. In a maritime tropical market the choice is easy because only one end is under real stress. In Kazakhstan both ends are under stress at the same site, and in the north and centre the cold end is decisively the more dangerous of the two.

The consequence: the selection points toward the softer end

The practical consequence, stated as a principle rather than a prescription, is that a grade choice imported from a hot-climate market is the wrong starting point for most of Kazakhstan. A binder specified for Gulf or South Asian conditions is chosen to survive summer, and in doing so it is chosen to be hard. Taken to the Kazakh steppe, hardness is exactly the property that produces thermal cracking in the first winter. For northern, central and eastern delivery points the selection should start at the softer end of the range and be argued upward only if a specific loading case demands it, rather than starting hard and hoping.

Penetration at 25 °C cannot answer this question

This is the technical heart of the page. A penetration grade is measured at 25 °C, a temperature at which a Kazakh pavement is neither rutting nor cracking. Two binders can share an identical penetration at 25 °C and behave completely differently at −25 °C, because penetration says nothing about temperature susceptibility — how quickly the binder stiffens as it cools. The whole cold-climate risk lives in that gap.

Three families of test close it, and a Kazakh buyer should recognise all three:

  • Penetration at 0 °C (GOST 11501, 200 g load, 60 s). A direct low-temperature consistency measurement, and the GOST answer to the temperature-susceptibility problem. A binder with acceptable penetration at 25 °C but poor penetration at 0 °C is precisely the binder that cracks.
  • Fraass breaking point (GOST 11507, and EN 12593 in the European system). A thin film of binder on a steel plaque is cooled and flexed until it fractures; the temperature at which the first crack appears is the result. It is reported as a temperature such as −15 °C, and it is a direct index of brittleness. There is no ASTM equivalent in routine use, which is why it is almost never present on a Middle East export certificate.
  • Bending beam rheometer (AASHTO T313 / ASTM D6648), the performance-grading route. A beam of aged binder is loaded at low temperature and both the creep stiffness and the m-value are measured; the AASHTO M320 acceptance criteria are a creep stiffness of not more than 300 MPa and an m-value of not less than 0.300 at the test temperature, with the dynamic shear rheometer (AASHTO T315) covering the high end. A performance grade is written as a pair — the high pavement temperature and the low one — which is why it describes a continental climate better than any single-number system.

The wider the span between a site’s summer pavement temperature and its winter pavement temperature, the harder it is for an unmodified binder to satisfy both ends. Where a project’s required span is genuinely wide, polymer modification is the conventional engineering answer, and a tender may say so. Whether it does is a matter for the tender document, not for this page.

Specification

The GOST BND grade family and what it controls

Kazakh road specification practice descends from the Soviet and post-Soviet GOST system for viscous petroleum road bitumen, in which grades are designated BND followed by a penetration band — BND 40/60, BND 60/90, BND 90/130, BND 130/200, BND 200/300. BND denotes the improved road-bitumen series; a parallel BN series exists with less demanding low-temperature requirements, so a tender that writes BND means BND. The structure below is that of GOST 22245-90, the classical statement of the idiom and the one most often reflected in older Kazakh project documents. Read the governing limits from the edition your tender actually cites.

Four points to take from this table. First, the shape of the requirement set is different from an ASTM export specification. Where ASTM D946 controls consistency at 25 °C and ageing by thin-film oven test, the BND table additionally controls penetration at 0 °C, ductility at 0 °C and the Fraass breaking point — three low-temperature lines that a routine export certificate of analysis simply does not carry. Second, read the cold-end rows from right to left. As the grade hardens, every low-temperature requirement relaxes: BND 40/60 carries no ductility requirement at 0 °C at all and is permitted to fracture at a temperature at which BND 200/300 must still flex and still stretch. That gradient is the standard conceding in its own arithmetic that summer stiffness is bought with winter flexibility, and in a market like this one it is the whole argument against reflexively specifying a hard grade. Third, the flash point line is not an ASTM line. It is determined in an open crucible under a GOST procedure whose apparatus is not identical to the Cleveland open cup of ASTM D92, so the two figures are comparable in intent rather than interchangeable in evidence. Note also that the penetration bands tile the scale without overlap or gap, which is why BND 60/90 begins at 61 rather than 60. Fourth, where a cell reads Controlled or Required, the standard imposes a limit that is not reproduced here. Those limits are stated in the published standard and vary between editions, and they are reproduced in tender documents; take them from there rather than from any secondary table, including this one. Everything above is given for technical orientation. The governing text is the current published standard and the specification incorporated into the tender, and the binding specification for any shipment is the one written into the sales contract and evidenced by the batch Certificate of Analysis.

Conversion and grade choice

Why 60/70 is not BND 60/90, and where the selection should start

The most common and most expensive mistake on this market is treating a GOST band as if it were an ASTM band with a different name. The bands are not the same width, and the requirement sets behind them are not the same shape.

The wide-band problem

An ASTM D946 penetration band is 10 dmm wide: 60/70 means 60 to 70 dmm and nothing else. A GOST BND band is far wider. BND 60/90 spans 30 dmm — three times as wide — and BND 90/130 and BND 130/200 are wider still. That has an immediate consequence that catches sellers out in both directions.

Looking one way, a whole family of export grades falls inside a single BND band on the 25 °C number. A 60/70 sits inside BND 60/90 across all but its very bottom edge — the GOST bands tile the scale without overlap, so BND 60/90 begins at 61 and a batch penetrating exactly 60 falls into BND 40/60 instead. So does a 70/100 across most of its range, and so does the lower part of an 80/100 or an 85/100. Looking the other way, that same width means the band tells you very little about the material. Two cargoes can both be ‘BND 60/90 on penetration’ while sitting 30 dmm apart, and in a climate where temperature susceptibility governs, 30 dmm is an enormous difference.

Where the conversion actually fails

But the width is not the real trap. The real trap is that the 25 °C penetration is the least demanding line in the BND table, and it is the only line a standard export certificate answers. A cargo of 60/70 with a clean ASTM certificate has demonstrated penetration at 25 °C, softening point, flash point, solubility, ductility at 25 °C and thin-film oven ageing. Against a BND 60/90 requirement it has demonstrated nothing at all about penetration at 0 °C, nothing about ductility at 0 °C and nothing about the Fraass breaking point. Those are the three lines that decide whether the pavement survives a Kazakh January, and they are missing.

The practical rule is short. If a Kazakh tender is written in the BND idiom, the certificate has to report the low-temperature lines as measured values on the batch, named against their GOST test methods. Ask for that at the enquiry stage. Adding penetration at 0 °C and a Fraass determination to a test schedule before a batch is certified is a small matter. Discovering their absence when a consignment is presented for acceptance, 2,000 km inland, in October, is not.

The standards are in transition, so read the tender

The GOST framework has not stood still. GOST 22245-90 is the classical statement of the BND system and remains the reference point behind a great deal of regional practice and a great many older project documents. An interstate standard, GOST 33133-2014, was issued more than two decades later covering the same product family of viscous petroleum road bitumens, and it restructured both the requirement set and the way the grade bands are drawn. Separately, a performance-graded system derived from the Superpave approach — dynamic shear rheometer at the high end, bending beam rheometer at the low end — has been introduced in the region alongside the penetration-based system.

On top of that, Kazakhstan maintains its own national standards, published under the ST RK prefix, and also adopts interstate GOST standards. Which document governs a particular contract is decided by the tender, not by convention, and the different documents do not carry identical grade names or identical limits. This page deliberately does not tell you which standard and edition applies to your project, because that would be a guess. Take the standard reference, the edition and the acceptance table from the tender document itself, and if the tender is ambiguous, get the engineer to state it in writing before the contract is signed.

Where the grade selection should start

  • Northern, central and eastern delivery points — Astana, Karaganda, Kostanay, Petropavl, Pavlodar, Semey, Oskemen, Oral. This is where winter is most severe and where the softer end of the range is the sensible starting point. In the BND idiom that means looking at BND 90/130 and BND 130/200 before BND 60/90; in export penetration terms it means considering 80/100, 85/100, 120/150 and, at the extreme, 200/300, rather than starting at 60/70.
  • Southern delivery points — Shymkent, Turkistan, Taraz. Milder winters and hot summers make this the part of Kazakhstan where a mid-range grade is genuinely defensible, and where the reasoning resembles the neighbouring Central Asian markets more than it resembles the Kazakh north.
  • Kyzylorda and the desert belt. Among the widest annual swings in the country. Both ends are live at the same site, which is the classic case for a performance-graded or modified binder rather than an unmodified penetration grade chosen for one season.
  • The Caspian coast at Aktau. The mildest winter in Kazakhstan and the one region where the cold-end argument is weakest.
  • Heavily loaded pavements anywhere. Industrial yards, freight corridors, intersections and terminal pavements push toward a harder binder for rutting resistance, which in the north pulls directly against the cold-cracking argument. That conflict is what a mix designer resolves with modification, not something to be split by choosing an intermediate penetration grade and hoping.

What a usable certificate for Kazakhstan reports

  • Penetration at 25 °C, and separately penetration at 0 °C, both as measured values on the batch.
  • Fraass breaking point as a measured temperature, named against GOST 11507 or EN 12593.
  • Softening point by ring and ball, and ductility at 25 °C and at 0 °C where the tender requires them.
  • Flash point by open cup, and solubility.
  • The ageing test the governing standard actually names, run by the procedure that standard specifies rather than by whichever procedure the laboratory runs by default.
  • Batch or lot identification tying the certificate to the material actually loaded, not a typical-values data sheet reissued for every consignment.

Construction season

The short season, and why it dominates procurement planning

In most bitumen markets the season shapes demand. In northern Kazakhstan it dictates the entire procurement calendar, because the window in which hot mix can be laid at all is narrow, and everything — ordering, transport, storage and site programming — has to fit inside it or wait a year. Bituminous mixes cannot be laid on a frozen or wet surface, and thin lifts lose heat to a cold base far faster than to a warm one, so the constraint is not merely the calendar but the ground temperature and the weather on the day.

Two Kazakhstan-specific pressures sit on top of the weather. First, the laying window and the peak of the grain harvest overlap in the northern regions, and northern Kazakhstan is a major grain producer; road haulage and rail wagon availability can therefore be under competing demand in exactly the late-summer weeks when a paving contractor most wants them. That is a structural feature of the calendar rather than a statement about any particular season or any particular carrier, and what haulage is actually available on your dates is a forwarder’s answer. Second, the short window compresses demand for binder itself into the same months across a very large territory. Both argue for settling the delivery point and the order structure early and using the short overland lead time to phase deliveries, rather than fixing a single large arrival date months ahead. Windows above are indicative and climate-derived; they are not a schedule, and the operable dates for a specific site come from the contractor and the works programme.

Storage and packing

Holding material through a Kazakh winter, and choosing the overland unit

A short season creates a storage problem by arithmetic: if the window is four or five months and the material has to be there when it opens, some of it will sit. Where and how it sits is a real technical decision, and the packing choice for an overland delivery is not the same decision a sea shipper makes.

The unit is the truck, not the container

On an overland delivery the shipping unit is a road vehicle or a rail wagon, not a 20-foot box. The loading figures published across this site — 80 drums and 12 MT per 20′ FCL at 150 kg, 80 drums and 14.4 MT at 180 kg, 80 drums and 14.8 MT at 185 kg, 20 jumbo or poly bags and 20 MT at 1 MT each — describe how drums stow inside a container. They do not transfer to a flatbed or a covered wagon, and they are not axle-load or gross-weight figures for any road network. Ask your forwarder for the payload the specific vehicle and route allow.

Drums outdoors through a Kazakh winter

Bitumen itself does not deteriorate from cold. The drum does. A drum yard exposed to a northern Kazakh winter faces corrosion, standing water that freezes and lifts seams, ice-loaded lids, and handling on frozen ground. Store on hard standing with drainage, under cover where possible, and specify new steel drums explicitly. Reconditioned drums are cheaper and are the most common source of contamination and rejection disputes anywhere, and a winter outdoors is not the place to find that out.

Re-melting is where the damage happens

At −30 °C a drum of bitumen is a solid block, and getting it back into a mixer means putting heat into it. That is the operation in which cargo is most often ruined: direct flame on a dry drum wall, or an exposed heating coil in a partly emptied tank, carbonises the binder locally and can age a batch well beyond its specification. Heat gradually and uniformly, keep coils covered by product, and plan the re-melting capacity before the material arrives rather than improvising it in April.

Bulk in a heated road tanker

Over a land leg, bulk in a heated tanker is genuinely practical in a way it is not over a long sea voyage, and it removes drum handling and drum waste entirely. The constraint is entirely at the receiving end: the delivery point needs heated storage and the means to discharge into it. Over a long winter steppe run the thermal margin narrows, so the question of what temperature the product arrives at, and who bears the risk if it arrives too cool to pump, belongs in the contract rather than in a phone call on the day.

Jumbo and poly bags

One-tonne bags reduce steel waste and the disposal burden that goes with a large drum programme, and meltable packaging enters the mix with the binder. They need a melting unit at the receiving end and they are less forgiving of rough handling than a steel drum, which is worth weighing against a route that includes a break-of-gauge transshipment or multiple road transfers.

Or store less and order closer to need

The strongest answer to the storage problem is the overland thesis itself. Land transit is measured over a frontier rather than across weeks of ocean, so a buyer can phase deliveries through the season instead of pre-positioning the whole requirement before it opens. That reduces the tonnage exposed to a winter yard, reduces the working capital tied up in it, and reduces the re-melting the site has to do. It requires a settled delivery point and an early agreement on call-off structure, which is why both belong in the first enquiry.

How to structure the enquiry

Six things to settle before a Kazakh order is priced

An overland enquiry into Kazakhstan needs different information from a sea enquiry, and it needs it in a different order. The sequence below is the one that produces a quotation that can actually be executed.

Name the town, not the country and not the border

State the delivery point as a named place, with the site or terminal address if you have it. Kazakhstan is large enough that the same tonnage to Shymkent and to Petropavl are different commercial propositions with different sensible packing, different Incoterms consequences and different lead-time behaviour. A frontier crossing is a waypoint, not a destination, and DAP at a border leaves the entire domestic leg with the buyer.

Take the specification from the tender document

Quote the standard reference, the edition and the grade exactly as the tender writes them. If the tender is in the BND idiom, say which BND grade and which standard. If it uses a performance-graded or ST RK reference, quote that. Do not translate a BND grade into a familiar export penetration grade and quote against the translation — the low-temperature lines will not follow the translation across.

Put the low-temperature tests into the test schedule in writing

Penetration at 0 °C and the Fraass breaking point are not standard lines on a Middle East export certificate and will not appear unless they are asked for before the batch is certified. Write them into the contract test schedule, name the test methods, and require measured batch values rather than a typical-values sheet. This is the single highest-value clause in a Kazakh contract.

Agree the approach with a freight forwarder, and confirm its current status

Decide with a forwarder which approach the geography favours for your delivery point, then have them confirm what is actually operating for this class of cargo at the time you intend to move, including any break-of-gauge transshipment on a rail routing and the documentation each frontier expects. Border and corridor status changes, and it is the forwarder rather than the supplier who is accountable for the current position.

Match the packing to what the delivery point can receive

Confirm before quoting whether the receiving site has heated storage and discharge capability, a melting unit, or neither. That answer decides between bulk tanker, one-tonne bags and drums far more reliably than a cost comparison does, and it decides how much re-melting capacity the site needs during the season.

Fix the Incoterm, the documents and your own compliance position

Use CPT or DAP to the named place under Incoterms 2020 and be explicit about which party clears import and bears the duty. Keep the goods description word for word identical across the contract, the invoice, the packing list and the transport documents, and settle the certificate set — certificate of analysis, technical data sheet, safety data sheet, certificate of origin, packing list with drum tare excluded from net weight, and independent inspection where the parties are new to each other. Sanctions, export-control and licensing questions are for your own legal and compliance advisers; this page states no position on them.

Frequently asked questions about bitumen supply to Kazakhstan

Which bitumen grade does Kazakhstan use?

Kazakh road specification practice descends from the GOST system for viscous petroleum road bitumen, in which grades are written as BND followed by a penetration band: BND 40/60, BND 60/90, BND 90/130, BND 130/200 and BND 200/300. BND is the improved road-bitumen series and a parallel BN series has less demanding low-temperature requirements, so a tender that writes BND means BND. The framework is in transition — GOST 22245-90 is the classical statement of the idiom, an interstate standard GOST 33133-2014 was introduced later covering the same product family with a restructured requirement set, a performance-graded system derived from the Superpave approach exists alongside them, and Kazakhstan also publishes its own national standards under the ST RK prefix. Which one governs your contract is decided by the tender document, so take the standard reference, the edition and the acceptance table from there rather than from any general table.

Is bitumen 60/70 the same as BND 60/90?

No, and the difference is not mainly about the numbers. A 60/70 does sit inside the BND 60/90 penetration band at 25 °C for all but its very bottom edge, since the GOST bands tile the scale and BND 60/90 begins at 61 — but that band is 30 dmm wide against ASTM’s 10 dmm, so several export grades sit inside it and the band on its own tells you very little. The real problem is that the BND requirement table also controls penetration at 0 °C, ductility at 0 °C and the Fraass breaking point, and a routine ASTM export certificate reports none of those. Against a BND requirement such a certificate has left the three lines that decide cold-weather performance completely unevidenced. Require them as measured batch values before the material is certified.

Why does the delivery point matter more than the border crossing?

Because of scale. Kazakhstan is the largest landlocked country in the world, roughly 3,000 km across from the Caspian shore to the eastern frontier. A consignment landed at Aktau is around 3,000 km by road from Almaty, which is further than the journey that brought it to the Kazakh coast. The domestic leg can exceed the international one, which is not true of any neighbouring market in this cluster. That is why an enquiry naming only a country or a frontier cannot be priced sensibly, and why the town is the first line of a Kazakh RFQ.

Should we route through the Caspian to Aktau, or overland through Turkmenistan or Uzbekistan?

It depends entirely on where the material is going, and it is a question for a freight forwarder rather than a page. The geography is this. Aktau and Kuryk on the Caspian are the natural entry for Mangystau, Atyrau and western Kazakhstan, and a Caspian crossing is a short enclosed-sea leg, not an ocean voyage. The land and rail approach through Turkmenistan reaches Zhanaozen and the Beyneu junction, from which the network runs toward Atyrau, Aktobe and the north-west. The approach through Uzbekistan reaches the Tashkent-area crossings and then Shymkent, which is the sensible entry for the whole southern belt and, with a further leg east, for Almaty. This page describes that geography; it does not state that any route or crossing is currently open, scheduled or available for bitumen. Confirm current status with your forwarder.

What is the Fraass breaking point and why does it appear on a Kazakh specification?

It is a direct measurement of low-temperature brittleness. A thin film of binder on a steel plaque is cooled at a controlled rate while being repeatedly flexed, and the temperature at which the first crack appears is reported — a figure such as −15 °C. The test is GOST 11507, and EN 12593 in the European system; there is no ASTM equivalent in routine export use, which is why it is usually absent from a certificate written to ASTM lines. It appears on GOST-derived specifications because the climate they were written for makes thermal cracking the dominant failure mode, and penetration measured at 25 °C cannot predict it. Note the direction the standard runs: harder grades are permitted a warmer brittleness limit than softer ones, which is the standard’s own argument against specifying a hard binder in a cold market.

Can we take bulk bitumen in a heated road tanker?

Over a land leg bulk is genuinely practical, which is one of the real advantages of overland supply compared with a long sea voyage — no drums to handle, no steel to dispose of, and the binder goes straight into storage. The constraint is at the receiving end rather than in transit: the delivery point needs heated storage and the means to discharge into it. Over a long winter run across the steppe the thermal margin narrows, so the arrival temperature, who verifies it, and what happens if the product arrives too cool to pump all belong in the contract. Where the site has no heated storage, drums or one-tonne bags are the practical unit and the site needs melting capacity instead. When should we order, given how short the season is?

Earlier than the work, and in phases rather than in one arrival. The laying window in the north runs roughly from May to September and in the far north is narrower still, while the southern belt around Shymkent works from roughly late March into November. Material has to be in place and usable when the window opens, and in the northern regions the peak of the grain harvest can compete for road haulage and rail wagons in exactly the late-summer weeks a paving contractor wants them. The useful strategy is to settle the delivery point and the specification early, then use the short overland lead time to call material off through the season rather than pre-positioning the whole requirement and storing it. Do you quote FOB or CIF into Kazakhstan?

Neither, because neither fits an overland movement. FOB and CIF are sea and inland-waterway rules built around a vessel and a bill of lading, and a road or rail delivery has neither. The appropriate Incoterms 2020 rules here are CPT and DAP to a named place, with the named place being the delivery town rather than a frontier — DAP at a border crossing leaves the entire domestic leg, which on this market can be the majority of the distance, with the buyer.
