Bitumen Supply to Myanmar: Ports, the Monsoon and Grade Selection
Myanmar buys binder against a clock, and the monsoon sets it
Most country pages on this site begin with what the market consumes and how material reaches it. Myanmar has to begin one step earlier, with when. The construction season here is compressed by rainfall more sharply than in almost any market on this site, and a shipment that is technically perfect and commercially competitive is worthless if it lands in July.
Myanmar occupies the western edge of mainland Southeast Asia, with a long coastline on the Bay of Bengal and the Andaman Sea, land frontiers with Bangladesh and India to the west and north-west, China to the north-east, and Laos and Thailand to the east and south-east. Its inhabited core is a great north to south trough drained by the Ayeyarwady, with the Chindwin joining it from the north-west, the Sittaung running parallel to the east, and the Thanlwin cutting down from the eastern plateau to the sea at Mawlamyine. Around that trough sit three walls of high ground: the Rakhine Yoma along the west coast, the Shan Plateau to the east, and the mountains of Chin and Kachin to the north-west and north. The trough is where the population, the cities and most of the paved network are; the walls are what make the coast and the interior behave like different countries in the rain.
The monsoon is the organising fact, not the weather paragraph
The southwest monsoon reaches the Myanmar coast and the delta around the second half of May and withdraws through October, with the heaviest months commonly falling from June to August. During that period the country receives the overwhelming majority of its annual rainfall, and in the wettest regions the monthly totals are not merely inconvenient — they are of an order that removes the possibility of bituminous work altogether for weeks at a stretch.
It is worth being precise about what the rain stops, because buyers new to the market sometimes assume it is a productivity question that can be pushed through with more plant and more shifts. It is not.
- A bituminous mix cannot be laid on a wet surface. Water on the base or on the underlying layer prevents bond, flashes to steam under a hot mat and produces a pavement that fails at the interface. This is a physical constraint and no amount of programme pressure changes it.
- A prime coat cannot cure into a saturated base. A cutback prime works by penetrating a dry, or at most slightly damp, granular surface and curing as its solvent leaves. On a base that is at or near saturation it does neither.
- An emulsion breaks badly in saturated air and standing water. Tack coats, surface dressings and slurry work depend on the emulsion breaking and the water leaving. In a monsoon the water does not leave.
- Compaction control collapses on a soft subgrade. Delta and coastal subgrades that are workable in March are not workable in July, and roller passes that would achieve density in the dry season simply displace material.
- Haulage and site access degrade first. Unsealed haul roads, borrow pits and unpaved plant yards go before the pavement work does, so material and aggregate frequently cannot reach the site even when the site could theoretically work.
The commercial consequence is blunt and it is the spine of this page. For a project in the delta, in Yangon, on the Rakhine coast or in the far south, the binder has to be on site and under cover before the monsoon arrives, or it has to wait for the far side of it. A buyer who begins the enquiry in April for a delta project is not late by a few weeks; they are asking for material to arrive in the one part of the year it cannot be used, and to then sit through five months of the most aggressive storage environment the country offers. That is a procurement failure dressed as a logistics problem.
Two rainfall regimes inside one country
The second Myanmar fact, and the one that breaks any single national recommendation, is that the monsoon is extraordinarily unevenly distributed. Moist air driven off the Bay of Bengal is lifted over the Rakhine Yoma and unloads on the seaward side; what crosses the range descends into the central basin already wrung out. The result is a genuine rain shadow, and the country therefore contains a very wet region and a genuinely dry one at the same latitude.
- The Rakhine coast — Sittwe, Kyaukphyu, Thandwe, Taungup, Gwa — carries annual totals commonly cited above 5,000 mm, concentrated into the monsoon months.
- The Ayeyarwady delta and the Yangon region are very wet, with annual totals commonly cited in the region of 2,000 to 2,900 mm and monthly monsoon totals that are among the highest in the country outside Rakhine.
- The southern Tanintharyi strip — Dawei, Myeik, Kawthaung — is comparably wet to Rakhine, exposed to the same maritime airflow with high ground immediately behind it.
- The central dry zone — Mandalay, Magway, lower Sagaing, the Bagan and Nyaung-U country, Meiktila, Monywa, Chauk — is arid, with annual totals commonly cited in the region of 500 to 1,000 mm, and with a pre-monsoon hot season in March, April and May that produces some of the highest temperatures in Southeast Asia.
Those figures are commonly cited approximations given for orientation, and a project should take its own site data rather than a web page’s. But the shape is not in doubt and the shape is what matters: the coast and the delta present a moisture-damage and drainage problem, and the dry zone presents a heat and rutting problem, and they are not answered by the same specification. A supplier who offers one national grade recommendation for Myanmar has not asked where the site is.
Who buys, and who writes the clause
Road procurement in Myanmar is not run by a single body, and the documents are correspondingly varied. The ministry responsible for roads by function is the Ministry of Construction, within which the Department of Highways carries the trunk and union road network, the Department of Bridges carries the structures, and the Department of Rural Road Development carries the rural network. Urban roads inside the two largest cities sit with the city development committees — the Yangon City Development Committee and the Mandalay City Development Committee — which run their own works and their own procurement. Beyond those, the special economic zone authorities govern construction inside their zones, industrial and port clients apply their own engineering practice to hardstanding and access pavement, and internationally financed and internationally supervised projects bring the specification traditions of the consultants who design them.
Two features of Myanmar demand follow from that structure and are worth a supplier knowing before the first reply. The first is the weight of surface dressing, prime coats and low-volume sealed road work in the rural programme, which pulls cutback and emulsion into enquiries far more often than a pure asphalt-concrete market does. The second is that the country’s paved and unpaved network is spread across regions with radically different access — a delta reached by water, a dry zone reached by expressway, a coast reached over a mountain range or by sea, and border regions reached by long single-thread roads — so the delivered proposition varies far more between two Myanmar addresses than between two addresses in a compact market.
The five things that decide a Myanmar order
- The month the material has to be on site. This is first, not last. It decides whether the shipment is feasible at all, whether it has to be pre-positioned before the rains, and what the packing has to survive in storage.
- The delivery town, not the country. Yangon, Pathein, Mandalay, Taunggyi, Sittwe, Myawaddy and Dawei are entirely different propositions in distance, terrain, climate and gateway.
- Which rainfall regime the site sits in. Wet coast and delta, or dry centre, or cool eastern plateau. These push the grade and the mix decision in different directions.
- Which gateway serves it, and whether that gateway is a river port. A river approach is a real constraint on what kind of parcel is coherent, and it is not the same conversation as a deep-water berth.
- Which document actually governs the binder. Not a national standard number, because there is no widely published one to quote — the clause in the project papers, and the standard that clause incorporates.
What this page does not tell you
It does not state that any port, berth, terminal, road, bridge, river reach, border crossing or special economic zone is open today, running to a schedule, equipped for this commodity or available for your cargo. Geography is described because geography is stable and publicly checkable; operating status is not, it changes, and it belongs to the freight forwarder who is accountable for it. Road distances are commonly cited approximations given for orientation only and are not a basis for a freight calculation. No transit times, freight rates, vehicle payloads, vessel or tanker capacities, port throughput or draught figures, container free time periods, detention charges, duty rates, taxes or levies appear anywhere. No refinery, terminal operator, shipping line, haulier, forwarder, inspection body, customs broker, product brand or client is named as a counterparty; where a port, waterway, authority or government department is named, it is named as public geography or as a public body, and no commercial relationship with any of them is claimed or implied. No presence, office, agency or shipping history in Myanmar is claimed. It states no position on whether bitumen is or is not currently within the scope of any import licensing or conformity assessment arrangement, and it names no currently appointed inspection agent, for the reasons set out at length in the conformity section. It quotes no Myanmar national standard designation for paving bitumen, because there is no widely published one and inventing a number would be the single most damaging thing this page could do. And nothing here is legal, customs, regulatory, insurance, trade-control or compliance advice; a buyer trading into this market must take independent advice covering the goods, the parties, the customs territory and the payment mechanism, from advisers accountable for the opinion.
The monsoon region by region, and why one country holds a very wet zone and a dry one
This is the section that decides both the grade and the delivery date, so it is worth reading before either is agreed. Two things have to be held apart. The first is rainfall, which is what closes the working season and what drives moisture damage in service, and which varies across Myanmar by an order of magnitude between the Rakhine coast and the central dry zone. The second is temperature, which is set by altitude and by distance from the sea, and which peaks not in the monsoon but in the pre-monsoon hot season of March, April and May, when the dry zone is at its most severe. Air temperature is also not pavement temperature: a dark asphalt surface under direct solar exposure runs substantially hotter than the air above it, which is why a needle test at 25 °C is a poor proxy for what a Magway pavement does in April. Rainfall figures below are commonly cited approximations given for orientation; take site data from the project’s own records.

Working backwards from the month the material has to be standing on site
On most markets the procurement calendar is a scheduling detail that follows the commercial decisions. On this one it precedes them. The monsoon does not slow a bituminous programme down, it closes it, and the length of the closure in the wet regions is long enough that a shipment which misses the window has missed the year, not the month. This section sets out the calendar and then runs it backwards, which is the order a buyer actually has to think in.
The shape of the Myanmar year
Reduced to its working parts, the year in the wet regions has three parts rather than four, and only one of them is a construction season.
- The cool dry season, roughly November to February. This is the working period. Rainfall is low, humidity falls, temperatures are manageable, subgrades dry out and haul roads carry. If a wet-region project is laying asphalt, it is almost certainly laying it here.
- The hot dry season, roughly March to May. Still workable and often intensively worked, but with two constraints attached. Temperatures climb steeply, most severely in the central dry zone where daily maxima above 40 °C are ordinary in April, and the pre-monsoon cyclone peak falls in this period. The end of it is a hard edge rather than a gradual close.
- The monsoon, roughly late May to October. Bituminous work in the wet regions stops. Work that continues is earthworks in favourable conditions, structures, drainage and preparation, none of which consumes binder.
The practical planning number that matters is not the length of the monsoon but the length of the usable window, and in the wettest regions that window is barely half the year once mobilisation, demobilisation and the shoulder weeks at each end are taken out. That is a shorter working year than a buyer coming from a Gulf market or an equatorial African market is used to, and it is the reason a Myanmar order cannot be placed on the same reflexes.
The calendar, run backwards
The correct sequence is to fix the date the material has to be usable on site and then subtract, rather than to place an order and then discover what date it produces. Each of the steps below is a real elapsed period that belongs to somebody, and none of them can be compressed by asking harder.
- The date the material must be on site and under cover. Not the date work starts — earlier than that, because a project that begins its season with an empty store begins it late.
- Inland haulage from the gateway. Distance, terrain, handovers and the state of the last few kilometres. On a Shan, Chin or Tanintharyi delivery this is not a delivery charge, it is a leg.
- Customs clearance and release at the gateway. Including any licensing or conformity step, which cannot be started once the goods have arrived if it was required before shipment.
- Ocean transit and, at a river port, the transit up the river. No transit times are stated on this page; ask the forwarder for the routing they can actually execute.
- Vessel booking and the sailing schedule. A booking is taken against a service, not against a wish, and services do not run daily.
- Production, packing, inspection at loading and document preparation. Third-party inspection, sampling, laboratory results and a batch-specific Certificate of Analysis are not instantaneous, and the certificate has to exist before the documents can be presented.
- Contract, payment mechanism and, where a credit is used, the time to open and check it. A discrepant credit is a delay measured in weeks, and it falls exactly where there is no float.
Add those up honestly and the answer is that a wet-region delivery required for a November start is a conversation that should be happening months earlier, not in October. The single most common commercial failure on this market is not a technical rejection or a price argument. It is a buyer arriving in March asking for material to be on site before the rains, at a point where the arithmetic has already run out.
The dry zone runs on a different calendar, and that is an opportunity
Because the central dry zone receives so much less rain, the working window there is materially longer, and in some years work continues through parts of the monsoon that would be impossible in the delta. For a buyer running projects in both regions, that is not a curiosity but a planning tool: dry-zone demand can absorb material on a schedule that a delta project cannot, and a shipment that arrives at the wrong moment for one may be exactly right for the other. It also means the two regions compete for the same import window in different ways, and an offer that assumes one national season is being written for a country that does not have one.
What pre-positioning costs and what it buys
The consequence of a compressed season is that Myanmar is a pre-positioning market rather than a call-off market for anything outside the immediate hinterland of a gateway. Material is bought in quantity and stored, and the storage is the price of the season. That has three implications a buyer should price deliberately rather than absorb by accident.
- Storage has to be real storage. Covered, off the ground on dunnage, closures uppermost and tight, on a yard that does not flood. In a region receiving thousands of millimetres of rain, an open compound is not storage, it is exposure with a fence around it.
- Packing choice follows from storage duration, not from container economics alone. A format that is fine for a short dwell near a port is not automatically fine for five months of monsoon in an inland yard.
- Shelf life and condition need to be thought about explicitly. Paving grade bitumen in sound, sealed new steel drums, stored under cover and not repeatedly reheated, is a stable product; the risks that accumulate over a long store are water ingress, physical damage to drums, corrosion at the seams and the loss of the batch markings that tie a drum to its certificate. All four are manageable, and all four are managed at the moment of storage rather than at the moment of use.
Two timing traps specific to this market
The pre-monsoon rush. Everyone in the wet regions wants material in place before the rains, so demand for the last berths, the last trucks and the last covered storage concentrates into the same weeks in April and May — which is also the pre-monsoon cyclone peak and the hottest part of the year. A delivery planned to land in that window has the least float and the most competition for handling. Landing earlier is cheaper in every respect except the cost of storing the material longer, and storage is the cheaper of the two problems.
The post-monsoon restart. The other concentration point is the reopening of the season, when projects that have waited out the rains all want to start at once. A buyer relying on a delivery timed to the restart is relying on a date that the withdrawal of the monsoon actually sets, and the monsoon does not withdraw to a calendar. The defence is the same one: land earlier, store properly, and treat the storage plan as part of the purchase rather than as something that happens after it.
Neither of the two paragraphs above is a standard requirement or a rule of any authority. They are common industry practice for seasonal markets, stated here as practice.
Yangon and the Thilawa terminals, Kyaukphyu, Dawei and the coast between them
Myanmar’s commercial ports are administered under the Myanma Port Authority, within the ministry responsible for transport, and they do not form one interchangeable set. The dominant gateway sits inland on a tidal river; the coastal gateways face open water on two different seas; and the land frontiers are a genuine alternative for some destinations rather than a footnote. This table is a map, not a timetable. It states nothing about whether any facility is open, what it currently handles, what it can discharge, what it can store or which services call there. No draught, throughput, berth or capacity figure appears anywhere on this page, and none should be inferred from a description. Those are questions for a freight forwarder, in writing, before a delivery term is agreed.

A river port and a deep-sea port are two different offers, not two addresses
This distinction is the one most often skipped on a first Myanmar shipment, and it is worth setting out properly because it changes what kind of parcel is coherent before it changes what that parcel costs. The point is structural rather than a comment on any facility: a berth reached by a passage up a tidal river is subject to the river, and a berth on open water is not.
What a river approach actually means for a parcel
Kyaukphyu and Dawei face open water and are approached from it. The Yangon gateways are not: a vessel bound for the city wharves or for Thilawa comes in from the Gulf of Martaban past the river mouth near Elephant Point and works up an estuary that has a bar across its entrance, a course that silts and is maintained by dredging, a tidal range that rises and falls through the day, and a set of bends and reaches that constrain manoeuvring. None of that is a criticism and none of it is unusual — many of the world’s major ports are river ports — but it is why a Yangon parcel and a Kyaukphyu parcel are not the same commercial object, and four consequences follow that a bitumen buyer should think about at the enquiry stage rather than at the fixture.
- Movements are worked to windows rather than at will. Where the tide governs, a vessel arrives, sails or shifts when the water allows, and a schedule is built around those windows. That is a source of variability in the arrival date, and variability in the arrival date is exactly what a compressed season cannot absorb.
- The constraint tends to sit on the river rather than on the quay. On a river approach the practical limit on a parcel is frequently set by the passage rather than by the berth, so the useful question to a forwarder is not what the berth can take but what can get there.
- Small and flexible beats large and rigid. Containerised cargo suits a river port well because it is divisible: it can be split across sailings, across services and across weeks without changing what the cargo is. A single large bulk parcel is the opposite — indivisible, dependent on one movement going right, and dependent on a receiving arrangement that has to exist before it is fixed.
- The river is itself seasonal. A monsoon river carries more water and more silt, with stronger currents and shifting channels; a dry-season river carries less water. Both are ordinary conditions that the port and the pilots work with, and neither is something a supplier page should turn into a number, but both are reasons to ask a forwarder about the specific months you intend to ship in rather than about the year in general.
What this does to a bulk parcel specifically
Bulk bitumen by sea is not a matter of finding a berth. It requires a receiving arrangement with a facility that has heated shore tankage for this product, a compatible discharge connection, pumping capacity and the operational willingness to take the parcel. That is a contracted commercial arrangement with an individual operator. It cannot be inferred from a port’s name, from its size, from the presence of oil or gas handling elsewhere in the country, or from the fact that a terminal exists. Nothing on this page states that any Myanmar facility handles bitumen in bulk. Confirm what a specific facility can actually do for your product and your packing, in writing, before a parcel is fixed.
Layer the river on top of that and the picture is clear enough to state as a working rule rather than a preference: on this market, drummed cargo in containers is the format most import transactions are built around, and bulk is the exception that has to be justified by a specific receiving arrangement. That is not a comment about Myanmar’s capabilities; it is the same arithmetic that applies to any market where the receiving end is not permanently equipped for heated liquid.
Containerised cargo and the inland decision behind it
Three points are worth settling with the forwarder before booking rather than after.
- Where the box is cleared. Clearing at the terminal and clearing inland are different processes with different charges, different dwell behaviour and different consequences for how quickly the container is emptied and returned. Ask which route can actually be executed for this commodity.
- Whether the box travels inland at all. On a delivery near the gateway the container is stripped quickly and returned. On a delivery to Mandalay, Taunggyi, Muse or Myeik the box travels with the cargo and has to come back, and the round trip is not measured in days. Shipping lines allow a contractually agreed period of free time and charge detention beyond it; the free period and the charge are commercial terms between the buyer and the line and no figures are stated on this page. Many inland buyers strip the container at or near the gateway and move drums onward on flatbed vehicles instead. That decision changes the packing plan, the handling count and the insurance arrangement, so it belongs at the enquiry stage.
- How many times the cargo is lifted. Every transhipment is a handling event, and handling events are where drums are dented, seams are stressed and counts are disputed. A delta delivery that involves a container, a truck, a barge and a final truck has four handling events in it, and a packing specification adequate for a single door-to-door road movement is not automatically adequate for that.
The road legs, and what is specific about them here
Two features of Myanmar road haulage are worth a buyer knowing, and both are stable facts rather than status claims. The first is terrain: the trunk corridor up the central trough is easy ground, but every route that leaves it climbs. The road west to Rakhine crosses the Rakhine Yoma by a small number of passes; the road east to the Shan plateau climbs from the plain; the road to the Thai frontier crosses the Dawna range; and the roads into Chin and Kachin are mountain roads. Long climbing and descending grades with heavily laden vehicles are a braking and stability problem for the haulier, a delivery-risk problem in heavy rain, and — separately — the pavement locations where rutting appears first, which is why the grade discussion later on this page treats gradient as a loading case.
The second is a genuinely distinctive road-safety fact: Myanmar drives on the right, but a large share of the vehicle fleet is right-hand drive, a legacy of the change of driving side and of import patterns since. For a buyer that is not a specification matter, but it is a real element of the road risk on a long inland leg and it belongs in a conversation about carrier selection and insurance rather than being discovered later.
No payload figure appears on this page. What a vehicle may lawfully carry on a given Myanmar route is set by the axle-load and gross-weight regime in force and by the route itself, and it belongs to the carrier through the forwarder.
The delivery term has to match the leg, and it has to name a place
Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They are built around a vessel and a port and they have coherent meaning for a parcel discharging at Yangon or Thilawa. They have no coherent meaning for a truck arriving at a plant outside Mandalay or at a border town. The rules that work for any mode are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.
Three errors recur on Myanmar business:
- Quoting CIF Yangon against an inland project and letting it read as a delivered price. For a Yangon or Thilawa site a port price is close to a delivered price. For a Mandalay, Taunggyi, Sittwe or Myeik site it is not, and the difference is hundreds of kilometres and, in two of those cases, a mountain range or a coastal voyage. Label the offer for what it is and say approximately how far the excluded leg runs.
- Naming a country instead of a place. DAP Myanmar is not a delivery term. DAP followed by a named town, plant or project site is. The named place must also settle who bears the cost of a vehicle standing and waiting, because on a land leg the truck and driver are idle at somebody’s expense.
- Agreeing DDP casually. DDP puts import clearance and charges on the seller, in a jurisdiction where the seller may not be able to act as importer of record and where a licensing or conformity requirement may attach to the import. It should never be agreed before the questions in the conformity section below have been answered in writing.
Packing arithmetic, and then the vehicle
Site standard loading figures, which apply to the sea leg and to any container movement inland, are as follows. New steel drums of 150 kg net give 80 drums and 12 MT per 20 ft FCL. Drums of 180 kg net give 80 drums and 14.4 MT. Drums of 185 kg net give 80 drums and 14.8 MT. Jumbo or poly bags of 1 MT give 20 bags and 20 MT. The 20 ft box is the unit because a cargo of this density reaches its weight limit long before it fills a larger container.
Use those figures to fix the drum count, the packing cost per tonne and the number of packages on the transport document. Then stop. Container arithmetic does not transfer to a road vehicle or to a river barge. Convert tonnage into vehicles or barge loads with the forwarder, on the specific route, and price the handovers as well as the kilometres.
One regulatory line to settle before a tanker is booked
Where bitumen is offered for carriage at elevated temperature, above 100 °C, it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, and packed bitumen moving at ambient temperature is treated differently. Whether that applies to your movement, and what marking, documentation, equipment and driver qualification follow from it, is a question for the carrier and the forwarder, and it should be settled before a vehicle or a parcel is booked rather than after.
Distances from the coast, and what each inland leg does to a consignment
This table is a map, not a timetable. It sets out where the principal destinations sit relative to the gateways, what terrain stands between them, and what the leg does to a bitumen consignment. Road distances are commonly cited approximations given for orientation only; they vary with the alignment actually used and they are not a basis for a freight calculation. Nothing here states that a route, bridge, crossing or facility is currently available, open to commercial freight of this description, or passable in a given month. Those are questions for a freight forwarder in writing before a delivery term is agreed.

There is no Myanmar paving binder standard to quote, and saying so plainly is the whole point
On most market pages this section names the national standards body, notes which designations appear in tenders and then explains why the tender clause governs anyway. Myanmar needs a more direct answer, because the honest position is different from its neighbours’ and pretending otherwise would be the single most damaging thing this page could do.
The position, stated plainly
Myanmar does not publish a widely available national paving binder specification of the kind several of its neighbours do. India, for example, publishes IS 73 for paving bitumen, which names viscosity grades VG 10, VG 20, VG 30 and VG 40 and sets the acceptance limits and test methods for each, so an Indian tender can cite a national document and both parties know exactly what table applies. There is no comparable, generally circulated Myanmar equivalent that an exporter can quote in an offer.
What happens instead is that specifications on Myanmar projects commonly reference international practice — ASTM or AASHTO designations, and in internationally designed work sometimes European ones — and the requirement that actually binds a shipment is the clause written into the project papers. That is not a gap to be papered over. It is the operating reality, and it changes how an offer should be written: instead of quoting compliance with a national standard number, an offer into Myanmar should quote against the tender clause, name the standard the material is certified to, and print the measured values.
This page therefore quotes no Myanmar standard designation for paving bitumen, and invents none. An invented national standard number is precise enough for a buyer to rely on and wrong often enough to ruin a shipment, and it converts into a false compliance claim the moment it is typed into a compliance box on an offer form. If an enquiry form asks which Myanmar standard the cargo complies with, the correct answer is that the binding requirement is the one the project documents incorporate, and that the offer will be written against that clause once it has been seen. Ask for the clause. It is a normal request and a serious buyer will send it.
Who writes the clause, and who the responsible authorities are
The ministry responsible for roads by function is the Ministry of Construction. Within it the Department of Highways carries the union and trunk road network, the Department of Bridges carries the structures, and the Department of Rural Road Development carries the rural network. Urban roads inside the two largest cities are the responsibility of the Yangon City Development Committee and the Mandalay City Development Committee. Alongside those sit the special economic zone authorities for works inside their zones, industrial and port clients applying their own engineering practice to hardstanding and access pavement, and internationally financed projects designed and supervised by consultants who bring their own specification traditions. Those are the bodies whose documents a supplier will actually be quoting against, and they do not all write the same clause.
On standardisation more generally, Myanmar has enacted a standardization law establishing a National Standards Council, with the national standards body function carried by the government department responsible for research and innovation. Myanmar is also a member of ASEAN and participates in the regional standards and conformance work carried on under it. None of that produces a paving binder specification an exporter can cite today, which is why the paragraphs above say what they say.
The 80/100 problem, which arrives in almost every regional enquiry
The grade designation heard most often in this region, alongside 60/70, is 80/100, and it is worth being precise about it because it belongs to neither of the two standards an export certificate is normally written against.
- ASTM D946, the standard specification for penetration-graded asphalt binder for use in pavement construction and the reference behind most Middle East export documentation, names the grade 85-100. It contains no grade called 80/100.
- EN 12591, the European standard for paving grade bitumens, names the band 70/100. It contains no band called 80/100.
So a clause that says 80/100 is telling you the approximate consistency the engineer wants and is not telling you which requirement table the material will be judged against — and the requirement table is where the flash point limit, the solubility limit, the ductility requirement and the ageing criterion actually live. The arithmetic makes the point sharply. A batch measuring 82 dmm satisfies a literal reading of 80/100 and satisfies EN 12591 band 70/100, but it fails ASTM D946 grade 85-100 outright. A batch measuring 74 dmm satisfies EN 12591 70/100 and fails both a literal 80/100 and D946 85-100. The bands are not synonyms.
On a market with no national standard to fall back on, this matters more rather than less, because there is no third document to appeal to when the two parties disagree. Quote in the same words the tender uses, then settle in writing which requirement table it intends before the batch is certified. State on the offer which specification the material is certified to, print the measured penetration and softening point, and obtain the engineer’s written approval for any cross-reference before dispatch. A cross-reference table is a basis for a conversation with the engineer. It is never a defence at delivery.
The same care applies to 60/70, and to the notation
Bitumen 60/70 is an ASTM D946 grade with a 10 dmm penetration window. The nearest European band on penetration is EN 12591 50/70, which is twice as wide and reaches lower. Every 60/70 batch sits inside 50/70 on penetration; the converse is false, because a binder correctly supplied as 50/70 may measure anywhere down to 50 dmm and would fail a 60/70 requirement. Read the direction of that argument carefully before offering one against the other. And read the second line before treating the two as equivalents: penetration is not the only requirement in an EN band, and the typical export 60/70 softening point range quoted in the table below sits higher than the 50/70 softening point band allows, which is why EN 12591 40/60 is frequently the closer match on softening point even though 50/70 is the closer match on penetration. Neither is a substitute for the other, and a cross-reference of this kind is a basis for a conversation with the engineer rather than a compliance statement.
One notational point saves correspondence: the AASHTO penetration-grading designation M20 writes its grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50 and 60/70 with a slash. M20 is a long-standing designation that still appears in older specification templates in this region, and whether the edition a clause cites is current, superseded or withdrawn is something to check against the clause rather than to assume, which is why the questions further down ask for the document and the edition. Those are the same bands measured by the same needle test at 25 °C, and a clause naming grade 60-70 is not naming something different from what an exporter calls 60/70.
Where a performance grade appears, and what it would take
Performance grading appears on internationally designed and supervised work rather than as a general market convention here, and where it does appear it is worth understanding what it is asking for. A performance grade is written as two numbers — PG 64-10, PG 64-16, PG 70-10 and so on — where the first is the high pavement temperature the binder is graded to resist and the second is the low pavement temperature it is graded to survive, both derived from pavement temperature statistics at the site rather than from a needle test at 25 °C. The framework is AASHTO M320, with the newer AASHTO M332 expressing the traffic dimension through a multiple stress creep recovery test and a traffic designation letter — S for standard, H for heavy, V for very heavy and E for extremely heavy — instead of by bumping the grade. Under AASHTO M323 the high-temperature grade derived from climate is adjusted upward where loading is slow or standing, which in Myanmar means port approaches, container yards, junctions, bus stops, market frontages and long climbing grades.
Two structural points follow from the climate table above. In the central dry zone the high-temperature end is demanding and the low-temperature end is undemanding. On the eastern plateau and in the western hills the low-temperature end is a genuine question. And the essential caution applies everywhere: penetration grading and performance grading are different measuring systems and a grade in one cannot be inferred from a grade in the other. A penetration certificate does not evidence a performance grade, and no correlation table changes that. If a project asks for a performance grade, the test schedule — dynamic shear on unaged and rolling thin-film oven aged binder, pressure ageing vessel conditioning, bending beam rheometer on the aged residue, rotational viscosity, and under M332 the MSCR compliance and recovery results — has to be written into the contract before the batch is certified.
The band is not a point, and on a compressed season that matters twice
Two cargoes can both be genuine 60/70 and behave differently on a Mandalay pavement in April. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade. On a hot, heavily loaded dry-zone pavement they are not the same material. The practical responses, in order of usefulness: require the measured value on a batch-specific Certificate of Analysis rather than a sheet that reprints the specification range; agree a narrower contractual window in writing for the shipment, which leaves the grade name and the tender satisfied while giving you a contractual right to the material you actually need; and read softening point by ring and ball to ASTM D36 as hard as you read penetration, because it is the line that speaks most directly to behaviour at service temperature and it is the line most often skimmed on an export offer.
Myanmar adds a second reason to insist on this, and it is the season. A parcel rejected at the gateway in November is a problem with a season still in front of it. A parcel rejected in April, with the monsoon weeks away and no realistic possibility of a replacement arriving and being distributed before the rains, is a problem that costs a construction year. The inspection you did not pay for at the loading point is the argument you cannot win afterwards, and on this market it is also the delay you cannot recover from.
Five questions to ask about any Myanmar binder clause
- Which document, and which edition? With no national standard as a backstop, the project document is the only text there is. Take the acceptance limits from the text the project incorporates, not from a refinery data sheet and not from memory, and check whether any standard it cites has since been withdrawn or renumbered.
- Penetration or performance grade, and if performance, M320 or M332? Different measuring systems, different certificates, different laboratory work, different lead time.
- Which ageing procedure is controlled? The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240, and in the European system EN 12607-1) are different exposures and their results are not interchangeable. Middle East export certificates carry TFOT by default. If the clause controls RTFOT — and every performance-graded clause does — add that test to the schedule before the batch is certified.
- Is there a moisture requirement, and if not, does the site need one anyway? This is the Myanmar question and it is dealt with in its own section below. In the wet regions the answer is almost always yes, and it is a mix-level requirement rather than a binder line.
- Is there a low-temperature requirement for an upland site? On the plateau and in the western hills, ask for one. Fraass breaking point to EN 12593, or a bending beam rheometer requirement under AASHTO M320, has to be agreed in writing because no standard export sheet carries one.
What a usable Certificate of Analysis looks like for this market
- Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values sheet reissued for every consignment.
- Penetration at 25 °C and softening point as measured values, each with the ASTM or EN designation printed beside the result, and each read against any narrower contractual window agreed for the shipment.
- Ductility, flash point, solubility, specific gravity and water content, each with its method.
- The ageing result in the form the clause asks for, labelled with the procedure actually run rather than described generically as loss on heating.
- Where a performance grade is specified, the full grading data set rather than a grade name asserted on a cover sheet.
- For an upland site, an agreed low-temperature line, because no standard export sheet carries one.
- Where a modified binder is supplied, elastic recovery to ASTM D6084, storage stability to ASTM D7173 or EN 13399, and the modification type — not merely the word polymer.
- Nothing about adhesion. Affinity between binder and aggregate cannot be certified from a binder sample alone, and on this market that omission is the important one; see the moisture section below.
Adulteration, solubility and inspection at loading
On a market where a rejected parcel cannot be replaced inside the same working season, inspection at the loading point is not an optional cost line. Appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, and seal retained samples held by both parties. Solubility in trichloroethylene to ASTM D2042 is the line that shows whether the material is bitumen or bitumen extended with mineral matter; if a certificate omits solubility, treat that as a finding rather than an oversight. Record drum count, drum condition and seal numbers at loading and at every handover, because a delta or upland delivery passes through more hands than a container delivered beside a port, and a recorded count is what closes a quantity argument before it opens.
Typical export specification for the two grades a Myanmar clause usually names
Myanmar projects buy in the penetration idiom, and in practice the argument sits between 60/70 for the hot dry zone and for heavily loaded urban and trunk pavement, and the softer band for cooler upland work and for some surface treatment applications. The two columns below set them side by side so that the line which actually separates them — softening point — can be read across. The figures are the typical export ranges commonly quoted for these two grades in this trade, each shown with the test method that produces it; they are stated as typical practice and are not attributed to any named producer or data sheet. They are not a contractual guarantee, and the note beneath sets out what a Myanmar buyer should do with them.

Choosing the binder for a Myanmar site
Grade choice here is driven by two variables that point in opposite directions across a single country: severe pre-monsoon pavement temperature in the central dry zone, and cool upland nights on the eastern plateau and in the western hills — with a third factor, moisture, that is not answered by a grade at all. Decide which one governs the site before deciding the grade, and treat these as the direction of travel for a conversation with the engineer rather than as a substitute for the project document.
Bitumen 60/70
The mainstream regional paving grade and the sound default for the central dry zone, for heavily loaded urban and trunk pavement in Yangon and Mandalay, and for anywhere the pre-monsoon hot season is the governing condition. Softening point typically 49 to 56 °C against 45 to 52 °C for the softer band from the same source, and that difference is what a Magway pavement feels in April. Require the measured penetration and softening point on a batch-specific certificate rather than accepting the full band, and where the design case is tight agree a narrower contractual window in writing for the shipment.
Bitumen 80/100 and 85/100
The softer answer, appropriate to cooler upland work and to some surface treatment applications, and the designation that causes the most correspondence in this region. Settle it before anything else: 80/100 is a trade name that belongs to no current standard, ASTM D946 names 85-100 and EN 12591 names 70/100, and the acceptance limits for flash point, solubility, ductility and ageing come from whichever table the clause intends. Do not carry a softer grade into the dry zone on the reasoning that it is easier to work, and do not carry a harder one up onto the plateau on the reasoning that harder is stronger.
Bitumen 40/50 and harder
Occasionally named for the most heavily loaded and hottest applications: port and container hardstanding around the Yangon gateways, industrial access pavement, junctions and standing areas, and heavily trafficked dry-zone trunk sections. Treat a harder grade as a decision the project has to justify rather than as a general improvement. Every step down in penetration trades rut resistance for a greater risk of thermal and fatigue cracking, and on a road that runs from a hot dry plain up onto a cold plateau the same specification cannot be right along its whole length.
Polymer modified binder
The realistic answer where the pavement is both hot and heavily or slowly loaded, which in Myanmar means a specific and predictable set of locations: port approaches and container yards, urban junctions, bus stops and market frontages, industrial hardstanding, and the long climbing grades on the roads up to the Shan plateau and over the Dawna and Rakhine ranges. Where a performance grade at the high-temperature end is specified, modification is commonly what delivers it rather than a harder straight-run binder, and the certificate should carry elastic recovery to ASTM D6084 and storage stability to ASTM D7173 or EN 13399 rather than the word polymer alone. One logistics consequence: modified binder in bulk wants controlled heating and agitation to stay homogeneous, which fits a long inland leg with standing time badly, so on an inland Myanmar delivery it is a stronger argument for drums than for tankers.
Cutback and emulsion
These belong on a Myanmar page more than on most, because a large part of the rural and low-volume network is primed and surface dressed rather than surfaced in asphalt concrete, and every square metre of new granular base wants a prime coat before the bituminous layers go on. Medium-curing cutbacks under ASTM D2027 and rapid-curing cutbacks under ASTM D2028 are the usual primes; emulsions under ASTM D977 and ASTM D2397 cover tack coats, surface dressing and cold works. The monsoon squeezes both harder than it squeezes paving grade. A cutback carries solvent, so its flash point and handling regime are nothing like a paving grade’s and its storage in a hot inland yard is a different question. An emulsion has a finite storage life, dislikes heat and agitation, and depends on breaking and losing its water — which is exactly what saturated monsoon air prevents. Where material must be pre-positioned for months, plan the emulsion shelf life explicitly or buy it close to the point of use.
Why one grade for the whole country is the standing mistake
This is the card that matters most here. Within a few hundred kilometres Myanmar runs from a delta at sea level receiving thousands of millimetres of rain, through a dry zone with April maxima above 40 °C, up to a plateau where winter nights fall into single figures in °C. In the dry zone the enemy is sustained high pavement temperature and the answer leans hard. On the plateau and in the western hills the enemy is thermal cycling and the answer leans softer, with a low-temperature line added to the certificate that no export sheet carries by default. On the coasts and in the delta the enemy is water, and the answer is not a binder grade at all — it is aggregate selection, mix design, compaction, drainage and an adhesion strategy. A supplier offering one national recommendation has not asked where the site is.
In a 5,000 mm rainfall environment the durability problem is water, not heat
The dry zone gives Myanmar a conventional rutting argument that any hot market would recognise. The wet regions give it a problem that a binder grade cannot solve and that a binder certificate cannot evidence, and because those regions contain the delta, the largest city and most of the imported tonnage, this section is not an appendix to the specification discussion. It is the other half of it.
What moisture damage actually is
An asphalt mix works because a film of binder adheres to the surface of each aggregate particle and holds the skeleton together. Moisture damage, commonly called stripping, is the progressive loss of that adhesion in the presence of water. Water works into the mix, reaches the binder to aggregate interface, and displaces the binder film from the stone surface. The bond fails, the mix loses cohesion, and the visible results follow in a familiar sequence: ravelling and loss of surface material, potholing that starts from within the layer rather than from the surface down, rutting that is really loss of structure rather than plastic flow of the binder, and eventually disintegration of the layer.
Two things distinguish it from every other failure mode discussed on this page. The first is that it is a mix-level phenomenon, not a binder-level one. It depends on the interaction between a specific binder and a specific aggregate, on the air void content and permeability of the compacted mix, and on whether water can get in and out. The second is that it is invisible on a binder certificate. No penetration figure, softening point, ductility result, solubility figure or ageing result tells you anything about whether this binder will hold onto that aggregate when the mix is saturated.
Why Myanmar concentrates the risk
Four factors stack in the wet regions, and they stack in a way few markets manage simultaneously.
- Rainfall volume and duration. Annual totals commonly cited above 5,000 mm on the Rakhine coast, above 4,000 mm in the southern strip and in the region of 2,000 to 2,900 mm in the delta and Yangon, concentrated into a few months. A pavement in those regions is not occasionally wet; it is saturated for extended periods, which is the condition the laboratory conditioning in a moisture-susceptibility test is trying to reproduce.
- Water table and drainage. The delta is alluvial ground barely above sea level with a high water table and a landscape organised around water. Drainage is the first line of defence against moisture damage, and it is hardest to build exactly where it is most needed.
- Compaction achieved under difficult conditions. Moisture damage is strongly related to the permeability of the compacted mix. Air voids above the design range let water in and let it circulate; a mix that was designed correctly and compacted poorly is a mix with a moisture problem regardless of what the binder certificate says. In a region where the season is short and the ground is soft, compaction is under programme pressure precisely when it can least afford to be.
- Aggregate mineralogy is a variable here rather than a given. This is the specifically Myanmar point and it is worth its own heading.
The delta aggregate problem
The Ayeyarwady delta is alluvium. There is effectively no hard rock in it, so crushed aggregate for a delta project has to be brought in — from the Bago Yoma, from the eastern hills, or from wherever a source can be established — frequently by water. That has one important consequence for the argument above: in most markets a project inherits its aggregate from whatever is nearby, whereas in the delta the engineer is choosing a source, and that choice is one of the two inputs to stripping risk.
The general engineering position is that siliceous and acidic aggregates — quartzites, some granites, many river gravels — tend to have a weaker affinity for bitumen and a stronger affinity for water than calcareous and basic aggregates such as limestones and basalts, and are therefore more susceptible to stripping. Rounded, uncrushed river gravel adds a mechanical problem on top of the chemical one, because a rounded particle offers less interlock and a smoother surface for the film to hold on to. Neither of those is a rule that decides a project on its own, and no aggregate should be accepted or rejected on mineralogy alone. What follows from it is procedural: on a wet-region Myanmar project, the aggregate source is a technical decision to be tested rather than a supply decision to be delegated, and the test has to be run on the actual material from the actual source.
What can be certified, and what cannot
This is where a buyer should be sceptical of supplier claims, including claims made in a friendlier form than this page makes them. Affinity between binder and aggregate cannot be certified from a binder sample. Any supplier offering moisture performance on the strength of a paving grade certificate is overstating what the document can carry, and on a market where moisture is the governing durability problem that overstatement is not harmless.
What can be done is to commission the right test on the right material, and to write the requirement into the project rather than hoping it is inherited. The relevant published methods are:
- AASHTO T283 — resistance of compacted asphalt mixtures to moisture-induced damage, which conditions compacted specimens with saturation and, where specified, a freeze cycle, and compares the indirect tensile strength of conditioned and unconditioned specimens. The result is expressed as a tensile strength ratio. A minimum ratio of 80 % is commonly specified, and where a Superpave volumetric mix design under AASHTO M323 governs, that standard carries a moisture susceptibility requirement evaluated by T283. Take the actual limit from the project document rather than from this page.
- ASTM D4867 — an alternative method for the effect of moisture on asphalt concrete paving mixtures, used where a project specifies it instead of T283.
- EN 12697-11 — determination of the affinity between aggregate and bitumen, the European approach to the same question.
- ASTM D3625 — effect of water on bituminous-coated aggregate using boiling water, a rapid screening practice that gives a quick qualitative indication of stripping tendency. It is a screen, not a substitute for a strength-based test.
- AASHTO T182 — coating and stripping of bitumen-aggregate mixtures, another qualitative screening method that appears in older specification templates.
The treatments, in the order they are worth applying
- Drainage first. Moisture damage requires water in the pavement. Every intervention below is an attempt to survive water that should not have been there. In the delta and on the coasts, drainage design and construction are the primary defence and no additive substitutes for them.
- Compaction and air voids second. A well-compacted, low-permeability mix keeps water out of the layer. This is free in material terms and expensive in programme terms, which is why it is the control most often lost in a short season.
- Aggregate selection third, where the project has a genuine choice of source, as delta projects frequently do.
- Anti-stripping treatment fourth. The two established approaches are hydrated lime, added to the aggregate or the mix, and liquid amine-based anti-stripping additives dosed into the binder. Both are real engineering interventions with a substantial record behind them. Two cautions belong with them. The dosage, the method of addition and the verification are project decisions taken with the engineer on the actual materials, not a supplier’s recommendation from a distance. And where an additive is dosed into the binder before shipment, it becomes part of what is being bought: it has to be specified in the contract, identified on the certificate, and its effect verified on the mix by one of the tests above rather than asserted.

The dry zone is the other half of the same sentence
None of the above is the governing problem in Magway, Mandalay or Meiktila. There the binder is being asked to resist deformation at pavement temperatures produced by April maxima above 40 °C and intense solar radiation, and the answer is the harder end of the range, modification where the loading is slow or standing, and measured values rather than bands on the certificate. Two regions of one country, two failure modes, two answers — and an offer that recommends one grade for Myanmar has, by definition, got one of them wrong.
Drums, bags and bulk through a monsoon, and the loading figures behind each
Most packing specifications are written against the voyage. On this market the harder test comes after it, because the compressed season means material is pre-positioned and then stored, frequently through the monsoon itself. The environment that storage happens in is one of very high humidity, driving rain, standing water, soft ground and, in the dry zone, intense pre-monsoon heat instead. Drums dominate this market for reasons that are cumulative rather than a matter of preference, and the table below sets out the site standard loading figure for each format alongside what a Myanmar year does to it.

Import licensing, conformity as a mechanism, and the paperwork discipline behind both
This is the section where an undated web page can do the most damage, so it is written to describe mechanisms rather than to state a current position. Read it to understand how the machinery is built and what it will ask of you. Then get the current answer, in writing and dated, from a licensed customs broker in Myanmar before you contract.
Who the standards body is
Myanmar has enacted a standardization law establishing a National Standards Council, with the national standards body function carried by the government department responsible for research and innovation. Myanmar is a member of ASEAN and participates in the regional standards and conformance work carried on under it. As set out in the specification section above, none of that currently produces a generally available national paving binder specification an exporter can quote, which is why the binding requirement on a Myanmar project is the clause in the project papers. Neither body named here is a counterparty of ours and nothing in this section describes a relationship with either.
The import licensing mechanism, described as a mechanism
Trade policy and import licensing sit with the ministry responsible for commerce, through the department responsible for trade, and licence applications of this kind are handled through an electronic submission system rather than across a counter. Whether that channel, the registration it depends on and the forms it calls for are in the state described on your shipment date is for a licensed customs broker in Myanmar to confirm; what follows is the structure of arrangements of this family, which is worth understanding because the timing consequences are severe:
- The trigger is a list. Licensing regimes of this kind apply to goods identified by description and by tariff classification, set out in notifications that are issued, amended and replaced over time. Whether a given product requires a licence at a given moment is the whole question, and it is the question this page will not answer.
- The applicant is the importer, not the exporter. The importer holds the registration and applies, but the application depends on commercial documents from the seller — description, classification, quantity, value, origin — which means the seller’s documentation has to be right and early. Neither party can complete it alone.
- It is a pre-arrival step, not an arrival step. Where a licence is required, it is required before the goods arrive, and the file cannot be opened without it. A first-time exporter frequently discovers this at the point where nothing can be done about it.
- The consequence of getting it wrong is not a warning letter. Where a licence or a certificate is required and absent, the usual outcomes are detention of the goods, inspection and testing at the importer’s cost and time, penalties, or refusal of entry. On this market that lands on a cargo that has already completed an ocean voyage and, if the timing was tight, on a season that cannot absorb it.
Conformity assessment, described as a family rather than as a fact
Markets in this region variously operate pre-shipment inspection arrangements, product certification requirements and conformity assessment programmes of the kind under which an appointed body verifies goods against a referenced standard and issues a certificate that travels with the shipping documents. The common feature that catches exporters out is that verification of that kind happens in the country of supply, before the goods are shipped, not on arrival, so there is no way to fix a missing pre-shipment certificate after the vessel has sailed.
This page states no position on whether bitumen is or is not currently within the scope of any Myanmar import licensing or conformity assessment arrangement, and it names no currently appointed inspection agent. That is a deliberate refusal rather than an omission. Product lists are amended, tariff lines are added and removed, appointed bodies are re-tendered and replaced, and available routes are revised. - Is this product, under this description and this tariff classification, subject to an import licence or permit requirement on my intended shipment date, and if so what is the lead time to obtain one?
- Is it within the scope of any pre-shipment inspection, product certification or conformity assessment requirement on that date, and if so which body can act for my country of supply and what must the supplier produce and by when?
- Is there any physical marking or labelling obligation, and if so does it have to be applied before the goods are packed rather than after?
- What evidence will customs expect at the specific entry point I am actually using, and does the answer differ if the goods are entered into a special economic zone rather than for home use?
That last question is not padding, and it leads directly into the next point.
Special economic zones are a separate customs proposition
Myanmar has a special economic zone law and zones established under it, of which the zone adjacent to the Thilawa terminals downstream of Yangon is the one a bitumen buyer is most likely to meet, with further zones at Kyaukphyu and Dawei having been the subject of long-running development. The structural point matters regardless of any zone’s current status: goods entering a zone may be handled under a different customs procedure from goods entered for home use, with different treatment of duties and taxes, different documentation and a different relationship with the domestic market. That is not a loophole and it is not advice; it is a reason to establish at the enquiry stage whether the cargo is destined for a zone or for the domestic customs territory, because the two are different transactions and a quotation built on one cannot simply be re-addressed to the other. The applicable procedure is a question for a licensed customs broker and for the zone authority, and this page states no position on it.
The customs machinery
Customs is administered by the Myanmar Customs Department, within the ministry responsible for finance, and import declarations are lodged electronically through the automated cargo clearance system operated for that purpose rather than across a counter. The precise system, the declaration format and the supporting documents it calls for are matters to confirm with a licensed customs broker for your entry point and your shipment date, not from an undated page. Two structural points matter to a seller. The first is that the import file is opened before the goods arrive, which means the importer needs commercial documents from the seller earlier than a first-time exporter expects; late or inconsistent seller documentation stops the buyer from opening the file at all. The second is the regional layer: Myanmar is a member of ASEAN, and preferential treatment under the ASEAN trade in goods arrangements depends on origin evidence in the prescribed form. Whether any preference is available for goods of a given origin, and what evidence would establish it, is a question for the broker and not something this page asserts.

The document set, and the discipline that keeps it moving
The core set is not exotic and the failures are almost never exotic either. Expect to provide, and write into the contract rather than assume:
- Commercial invoice, with a goods description that matches every other document word for word.
- Packing list stating drum type and net weight with drum tare excluded, and the package count that will be checked against the transport document.
- Certificate of origin from the issuing chamber of commerce, in the form required — and note that a preferential form and an ordinary form are different documents obtained in different ways.
- Safety data sheet, carried with the vehicle on the inland legs rather than only in the file, and where the movement is at elevated temperature, the dangerous goods documentation that follows from UN 3257 Class 9.
- Batch-specific Certificate of Analysis with measured values, not a typical-values sheet reissued for every consignment.
- Bill of lading for a sea arrival — a negotiable document of title a bank can hold security against. Where any part of the movement is overland across a land frontier, the transport document becomes a road consignment note, which is a receipt and evidence of the contract of carriage but not a document of title, and a letter of credit drafted around a marine bill of lading cannot be satisfied by one. Settle the transport document with the bank before the credit is opened.
- Any licence, permit or conformity certificate the mechanisms above require, obtained in the sequence those mechanisms require rather than in the sequence that is convenient.
The discipline that matters more than any individual document is consistency. Keep the goods description word for word identical across the contract, the credit, the invoice, the packing list, the transport document, any licence or conformity documentation and the customs declaration. A description that drifts between documents is the most common self-inflicted cause of a hold anywhere in the world, it is entirely avoidable, and on a market with a five-month working window it is a delay that can cost a season rather than a week.
Payment, banking and insurance
Three points are worth stating carefully and none of them is advice. First, the payment mechanism has to be settled with the buyer’s bank early, and the terms of any documentary credit have to match the documents that will actually exist — the transport document type, the certificate of origin form, the inspection certificate if one is required and the Certificate of Analysis. A credit calling for a document that the transaction will not produce is a discrepancy waiting to happen, and a discrepancy at the wrong point in a compressed season is expensive in a way that has nothing to do with bank charges. Second, a marine cargo policy that ends at the port does not cover an inland leg, and on a Mandalay, Taunggyi, Sittwe or Myeik delivery that leg is a substantial part of the journey, over terrain and in a season that materially affect the risk. Inland transit cover has to be arranged deliberately. Carrier liability under a road carriage arrangement is limited and is not cargo insurance; it will not make a buyer whole on a full load. Third, the delivery term and the insurance arrangement have to be chosen together rather than in sequence: CIF is the rule under which the seller procures cover, and a buyer who intends to place cover at home should be contracting on CFR or FOB instead.
Trade controls, and what this page will not do
This page takes no position on licensing, trade-control, financial-sanctions or counterparty-screening questions for any country, and nothing on it should be read as an assurance that a given transaction is permitted for a given party. Those questions depend on the parties, the banks, the flag, the route and the jurisdictions each party is subject to, and they are answered by advisers who are accountable for the opinion. The order to take the decisions in
Because a Myanmar consignment is bounded by a season as well as by a route, the sequence matters more than usual. Take them in this order and no decision invalidates the one before it.
- First, fix the date the material has to be on site and under cover, and run the calendar backwards as set out earlier on this page. If the arithmetic does not close, the answer is a different window or a different region, not a faster shipment.
- Second, establish the delivery town, its region and its altitude. Not the country. This decides the gateway, the inland leg, the climate zone, the grade and the packing.
- Third, take your own legal, compliance and banking advice, covering the goods, the parties, the customs territory and the payment mechanism.
- Fourth, put the licensing and conformity questions to a licensed customs broker in Myanmar, in writing and dated, early enough that anything required before shipment can actually be arranged in the country of supply.
- Fifth, settle the gateway, the routing and the current operating status with a freight forwarder, in writing, including which mode they can execute for this commodity and what it does to container free time.
- Sixth, read the project’s binder clause, establish whether it is penetration or performance graded and which standard’s table it intends, and settle where in the band the batch has to sit.
- Seventh, add the lines the export sheet does not carry: a moisture-susceptibility requirement at mix level for a wet-region site, a low-temperature line for an upland one, and the ageing procedure the clause actually controls.
- Eighth, choose the packing from the storage duration and the handling count, not from container economics alone, and write the storage plan into the delivery arrangement.
- Ninth, choose the Incoterms 2020 rule from the mode and name the place precisely, and settle in the same clause who bears the cost of a vehicle standing and waiting.
- Tenth, write the test schedule into the contract and inspect at loading, with sampling to ASTM D140, sealed retained samples held by both parties, and a recorded drum count, drum condition and seal number at every handover.
Frequently asked questions about bitumen supply to Myanmar
When should we place an order for a Myanmar project?
Earlier than you think, and the reason is the monsoon rather than any commercial preference. The southwest monsoon reaches the coast and the delta around the second half of May and withdraws through October, and while it runs, bituminous work over the wet regions is not slowed but stopped: a mix cannot be laid on a wet surface, a prime coat cannot cure into a saturated base, and an emulsion cannot break and set in air that is at saturation. That leaves a working window from roughly November to May, and once mobilisation and the shoulder weeks are taken out it is barely half the year. Run the calendar backwards from the date the material has to be standing on site and under cover: inland haulage from the gateway, customs clearance and any licensing or conformity step, the ocean transit and, at a river port, the river passage, the vessel booking against a service that does not sail daily, production and packing, third-party inspection and the laboratory work behind a batch certificate, and the time to agree the contract and open and check a credit. Add those honestly and a November start is a conversation that should be happening months before, not in October. The central dry zone around Mandalay and Magway is the exception: it receives far less rain, its window is materially longer, and work often continues through parts of the monsoon there. A buyer running projects in both regions is running two calendars, not one.
Which port should we use, Yangon, Thilawa, Kyaukphyu or Dawei?
It depends entirely on where the project is, and the first distinction to make is between a river port and a deep-sea one. Yangon is a river port: its city wharves lie inland up a tidal estuary reached by a buoyed and dredged channel across a bar at the river mouth, and movements on a river approach are worked to tidal windows rather than at will. Thilawa lies on the same river downstream of the city beside the special economic zone, which is a different position on the same constraint. Kyaukphyu on the Rakhine coast and Dawei in the far south face open water. For a Yangon, delta, Naypyidaw or Mandalay project the Yangon gateways are the natural choice. For a Rakhine project a coastal arrival avoids a very long road leg over the Rakhine Yoma that a Yangon-landed cargo would otherwise have to make. For the far south, sea access matters more than road access. Two cautions. This page states nothing about what is built, commissioned, operating or available at any of these places, and nothing about draught, throughput or berths; that is a freight forwarder’s job and the answer has a date on it. And the presence of energy or bulk infrastructure at a port says nothing whatever about whether a bitumen parcel can be discharged, heated, stored and released there — heated tankage and drum handling are contracted arrangements with individual operators, never inferences from a port’s name.
What grade of bitumen does Myanmar use?
There is no single national answer, and a supplier who gives you one has not asked where the site is. Within a few hundred kilometres the country runs from a delta at sea level receiving thousands of millimetres of rain a year to a central dry zone with April maxima regularly above 40 °C, and then up to an eastern plateau where towns sit around 1,000 to 1,450 m and winter nights fall into single figures in °C. In the dry zone around Mandalay, Magway and Meiktila, sustained high pavement temperature makes rutting the governing failure mode and the answer leans hard: 60/70, with 40/50 or a modified binder where the pavement is also heavily or slowly loaded. On the Shan plateau and in the Chin hills the rutting argument weakens, thermal cycling matters more, the softer band fits better, and a low-temperature line should be added to the certificate because no export sheet carries one. In the delta, on the Rakhine coast and in the southern strip the governing durability problem is not the binder grade at all but moisture damage, which is answered at mix level with aggregate selection, mix design, compaction, drainage and an adhesion strategy. Establish the town and the altitude, then read the project clause, then quote against that clause.
Which Myanmar standard does your bitumen comply with?
The honest answer is that Myanmar does not publish a widely available national paving binder specification of the kind several of its neighbours do — India, for instance, publishes IS 73 for paving bitumen with its viscosity grades and their acceptance limits — so there is no Myanmar designation to quote, and this page deliberately invents none. What happens in practice is that specifications on Myanmar projects commonly reference international practice, typically ASTM or AASHTO designations and in internationally designed work sometimes European ones, and the requirement that actually binds a shipment is the clause written into the project papers. Ask for the clause; it is a normal request and a serious buyer will send it. Drums or bulk for a Myanmar delivery?
Drums, in almost every case, and the reasons are cumulative rather than a matter of preference. A bulk parcel by sea requires a contracted receiving arrangement with a facility that has heated shore tankage for this product, a compatible discharge connection, pumping capacity and the willingness to take the parcel; that is a commercial arrangement with an individual operator and it can never be inferred from a port’s name, its size or the presence of other petroleum handling in the country, and nothing on this page states that any Myanmar facility handles bitumen in bulk. Layer the river approach to the Yangon gateways on top of that and the case weakens further: a single bulk parcel is indivisible and depends on one movement going right, whereas containerised drummed cargo is divisible across sailings and weeks. Then add the destination. A heated road tanker is only useful if the receiver can take the whole load promptly, which a mobile plant on a delta or upland project cannot; a tanker holds temperature badly across a long leg with handovers on it; and a drum fails locally, so a damaged drum costs one drum out of eighty whereas a compromised bulk load costs the consignment at a point in the season where it cannot be replaced. Drums also allow staged use, storage under cover through the monsoon and heating one unit at a time. Bulk deserves a hearing close to a gateway at a permanently equipped installation, and that is the honest boundary. Specify new steel drums in the contract in words: reconditioned drums are the commonest source of contamination disputes in this trade anywhere.
Our delta project keeps getting stripping and potholing. Is that the bitumen?
Almost certainly not the binder grade, and that is the point. Moisture damage, commonly called stripping, is the progressive loss of adhesion between the binder film and the aggregate surface in the presence of water, and it is a mix-level phenomenon rather than a binder-level one: it depends on the interaction between a specific binder and a specific aggregate, on the air void content and permeability of the compacted mix, and on whether water can get into the layer and out of it. No penetration figure, softening point, ductility, solubility or ageing result on a binder certificate tells you anything about it, and any supplier claiming moisture performance from a paving grade certificate is overstating what the document can carry. In the Myanmar delta four factors stack: rainfall in the region of 2,000 to 2,900 mm a year concentrated into a few months, a high water table and difficult drainage on alluvial ground barely above sea level, compaction achieved under programme pressure in a short season, and — specific to the delta — the absence of hard rock in it, so aggregate is brought in and its mineralogy is a source decision rather than a local given. Siliceous and acidic aggregates and rounded river gravels generally hold binder less well against water than calcareous and basic aggregates do. The answers, in order: drainage, then compaction and air voids, then aggregate source where there is a genuine choice, then anti-stripping treatment with hydrated lime or a liquid amine additive dosed and verified on the actual materials with the engineer. Verify by test on the compacted mix — AASHTO T283 or ASTM D4867, with EN 12697-11 as the European approach and ASTM D3625 or AASHTO T182 as rapid screens — and take the acceptance limit from the project document.
Can you quote CIF Yangon for a project in Mandalay or Muse, and which Incoterm should we use?
A CIF Yangon price can certainly be quoted and it is a proper offer, but for an inland project it should be labelled as what it is rather than presented as a delivered price. Commonly cited road distances put Mandalay at roughly 590 km from Yangon by the expressway and Muse at roughly 450 km beyond Mandalay again over mountain roads, so for a heavy, low value density cargo the excluded leg is a major cost line rather than a delivery charge, and for a Rakhine project it also includes a mountain crossing. On the rule itself: under Incoterms 2020, FAS, FOB, CFR and CIF are sea and inland waterway rules built around a vessel and a port. They are coherent for a parcel discharging at Yangon or Thilawa and incoherent for a truck arriving at a plant outside Mandalay, because they create a risk transfer point that does not exist on a road movement. For an inland delivery use the any-mode rules — FCA, CPT, CIP, DAP or DPU — each naming a precise place rather than a country; DAP Myanmar is not a delivery term, DAP followed by a named town or site is. Settle in the same clause who bears the cost of a vehicle standing and waiting. DDP should not be agreed casually, because it puts import clearance and charges on a seller who may not be able to act as importer of record and who cannot answer a licensing or conformity requirement from outside. And where any part of the movement crosses a land frontier, remember that the transport document becomes a road consignment note rather than a bill of lading, which is not a document of title and cannot satisfy a credit drafted around a marine bill.
