Grade and governing standard
The grade name alone is not a specification. Name the standard with it — 60/70 to ASTM D946, VG-30 to IS 73:2013, PG 64-16 to AASHTO M320 — so the offer, the contract and the certificate all describe the same material.
Whatever the grade, the destination or the size of the shipment, a bitumen purchase comes down to the same six decisions. Everything else on this page is detail underneath one of them.

How much, what tolerance is allowed either side, and whose weight counts: a load-port survey, a weighbridge tally, or drum count multiplied by declared net weight. Left undefined, this is what quantity arguments after arrival are actually about.
Drum, bag, bitutainer or bulk, with the net weight per unit stated separately from the tare. This sets container count and freight before it affects anything else.
An Incoterms 2020 rule with the port or place written after it. A price quoted without one cannot be compared against another price, because the two may not include the same costs at all.
Which certificates travel with the cargo, who issues them, and whether an independent inspector samples and seals at load port. Documents are what a bank, an insurer and a tribunal actually read.
The instrument, the trigger that releases each payment, and how long the price holds. This is the decision that determines what happens if something goes wrong.
Almost every grade question has the same answer: start with the document that governs the work, not with the product catalogue.
If the work is tendered against a road authority specification, a national standard or a client technical schedule, the grade is already chosen. Your job is to source it, not to select it. Read that document first and copy the grade designation and the standard reference into your enquiry exactly as they appear. Grade errors expensive enough to reject a cargo often start with a buyer paraphrasing a specification from memory instead of quoting it.
Three classification systems are in daily use, and each answers a different question about the binder:
The same material can be described in all three systems, but a grade in one system is not automatically proved in another, because the tests that would prove it may never have been run on that batch. A cargo sold as 60/70 does not by itself satisfy a VG-30 or PG 64-16 specification. Where a specification names a system, buy in that system, and treat the grade equivalence tables as a comparison aid rather than a licence to substitute.
The penetration scale runs backwards from the way most buyers first read it: the smaller the number, the harder the binder, because the needle sank less far into it. Hotter climates and heavier axle loads push the choice towards harder grades because rutting is the dominant risk; cooler climates and high altitude push it towards softer grades because thermal cracking is. In broad terms:
A harder grade is not a higher quality grade. It is a different answer to a different climate, and using a hard binder in a cold region produces cracking just as reliably as a soft binder ruts in a hot one.
Oxidized or blown bitumen is named the other way round from paving grades: in 85/25, the first number is the approximate softening point in °C and the second is the approximate penetration in dmm. These grades are made for roofing felt and membranes, waterproofing, sealing compounds and pipe coating. They are not hot-mix paving binders — the same air-blowing that lifts the softening point also produces a binder that is not designed for load-associated fatigue in a pavement. Buying oxidized 85/25 for a road because the numbers look tougher is a real and expensive mistake. For line pipe, the relevant family is enamel grade bitumen, specified against the coating standard the client names.
Cutback bitumen is bitumen thinned with a solvent so it can be applied at low temperature. The letters give the solvent and therefore the curing speed — MC for medium curing on a kerosene-type solvent, RC for rapid curing, SC for slow curing — and the number is the kinematic viscosity band at 60 °C under ASTM D2027. That is why MC-30 is fluid enough to soak into a granular base as a prime coat and MC-800 is not.
Bitumen emulsion is bitumen dispersed in water with an emulsifier, so it can be sprayed warm rather than hot. Grade names encode the charge and the setting speed — cationic rapid, medium and slow setting — and the family covers tack coats, prime coats, slurry seals and chip seals. Polymer modified bitumen is a paving binder with an elastomer such as SBS blended in, used where traffic, stress or temperature range exceed what an unmodified binder handles, and where the specification calls for a modified binder or a high-temperature performance grade.
Equivalence is a comparison, not an interchange. If you cannot source the grade named in the specification, obtain written approval for the alternative from the engineer before the cargo ships, supported by the actual certificate of analysis of the material you propose. Approval sought after arrival is a negotiation conducted from the weakest possible position.

A specification says what the product should be. A certificate of analysis says what one batch actually measured. Buyers get into trouble when they accept the first in place of the second.
Penetration 60–70 dmm is a number. Penetration at 25 °C, 100 g, 5 s, to ASTM D5: 60–70 dmm is a specification. The difference matters because several properties can be measured by more than one method, at more than one temperature, and the results are not interchangeable. Viscosity measured as absolute viscosity at 60 °C (ASTM D2171) and kinematic viscosity at 135 °C (ASTM D2170) are different numbers describing the same binder. Ageing measured by TFOT (ASTM D1754) and by RTFOT (ASTM D2872) are different conditions. Write the method into the contract alongside the limit, and require the certificate to report the same method. A specification is a set of defences, each protecting against a different failure. Grouped by purpose:

The technical data sheet describes the product in general and is a sales document. The certificate of analysis reports one batch and is an evidence document. The safety data sheet covers hazards, handling and emergency response, and is increasingly requested by destination customs and by terminals. They are not substitutes for one another, and a supplier who offers a data sheet when you asked for a certificate has answered a different question. Compare against the published bitumen specifications and technical data sheets before you accept either.
Packing has a larger effect on landed cost than almost any other decision a buyer makes, and it is usually the decision made last.
A 20-foot container takes eighty steel drums, stowed as two tiers of forty across the floor. That eighty is a stowage limit, not a weight limit, so the tonnage in the box is simply eighty multiplied by the net weight per drum: a 150 kg drum gives you 12 MT, a 180 kg drum 14.4 MT, a 185 kg drum 14.8 MT. Bagged cargo works the other way round and stops at the payload limit instead — twenty one-tonne jumbo or poly bags and 20 MT in the same box. A bitutainer or heated tank container moves 20 to 25 MT as a single unit.
Follow that arithmetic through and the practical consequence appears immediately: the smaller the drum, the more containers you book and the more freight you pay for the same delivered tonne. A 200-litre drum is not a 200 kg drum. What you buy is the net weight of bitumen in the drum; the steel is tare, typically in the region of 20 kg per drum, and it must be excluded from the invoiced net weight. State that explicitly in the contract, together with the drum marking you require — grade, batch or lot reference, net weight, gross weight and country of origin. Where a buyer and a seller argue about quantity after arrival, the argument is almost always about tare, tolerance or the weighing point rather than about missing cargo.
Bitumen expands as it heats, at roughly 0.06 % per °C. Between 15 °C and a 150 °C loading temperature, the same mass of bitumen occupies about 8 % more volume. Any quantity expressed in litres, cubic metres or barrels is therefore meaningless without the temperature it was measured at, and any conversion between mass and volume needs both a density and a reference temperature. Buy and sell by mass wherever you can, and where volume is unavoidable, fix the reference temperature and the correction basis in the contract. A reconditioned drum saves a few dollars and carries whatever its previous contents left behind, which is why contamination claims and cargo refused at the gate cluster around drums that were never specified as new. Silence in the contract is read as permission. Write new, unused steel drums into it, state the steel gauge and the closure type, and make drum condition part of what the independent inspector reports on at loading. The right packing is decided by the receiving end, not the shipping end. With no melting equipment, drums are the practical choice because they can be cut, decanted or melted with modest kit. With a melting unit or kettle, jumbo and meltable bags remove most of the steel waste and the cost of disposing of it. With heated storage and a pump, a bitutainer or bulk parcel gives the lowest cost per tonne but requires discharge capability, heating and somewhere to put the product on arrival. Add the local cost of empty drum disposal — or the local resale value of empty drums, which in some markets is meaningful — before deciding that the cheapest packing per tonne is the cheapest packing overall.
In this trade the cargo and the document set are effectively one product. A shipment that arrives without the right paperwork is a shipment that cannot be cleared, cannot be paid for and cannot be claimed against.
FOB, CFR and CIF were written for bulk and breakbulk cargo, where risk passes when the goods are on board the vessel. For containerised bitumen — drums, bags and bitutainers — risk in practice passes when the container is handed to the carrier at the terminal, days before it is loaded. The rules written for that reality are FCA, CPT and CIP. Container quotations on CFR and CIF terms remain common anyway, and in the ordinary case where nothing goes wrong the mismatch never surfaces. It surfaces in precisely the situation insurance exists for: a box crushed, dropped or flooded in the terminal stack, days before the vessel it was booked on arrives. Under the container rules that loss sits with the party who should be carrying it; under the bulk rules the answer is arguable, and arguable is expensive.
One point buyers regularly miss: Incoterms 2020 raised the insurance level required under CIP to Institute Cargo Clauses (A), while CIF still requires only the minimum cover of Institute Cargo Clauses (C). It depends on form and temperature, and getting the declaration right is the shipper's obligation and the buyer's problem when it goes wrong.
Confirm the classification against the IMDG Code edition in force and with the carrier at the time of booking. Never allow a cargo to be declared as something it is not to save freight — the saving is trivial and the consequence is a cancelled booking, a fine, or a voided insurance policy.

Several importing countries operate pre-shipment conformity assessment schemes that require a certificate issued before the cargo sails; obtaining one afterwards is expensive or impossible, and the cargo can sit at the port meanwhile. Where drums travel on wooden pallets, the timber must meet ISPM 15 heat treatment and be marked accordingly. Beyond that, national HS subheadings, import licensing and consignee naming conventions vary, and the consignee details on the bill of lading must match the import documentation exactly. Confirm all of it with your customs broker in the destination country before the cargo is booked, not after it sails. Bitumen is a commodity with a visible cost structure. Understanding what moves the number is what lets you tell a competitive offer from an offer that is missing something.
Because these components move independently, a serious offer carries a validity date. An offer with no validity date is an indication, not a price you can build a tender around.
Most apparent price gaps between suppliers are not price gaps. Before concluding that one offer is cheaper, align all of these: the Incoterm and named port; the packing and whether drums are new or reconditioned; whether the quoted weight is net or gross; the quantity tolerance; whether third-party inspection is included; and the payment terms, because extended credit has a cost built into a price. Once those are aligned, most of the difference usually disappears — and whatever remains is worth asking a direct question about.
A credit pays against documents, not against quality. If the goods are off specification but the documents are compliant, the bank pays. The way to close that gap is to make an independent inspection certificate one of the required documents under the credit, naming the inspection company, the tests to be performed and the specification limits to be reported against.
The other half of the problem is discrepancies. First presentations under documentary credits are routinely rejected on document errors rather than on anything wrong with the cargo, and every unnecessary or impossible requirement written into the credit is a discrepancy waiting to happen — particularly documents the seller cannot obtain, or documents issued by the buyer. Agree the draft credit text with the seller before the credit is opened. Amending a credit afterwards costs money and time on both sides.
Check that the account name on the payment instruction matches the contracting entity on the contract exactly. Then treat any mid-transaction change of bank details as fraudulent until you have disproved it. The fraud does not announce itself: it arrives as a courteous message, correctly threaded into the conversation you were already having, explaining that the usual account is under audit and giving new details. Verify by calling a number you obtained earlier in the relationship, never a number contained in the message asking for the change. Separately, confirm with your own bank that the payment route can actually be executed before you sign, because a structure your bank will not process is not a structure. Start with the document that governs the work. If a road authority specification, national standard or client schedule names a grade, that is the grade — source it rather than select it. If nothing is specified, climate and loading decide: harder grades such as 40/50, 30/40 and VG-40 for very hot climates and heavy traffic; 60/70, 50/70 and VG-30 for most hot-climate paving; 80/100 and 85/100 where low-temperature cracking is the greater risk. Application matters as much as climate — oxidized grades are for roofing and waterproofing rather than paving, and cutbacks and emulsions are for prime and tack coats rather than structural mixes.
They are three measuring systems, not three products. Penetration grading classifies the binder by needle penetration at 25 °C under ASTM D5, giving grades such as 60/70. Viscosity grading, used in India under IS 73:2013, classifies by absolute viscosity at 60 °C under ASTM D2171, giving VG-10 to VG-40. Performance grading under AASHTO M320 classifies by the pavement temperature range the binder is verified to survive, giving designations such as PG 64-16, using DSR, RTFO, PAV and BBR testing. The same material may be describable in all three, but a grade in one system is not automatically proved in another, because the tests that would prove it may never have been run on that batch.
Four things together, all agreed before shipment. The grade and governing standard written into the contract; a batch certificate of analysis reporting measured values with the batch number, test date and test methods; independent sampling and testing at load port by an inspection company such as SGS, Intertek or Bureau Veritas; and sealed retained samples held by both parties so any later test can be traced back to the cargo. Any one of these alone is weak. Testing only after arrival is the weakest position of all, because by then the cargo has usually been paid for and discharged.
For drums, work from the stowage limit rather than the weight limit. Eighty steel drums fill the floor of a 20-foot container as two tiers of forty, so the tonnage is eighty multiplied by the net weight per drum — 12 MT for a 150 kg drum, 14.4 MT for a 180 kg drum, 14.8 MT for a 185 kg drum. One-tonne jumbo or poly bags behave differently and stop at the payload limit instead, giving twenty bags and 20 MT. A bitutainer or heated tank container moves 20 to 25 MT as a single unit. Confirm against the actual drum dimensions, the container type offered and any road weight limit applying between the destination port and your site, since that last constraint occasionally sets the real ceiling.
Commercial invoice; packing list showing net and gross weights and the shipping marks; bill of lading or seaway bill; certificate of origin; batch certificate of analysis; safety data sheet; and, where agreed, an independent inspection certificate covering quality, quantity and packing condition. Under CIF or CIP the seller also provides an insurance certificate, and bulk shipments usually add a quantity or weight certificate from the load-port survey. Agree the exact list in the contract, because if you are paying under a letter of credit that list becomes the condition for payment.
It depends on form and temperature. Solid penetration grade bitumen in drums or bags at ambient temperature is generally not regulated for sea transport. Bulk or tank-container bitumen carried hot at or above 100 °C moves as an elevated temperature liquid, UN 3257, Class 9. Cutback bitumen contains a volatile solvent and moves as a flammable liquid, UN 1999, Class 3, with the packing group following its flash point. Emulsion is water based and normally unregulated, but it must be kept from freezing. Confirm the classification against the IMDG Code edition in force and with the carrier at the time of booking, and never allow a cargo to be declared as something it is not.
An irrevocable documentary letter of credit at sight, subject to UCP 600, confirmed by a bank in your own country if the issuing bank or country risk concerns you. It releases funds only against documents proving the cargo was shipped. Because a credit pays against documents rather than against quality, make an independent inspection certificate one of the required documents and name the inspector, the tests and the limits. Where a credit is impractical, a deposit with the balance payable against the inspection certificate and the bill of lading achieves much of the same effect. A full advance to a counterparty you have not dealt with removes every protection you have.
Petroleum bitumen is classified under HS heading 2713.20 at the international six-digit level. Bituminous mixtures such as cutbacks, mastics and emulsions based on petroleum bitumen normally fall under heading 2715 instead, which matters because duty rates and import requirements can differ between the two. Countries add national subheadings beyond six digits, so confirm the full code with a customs broker in the destination market before the invoice and packing list are issued. A wrong code is a clearance delay and sometimes a penalty.
