Bitumen Supply to Bangladesh: Grades, the Monsoon Season, Chattogram and Mongla

Bangladesh is a delta with a short building year, and two facts about the country decide almost everything a bitumen buyer has to settle before grade or price is discussed. The first is the monsoon. Something in the order of four fifths of the annual rain falls between the arrival of the south-west monsoon around the turn of May and June and its withdrawal in October; bituminous work effectively stops while it does; and the practical laying window is compressed into the dry months either side of the new year. That turns procurement into an exercise in counting backwards from the first workable day rather than forwards from an order date, and it is the single largest difference between planning a Bangladeshi consignment and planning one for a dry hot market. The second fact is water in its other role. Bangladesh is the delta of the Ganges, the Brahmaputra and the Meghna, and a large share of its inland freight moves on rivers rather than roads, which changes what packing makes sense and where a one tonne bag stops being the cheapest answer. Market summary

A short building year in the world’s largest delta

Most country pages on this site open with a route. Bangladesh has to open with a calendar and a map of water, because those two things decide the route, the packing, the grade conversation and the order date, in that order.

Bangladesh occupies the lower delta of three great rivers — the Ganges, which becomes the Padma inside the country, the Brahmaputra, which becomes the Jamuna, and the Meghna, into which both eventually drain. It is the largest river delta in the world, and the consequence is that most of the national territory is low-lying alluvial floodplain only a few metres above sea level. There is high ground in the south-east, in the Chattogram Hill Tracts, and broken ground in the north-east around Sylhet, but the country a road engineer actually works in is flat, soft, waterlogged for part of every year and made almost entirely of sediment.

Three consequences follow, and they run through every section of this page.

  • Roads are built on embankments. Because the floodplain floods, a road that is to remain usable has to sit above a design flood level, which means the earthworks are a larger share of the job than they are in a dry country, and the subgrade beneath them is soft alluvium that settles. Settlement produces cracking, and in this climate a crack is not a cosmetic defect: it is the route by which water gets into the pavement.
  • There is almost no rock. A delta is where stone stops. Natural coarse aggregate is scarce and comes from a small number of sources — river-bed boulder and shingle dredged in the north-east, stone imported across the northern and eastern land frontiers, and the country’s one underground hard rock mine at Madhyapara in Dinajpur in the north-west. Where those are short or expensive, crushed burnt clay brick, known locally as khoa, has long been used as a road aggregate. That is an unusual materials position, and it is the reason the adhesion discussion further down this page is a live commercial matter rather than a formality.
  • Rivers are freight infrastructure. The same water that complicates the road network carries a large share of the country’s bulk cargo. Inland water transport is not a picturesque survival here; it is a national system with its own authority, its own declared routes and its own dredging programme, and it reaches places the road network reaches slowly or not at all.

The monsoon, stated precisely enough to plan against

The south-west monsoon reaches Bangladesh around the turn of May and June, usually touching the south-east coast first and spreading north-west over the following weeks, and it withdraws over the course of October. The Bangladesh Meteorological Department announces onset and withdrawal, and the dates move by a week or two either way from year to year. The share of annual rainfall delivered in that period is commonly given as about four fifths. National average annual rainfall is commonly cited in the region of 2,300 to 2,500 mm, but the average conceals the important variation: the north-east, sitting immediately below the Meghalaya hills, is among the wettest inhabited regions anywhere and receives a multiple of the national figure, while the west and north-west around Rajshahi are appreciably drier.

Around that central block sit three other weather regimes that matter to a delivery schedule. From March to May the pre-monsoon brings the nor’westers, the violent short-lived squall lines known locally as Kalbaishakhi, which can end a laying day out of a clear morning. April and May, and again October and November, are the two cyclone seasons in the Bay of Bengal, and a cyclone warning does not merely threaten a site: it suspends port and inland vessel operations while the warning stands. And from roughly mid-November to February the country has its dry cool season, which is the part of the year the whole construction industry is trying to use.

Why the heat argument is different here

Bangladesh is hot, but it is not Gulf-hot. Daily maxima through the pre-monsoon months are commonly in the mid-30s °C, with the highest readings recorded in the west of the country, and the sustained extremes that push a Basra or a Baghdad specification toward the hardest paving grades are not the everyday condition here. What Bangladesh has instead is heat with humidity, and then months of standing water. Relative humidity through the monsoon commonly sits above 80 per cent for weeks at a time. The dominant durability problem on a Bangladeshi pavement is therefore not rutting alone; it is moisture damage — water working into the mix, breaking the bond between the binder and the stone, and stripping the film off the aggregate, after which the surface ravels and potholes regardless of what the binder’s penetration certificate said.

That is the pivot of the whole technical argument on this page, and it is worth stating bluntly before the detail: the grade name is the smaller half of the question and the mix is the larger half. A supplier who tells a Bangladeshi buyer that a particular grade solves moisture damage is either confused or selling something.

What has to be settled before a Bangladeshi enquiry can be priced

  • The month the material has to be on site, not the month you would like to order. Everything else on this page is downstream of that single date.
  • The destination district, and whether its last leg is road or water. That decides the port, and it decides the packing unit, because a jetty without lifting plant cannot receive a one tonne bag.
  • What the receiving site can store, and under what cover. Material bought for a season that has not opened yet has to survive the interval, and in this country the interval is a monsoon.
  • Which authority wrote the specification. A national highway package and a rural road package are let by different organisations with different documents and different testing regimes.
  • The moisture and adhesion requirement, agreed with the mix designer, because it is the one requirement a standard export certificate does not carry and the one most likely to decide how the pavement performs.

What this page does not tell you

It does not state that any port, terminal, channel, railway, road or inland waterway is open today, running to a schedule, or accepting this commodity. Geography is stated because geography is stable; operating status is not, and it cannot be verified from a supplier page. It gives no transit times in days, no freight rates, no vessel, barge or vehicle payloads as fact, no duty or tax rates and no prices. It names no shipping line, forwarder, terminal operator, refinery, product brand or client, and claims no office, agency, presence or shipping history in Bangladesh. It does not state whether this product is currently within the scope of any conformity assessment, certification or inspection requirement, because such schemes exist, their scope changes and naming a current position would be worse than useless — that is a question for a licensed customs broker in Bangladesh, answered in writing and dated. And it does not print a Bangladeshi national standard designation for paving bitumen, for the reason set out in the specification section: the requirement that binds a shipment is the one the tender document incorporates, and a number filled into a compliance box from memory is a false compliance claim sitting inside a contract.

Market geography

Chattogram, Mongla, and the other ways cargo reaches a Bangladeshi site

Bangladesh has no natural deep-water port. Both of its working sea gateways are approached up a river, which is why draught, tide and siltation govern parcel size here in a way that berth length and crane capacity govern it elsewhere. Below the two seaports sit the inland container terminal, the rail corridor, the river ports and the land frontier posts, because in this country the sea leg is frequently the shorter half of the journey. Everything in this table is geography. Nothing in it says that a facility is currently open, dredged to a stated depth, or able to handle bitumen in your packing on your dates.

Two cautions belong with this table. First, it is a map, not a timetable. Whether any port, terminal, channel, rail service or land port above is open, dredged, staffed and willing to handle a bitumen consignment on a given date is an operating question that changes and must be confirmed in writing with a freight forwarder and, where customs is involved, with a licensed clearing and forwarding agent in Bangladesh. Second, and specific to this country: the two seaports are not interchangeable and the choice is decided by the destination district, not by freight rate. Chattogram serves the east, the centre and Dhaka; Mongla serves the south-west and, since the Padma bridge road deck opened, reaches Dhaka without a ferry. Landing a cargo at the wrong end of a country whose interior is crossed by three of the largest rivers on earth is an expensive mistake to discover after the bill of lading is issued. Inland distribution

The inland leg: rivers, lighters, bridges, and a season that runs the wrong way

In most markets the inland leg is a detail settled after the sea leg. In Bangladesh it is the half of the journey that decides the packing, and it behaves in a way that is the exact inverse of the construction season.

The waterway network is a national system, not a residue

Inland navigation in Bangladesh is administered by the Bangladesh Inland Water Transport Authority, established in 1958, which declares and maintains the navigation routes, runs the dredging programme and administers the inland river ports. The country’s total length of rivers, channels and creeks is commonly cited at around 24,000 km. The length that is actually maintained as navigable waterway is far smaller and, critically, it is not a constant: figures commonly quoted put it in the region of 6,000 km at the height of the monsoon, falling to something closer to 4,000 km in the dry season as shoals emerge and declared depths are reduced. Those are orientation figures rather than contract terms, and the depth available on a particular route in a particular month is a question for the authority and for the vessel operator.

What a buyer should take from them is the shape rather than the number. The navigable network expands and contracts by something like a third between the wet season and the dry one, and the reduction falls hardest on the smaller channels that reach the places furthest from a highway.

The inversion, and why it is the most useful thing on this page

Put the two calendars side by side and the awkwardness is obvious.

  • June to September: rivers at their annual maximum, the widest length of the network navigable, the deepest draughts available, and the easiest water access to remote sites. Also the months in which no bituminous work can be done.
  • December to March: the laying season, dry surfaces, workable compaction, the whole industry building at once. Also the months in which the rivers are falling toward their minimum, channels shoal, and a loaded vessel that could reach a jetty in August may not reach it in February.

So the water network is at its best exactly when the destination cannot use the cargo, and at its most restricted exactly when the destination needs it. This is not a reason to avoid river distribution — for a great many Bangladeshi sites there is no realistic alternative — but it is a decisive reason to move material inland early and store it, rather than call it forward against demand. It also explains a practice that looks illogical from outside: buyers pre-position binder at a site months before it will be used, and then spend real effort on how it is stacked and covered, because the alternative is a delivery that cannot physically be made in the month it is wanted.

Lighterage, and why bulk economics look strange here

The other feature of Bangladeshi logistics that surprises a first-time importer is the scale of the lighter vessel trade. Because the river approach to Chattogram limits draught, deep-loaded bulk vessels commonly discharge overside at the outer anchorage into small shallow-draught vessels, which then carry the cargo up the inland waterways to river terminals. It is a long-established system and it handles a substantial share of the country’s bulk imports.

Two things follow for a bitumen buyer. First, the existence of that system is why the country can import bulk commodities in quantity despite having no deep-water port — so do not assume that a draught limit rules out a large parcel outright; ask how it would actually be worked. Second, and more important, none of it should be read across to heated bulk binder. Transferring a hot liquid product overside into a small vessel is not the same operation as transferring grain or clinker, it requires equipment and an operator willing to do it, and this page states nothing about whether that capability exists or is available. Heated tankage, heated barges and hot discharge connections are contracted commercial arrangements. They are never attributes of a port name and they are never to be inferred from the fact that other bulk cargoes move that way.

The road and rail network the water leg competes with

The road network has changed materially in the last decade and a half, and the changes are the sort a delivery plan should be built on because they are permanent physical facts rather than operating conditions.

  • The Dhaka to Chattogram highway is the country’s principal freight artery, connecting the dominant port to the dominant consumption centre, and it carries a corresponding traffic load.
  • The Bangabandhu bridge over the Jamuna, opened in 1998, connects the north-west of the country to the rest without a ferry and carries road and dual gauge rail.
  • The Padma bridge, whose road deck opened in June 2022, connects the south-west — the Mongla, Khulna and Barishal side — to Dhaka directly. Before it, that journey included a ferry crossing of one of the largest rivers in the world, with all the seasonal unreliability that implies. This is the single change that most improves the case for routing a south-western consignment through Mongla.
  • A road tunnel under the Karnaphuli at Chattogram opened in 2023, altering local movement around the port and the south-eastern coast.

On rail, the fact worth knowing is the gauge. Bangladesh Railway operates both metre gauge and broad gauge track, with dual gauge on some alignments, a legacy of how the network was assembled. It does not stop a container moving; it does mean that through rail movement across the country is not the simple proposition the map suggests, and that wagon availability rather than track is usually the binding constraint. Whether rail is available for your box on your dates is a forwarder question.

What all of this does to the packing decision

Here is the practical chain, and it runs in the opposite direction from the one most exporters are used to. An exporter starts from the container and optimises tonnes per box. A Bangladeshi delivery has to start from the last twenty metres and work backwards.

  • Ask what is at the receiving point. A declared river port has handling equipment. A rural jetty on a secondary channel frequently has nothing but a plank and a labour gang. An asphalt plant beside a national highway may have a forklift; a rural road contractor’s yard in the north may not.
  • A one tonne bag needs mechanical handling at every single transfer. There is no manual answer to it. If any transfer in the chain lacks lifting plant, the bag is not an option regardless of what it saves on ocean freight.
  • A 150 kg drum can be handled by a gang. It can be rolled, walked up a plank, and moved without power. That is why the smaller drum survives in this market long after heavier units have taken over elsewhere, and it is a genuine engineering reason rather than a habit.
  • Every transfer is a chance to damage a seam. A consignment that goes ship to lighter or box to truck to boat to bank to stack has been handled four or five times before it is stored, and each handling is an opportunity to dent a chime or start a leak. A cargo that will be handled that often is the last place to economise on drum quality.
  • Weight limits bite on the last leg, not the first. A container loaded to twenty tonnes is an ordinary sea consignment and can be an impossible road consignment on a rural embankment road with a weight-restricted bridge on it. Axle load control on the national network is a live enforcement matter, and the limits that apply on the road your cargo finishes on are a forwarder and haulier question. No payload figure appears on this page.

The sequence that works is: establish the delivery point and its handling capability, choose the packing that the last leg can physically receive, and only then convert tonnage into containers using the standard loading arithmetic. Doing it the other way round produces a consignment that arrives at a river bank in a form nobody there can lift.

The construction year

What the monsoon does to the calendar, month by month

This is the table the rest of the page hangs on. The left-hand columns describe a year that repeats with reasonable reliability; the right-hand column is the part a buyer controls. Read it in reverse: find the row in which the material has to be laid, then read upward to find the row in which it had to be ordered. Dates shift by a week or two from year to year and the Bangladesh Meteorological Department is the authority on onset and withdrawal, but the structure does not change.

Drainage, structures and preparatory activity continue where sites remain accessible, and a good deal of the year’s damage is being done to the network that will have to be repaired in the next dry season Paradoxically, these are the best months of the year for moving material by water: the rivers are at their deepest and the greatest length of the network is navigable. Three scheduling facts belong beside the weather, and each one is specific to this market. First, the public financial year runs from 1 July to 30 June, so the administrative pressure to complete, measure and certify work falls squarely inside the monsoon while the physical working season ends in April or May. The budget calendar and the weather calendar are roughly two months out of phase, and that misalignment is a permanent structural feature rather than a bad year; it is one reason procurement decisions and physical delivery requirements can appear to be arguing with each other. Second, the two Eid holidays fall on the lunar calendar and therefore move about eleven days earlier against the Gregorian calendar each year, carrying with them the heaviest labour movement and the longest effective shutdown of the year. A plan copied from last season’s dates will be out by roughly a fortnight, and over a few years those holidays walk right through the laying season. Third, the season does not open or close on the same date across the country: the north-east goes under first and comes back last, the west is drier at both ends, and a national programme run on a single set of dates will be early somewhere and late somewhere else. None of the above is a delivery promise, a transit time or a guarantee of availability in any month.

Seasonal procurement and packing

Counting backwards from the first workable day, and keeping drums through a monsoon

Procurement in a monsoon market is arithmetic performed in the wrong direction. The fixed point is not the order date, which you control, but the date the material has to be on the ground, which the weather controls. Everything else is a subtraction from it.

The order date is a subtraction, not a decision

In a market with a twelve month working year, a buyer orders when stock runs low and the consequence of a late order is a gap of a few weeks. In Bangladesh a late order does not cost weeks. If the material misses the window, the next opportunity to lay it is after the following monsoon, and the contractor is left carrying the binder, the storage risk and, frequently, a liquidated damages exposure. That asymmetry is why the seasonal argument on this page is treated at greater length than the grade argument.

The method is straightforward and it is the one part of this discipline no supplier can do for you. Fix the date on which the first bituminous layer has to go down. Add a realistic allowance for the material to be at the site rather than at a port. Then subtract, in order, every interval in the chain, and obtain each interval in writing from the party who is actually accountable for it:

  • Contract agreement, specification confirmation and, where the payment structure requires one, the opening and advising of the letter of credit.
  • Production or allocation of the batch, drumming, marking and the issue of the batch Certificate of Analysis.
  • Third-party inspection and sampling at the loading point, where you have appointed it — and you should.
  • Container booking, stuffing and the sailing itself, remembering that a Chattogram arrival commonly involves a transhipment at a regional hub and that the transhipment leg has its own schedule and its own connection risk.
  • Discharge, customs entry and release, which is the interval most often underestimated and the one most sensitive to a documentary discrepancy.
  • The inland leg to the site — road, rail or water — whose duration in the dry season is not the same as its duration in the monsoon, and which on a water route may be constrained by declared channel depth rather than by distance.
  • Unloading, stacking and, where relevant, decanting into site storage.

This page states none of those intervals in days. They are not knowable from a supplier page, they vary by origin, routing, season and the specific parties involved, and a figure invented here is a figure a buyer could plan a shipment on. What can be said with confidence is structural: the chain has seven or eight links, several of them have a tail risk far longer than their typical duration, and the tail risks are correlated, because congestion, weather and holiday shutdowns tend to hit several links at once. Plan against the tail, not the average.

The demand burst, and why it lands on the same weeks every year

In Iraq or another reconstruction market, demand arrives when budgets are approved and packages awarded, which is lumpy but unpredictable. In Bangladesh it is lumpy and entirely predictable, which is worse in one specific way: everybody knows when the window opens, so everybody wants material in the same eight weeks. Binder, new drums, container equipment, port capacity, inland haulage and skilled paving crews all come under pressure at the same time, and the pressure builds every year in the same direction. A buyer who orders into that window is bidding against the entire national programme for capacity that is finite. A buyer who orders during the monsoon is buying in the quiet part of the year and accepting a storage obligation instead. That trade — capacity risk against storage risk — is the central procurement decision in this market, and the honest answer is usually to take the storage risk, because storage risk can be engineered down and capacity risk cannot.

Packing: what the river leg does to the arithmetic

Start with the standard loading figures, which apply here exactly as they apply anywhere, because a container is a container:

  • New steel drums of 150 kg: 80 drums and 12 MT per 20 foot FCL.
  • New steel drums of 180 kg: 80 drums and 14.4 MT.
  • New steel drums of 185 kg: 80 drums and 14.8 MT.
  • Jumbo or poly bags of 1 MT: 20 bags and 20 MT.

Convert that into the number a buyer actually feels. A thousand tonnes moves in 84 containers as 150 kg drums, 70 containers as 180 kg drums, 68 containers as 185 kg drums, or 50 containers as one tonne bags. The gap between 84 and 50 is not a rounding difference; it is a third of the ocean freight, a third of the terminal handling and a third of the customs line items, and on a low value density cargo like binder that is a material share of landed cost.

Then apply the Bangladeshi correction, which frequently reverses the conclusion. A one tonne bag cannot be moved without lifting plant, at any point in the chain. It cannot be rolled, carried, or walked up a plank onto a country boat. If the last leg of the journey is a river jetty with a labour gang and no crane — and for a large share of rural Bangladeshi sites it is — then the bag is not a cheaper option, it is an impossible one. The 150 kg drum survives here precisely because two people can handle it, it can be rolled along a deck and up a bank, and it can be taken off a vessel one unit at a time.

A second correction applies on the road. Twenty tonnes in a box is an ordinary sea consignment and can be an impossible inland consignment on an embankment road with a weight-restricted structure on it. Axle load control is an active enforcement matter on the national network and the limits that govern your final leg are a haulier and forwarder question. So the sequence is: establish what the last leg can physically receive, choose the packing, then convert tonnage into containers — never the reverse.

Where the site is beside a national highway, has a forklift and takes material by truck, the bag arithmetic is strong and should be used. Where it is fed by water or by a rural road, the 150 kg drum usually wins on grounds that have nothing to do with price. Both answers are correct; they are answers to different questions.

Bulk, and why it fits this market badly

Heated bulk binder removes packaging cost, drum handling and steel disposal at a stroke, and where a large asphalt plant on a highway has proper heated tankage, a pump and the ability to take a full load promptly, it is worth examining. Three things count against it in Bangladesh more than elsewhere.

  • Both seaports are up rivers. Draught and channel constrain parcel size, and heated shore tankage for binder is a contracted commercial arrangement with an operator that must be established in writing and never assumed from a port name.
  • Bulk cannot be pre-positioned. The whole procurement logic of this market is to get material onto the ground before the season opens. A drum can sit in a stack at a rural site for months. A bulk parcel has to go into tankage, which means the storage has to exist, be heated and be available at the moment of arrival — which puts the delivery back on exactly the just-in-time footing the monsoon punishes.
  • Failure is not local. A damaged drum costs one drum. A contaminated or cooled bulk load costs the consignment, and in a market where the replacement cannot be laid until next season, that is a disproportionate risk to carry for a packaging saving.

Where bulk is contemplated, note also that bitumen offered for carriage above 100 °C is classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations from which the maritime and road dangerous goods rules are drawn, while packed bitumen moving at ambient temperature is treated differently. What that obliges the carrier, the terminal and the vehicle to do is a question for the carrier and the forwarder, settled before booking rather than after.

Drums through a monsoon: what actually goes wrong

This is the specific problem this market creates, and it is worth being precise about the failure modes, because the mitigations are cheap and the consequences are not. A stack of drums delivered in June and used in December has stood through three to four months of near-continuous rain, humidity commonly above 80 per cent, and, at many sites, standing water and saturated ground.

  • Corrosion of the drum, from the bottom up. Mild steel drums are protected by paint, and the paint is thinnest and most easily damaged on the rolling hoops and on the top and bottom chimes — exactly the surfaces that take the impact during handling and exactly where water sits. Drums stood directly on wet earth rust from the bottom chime upward, and the first sign is usually a leak rather than a stain.
  • Water getting in, which is worse than it sounds. Water pooling on the head of a drum finds its way past a closure or a gasket, particularly on a drum that has been dropped or whose lever ring has been disturbed. The result is not merely a contaminated batch that fails a water content check to ASTM D95. Free water in a drum charged into a melter is a safety event: as the temperature passes the boiling point the water flashes to steam beneath a layer of hot binder and produces violent foaming and boilover. Anyone who has seen it treats a wet drum with respect thereafter. Check for water before charging, not after.
  • Loss of identity. Paper labels and inkjet marks do not survive a Bangladeshi monsoon. When the batch marking is gone, the link between the drum and its Certificate of Analysis is gone with it, and a stack of anonymous drums is a stack with no traceability, no basis for a claim and, on a supervised contract, a real risk of rejection. Require the batch reference to be stencilled or embossed, not stuck on.
  • The ground, not the drum. Saturated alluvial ground does not support a stack. Drums stacked two or three high on soft ground tilt, lean and eventually go over, and a fallen drum lands on its chime and splits. Most monsoon drum losses are a ground bearing failure wearing the costume of a packaging failure.

A storage regime that works

The following is common industry practice rather than a standard requirement, and it should be agreed with the contractor and written into the delivery arrangements rather than left to the site.

  • Store on hardstanding or timber dunnage clear of standing water, on ground that will still bear load when saturated. This is the single highest-value measure and it is nearly free.
  • Cover, but ventilate. Sheeting that traps humid air against cold steel produces condensation and does more harm than no cover at all. A roof or a raised sheet that sheds rain while allowing air movement is what is wanted.
  • Do not let water stand on the head. Whichever orientation the site adopts, the objective is that rain runs off rather than pooling around the closures, and that the closures are not the low point of the drum.
  • Limit stack height on soft ground and do not stack at all on ground that has not been prepared.
  • Stencil or emboss the batch reference and keep a site record tying stack positions to batch numbers and to the corresponding Certificates of Analysis.
  • Rotate first in, first out, and inspect the stack after every major storm rather than on the day the material is wanted.
  • Specify new drums. Reconditioned drums are the most common source of contamination disputes in this trade anywhere, and in a market where the drum has to survive several manual handlings and a monsoon, the case for new steel is not a marketing preference.

One reassurance is worth stating alongside the warnings. Penetration grade bitumen in a sealed, dry drum is a stable product; it does not have a short shelf life in the way an emulsion does, and a properly stored stack that goes into the monsoon in good condition generally comes out of it in good condition. The risk being managed here is the container and the water, not the ageing of the binder.

The one product that will not wait

Bitumen emulsion is the exception and it deserves a separate line in any monsoon plan. An emulsion has a genuinely finite storage life, it can settle or break on standing, and it is damaged by prolonged heat and by rough handling. Ordering emulsion early and storing it through a monsoon in order to have it ready for the season is a false economy that produces unusable material. Order emulsion close to the point of use, in the quantity actually required, agree the storage and agitation arrangements before it arrives, and treat its lead time as a separate calculation from the paving grade. Cutback products carry a solvent and therefore a very different flash point and handling regime from a paving grade, which matters more, not less, in a hot store.

Specification practice

Who writes the specification, how the binder is named, and the property the certificate leaves out

Bangladeshi road works are specified in the penetration idiom, in the ASTM and AASHTO vocabulary, by two separate road authorities working on two separate networks with two separate documents. Neither the standards body nor the roads authority is quoted here as a designation to put in a compliance box, and the reason is set out below.

Two road authorities, two networks, two documents

A foreign supplier who treats Bangladesh as a single procuring customer will be wrong about half the time, because the network is split between two organisations of comparable importance.

  • The Roads and Highways Department, under the Ministry of Road Transport and Bridges, is responsible for the national, regional and zila road network — the trunk system, including the corridors that carry the country’s freight. It issues the standard tender documentation and specification for road and bridge works used on that network and maintains its own materials and research laboratory.
  • The Local Government Engineering Department, under the Local Government Division, is responsible for the rural network — upazila, union and village roads, and the small bridges and culverts on them. By length this is an enormous network, larger than the trunk system, and it is built to different standards, by different contractors, in smaller packages, frequently in places a highway paver never reaches.
  • Major bridge projects fall under the Bangladesh Bridge Authority, and municipal work is let by city corporations and municipalities on their own documents.

The practical consequence is that the binder clause you must read is the one in the package you are quoting. A trunk highway package, a rural road package and a municipal resurfacing package can carry different grade requirements, different testing regimes, different views on brick aggregate and different acceptance criteria for moisture damage, and none of them is the national position because there is no single national position to state.

The idiom is penetration grading

Where a Bangladeshi project carries a written bituminous specification, it is normally drawn from American practice: paving grades named as penetration bands, test methods cited as ASTM or AASHTO designations, and mix design and construction requirements built on the same family of documents. An offer written as 60/70 or 80/100 is therefore immediately readable and there is none of the translation problem that a viscosity-graded or GOST-influenced market creates.

One notational point saves correspondence. AASHTO M20 writes penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50 and 60/70 with a slash. Those are the same bands measured by the same needle test at 25 °C, and a clause naming grade 60-70 is not naming something different from what an exporter calls 60/70.

85-100 is not 80/100, and the tender decides which you supply

This is the designation trap on this market and it costs money every year. ASTM D946 and AASHTO M20 recognise the band 85-100. The export trade widely sells and quotes 80/100, a designation inherited from older British and regional practice. They are close, they are often used interchangeably in conversation, and they are not the same band: 80/100 is 20 dmm wide and starts five points lower.

What follows is asymmetric, and traders read it in both directions when only one is true. Every batch that genuinely measures within 85 to 100 dmm satisfies an 80/100 penetration requirement, because the narrower band lies inside the wider one. The converse does not hold: material correctly supplied against 80/100 may measure 82 dmm and fail an 85-100 requirement outright. So offering 85-100 against an 80/100 tender is a discussion worth having on the penetration line; accepting 80/100 material against an 85-100 clause is accepting a band you did not buy. Quote in the designation the tender uses, and where a substitution is proposed, get it approved by the engineer in writing before dispatch rather than argued at delivery.

The neighbour writes it differently, which matters more here than it should

India, immediately across the frontier and a major source of construction materials and technical practice, moved its paving bitumen specification to viscosity grading under IS 73, with grades designated VG-10, VG-20, VG-30 and VG-40. Bangladeshi buyers, consultants and contractors work across that boundary constantly, and a VG designation therefore turns up in Bangladeshi correspondence far more often than the country’s own specification practice would suggest.

Treat it as a different measuring system, not a synonym. A viscosity grade is defined by absolute viscosity at 60 °C and kinematic viscosity at 135 °C, and it controls the binder at the temperatures at which it is mixed and at which it serves. A penetration grade is defined by a needle test at 25 °C. Two binders can share a penetration band and differ in viscosity grade, and vice versa. A cross-reference table is a basis for a conversation with the engineer; it is never a conformity statement and it is never a defence at delivery.

Why no Bangladeshi standard designation appears on this page

Bangladesh has a national standards body, the Bangladesh Standards and Testing Institution, under the Ministry of Industries. It publishes national standards and it has long operated a certification marks scheme over a schedule of products, and that schedule is revised; what sits on it at any given moment is not something a supplier page can state. Alongside it, imports are governed by an import policy instrument administered under the Ministry of Commerce, importer registration has long been handled by the office responsible for imports and exports, and entry itself is administered by the customs authority under the National Board of Revenue. That is a description of how the machinery is arranged. It is not a statement that any particular registration, certificate, mark or inspection applies to petroleum bitumen on your shipment date.

That is the mechanism, and describing the mechanism is as far as this page will honestly go. This page does not state whether petroleum bitumen is currently within the scope of any mandatory certification, conformity assessment or pre-shipment inspection requirement in Bangladesh, does not name any appointed inspection body, and does not print a Bangladeshi national standard number for paving bitumen. Programmes of this kind are real, their scope changes, the appointed agents change, and the product lists are revised without notice to foreign suppliers. A supplier page that states a current position on them is stating something that may already be false. Confirm the current requirement, the evidence customs will expect at your specific entry point, and the position for your shipment date, with a licensed customs broker or clearing and forwarding agent in Bangladesh, in writing and dated — and confirm it again if the shipment slips. Note also that petroleum products can be subject to sector-specific licensing arrangements in many countries; whether and how any such arrangement bears on a private bitumen import here is a question for that same broker and for your Bangladeshi counterparty, and this page does not state it.

If an enquiry form asks which Bangladeshi standard the cargo complies with, the honest and correct answer is that the binding requirement is the one the tender document incorporates, and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request and a serious buyer will send it.

The six questions to ask about a binder clause

  • Which authority, which document, which edition? Trunk network, rural network or municipality; and which revision of its specification. Specifications assembled from older templates carry grades and limits that differ from current published standards, and the acceptance limits that matter are those in the text the tender incorporates.
  • Penetration, viscosity or performance grade? Penetration is the common case here. A clause drafted from an Indian template may name a viscosity grade under IS 73; one drafted from Superpave practice will name a performance grade under AASHTO M320, or an MSCR-based grade under AASHTO M332 where the mix is heavily loaded. Three different measuring systems, and a grade in one cannot be inferred from a grade in another.
  • Which ageing procedure is controlled? The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240) are different exposures and their results are not interchangeable. Middle East export certificates carry TFOT by default; if the clause controls RTFOT, add it to the schedule before the batch is certified, not after the cargo is on the water.
  • What does it say about moisture damage and adhesion? This is the Bangladesh-specific question and it is dealt with in full below. Find the clause, find the test, find the acceptance figure, and find out who is responsible for meeting it.
  • What aggregate is permitted? Whether brick aggregate is allowed in the bituminous layers, and what stone source is assumed, changes the binder demand of the mix and changes the moisture damage risk. It is a materials question that lands on the binder supply.
  • Is a modified binder required, and are prime and tack coat products in the same package? Cutbacks under ASTM D2027 and emulsions under ASTM D977 or ASTM D2397 are separate products with their own acceptance tables, and a paving-grade certificate evidences nothing whatever for them.

Moisture damage: the property no export certificate carries

Everything above is ordinary specification hygiene that applies in any market. This section is the one that is specifically about Bangladesh, and it is where a supplier can be genuinely useful or genuinely misleading.

Stripping is the loss of adhesion between the binder film and the aggregate surface in the presence of water. Once it starts, the mix loses cohesion, the surface ravels, water gets further in, and the pavement fails from within regardless of how good the binder’s penetration and softening point were. It is a bond problem, not a binder-hardness problem. In a country with four months of continuous rain, seasonal inundation, a high water table, embankment roads that settle and crack, and a genuine scarcity of good hard aggregate, it is not a theoretical failure mode. It is the failure mode.

The aggregate side of the problem is unusually sharp here for reasons already set out. Coarse aggregate comes from a small number of sources — dredged river-bed boulder and shingle from the north-east, stone imported over the land frontiers, output from the single hard rock mine at Madhyapara, and, historically and still in places, crushed burnt clay brick. Those materials do not behave the same way. Brick aggregate is porous, which raises binder absorption, changes the effective film thickness on the stone and gives water more places to sit. River shingle is often rounded and can carry surface fines from dredging and washing, and a dusty or clay-coated stone is the classic recipe for a stripping failure whatever binder is used. Siliceous stone is generally more prone to stripping in the presence of water than a calcareous stone. None of that is fixed by changing the grade of the binder.

Where it is actually controlled, and what to ask for

Moisture damage is controlled principally at mix design level and on site, not in the binder specification. The honest division of responsibility runs like this:

  • Aggregate selection, cleanliness and grading. Clean, angular, well-graded stone with the dust washed off is the first and largest defence, and it belongs to the contractor and the engineer.
  • Void content and compaction. A mix compacted to the design air void content resists water ingress; an under-compacted mix is permeable and will take water in no matter what else is done. Compaction is a construction control, and it is precisely what a wet or humid laying day compromises.
  • Drainage and the pavement structure. On an embankment road above a floodplain, drainage is not an accessory.
  • An adhesion promoter where the materials require it. The two ordinary answers are hydrated lime, added to the aggregate, and a liquid amine anti-stripping additive dosed into the binder. Both are established practice. Which is appropriate, at what dosage, is a decision for the mix designer on the basis of testing with the actual project aggregate — not a decision that can be taken by a binder supplier who has never seen the stone.

The tests that produce evidence are the ones to name in a specification and in a contract:

  • AASHTO T283, resistance of compacted asphalt mixtures to moisture-induced damage, which produces the tensile strength ratio. Superpave volumetric mix design under AASHTO M323 sets a minimum tensile strength ratio of 0.80 determined by T283; whether a given Bangladeshi package adopts that criterion is a matter for the tender document.
  • ASTM D4867, effect of moisture on asphalt concrete paving mixtures, a closely related mixture-level procedure.
  • ASTM D3625, the boiling water test on bitumen-coated aggregate, and AASHTO T182, coating and stripping of bitumen-aggregate mixtures. These are quick screening tests on the binder and aggregate combination rather than on a compacted specimen. They are cheap, they are fast, and they are the sensible first check on a new stone source.
  • EN 12697-11, affinity between aggregate and bitumen, and EN 12697-12, water sensitivity of bituminous specimens, where the project is written in the European idiom.

Two statements follow, and a supplier who will not make them should be treated with suspicion. First, a binder supplier cannot claim moisture performance on the strength of a binder certificate, because none of the properties on a standard export certificate describes the bond between that binder and your stone. Second, where adhesion is to be evidenced, the test has to be commissioned specifically, against the actual project aggregate, and agreed in writing before the batch is certified. What a supplier can legitimately do is supply a binder that meets the contracted specification, add an anti-stripping additive at a dosage the mix designer specifies where that is agreed in advance, provide a batch-specific certificate with measured values, and cooperate with testing on the project aggregate. What a usable Certificate of Analysis looks like here

  • Batch or lot identification tying the certificate to the drums actually loaded — not a typical-values sheet reissued for every consignment — and a batch reference that is stencilled or embossed on the drums so it survives the weather.
  • Penetration at 25 °C and softening point as measured values, each with the ASTM designation printed beside the result.
  • Ductility, flash point, solubility, specific gravity and water content, with water content read carefully given everything said above about storage.
  • The ageing result in the form the tender asks for, labelled with the procedure actually run.
  • Where adhesion is contractually required, the agreed adhesion or stripping result, run against the project aggregate and identified as such.
  • Where a modified binder is supplied, elastic recovery, storage stability and the modification type — not merely the word polymer.

Bangladeshi projects buy in the penetration idiom and the argument in practice sits between 60/70 and the softer 80/100. The two columns below set them side by side with the test method that produces each value, so the difference that matters on a hot humid pavement — the softening point line — can be read across. These are the typical export ranges published on regional refinery data sheets, not a contractual guarantee. Five points of detail, and the last one is the important one. First, these are typical published export values, not a contractual guarantee; where a tender cites ASTM D946 or AASHTO M20 directly, the acceptance limits are those printed in the cited standard, which are not identical to a refinery data sheet — D946 sets a minimum flash point of 232 °C, which is above the 225 °C that export data sheets commonly print for the softer grade and below the 250 °C they commonly print for 60/70, and it expresses ageing as a minimum retained penetration that varies by grade rather than as a maximum drop. The two conventions describe the same measurement: retained percentage equals one hundred minus the drop, so a 20 % maximum drop is an 80 % minimum retention. Check which convention your tender uses before comparing an offer against it, and take the grade-specific retention figure from the cited text rather than from memory. Second, the cited standard allows the softer grade more room on ageing: ASTM D946 requires at least 52 % retained penetration on the thin-film oven residue for grade 60-70 and at least 47 % for grade 85-100, so the retention floor falls as the grade softens. Mass loss on heating is a separate measurement from retained penetration, and the reason the two columns above differ on that line is export data sheet convention for the softer grade rather than a consequence of the retention figure; read each line against the document the tender actually cites. Third, the spot test is retained because regional data sheets still print it, but AASHTO withdrew method T 102, so a negative result is a commercial reassurance rather than a current standard’s verdict. Fourth, 80/100 and 85-100 are not the same band: ASTM D946 and AASHTO M20 recognise 85-100, the export trade also sells 80/100, and material that satisfies one may fail the other. Quote the designation the tender uses. Fifth, and specifically for Bangladesh: nothing in the first ten rows describes what water will do to the bond between this binder and your aggregate. Choosing the binder for a hot, humid, seasonally flooded site

Grade choice here is not the dramatic decision it is in a market with extreme summer pavement temperatures. Bangladesh is hot but not extreme, and the two variables that actually move the answer are traffic loading and moisture. Treat these as the direction of travel for a conversation with the engineer, never as a substitute for the tender document.

Bitumen 60/70

The workhorse of the region and the grade most Bangladeshi trunk road work is comfortable with. Softening point typically 49 to 56 °C, which carries adequate resistance to deformation at the pavement temperatures this climate produces while remaining workable in the field. Where a package names it, supply it; where a package names something softer for a heavily loaded corridor, that is a question worth raising with the engineer rather than a discrepancy to absorb quietly. Require measured penetration and softening point on the batch certificate, not a reprint of the band.

Bitumen 80/100 and the 85-100 question

Softer grades have a long history across South Asia and 80/100 remains present in Bangladeshi practice, particularly on lighter-trafficked and rural work where workability and fatigue resistance matter more than rut resistance. Two cautions. It is not the right answer for a heavily loaded highway carrying overloaded axles in a hot season. And 80/100 is not the ASTM band: ASTM D946 recognises 85-100, so establish which designation the tender uses and quote that one, because material that satisfies one can fail the other on penetration alone.

Bitumen 40/50 and harder

Occasionally named where loading is heavy and deformation is the governing concern — port and industrial hardstanding, truck standing areas, approaches and junctions, and corridors with a known overloading problem. Treat a harder grade as a decision the tender has to justify rather than as a general improvement: every step down in penetration buys deformation resistance at the price of a greater risk of cracking, and in a country where cracking is how water gets into the pavement, that trade has a second-order cost that a dry-climate argument does not capture.

Polymer modified binder

The realistic answer where the pavement is both hot and heavily loaded, and where a longer service life is worth paying for: major junctions, bus and truck standing areas, port and industrial pavement, bridge approaches and the heaviest corridor sections. Where a tender specifies a performance grade under AASHTO M320, or an MSCR-based grade under AASHTO M332, modification is commonly what delivers the high-temperature end rather than a harder straight-run binder, and the test data has to exist — it cannot be inferred from a penetration certificate. Establish what the tender actually requires before pricing an unmodified grade against it.

Anti-stripping additive and hydrated lime

The Bangladesh-specific line, and the one that most deserves attention. Where the project aggregate is porous, dusty, rounded or siliceous, an adhesion promoter is ordinary practice rather than an upgrade: hydrated lime added to the aggregate, or a liquid amine additive dosed into the binder. The decision, the product and the dosage belong to the mix designer on the basis of testing with the actual project stone. What a supplier can do is dose to an agreed specification and provide evidence; what no supplier can do is promise moisture performance from a binder certificate. Agree it before the batch is made, not after the mix fails a tensile strength ratio check.

Emulsion and cutback

Prime and tack coat products turn up on most packages and they are separate products with separate acceptance tables: medium-curing cutbacks under ASTM D2027 for prime, emulsions under ASTM D977 or ASTM D2397 for tack and cold works. Bangladesh puts a particular squeeze on both. An emulsion has a finite storage life and will not survive being bought early and stored through a monsoon, so it has to be ordered close to use on a lead time calculated separately from the paving grade. A cutback carries solvent and therefore a flash point and a handling regime nothing like a paving grade’s, which matters more in a hot humid store, not less.

Should the cargo go to Chattogram or Mongla?

It is decided by the destination district, not by the freight rate. Chattogram, on the Karnaphuli in the south-east and still written as Chittagong in older documents, carries the great majority of the country’s seaborne trade and serves the east, the centre and Dhaka by road, rail and coastal water. Mongla, on the Pusur in the south-west near the Sundarbans, serves Khulna, Jashore, Barishal and the south-west, and its case improved materially when the road deck of the Padma bridge opened in June 2022 and removed the ferry crossing that used to sit between that side of the country and Dhaka. Both are river ports, which is the point most often missed: neither is a deep-water harbour, both are approached up a channel with a bar and continuous siltation, and permissible draught and vessel length — published by the port authorities and revised from time to time — set the parcel size. Mongla’s approach has generally been the tighter of the two on permissible draught, but each authority sets and revises its own limits and the figure that governs your parcel has to come from the authority or your forwarder rather than from a supplier page. Landing a cargo at the wrong end of a country crossed by three of the largest rivers on earth is an expensive discovery to make after the bill of lading is issued, so establish the delivery district first. Whether either port is currently handling this commodity in your packing is a question for your freight forwarder.

When does bitumen have to arrive in Bangladesh, and when should we order?

The material has to be on the ground before the monsoon breaks, which means before roughly the turn of May and June, or else it has to arrive in the narrow window as the rains withdraw in October. The practical laying season runs from about mid-November to April, with the best conditions between December and February, and it is bounded at the front by receding floodwater and at the back by pre-monsoon storms. Ordering is therefore a subtraction rather than a decision: fix the date the first bituminous layer goes down, then subtract the intervals for contract and credit, production and drumming, inspection at loading, booking and sailing, the transhipment leg that a Chattogram arrival commonly involves, discharge and customs release, and the inland leg to site. This page states none of those intervals in days, because they are not knowable from here and an invented figure is one a buyer could plan a shipment on; obtain each of them in writing from the party accountable for it. What can be said is that the chain has seven or eight links, that several have a long tail, and that the tails are correlated. The practical rule that follows is to order in the quiet part of the year, during the monsoon, and accept a storage obligation, rather than order into the November pinch point and bid against the entire national programme for binder, drums, boxes and haulage in the same eight weeks.

Which grade does Bangladesh use, and what is the Bangladeshi standard number?

Bangladeshi road works are specified in the penetration idiom in the ASTM and AASHTO vocabulary, and the argument in practice sits between 60/70 and 80/100, with harder grades and polymer modified binder appearing on heavily loaded and industrial pavement. This page deliberately prints no Bangladeshi national standard designation for paving bitumen. There is a national standards body, the Bangladesh Standards and Testing Institution under the Ministry of Industries, but the specification that binds a shipment is the one in the tender package, and packages come from at least three different places: the Roads and Highways Department for the national, regional and zila network, the Local Government Engineering Department for the very large rural network, and municipalities and the bridge authority for their own work. Those documents are not uniform in grade, in testing regime or in what they permit as aggregate. Ask for the binder clause, note the document and its edition, and quote against that. If an offer form asks you to name a Bangladeshi standard number, the correct answer is that the tender governs — a designation filled in from memory is a false compliance claim sitting inside a contract.

Is 80/100 the same as 85/100?

No, and the difference costs money on this lane every year. ASTM D946 and AASHTO M20 recognise the band 85-100. The export trade widely quotes 80/100, a designation inherited from older British and regional practice. They overlap but they are not the same: 80/100 is 20 dmm wide and starts five points lower. The containment runs one way only. A batch that genuinely measures between 85 and 100 dmm satisfies an 80/100 penetration requirement, because the narrower band lies inside the wider one; but material correctly supplied against 80/100 may measure 82 dmm and fail an 85-100 clause outright. So offering 85-100 against an 80/100 tender is a conversation worth having on the penetration line, whereas accepting 80/100 material against an 85-100 order is accepting a band you did not buy. Penetration is also only the classification line: the requirement tables behind the two designations control other properties, and a batch is judged against all of them. Quote in the designation the tender uses, require measured values on a batch-specific Certificate of Analysis, and where a substitution is proposed get it approved by the engineer in writing before dispatch.

Why is stripping such a problem in Bangladesh, and what can a binder supplier actually do about it?

Because the country combines every condition that produces moisture damage. Four months of near-continuous rain, humidity commonly above 80 per cent for weeks, seasonal inundation of the floodplain, a high water table, roads carried on embankments over soft alluvium that settle and crack, and a genuine scarcity of good hard aggregate. Stripping is the loss of adhesion between the binder film and the stone in the presence of water; once it starts the mix loses cohesion, the surface ravels and the pavement fails from within regardless of how good the penetration and softening point were. The aggregate side is unusually sharp here: coarse aggregate comes from dredged river-bed boulder and shingle in the north-east, stone imported over the land frontiers, the single hard rock mine at Madhyapara in the north-west, and in places crushed burnt clay brick, which is porous and raises binder absorption. The honest answer on responsibility is that moisture damage is controlled principally in the mix and on site — clean well-graded angular stone, design air void content actually achieved in compaction, drainage, and where the materials require it an adhesion promoter such as hydrated lime in the aggregate or a liquid amine additive in the binder, at a dosage the mix designer sets from testing with the real project stone. The evidence comes from AASHTO T283 or ASTM D4867 at mixture level, and from ASTM D3625 or AASHTO T182 as a fast screening check on a binder and aggregate combination. A binder supplier can supply to a contracted specification, dose an additive to an agreed dosage, certify the batch and cooperate with testing. No binder supplier can claim moisture performance from a binder certificate, because nothing on a standard export certificate describes the bond between that binder and your stone.

Drums or jumbo bags for a Bangladeshi site?

Work it out from the last twenty metres of the journey, not from the container. The loading arithmetic is the same as anywhere: 150 kg drums give 80 drums and 12 MT in a 20 foot FCL, 180 kg drums 14.4 MT, 185 kg drums 14.8 MT, and 1 MT jumbo or poly bags 20 bags and 20 MT. A thousand tonnes is therefore 84 containers as 150 kg drums against 50 as one tonne bags, and that gap is a third of the ocean freight and handling on a cargo with low value density. Then apply the correction this country forces. A one tonne bag cannot be moved without lifting plant at any point in the chain — it cannot be rolled, carried or walked up a plank — and a large share of Bangladeshi delivery points are fed by river or by rural road and have no crane or forklift at all. A 150 kg drum can be handled by two people, rolled along a deck and taken off a vessel one unit at a time, which is why the smaller drum persists here for engineering reasons rather than out of habit. Weight limits bite on the last leg too: twenty tonnes in a box is an ordinary sea consignment and can be an impossible inland one on an embankment road with a weight-restricted structure. Where the site is on a national highway with a forklift, the bag arithmetic is strong and should be used. Where the last leg is water or a rural road, the 150 kg drum usually wins. Specify new drums either way; a consignment handled four or five times before it is stacked is the last place to economise on packaging.

How do we hold drums through a monsoon without ruining them?

Accept first that you will have to, because the procurement logic of this market pushes material onto the ground before the season opens. The reassuring part is that penetration grade bitumen in a sealed dry drum is stable and does not have a short shelf life; the risk being managed is the container and the water, not the ageing of the binder. Four things actually go wrong. Drums stood on wet earth corrode from the bottom chime upward, because that is where the paint is thinnest and where water sits. Water pooling on the head finds its way past a closure, and free water in a drum charged into a melter is not just a failed water content check to ASTM D95 but a safety event, because the water flashes to steam beneath hot binder and produces violent boilover. Paper labels and inkjet marks do not survive the rain, and a stack whose batch marking has washed off has lost the link to its Certificate of Analysis and with it any basis for a claim. And saturated alluvial ground does not support a stack, so most monsoon drum losses are a ground bearing failure dressed up as a packaging failure. The regime that answers all four is common industry practice rather than a standard requirement, and should be agreed rather than left to the site: store on hardstanding or timber dunnage clear of standing water; cover but ventilate, since sheeting that traps humid air against cold steel causes condensation; keep rain running off rather than pooling around the closures; limit stack height on soft ground; require the batch reference to be stencilled or embossed rather than stuck on, and keep a site record tying stack positions to batch numbers; rotate first in, first out; and inspect after every major storm rather than on the day the material is wanted. One product is a genuine exception: emulsion has a finite storage life and will not survive being bought early and held through a monsoon, so order it close to the point of use.

What conformity, certification or inspection requirements apply on import?

The honest answer is that this page will not tell you, and that any page which does should be distrusted. The mechanism can be described.
