Bitumen Supply to Azerbaijan: Overland Routes, GOST Grades and Climate
What changes when the market is next door
Almost every bitumen market described on this site is reached by ship. Azerbaijan is not, and the difference is not a detail of freight arrangement. It changes the documents, the order size, the packing, the lead time and the thing that is most likely to go wrong.
Azerbaijan’s southern land frontier runs for roughly six hundred kilometres, counting both the mainland stretch and the separate stretch along the southern edge of the Nakhchivan Autonomous Republic. The mainland border runs from the Caspian shore inland across the Mughan plain and up the Aras valley. It is crossed by road at more than one point, and at its eastern end it reaches the sea at Astara, where the frontier follows the Astarachay river down to the shore. That is an unusual piece of geography: a land border, a Caspian coastline and a sea crossing all converging within a few kilometres of each other, so a buyer genuinely has a choice of mode rather than a single route to accept.
The practical consequences run through everything below. There is no ocean freight line item and no container. There is no bill of lading, so there is no document to negotiate through a bank in the way a letter of credit against a marine bill assumes, and there is no demurrage clock running on a box in a container yard. Instead there is a road consignment note, a customs procedure at a land frontier, and a vehicle that either crosses or waits. Transit is measured on a scale of days rather than the weeks a sea voyage consumes — this page will not quote a figure, because border formalities are the variable and only your forwarder can give you a current one, but the order of magnitude is different enough to change how a buyer plans.
The five things that decide an Azerbaijani order
- Which approach. Mainland by road through Astara or Bilasuvar, the Nakhchivan approach through Julfa or Shahtakhti, or a short Caspian sea leg to the port south of Baku. They serve different parts of the country and they are not interchangeable.
- The delivery term. CPT or DAP to a named place inside Azerbaijan. FOB, CFR and CIF are sea and inland waterway rules under Incoterms 2020 and are simply the wrong instrument for a truck.
- The grade, named the way the tender names it. A GOST BND designation and an ASTM penetration grade are not the same statement about a binder, even when the penetration bands overlap.
- The low-temperature end of the specification. This is a continental market with real winters in the interior. Properties that a Middle East export certificate routinely omits are exactly the ones a GOST-derived specification controls.
- Where in the country. The Caspian lowland, the central plain, the mountain districts and Nakhchivan do not share a climate, and the grade that suits one can be wrong for another.
What this page will not tell you
It will not say that any particular crossing, rail service or sailing is currently open, running to a schedule, or available for bitumen. Border and corridor status in this region changes, sometimes at short notice, and it cannot be verified from a web page. Geography is stated because geography is stable; status is left to your freight forwarder, who is accountable for it. Nor does this page state duty rates, transit times, vehicle payloads, freight costs or any licensing, sanctions or trade-restriction position. Buyers must take their own legal and compliance advice on whether and how a transaction may proceed. Where the page reaches the edge of what can be stated honestly, it says so rather than filling the gap with something a buyer might plan a shipment on.
The approaches: mainland, Nakhchivan and the Caspian
Azerbaijan is not one destination. It is three, and they are reached by different roads across different frontiers. Getting this wrong at the enquiry stage costs more than any other planning error on this market.
Astara: the border that reaches the sea
Astara sits at the southeast corner of Azerbaijan, on the Caspian shore, facing a town of the same name across the Astarachay river. Astara marks the western end of the Caspian’s southern coast, the point at which the shoreline, the frontier and the road all meet; the only other land frontier on that stretch of coast is the Turkmen one at its far eastern end. From Astara the coastal road runs north through the Lankaran lowland and on toward Baku, a distance of the order of three hundred kilometres on the map. That figure is worth holding in mind next to the way every other market on this site is reached: an ocean voyage to a South Asian or African port is a different order of undertaking entirely.
Astara is also the place where two national railway systems come closest to each other, separated at that point by little more than the width of the Astarachay. On the far side of the frontier, the last stretch of line running up to the frontier at Astara is the long-identified missing link in the north-south rail corridor. This page makes no statement about what rail infrastructure is in place at the frontier today, who operates it, or whether any of it is available for this commodity — that is a current-status question and it belongs to a freight forwarder. What can be stated, because it does not change, is the structural constraint that governs any rail plan here: Azerbaijan works on 1520 mm broad gauge and the network on the southern side of the frontier on 1435 mm standard gauge. A through rail movement therefore means transhipment or a bogie exchange at the frontier, whatever the state of the track and whatever is announced about it. Anyone pricing rail should assume that break of gauge as a fixed feature of the route and get everything else confirmed in writing.
Bilasuvar: the inland crossing
Bilasuvar lies inland on the Mughan plain, facing Bileh Savar across the frontier. It opens onto the Kur-Araz lowland, which is the agricultural and industrial heart of central Azerbaijan and the location of a large share of the country’s inland road network. For a delivery into the centre of the country rather than the Caspian coastal strip, this is the geographically direct approach, and it avoids the coastal corridor entirely.
Nakhchivan: a second country, in practical terms
The Nakhchivan Autonomous Republic is part of Azerbaijan but is separated from the rest of it by Armenian territory. It cannot be reached overland from Baku or Ganja without transiting a third country. It has its own southern border, running along the Aras river, crossed at Julfa, on the Aras at the southern edge of the exclave facing Jolfa on the opposite bank, and at Shahtakhti, in the Kangarli district toward the western end of the exclave, facing Poldasht across the river. At its far western tip, in the Sadarak district, Nakhchivan also has a short land border with Turkey.
This matters commercially in a way that is easy to underestimate. A supplier quoting DAP Baku has not quoted Nakhchivan, and a buyer in Nakhchivan is served by a completely different road across a completely different frontier. Treat it as a separate destination in the enquiry, name it explicitly, and let the routing be priced on its own terms. A proposed transport link across southern Armenia connecting mainland Azerbaijan to the exclave has been discussed for several years; its status is not something this page can state, and no plan should be built on it without current confirmation.
The short Caspian sea leg
Azerbaijan’s principal sea port is at Alat, on the coast some distance south of Baku, and it is reached across the southern Caspian on a leg short enough to be measured against a road haul rather than against an ocean voyage. The Caspian is a closed sea, and that single fact shapes everything about the option: it is worked by small river-sea tonnage rather than ocean-going vessels, parcel sizes are correspondingly modest, and its only link to open water is the Russian inland waterway system by way of the Volga-Don canal, a route with navigational and regulatory constraints of its own that no page can state the current position on. For a buyer, the sea leg is best understood as a variant of the short land leg rather than as conventional ocean shipping — a bill of lading reappears, but the distances, parcel sizes and lead times stay in the same short-haul world as the road.
Why the country sits where the corridors cross
Alat and Baku are at the western end of the trans-Caspian crossings from Turkmenbashi and Aktau, and at the eastern end of the rail and road routes running to Georgia and, by way of the Baku-Tbilisi-Kars line, to Turkey. The same gauge break appears again on that western leg, since Georgia works on broad gauge and Turkey on standard. This corridor position has two consequences for a bitumen buyer. It means Azerbaijan sees binder arriving from more than one direction and is not a captive market. And it means an Azerbaijani buyer may themselves be re-forwarding material further along the corridor, in which case the packing decision has to survive a second leg rather than only the first.
The approaches into Azerbaijan and what each one reaches
Everything in this table is geography: where places are and what they connect. Nothing in it is a statement that a crossing, line or sailing is currently open, scheduled or available for bitumen. Those are current-status questions, they change, and they belong to your freight forwarder.

What a genuinely short land leg changes
The distance is not merely shorter. Being short changes which commercial structures are available at all, and several things a sea shipper treats as fixed become variables here.
Lot size stops being dictated by the container
On a sea route the smallest sensible unit is a container, and the arithmetic that follows is familiar: new steel drums of 150 kg give 80 drums and about 12 MT in a 20 foot FCL; 180 kg drums give 80 drums and about 14.4 MT; 185 kg drums give 80 drums and about 14.8 MT; jumbo or poly bags of 1 MT give 20 bags and about 20 MT. Those figures are published across this site and they are still useful for comparison. But overland they do not govern, because the unit is a truck, not a box. A flatbed of drums or a road tanker is the commercial quantum, and its payload is set by the vehicle, by the axle-load and gross-weight limits applying on the route, and by the carrier’s own permits. This page does not quote a payload figure, because inventing one would be worse than useless. Ask the carrier through your forwarder.
The consequence is that small lots become practical. A quantity that would be uneconomic to ship by sea — too small to justify a container movement and all its fixed costs, too small to interest a bulk parcel — can be a perfectly ordinary road movement. That opens the market to contractors and municipal buyers who cannot commit to a full container programme, and it lets an established buyer top up mid-season rather than pre-committing everything in one order.
Lead time compresses, so ordering can happen closer to need
The strategic value of a short land leg is not only the freight saving. It is that a buyer can order closer to the point of use. When a replenishment takes weeks at sea plus port handling at both ends, a buyer has to forecast, carry stock and tie up working capital in cargo that is neither at the refinery nor on site. When the leg is short, the buffer stock can be smaller, the exposure to a forecasting error is smaller, and a project that accelerates unexpectedly can be supplied rather than rescheduled. That is a real commercial difference and it is the main reason overland supply is worth structuring properly rather than treating as an odd variant of export.
The border replaces the port as the thing that goes wrong
Every route has a chokepoint. On a sea route it is the port: berth availability, container yard congestion, demurrage and detention, and a clearance process handled by a licensed broker against a bill of lading. Overland, the chokepoint moves to the frontier. The failure modes are different in kind — queueing, vehicle and driver documentation, weighing, permit scope, commodity classification at the crossing, and the hours the post actually works. None of them produce a demurrage invoice; they produce a truck standing still, which is a cost in a different form and usually a smaller one, but it is the risk that has to be managed.
The practical defence is documentary discipline, and it is the same discipline that protects a sea shipment. Keep the goods description word for word identical across the sales contract, the commercial invoice, the packing list and the transport document. Petroleum bitumen is classified under HS heading 2713.20; confirm the full national subheading and any duty treatment with a customs broker in the destination, because this page states no duty rates and no tariff positions. Carry the safety data sheet with the vehicle, not only in the file.
Bulk in a heated road tanker becomes genuinely practical
Over a long sea leg, keeping a bitumen parcel hot is a serious engineering and cost problem. Over a short land leg it is not, provided two conditions hold. The vehicle must be a properly insulated and heated tanker with a working discharge arrangement, and — the condition buyers forget — the receiver must be able to take it: a heated storage tank of adequate capacity, a compatible discharge connection, a pump, and the ability to accept the whole load in one operation. Where those exist, bulk removes the drum cost entirely, removes the decanting labour and removes the steel waste. Where they do not, drums remain the correct answer and no amount of freight arithmetic changes that.
One technical point belongs in every bulk conversation. Bitumen carried at elevated temperature falls under UN 3257, elevated temperature liquid, n.o.s., Class 9, in the UN model regulations from which the European road transport rules are drawn, when it is offered for carriage above 100 °C. Packed bitumen at ambient temperature is treated differently. Whether those rules apply to your specific movement, and what documentation, marking and driver qualification the carrier needs as a result, is a question for the carrier and the forwarder and must be settled before the vehicle is booked.
The delivery term changes, and the wrong rule is a real problem
Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport only. They assume a vessel and a ship’s rail. Applying one of them to a road movement into Azerbaijan writes a contract around a ship’s rail that no part of the journey ever crosses, which leaves the moment of risk transfer genuinely undefined. The rules built for this are the ones that work with any mode: CPT and CIP where risk passes when the goods are handed to the first carrier, and DAP or DPU where the seller carries the goods to a named place in the destination. DDP additionally puts import clearance and duty on the seller, which on this route is a significant undertaking and should never be agreed casually. In every case, name the place precisely — a city name alone is not a delivery point, and Baku, Alat, Ganja, Sumqayit, Mingachevir and Nakhchivan are all very different propositions.
How an overland consignment differs from a sea shipment
Buyers coming from a marine background carry a set of assumptions that mostly do not survive the change of mode. This table sets them side by side so nothing is carried across by habit.

The GOST BND idiom, and the drift toward European practice
Azerbaijan reads road bitumen specifications in an idiom inherited from the interstate GOST system, while its road programme and its close technical relationship with Turkey pull it toward the European standard. A supplier who understands only one of the two will misread half the tenders.
What BND actually means
Across the post-Soviet standards space, viscous road bitumen is designated BND — an abbreviation of the Russian for petroleum road bitumen, where the final letter carries the meaning road. A related designation, BN, drops that letter and denotes petroleum bitumen without the road qualification. The distinction is not cosmetic. A specification that asks for BND and receives BN has not received the product it asked for, and the two families are not held to the same requirements.
The long-standing reference is GOST 22245-90, the interstate standard for viscous petroleum road bitumen, which sets out the BND bands most commonly heard in conversation: BND 40/60, BND 60/90, BND 90/130, BND 130/200 and BND 200/300, alongside the BN grades. A later interstate standard, GOST 33133-2014, restructures the requirements for viscous petroleum road bitumen and renumbers the bands so that they line up more closely with the European set — 50/70, 70/100, 100/130 and so on. Both designations circulate in the region, and a tender may cite either. Read the edition from the tender document and take the requirement values from that edition, not from a table remembered from another market.
Why Azerbaijan is drifting toward EN 12591
Two forces pull in the European direction. The first is the national road programme itself: a country building and rehabilitating highway to modern design standards tends to import the specification framework along with the design methods. The second is Turkey, which is a close technical and commercial partner and which specifies paving bitumen through its national adoption of EN 12591, the European standard for paving grade bitumens, with penetration bands such as 50/70 and 70/100. Where Azerbaijani projects are designed, supervised or built with Turkish involvement, the EN vocabulary tends to travel with them. Georgia, immediately to the north-west and on the same corridor, sits in the same in-between position.
The result is a market where two idioms coexist. A tender may name a BND grade, an EN penetration band, or occasionally both with a cross-reference. None of that is a problem provided the supplier does one thing: quote against the designation the tender uses, and obtain the requirement values from the standard that tender cites. Where a national reference is called for, note that Azerbaijan maintains its own standards catalogue with an AZS prefix; this page deliberately does not name a standard number for road bitumen, because inventing or half-remembering one would be worse than admitting the uncertainty. Ask the buyer for the clause.
The trap: overlapping penetration bands are not equivalence
Here is where offers go wrong. Bitumen 60/70 to ASTM D946 has a penetration at 25 °C of 60 to 70 dmm. The BND 60/90 designation names a band of 60 to 90 dmm, printed in GOST 22245-90 as 61 to 90. The BND band is the wider of the two, and the ASTM grade sits inside it. That asymmetry has to be read in both directions, because it does not substitute both ways.
In the direction most people notice, a 60/70 cargo will satisfy the penetration line of a BND 60/90 requirement, since 60 to 70 dmm falls within 60 to 90 dmm. In the opposite direction it fails: material correctly certified as BND 60/90 may measure anywhere up to 90 dmm, so it is softer than a 60/70 requirement permits and cannot be offered against one. A buyer who accepts "BND 60/90 or equivalent" and receives a batch at 88 dmm has received a compliant BND product and a non-compliant 60/70 one at the same time. Narrow into wide can work; wide into narrow cannot.
Even in the direction that does work, the penetration line is only one line. The deeper problem is that the GOST family controls properties the ASTM export specification does not control at all, and those properties are precisely the low-temperature ones. Penetration at 0 °C, ductility at 0 °C and the Fraass breaking point are ordinary lines in a GOST-derived requirement table. They are almost never present on a Middle East refinery certificate written to a penetration-grade export specification, because the markets that specification was written for do not have winters.
So a certificate showing penetration 60 to 70 dmm, softening point, ductility at 25 °C, flash point and solubility is a complete document against one standard and an incomplete one against the other. The missing lines are not a formality; they are the lines that predict whether the binder cracks in a Nakhchivan January. Raise this at the enquiry stage, when adding tests to a batch schedule is inexpensive, rather than at acceptance, when it is not.
What to ask for, in order
- The clause. Ask the buyer to send the actual specification extract from the tender, naming the standard and its edition.
- The designation. Establish whether the requirement is stated as a BND grade, an EN band or a penetration grade, and quote in the same words.
- The full property list. Identify every line the cited standard controls, including the low-temperature lines, before the batch is certified.
- A batch-specific Certificate of Analysis with measured values tied to the material actually loaded, not a typical-values data sheet reissued for every consignment.
- Written approval from the engineer for any substitution or cross-reference. A comparison table is a basis for discussion, never a defence at delivery.
GOST BND designations against the grades an exporter quotes
The penetration band implied by a BND designation is the starting point of a comparison, not the end of it. Use this table to understand what a tender is asking for, then check the full requirement list of the cited standard before treating any pair as interchangeable.

The properties a continental specification controls, and whether your certificate reports them
No limit values are stated in this table, deliberately. The limits belong to the edition of the standard your tender cites and should be read from there. What the table does give you is the property list and the methods, so that you can look at a Certificate of Analysis and see immediately what is missing before the material is committed.

One country, several climates, several answers
Azerbaijan packs an unusually wide range of climate into a small area: a humid subtropical coastal strip, a semi-arid windswept peninsula, a hot dry central plain, cold mountain districts and a sharply continental exclave. A single national grade recommendation would be wrong somewhere. Treat these as the direction of travel for a discussion with the engineer, never as a substitute for the tender.
Lankaran and Astara lowland
The southeast Caspian strip behind the Talysh mountains is humid subtropical, with the mildest winters and by a wide margin the highest rainfall in the country. Cold is not the binding constraint here; wet weather is. Bituminous mixes cannot be laid on a wet surface, so the working window is defined by rainfall rather than by frost, and delivery scheduling has to allow for laying days lost to rain rather than to temperature.
Absheron peninsula, Baku and Sumqayit
Semi-arid, low rainfall, hot summers and famously persistent wind — the northerly Khazri and the southerly Gilavar. Wind is a genuine paving variable: it strips heat from a laid mat quickly and shortens the compaction window, which is a mix and rolling issue rather than a binder specification issue, but one that a supplier discussing delivery timing should understand. Summer pavement temperatures support a harder binder.
Kur-Araz central lowland
The Aran belt where the Kura and the Aras converge — Shirvan, Sabirabad, Imishli and Beylagan — is the hottest and driest part of the country, semi-desert in character, with high summer pavement temperatures. This is rutting country. The design risk is permanent deformation under load at high temperature, which pushes grade selection toward the harder bands and, on heavily loaded corridors, toward a modified binder.
Greater Caucasus and the northern districts
Guba, Khachmaz, Qusar and the Shahdag massif have cold, snowy winters and a short working season, with mountain roads that constrain vehicle access as much as they constrain paving. Here the low-temperature end of the specification is the one that decides whether a pavement survives, and the softer bands become the correct answer rather than a compromise.
Lesser Caucasus and the western uplands
The uplands behind Ganja, including the Goygol and Dashkasan districts, are continental with pronounced freeze and thaw cycling. Repeated crossing of the freezing point is harder on a pavement than sustained cold, because it drives water into cracks and then expands it, so both the binder’s low-temperature behaviour and the mix’s water resistance matter.
Nakhchivan
A high, sharply continental plateau with the widest annual temperature swing in the country: hot dry summers and genuinely cold winters, well below freezing. A binder here has to survive both ends of the range, which is exactly the situation the GOST low-temperature lines exist to control. This is the part of the country where a certificate lacking penetration at 0 °C, ductility at 0 °C and a Fraass breaking point is least defensible.
Frequently asked questions about bitumen supply to Azerbaijan
What grade of bitumen does Azerbaijan use?
Road bitumen is read in the interstate GOST idiom, where viscous paving grades are designated BND — BND 60/90 is the band most often heard, with BND 40/60 for hotter and more heavily loaded work and BND 90/130 or BND 130/200 for cold districts. GOST 22245-90 is the long-standing reference; GOST 33133-2014 restructures the requirements and renumbers the bands so they line up more closely with the European set, such as 50/70 and 70/100. At the same time the country’s road programme and its close technical relationship with Turkey, which specifies through its national adoption of EN 12591, pull practice toward the European vocabulary. Both idioms circulate, so the only reliable instruction is to work from the standard and edition the tender document itself cites, and to quote in the same designation the tender uses.
Is bitumen 60/70 the same as BND 60/90?
No, even though the penetration bands overlap. ASTM D946 bitumen 60/70 has a penetration at 25 °C of 60 to 70 dmm; BND 60/90 names a band of 60 to 90 dmm, printed as 61 to 90 in GOST 22245-90. The BND band is the wider one and the ASTM grade sits inside it, and that asymmetry only works one way: a 60/70 cargo can satisfy the penetration line of a BND 60/90 requirement, but a batch correctly certified BND 60/90 may measure up to 90 dmm and is therefore too soft to be offered against a 60/70 requirement. Narrow into wide can work; wide into narrow cannot. Beyond penetration, the GOST family controls properties that the ASTM export specification does not control at all, and they are the low-temperature ones: penetration at 0 °C, ductility at 0 °C and the Fraass breaking point to GOST 11507, the counterpart of EN 12593. A Middle East export certificate written to a penetration-grade specification will normally not report any of them, because the markets it was written for do not have winters. Against a continental specification that certificate is incomplete rather than wrong, and the missing lines are the ones that predict cold-weather cracking. Commission the tests before the batch is certified.
How does bitumen actually reach Azerbaijan overland?
By road, across a southern land frontier of roughly six hundred kilometres. On the mainland the road crossings are at Astara, at the southeast corner on the Caspian shore, where the Astarachay river forms the frontier and reaches the sea, and at Bilasuvar inland on the Mughan plain, facing Bileh Savar across the frontier. Astara opens onto the coastal route toward Sumqayit and Baku; Bilasuvar opens onto the Kur-Araz lowland and central Azerbaijan. The Nakhchivan exclave has its own separate southern border along the Aras river, crossed at Julfa and Shahtakhti. A short Caspian sea leg into the port at Alat is the alternative to the road. This page describes where these are, not whether any of them is currently open, scheduled or available for this commodity — that changes and must be confirmed with your freight forwarder before any delivery term is agreed.
Is the short Caspian sea leg better than the road?
It is a genuine alternative rather than an obviously better one, and the answer depends on the delivery point and the quantity. The Azerbaijani sea port at Alat, south of Baku, sits at the end of a short crossing of the southern Caspian, so for a delivery on the Absheron peninsula the sea leg lands the cargo close to the delivery point with no long inland haul behind it. Understand what the Caspian is, though: a closed sea worked by small river-sea tonnage rather than ocean vessels, with no blue-water connection except seasonally through the Volga-Don inland waterway. Parcel sizes are modest, a bill of lading reappears where the road route would have used a consignment note, and any heated-tank handling at either end is a contracted commercial arrangement rather than a default port capability. For a delivery inland at Ganja, Mingachevir or anywhere in Nakhchivan, the road is the geographically sensible answer.
Can we order a single truck load rather than a full container?
Yes, and that is one of the main advantages of an overland market. On a sea route the smallest sensible unit is a container, and the fixed costs of a container movement set a floor under the economic order size. Overland the unit is a vehicle, so quantities that would be uneconomic to ship become ordinary road movements. That opens supply to contractors and municipal buyers who cannot commit to a container programme, and it lets an established buyer replenish mid-season instead of pre-committing a whole year. This page does not state a vehicle payload, because payload depends on the vehicle, on the axle-load and gross-weight limits applying on the route, and on the carrier’s own permits. Ask the carrier through your forwarder and build the order size around the answer.
Which Incoterm should we use for an overland delivery?
One of the rules that works with any mode. Under Incoterms 2020, FAS, FOB, CFR and CIF are sea and inland waterway rules, and pinning one of them to a truck leaves the contract turning on a vessel that never appears in the movement. Use CPT or CIP, where risk passes when the goods are handed to the first carrier, or DAP or DPU, where the seller carries the goods through to a named place inside Azerbaijan. DDP additionally puts import clearance and duty on the seller, which on this route is a significant undertaking and should not be agreed casually. Whichever rule you choose, name the place precisely: Baku, Alat, Sumqayit, Ganja, Mingachevir and Nakhchivan are entirely different propositions, and a city name on its own leaves the last leg undefined and its cost unallocated.
Can we take bulk in a heated road tanker instead of drums?
Over a short land leg this is genuinely practical, which is not true of a long sea voyage, but it depends on the receiver rather than on the supplier. You need a heated storage tank of adequate capacity, a compatible discharge connection, a pump and the ability to accept the full load in one operation. Where those exist, bulk removes the drum cost, the decanting labour and the steel disposal problem entirely. Where they do not, drums remain correct and freight arithmetic does not change that. One point to settle before booking: bitumen offered for carriage above 100 °C falls under UN 3257, elevated temperature liquid, n.o.s., Class 9, in the UN model regulations from which the European road transport rules are drawn. Whether those rules apply to your movement, and what marking, documentation and driver qualification follow, is for the carrier and forwarder to confirm.
How is Nakhchivan supplied, and does it need a different grade?
Differently on both counts. The Nakhchivan Autonomous Republic is part of Azerbaijan but is separated from the rest of the country by Armenian territory and cannot be reached overland from Baku or Ganja without transiting a third country. It has its own southern border along the Aras river, crossed at Julfa opposite Jolfa and at Shahtakhti opposite Poldasht, and a short western border with Turkey at Sadarak. So a quotation for Baku is not a quotation for Nakhchivan; name it as a separate destination with its own routing. On grade, Nakhchivan is a high, sharply continental plateau with hot dry summers and genuinely cold winters, the widest annual temperature swing in the country. That is precisely the case the GOST low-temperature requirements exist to control, so a certificate without penetration at 0 °C, ductility at 0 °C and a Fraass breaking point is hardest to defend here of anywhere in the country.
