Bitumen Supply to Armenia: Overland Routing, Grades and the Short Season
Why Armenia is a routing question before it is a specification question
Most bitumen destinations are chosen grade first and logistics second. Armenia inverts that order, because the number of ways a tonne of binder can physically reach the country is small, and every one of them ends in a truck.
Armenia sits in the South Caucasus with no coastline. It borders Turkey to the west, Georgia to the north, and Azerbaijan to the east and, across the Nakhchivan exclave, to the south-west; a fourth frontier, only about 44 km long, runs along the Aras river at the country’s southern tip. There is no port, no anchorage and no navigable waterway into the country. Anything imported arrives across a land border on a road vehicle, or on a rail wagon that has itself crossed a land border and then transfers to a road vehicle for the last leg.
Relief compounds that. Armenia is a mountain country in which the great majority of the territory lies above 1,000 m and the average elevation is close to 1,800 m. Mount Aragats reaches 4,090 m, Lake Sevan sits at roughly 1,900 m, and the lowest ground — the Araks valley at the country’s southern tip and the Debed canyon in the north — falls to around 375 to 400 m. A country smaller than many single provinces elsewhere therefore contains an altitude range of more than three and a half kilometres, and both the routes and the climate are governed by that fact rather than by distance.
What changes when the cargo never sees a ship
The commercial vocabulary of a sea shipment does not transfer. There is no FOB or CFR because those rules are written for sea and inland waterway transport. There is no bill of lading, no port demurrage, no laytime, no container stuffing plan and no discharge port to nominate. In their place sit the any-mode Incoterms rules, a named inland delivery place, a road consignment note, and a border crossing where a port clearance would otherwise have been. Lead time is measured in days over a land border rather than weeks at sea, which means a buyer can order much closer to need than a sea-served market allows.
Packing economics invert with it. The unit of a sea shipment is the twenty-foot container, and the loading figures published across this site — 80 drums and 12 MT for 150 kg drums, 80 drums and 14.4 MT for 180 kg, 80 drums and 14.8 MT for 185 kg, 20 bags and 20 MT for one-tonne jumbo or poly bags — describe what fits inside one. Overland, the unit is a road vehicle, and its payload is set by the vehicle, its axle configuration and the road weight limits in force along the corridor. Those are not figures this page can state, and a buyer should treat any supplier who quotes them without knowing the route with caution.
The five things that decide an Armenian order
- The route and the delivery term. With few alternates, the Incoterms rule is the main lever for allocating route risk between buyer and seller, and it has to be chosen deliberately rather than copied from a sea contract.
- The named delivery place. Not the country and not simply the capital. Armenia is small but vertical, and a delivery point on the Ararat plain and one in the Syunik highlands are different jobs.
- The designation family in the tender. Legacy GOST-derived BND designations, European EN grades and plain export penetration grades all circulate. Read the tender rather than assuming.
- The low-temperature lines. Fraass breaking point and penetration at 0 °C are the properties most likely to be required and least likely to appear on a standard export certificate.
- The season and the lot size. A short paving year compresses procurement, and a small market often needs quantities that a sea parcel cannot sensibly deliver.
What this page will not tell you
It will not state that any crossing, road or rail service is currently open, running to a schedule or available for bitumen. Border and corridor status in this region changes for reasons that cannot be verified from a supplier page, and a buyer could plan a shipment on a stale statement. It gives no transit times in days, no freight rates, no vehicle capacities and no duty rates. It names no haulier, forwarder, terminal or refinery, and it takes no position on sanctions, licensing or trade restrictions — those are matters on which you must take your own legal and compliance advice. Where this page reaches the edge of what can be stated honestly, it says so and tells you who to ask instead.
The land approaches: Agarak in the far south, the Georgian border in the north
Armenia has fewer usable land approaches than any other market in this cluster. That is the central commercial fact about supplying it, and it deserves to be stated plainly rather than dressed up.
The southern approach
Armenia’s frontier at the southern tip of Syunik province is short — on the order of 44 km — and runs along the Aras, or Araks, river. It carries a single road crossing: Agarak on the Armenian side, roughly 9 km south-west of the town of Meghri and itself sitting at about 660 m, facing Norduz on the opposite bank, over a bridge across the river. No railway was ever built anywhere along that frontier. Any direct movement across it is therefore a road movement through a single gate — which is a statement about what infrastructure exists, not about whether that gate is open today, or open to this commodity.
North of the crossing the M-2 is the corridor. It leaves the Araks valley at roughly 650 to 700 m and climbs to the Meghri Pass at 2,535 m within a remarkably short horizontal distance, descends to Kajaran and Kapan, then runs north through Goris to Sisian. Beyond Sisian it crosses the Vorotan Pass at 2,344 m, on the boundary between Syunik and Vayots Dzor, and only then descends past Yeghegnadzor to the Ararat plain and Yerevan. The road distance from Agarak to Yerevan is on the order of 380 km. Parts of the alignment through Syunik run close to the eastern frontier, which is one more reason the current status of the corridor is a question for a forwarder rather than an assumption from a map.
Armenia has for many years pursued a North–South Road Corridor investment programme, a little over 550 km end to end, intended to link Meghri on the southern border with Bavra on the northern border by way of Kapan, Goris, Yerevan, Ashtarak and Gyumri. It is a programme delivered in tranches over a long period, and its sections stand at different stages. Treat it as context for why the corridor exists and is being improved, not as a statement about the condition of any particular stretch on the day your truck runs.
The northern approach
The other direction of approach is from Georgia, which is how cargo landed at the Black Sea ports of Poti or Batumi would reach Armenia. Three road crossings exist on the Armenia–Georgia frontier. Bagratashen / Sadakhlo lies on the shortest road connection between Yerevan and Tbilisi: north from Yerevan through Ashtarak, Spitak and Vanadzor, then along the M-6 through Alaverdi and down the Debed canyon to the frontier at around 400 m. Bavra / Ninotsminda sits at the northern end of the M-1, reached by way of Gyumri and the exposed Ashotsk plateau in the north-west. Gogavan / Guguti lies between the two, reached through Stepanavan and Tashir. Which of them can be used, and for what cargo, is not something this page can tell you.
Armenia has a railway, and it is worth understanding precisely what it is physically connected to. The network runs from Yerevan through Gyumri and Vanadzor and north via Ayrum to the Georgian frontier, and the only place it meets the wider regional network is on the Georgian side. It works on 1520 mm broad gauge, the post-Soviet standard, and so does Georgian Railway, so a wagon running north to the Georgian frontier meets no break of gauge. That matters because where a 1520 mm network meets a 1435 mm standard gauge one, as it does elsewhere in the region, the cargo has to be transhipped or the wagons re-bogied at the interface, which for drums is a full extra handling operation rather than a formality. No rail line was ever built across the southern frontier, and the historic alignment through Nakhchivan is a matter of railway history rather than something to plan a consignment on. Any rail leg is therefore a Georgian-side leg by construction — whether one is actually available to a bitumen consignment is for a forwarder to say — and the final delivery to an asphalt plant is a road vehicle in every case.
What the shortage of options means commercially
On a sea-served market a disrupted route usually means a different port or a different sailing. Here, a disrupted corridor means a different country. If the southern approach is not usable, the substitute is not another road in the south; it is a Georgian routing with a second customs authority, a different set of formalities and a long inland leg of its own. That asymmetry has three practical consequences.
- The delivery term carries more weight. Where alternates are plentiful, the Incoterms rule mostly decides who pays. Here it decides who absorbs a reroute, and it should be negotiated on that basis.
- The inland haulier stops being a commodity. A mountain corridor with passes above 2,000 m rewards a carrier that runs it regularly and knows its winter behaviour. Cheapest quoted haulage is a poor proxy for delivered reliability on this route.
- Contracts need a rerouting clause with teeth. Agree in writing what happens if a leg becomes unavailable: who bears the cost, how the delivery window moves, and what triggers the clause. On a sea contract this is boilerplate. Here it is one of the operative terms.
None of the above is a statement that any crossing or pass is currently open, closed, seasonal or available for this commodity. Confirm the present position for every leg with a freight forwarder that actually handles the corridor, before you commit to a delivery date.
The land legs, and what each one does to a bitumen truck
The table below describes geography — where each leg runs and what the ground does. Geography is public and stable. Availability is not, and nothing here should be read as a statement that a leg is open, scheduled or usable for bitumen on any given day.

Writing an overland quotation: CPT, DAP and a place that is actually named
Half the confusion in overland trade comes from buyers and sellers reaching for sea terms out of habit. FOB and CFR are written for sea and inland waterway carriage. Neither of them can be performed on a road movement into a landlocked country, and an offer that quotes one has not been thought through.
The rules that apply
Incoterms 2020 divides its rules into those for any mode of transport and those for sea and inland waterway only. Only the first group is available here: EXW, FCA, CPT, CIP, DAP, DPU and DDP. In practice four of them do the work on this market.
- FCA — the seller hands the goods to the buyer’s carrier at a named point. Sensible when the buyer already has a haulier they trust on the corridor and wants to control the inland leg themselves.
- CPT and CIP — the seller contracts and pays for carriage to a named place, but risk passes to the buyer much earlier, when the goods are handed to the first carrier. CIP adds insurance the seller must take out. Buyers regularly misread these as arrival terms. They are not.
- DAP — the seller delivers the goods ready for unloading at the named place, and carries the risk all the way there. Import clearance remains the buyer’s responsibility. This is the term that most closely matches what a buyer usually means when they say they want it delivered to the plant.
- DPU — as DAP, but the seller also unloads. Only agree this where the seller genuinely controls unloading equipment at the destination.
DDP deserves a specific warning. It requires the seller to clear the goods for import and bear duties and taxes, which means acting as, or standing behind, the importer of record in the destination country. A foreign seller frequently cannot lawfully do that. Agreeing DDP with a party that cannot perform it produces a consignment stuck at a border with neither side able to move it. If DDP is proposed, ask directly who will be named as importer and on what standing.
Name the place properly
"DAP Armenia" means nothing. "DAP Yerevan" is better and still under-specified. Name the town, the yard or the plant, because in a country this vertical the difference between a delivery place on the Ararat plain, one in the Sevan basin and one high in Syunik is a difference in haulage, in access and in how long the working season lasts at that address. The named place also fixes where risk passes, and a vague name produces a vague answer to the only question that matters after an incident.
The document set replaces, it does not shrink
There is no bill of lading, so there is no negotiable document of title travelling with the cargo, and any payment structure built on presenting one has to be rethought. What travels instead is a road consignment note — a CMR-style waybill where that convention applies to the movement — alongside the commercial invoice, the packing list, the certificate of origin, the batch Certificate of Analysis and the safety data sheet. Border formalities take the place of port clearance, and where the routing passes through a third country, that country’s transit regime is added on top rather than substituted for the destination’s.
Drafting points worth arguing over
- Waiting time for road vehicles. The overland equivalent of demurrage. Agree how it is counted and who pays it. This page states no figure; the point is that silence in the contract favours whoever is not paying.
- Route unavailability. Define what happens if a crossing or pass cannot be used: rerouting, cost allocation, and how the delivery window moves. On this market that clause is not boilerplate.
- Importer of record. State it explicitly, whichever term is used. Most overland disputes that stall at a frontier come down to nobody having written this down.
- Description consistency. Keep the goods description word for word identical across contract, invoice, packing list, consignment note and any transit declaration. A description that drifts between documents is the most common self-inflicted cause of a hold, and it is entirely avoidable.
Tariff classification for petroleum bitumen falls under HS heading 2713.20; the full national subheading, and every question of duty, tax, transit and licensing, is a matter for a licensed customs broker in the destination and for your own legal advisers. This page states none of them.
GOST-family BND designations, European grades and export penetration grades
Armenian project documents do not all speak one language. Older documents and engineers trained in the regional tradition use BND designations inherited from the Soviet-era GOST standard for viscous road petroleum bitumen. Newer work and internationally financed projects lean toward European practice and EN designations. Traders quote plain export penetration grades. All three appear, sometimes in the same tender pack, so the only safe method is to work from the tender document and to ask for the requirement table rather than relying on the name alone.

The low-temperature lines a standard export certificate does not carry
This is the technical heart of the market. Armenia is a highland continental country: winters are genuinely cold over most of the populated territory, and much of the road network sits well above 1,000 m. The failure mode being designed against is therefore not only summer rutting but low-temperature cracking, and the specification families used in the region control it explicitly. The problem is procedural rather than technical. The standard Middle East export specification, ASTM D946, contains no brittleness test at all, so a certificate written to it can be entirely compliant and still say nothing about the property an Armenian engineer is looking for. The table below sets out what gets asked for and where it comes from.

The truck is the unit, and that is what makes small lots work
A small landlocked market frequently needs quantities that are uneconomic to move by sea. This is precisely the situation in which a short overland route stops being a curiosity and becomes the commercially sensible option.
Why the container figures do not transfer
The loading figures published across this site describe what fits inside a twenty-foot container: 150 kg drums give 80 drums and 12 MT, 180 kg drums give 80 drums and 14.4 MT, 185 kg drums give 80 drums and 14.8 MT, and one-tonne jumbo or poly bags give 20 bags and 20 MT. Overland the container is not the unit. A road vehicle is, and its payload depends on the vehicle, its axle configuration and the weight limits in force along the corridor. Ask your carrier what the vehicle takes on that route; do not accept a number from a supplier who has not asked.
New steel drums
The default for a buyer without heated storage, and the packing most tolerant of a site with no specialised equipment. Specify new drums explicitly. Reconditioned drums are cheaper and are the most common source of contamination disputes anywhere in the trade. Confirm that drum tare is excluded from the invoiced net weight, and pay attention to dunnage and strapping: a corridor with hairpin descents from the 2,535 m Meghri Pass works a load far harder than a highway run.
Jumbo and poly bags
One-tonne units that reduce steel waste to dispose of at destination, which matters on a market where scrap handling at a small plant is a real cost. They need a melting unit at the receiving end. Meltable poly packaging goes into the mix with the binder, removing the disposal question entirely, but only where the mix design accommodates it.
Bulk in a heated road tanker
Genuinely practical over a short land leg in a way it is not over a long sea voyage, because the binder is held hot for days rather than weeks and the oxidative penalty of extended hot storage is avoided. It works only if the receiver can actually take it: heated storage or a plant tank with capacity free, a discharge arrangement, and someone competent operating it. Confirm all three before a bulk offer is built, and factor in that the corridor itself is mountainous.
The small-lot argument
Sea shipment pushes a buyer toward a parcel or container quantity whether or not the project needs one. In a market of Armenia’s size that means over-ordering, or buying through a regional trader who holds the stock and prices the service. A short overland route lets a buyer order in truck-sized lots, closer to need, and repeat the order when the next section is programmed rather than committing to a season in one transaction.
Winter storage is a real cost
Because the working year is short, a buyer who over-orders carries material through a highland winter. Sealed new steel drums stored under cover and clear of standing water keep well — ageing at ambient temperature is slow, and the practical limits are drum corrosion and water ingress rather than the binder. Repeated heating and cooling cycles are a different matter and age the binder quickly. Lot sizing on this market is a technical decision as much as a cash-flow one.
Altitude, winter, and a procurement window that closes early
Armenia has a highland continental climate: hot dry summers on the low ground, cold winters almost everywhere, and very large differences over short horizontal distances because of altitude. Bituminous mixes cannot be laid on a wet or frozen surface, so the paving year is materially shorter than in the coastal markets this site otherwise serves, and it is shorter again with every few hundred metres of elevation. Broadly the season runs from around April to October on the low ground and compresses toward May to September at height, but the operative dates are always local.

Placing an overland order into Armenia
An enquiry containing the six items below can be quoted properly. One that says only the grade and the tonnage cannot, because on this market the route and the receiving arrangement change the answer more than the grade does.
Send the delivery place, not the country
Name the town, yard or plant, and say roughly what altitude it sits at. A place on the Ararat plain, a place in the Sevan basin and a place high in Syunik are three different haulage problems with three different working seasons, and the quotation cannot be built without knowing which one applies.
Choose the delivery term deliberately
FCA if you are arranging the transport yourself, CPT or CIP if you want the seller to contract carriage but accept that risk passes early, DAP or DPU if you want the seller to carry the risk to the named place. State explicitly who will act as importer of record. Do not agree DDP unless you have confirmed the seller can lawfully perform it.
Extract the specification from the tender and send the clause
If it names a BND designation, ask the engineer for the requirement table and the edition it comes from. If it cites EN, say so, because the test methods follow from that. If it simply says 60/70, ask separately whether a low-temperature limit applies anyway — on this market it often does, and it is rarely written in the same paragraph as the grade name.
Put the cold-end tests into the contract before loading
Where the specification calls for them, write Fraass breaking point and penetration at 0 °C into the certificate schedule in the sales contract, so the load-port laboratory runs them on the batch actually dispatched. Require a batch-specific Certificate of Analysis with measured values and identification that ties it to the consignment.
Match the packing to what the site can genuinely receive
New steel drums, jumbo or poly bags, or bulk in a heated tanker. For bulk, confirm heated storage or free tank capacity, a discharge arrangement and a competent operator at the receiving end before the offer is built. For drums, specify new and confirm tare is excluded from net weight.
Confirm route status and formalities with a forwarder
Before you fix a date, ask a forwarder that handles the corridor about the crossing you intend to use, the passes on the route, the documents each authority expects, and how waiting time for road vehicles is treated. Take your own legal and compliance advice on the transaction. A supplier page cannot answer these, and a supplier who claims otherwise is guessing.
Frequently asked questions about bitumen supply to Armenia
How does bitumen actually reach Armenia?
Overland, on a road vehicle, across a land border. Armenia is landlocked and has no port, so there is no direct sea option at all. Two directions of approach exist. From the south, the frontier along the Aras river in far southern Syunik carries a single road crossing at Agarak, about 9 km south-west of Meghri, facing Norduz on the opposite bank; no railway was ever built across it. From the north, three road crossings exist on the Georgian frontier — Bagratashen / Sadakhlo, Bavra / Ninotsminda and Gogavan / Guguti — and that is the direction from which cargo landed at the Black Sea ports of Poti or Batumi would approach. Armenia’s railway meets the regional network only on the Georgian side, and at the same 1520 mm broad gauge, so no break of gauge arises on that leg. Whether any particular crossing, road or service is currently open and usable for this commodity is not something this page can state; confirm it with a freight forwarder that handles the corridor.
Which Incoterm should we use, and what replaces the bill of lading?
Only the any-mode rules apply: EXW, FCA, CPT, CIP, DAP, DPU and DDP. FOB, CFR and CIF are sea and inland waterway terms and cannot be performed on this movement. In practice buyers use FCA when they control the inland leg, CPT or CIP when the seller contracts carriage but risk passes early at handover to the first carrier, and DAP or DPU when they want the seller to carry risk to the named place. Be cautious with DDP, which requires the seller to clear the goods for import — confirm who will be named as importer of record before agreeing it. There is no bill of lading and therefore no negotiable document of title, so any payment mechanism built around presenting one has to be rethought. The transport document is a road consignment note, travelling with the invoice, packing list, certificate of origin, Certificate of Analysis and safety data sheet.
What grade of bitumen does Armenia use?
There is no single answer, which is itself the useful answer. Three designation families circulate. Legacy BND designations inherited from the regional GOST standard for viscous road petroleum bitumen appear in older documents and in the working vocabulary of engineers trained in that tradition — BND 40/60, BND 60/90, BND 90/130, BND 130/200 and BND 200/300, where the numbers encode the penetration band at 25 °C. European EN 12591 designations such as 50/70 and 70/100 appear in newer and internationally financed work. And traders quote plain export penetration grades, principally 60/70 and 80/100. Work from the tender document, and where a designation is named ask the engineer for the requirement table and the edition it comes from rather than relying on the name.
Our tender says BND 60/90. Can you supply 60/70 against it?
On penetration alone, a 60/70 binder sits inside the 61 to 90 dmm band that the BND 60/90 name encodes, so the first line matches. Note that the relationship only runs that way: the BND band is the wider of the two, so a batch that meets BND 60/90 at, say, 85 dmm would fail a 60/70 requirement outright, and the two designations are not interchangeable in both directions. And matching on penetration is not the same as satisfying the specification. The GOST family controls properties at the cold end that ASTM D946 does not contain at all, notably the Fraass breaking point and penetration at 0 °C, and a standard export certificate will be silent on both. So the correct sequence is: obtain the requirement table for the edition the tender cites, identify which low-temperature limits apply, then have those tests run on the batch at the load port and reported on the Certificate of Analysis. Do not treat a penetration-band overlap as approval, and have any substitution confirmed in writing by the engineer before dispatch.
Why does the Fraass breaking point keep coming up on this market?
Because it is the property that answers the question an Armenian engineer is actually asking. The Fraass test cools a thin film of binder on a steel plaque and flexes it repeatedly, recording the temperature at which the film cracks. It is a brittleness limit expressed as a maximum temperature, measured to EN 12593 or GOST 11507. A country where most of the road network sits above 1,000 m and winters are genuinely cold designs against low-temperature cracking as much as against summer rutting, and both the GOST family and European practice control it. ASTM D946 contains no brittleness test whatsoever, so a certificate written to it can be fully compliant and still fail to address the requirement. Commission the test before loading; it is inexpensive relative to a consignment held at a site gate.
Can we buy less than a container load?
This is exactly the case overland handles better than sea. On a sea shipment the practical minimum is a container or a parcel, which in a market of Armenia’s size often means over-ordering or buying through a regional trader holding stock. Overland, the unit is a road vehicle rather than a twenty-foot container, so a buyer can order in truck-sized lots, order closer to need, and repeat when the next section is programmed. The site-wide container loading figures — 80 drums and 12 MT at 150 kg, 80 drums and 14.4 MT at 180 kg, 80 drums and 14.8 MT at 185 kg, 20 one-tonne bags and 20 MT — describe a container, not a truck, and do not transfer. Vehicle payload depends on the vehicle, its axle configuration and the weight limits along the corridor, so ask your carrier rather than accepting a figure from someone who has not seen the route.
Is bulk bitumen in a heated road tanker realistic for Armenia?
Over a short land leg it is genuinely practical, and more so than on a long sea voyage, because the binder is held hot for days rather than weeks and the ageing penalty of extended hot storage is largely avoided. The constraint is at the receiving end rather than in transit. Bulk works only where the buyer has heated storage or free capacity in a plant tank, a discharge arrangement, and someone competent to operate it. All three should be confirmed before a bulk offer is built. Add one route-specific consideration: the southern corridor climbs to 2,535 m at the Meghri Pass and descends on hairpins, so vehicle suitability for that ground is a question for the carrier, not an assumption. Where any of those conditions is not met, drums or bags remain the sensible packing.
When should we order for the construction season?
Earlier than the calendar suggests, for two separate reasons. Broadly the paving year runs from around April to October on the Ararat plain and compresses toward May to September at altitude, with the Sevan basin and the Ashotsk plateau shortest of all and the low Araks valley around Meghri the longest. That short year concentrates national binder demand into a few months and puts pressure on inland haulage precisely when every contractor needs it, so ordering early is capacity management rather than caution. Separately, the corridor has its own winter, which is not the same as the winter at your site: passes above 2,000 m can hold a consignment while the plant it is serving is still laying. Get material inland before the weather turns, build float into the delivery window, and write into the contract what happens if a leg becomes unavailable.
