Bitumen Supply to Vietnam: TCVN 7493, Grades and Ports

Vietnam buys paving bitumen against its own national standard, tests it by Vietnamese method standards, and controls one property that ASTM D946 does not mention at all. It is also two climates rather than one, and that is the thing most supplier pages miss entirely: northern Vietnam has a genuine cool season with a real winter minimum and frost on the highest ground, while Ho Chi Minh City has no month with a mean daily minimum below roughly 21 °C. That is a grade-selection argument, not a piece of scenery. And because the country runs roughly 1,650 km from north to south, it is three delivery markets rather than one: a northern order and a southern order use different ports, different arrival months, different inland roads and often a different packing conclusion for the same grade. This page sets out the standard system and which document actually governs acceptance, the grade logic, the climate split zone by zone, the monsoon and typhoon calendar, the port gateways in all three markets and the inland leg from each, the import and conformity mechanism, and what the tropics do to softer grades in a container.

What Vietnam is building, and why there is no single national answer

Vietnam is a real and growing binder market with an awkward shape. It runs roughly 1,650 km from north to south, sits under two opposing monsoons, and has a genuine cool season at one end and none at all at the other. Almost every question a buyer asks here — which grade, which port, which packing, which month — has a different answer depending on which third of the country the material is going to.

The shape of the country is the first commercial fact

Hanoi and Ho Chi Minh City are commonly given as roughly 1,700 km apart by road, and the country narrows to well under 100 km across at its waist in the central provinces. That geometry has a consequence a supplier page normally skips: Vietnam is not one delivery market with several ports, it is three delivery markets that happen to share a national standard. A northern project and a southern project of identical tonnage, identical grade and identical packing are two different transactions. They use different port clusters, different carrier services, different inland road networks, different arrival months, and frequently a different packing conclusion for the same grade. A price quoted as CIF Vietnam is not a price. It has to name a discharge port before it means anything at all.

The second consequence is that stock does not travel well inside this country. Material landed in the south to serve a southern programme is a poor answer to a northern enquiry, because the road haul between the two ends of Vietnam is longer than the sea leg from most Asian transhipment hubs. Domestic coastal shipping between the three markets exists, but it adds a handling event and a schedule dependency, and whether it is available for a particular parcel in a particular packing on a particular date is a freight forwarder question rather than an assumption.

What is driving demand, described without inventing anything

Vietnamese binder demand comes from four streams that behave differently, and a supplier who treats them as one stream will misread the enquiries.

The expressway programme. Vietnam has been building a network of controlled-access expressways in sections: a north–south axis running broadly parallel to the existing QL1A trunk road, radial and ring routes around the Hanoi and Ho Chi Minh City metropolitan regions, connectors from the main port clusters to their hinterlands, and links inland towards the Central Highlands and the border provinces. This page names no individual project, states no budget, no length and no date, because those change and a supplier page asserting them is a liability rather than an asset. What matters commercially is the shape of the demand the programme produces, and that shape is stable:

  • It is a separate procurement stream, not a bigger version of the existing one. Expressway wearing courses commonly specify polymer modified binder, which is procured against a polymer modified bitumen specification rather than against TCVN 7493. A PMB requirement on an expressway package is not a variation on a penetration-grade order and should never be quoted as one.
  • It is geographically dispersed. A corridor is let in packages to different contractors, each running its own mixing plant sited near its own section. Demand therefore arrives as many medium-sized call-offs strung along a line rather than as one large delivery to one plant, which changes the lot size, the call-off pattern and the case for packed cargo.
  • The plant is not necessarily near a port. An expressway alignment is chosen for gradient, geology and land, not for proximity to a quay. The inland leg is a real cost line on this programme and it is the line that decides the packing.
  • It hardens the rut-resistance argument. A controlled-access road carries higher sustained speeds, heavier channelised axles and no relief from the loading, which is exactly the condition in which the high-temperature end of the specification does the work.

Four further consequences follow that a supplier only meets once it is quoting into this stream, and they are worth knowing before rather than after.

  • The lot size is set by the contractor's plant tank, not by the project's binder demand. A corridor package may consume a great deal of binder over its life and still call it off in parcels sized to whatever heated capacity sits beside the mixing plant. A seller who reads the total and quotes a vessel parcel has misread the enquiry. Ask what the receiving tankage is before proposing a lot size.
  • Source approval usually precedes delivery. On major works the employer's engineer commonly approves the material source and the supporting test evidence before deliveries begin, rather than testing what turns up. That front-loads the documentation: batch traceability, the test panel the specification names, and consistency between what was approved and what arrives. It also means a substitution mid-contract is a formal event and not a commercial convenience.
  • PMB behaves differently in the supply chain, not only on the road. A modified binder wants controlled heating and agitation to stay homogeneous, which sits badly with long standing time in a hot tank at the far end of a long inland leg. The practical effect is smaller, more frequent deliveries closer to the point of use than a straight-run grade needs, and it is another reason an expressway package does not simply scale a conventional order upwards.
  • The same programme produces both the strongest bulk case and the strongest drum case in the country. Ring roads, radial routes and port connectors sit close to the gateways, where heated tankage and a short heated haul are at their most plausible. Sections of the long north–south axis and the links inland sit hundreds of kilometres from any of it. Treating expressway work as one procurement profile is the error; it is two, separated by the length of the inland leg.

There is a second-order effect worth noting because it works in a buyer's favour. Because the network is being built in sections, an inland leg today may run partly on controlled-access expressway and partly through towns on QL1A, and the mix shifts as sections open. That changes haulage cost and journey reliability on a route without anyone renegotiating anything, which is a reason to ask a forwarder for the routing actually intended on the date of shipment rather than relying on a figure carried over from a previous cargo.

The trunk and national highway network. QL1A runs the length of the country and carries dense heavy truck traffic in narrow lanes, and vehicle overloading has been a long-standing and openly acknowledged enforcement problem on Vietnamese highways. Maintenance, widening and rehabilitation on this network is steady, unglamorous, year-round demand, and it is overwhelmingly conventional hot-mix work in 60/70.

Urban and industrial pavement. Arterial and ring-road work in the two metropolitan regions, industrial park access roads, port hardstanding and container yard pavement. This is the slow, standing, heavily loaded case, and it is where modification earns its cost rather than where a harder straight-run grade does. It is also the demand that sits closest to the ports, which is the one part of Vietnam where a bulk parcel has a natural argument.

The provincial, district and rural network. A very large share of Vietnamese road length is provincial and district road, upgraded and sealed in small lots against small budgets. This is where 85/100, cutback and emulsion demand actually sits, where surface dressing and prime and tack coats appear in enquiries far more often than in a pure asphalt-concrete market, and where lot sizes never justify a bulk parcel. It is also the stream most exposed to the heat-soak problem set out later on this page, because 85/100 is precisely the grade that suffers on a tropical routing with transhipment.

The five things that decide a Vietnamese order

  • Which third of the country. North, centre or south. This settles the port cluster, the arrival month, the inland leg and the packing before anything else is discussed, and it is the question a Vietnamese enquiry most often arrives without answering.
  • The named discharge port and the actual delivery town. Not the country. A country name cannot be priced, only guessed at, and in a country this long the guess is expensive.
  • Which document governs acceptance. TCVN 7493 names the grade, but a project particular specification, a ministry technical instruction or a circular may impose tighter limits, and the edition matters as much as the number.
  • Whether adhesion to aggregate is specified, and at what level. This is the one genuinely Vietnamese acceptance line and it is the one an ordinary export certificate does not carry.
  • The packing, chosen from the inland leg and the arrival month. Not from the price of a drum. In this market the month of arrival is part of the packing decision, which is unusual, and it is explained below.

What this page does not tell you

It states no operating status for any port, berth, terminal, road or service, no throughput, no draught, no berth capability and no transit time, because those change and belong to a freight forwarder who is accountable for them. It names no terminal operator, forwarder, clearing agent, inspection body, refinery, shipping line or client as a counterparty, and claims no presence, office, agency or shipping history in Vietnam. It quotes no duty rate, tax, levy, freight rate, price, container free time or detention charge. Road distances are commonly cited approximations given for orientation and are not a basis for a freight calculation. It states no position on whether bitumen under any particular description or tariff line is currently within the scope of a Vietnamese technical regulation or a state quality inspection list, and it names no designated conformity assessment body, for the reason set out in the import section. And nothing here is customs, regulatory or legal advice.

What Vietnam actually procures against

Vietnam does not buy paving bitumen against ASTM or EN. It buys against its own national standard, and the grade names look familiar enough that buyers assume the acceptance criteria are familiar too. They are not.

Paving bitumen in Vietnam — nhựa đường in ordinary usage — is specified against TCVN 7493, the Vietnamese national standard for bitumen. It classifies the material by penetration at 25 °C into bands written exactly the way ASTM writes them: 40/50, 60/70 and 85/100 are the grades that appear in Vietnamese road work, with softer penetration bands defined in the series but rarely specified for paving. A Vietnamese tender, a provincial road department specification or a contractor's purchase order will name a TCVN grade, and the testing that decides acceptance is written against the Vietnamese method standards rather than against ASTM by default.

Standard, regulation or ministry instruction: which document actually binds

Vietnamese technical documents come in several kinds and they do not carry the same weight. Under the country's law on standards and technical regulations, a TCVN (tiêu chuẩn quốc gia, national standard) is a standard, and standards are voluntary in application. A standard becomes binding in one of two ways: because a mandatory technical regulation incorporates it, or because a contract does. A QCVN (quy chuẩn kỹ thuật quốc gia, national technical regulation) is a different instrument entirely: it is mandatory, it is issued by the line ministry responsible for the field, and compliance is demonstrated through a formal conformity procedure rather than by a supplier's word. A TCCS (tiêu chuẩn cơ sở) is an organisation-level standard issued by an agency, an owner or an operator for its own works, and it binds a project because the contract adopts it.

The practical effect for a seller is direct: naming TCVN 7493 on an offer is not by itself a compliance claim against anything mandatory. It is a statement that the material meets a national standard which the buyer's contract may or may not have incorporated, and which the project's own particular specification may have tightened. Ask which document the tender incorporates, and ask separately whether any mandatory regulation sits behind it.

Road works add a second layer. Vietnamese highway practice was historically written in the 22 TCN series — branch standards issued by the ministry responsible for transport — and much of that material has since been converted into the TCVN series or replaced by ministry circulars and technical instructions issued as decisions. Tender templates are still assembled from older documents, so a specification in circulation today can cite a 22 TCN number that has been superseded, alongside a TCVN number that has been revised, alongside a project particular specification that overrides both. The grade names survive that process almost unchanged. The acceptance limits do not necessarily survive it.

One further caution belongs here rather than in a footnote. Vietnam has reorganised its ministries and the portfolio responsible for transport works has been consolidated, so a circular or technical instruction may be cited in a tender under a ministry name that no longer describes the body administering it. That does not invalidate the document and it is not a reason to argue with the engineer. It is a reason to identify the acceptance authority from the tender rather than from the letterhead on the standard, and to confirm in writing with the buyer which body will approve the material.

So the order of precedence to establish on any Vietnamese enquiry — in the first reply rather than the fifth — is: the project particular specification, then any ministry instruction or circular it incorporates, then the TCVN it cites, then the edition of that TCVN. Four questions in one email, and most later arguments about acceptance are settled before the cargo loads.

One structural point is worth settling immediately, because it is where buyers who have worked in China arrive with the wrong instinct. In the Chinese system a grade number such as 70# is a nominal penetration with a band either side of it, so 70# accepts anything from 60 to 80 dmm. In the Vietnamese system, as in ASTM, the two numbers are the band. TCVN 7493 grade 60/70 means penetration between 60 and 70 dmm and nothing outside it. A cargo certified as ASTM D946 60/70 therefore lines up with the Vietnamese 60/70 band directly on penetration, with no arithmetic required.

That is also where the convenient similarity stops.

The line ASTM does not carry

Alongside the consistency and safety properties any paving specification controls — penetration, softening point, ductility, flash point, loss on heating, solubility, relative density — Vietnamese practice controls adhesion to aggregate, độ dính bám với đá. The binder's ability to stay bonded to stone in the presence of water is rated on a graded scale rather than reported as a single number, and project specifications commonly set a minimum level that the material must reach. ASTM D946 does not specify adhesion to aggregate at all.

The reason is climatic and it is specific to this market. Much of the Vietnamese road network sits in a rainfall band commonly cited at between 1,500 and 3,000 mm a year, delivered in concentrated monsoon months onto pavements that are frequently saturated rather than merely wet. Under those conditions the dominant distress mechanism is not rutting and not thermal cracking but stripping — moisture forcing the binder film off the aggregate, after which the mix ravels and the layer loses structure from the inside. A binder that passes every consistency line and strips off wet basalt is a failed binder in Vietnam and an acceptable one in a dry market.

The commercial consequence is direct. A Certificate of Analysis carrying penetration, softening point, ductility, flash point and solubility is an ASTM-shaped certificate presented against a TCVN-shaped specification. It may be perfectly honest and still fail to evidence the line the engineer is going to check. Ask for the adhesion result before the cargo loads, and take the required level from the project specification rather than assuming a default.

Why 60/70 is the mainstream Vietnamese grade

Two forces push the same way, and neither is preference.

Climate. The whole country is tropical or subtropical monsoon, and for most of the year and most of the country the pavement runs hot. The south has no cool season at all; the central coast and the south hold high pavement surface temperatures the year round, and the north adds a real hot season on top of high humidity. Across that range the flexibility a softer binder buys has little to protect against for most of the calendar, while the stiffness it gives up is needed every month. That reasoning is sound for the south, the Mekong Delta and the whole coastal centre. It is only three-quarters right for the north, which has a genuine cool season with a real winter minimum, and it is wrong at altitude in the northern uplands. The climate section below sets out where the argument inverts and what to add to the certificate when it does.

Traffic loading. The national highway corridors, above all QL1A running the length of the country, carry dense heavy truck traffic channelised into narrow lanes, and vehicle overloading has been a long-standing and openly acknowledged enforcement problem on Vietnamese highways. Channelised heavy axles on a hot pavement is the textbook recipe for rutting. Where the effective loading sits above the design loading, the specification response is a stiffer binder, not a softer one.

Put together: rut resistance beats low-temperature flexibility across almost the entire country, which is why 60/70 is the default and 85/100 is the exception rather than the alternative.

Where the other grades sit

  • 40/50 — specified where the design calls for a stiffer binder still: heavily loaded sections, high-temperature stretches and certain base and binder courses.
  • 85/100 — spray and surface dressing work, cooler upland projects, and feedstock for emulsion and cutback production. It is a real part of Vietnamese demand, but it is not the mainstream hot-mix grade.
  • Polymer modified bitumen — used on expressway wearing courses and heavy-duty or high-temperature sections. PMB is procured against a separate polymer modified bitumen specification, not against TCVN 7493, so do not treat a PMB requirement as a variation on a penetration grade order. PMB is also the grade most exposed to the expressway programme described above, so a rise in expressway packages is a rise in PMB enquiries rather than in 60/70 enquiries.
  • 120/150 and 200/300 — the softer bands of the penetration series. They appear in specialised spray work and as feedstock for emulsion and cutback production rather than in hot-mix paving. On a tropical routing with transhipment they are the packing problem set out later on this page in its most acute form. Confirm the band against the edition the project cites before offering either.

The edition problem, stated concretely

Two batches can both be honestly described as TCVN 7493 grade 60/70 and still be judged against different limits, because the grade number is not the whole citation. Take the case that produces most of the arguments at discharge. A tender names the grade and an ageing requirement. The load-port laboratory runs loss on heating to the ASTM procedure the Vietnamese method standard was adopted from. The site laboratory, working to a project specification assembled from a newer template, runs a thin-film oven test to ASTM D1754 or a rolling thin-film oven test to ASTM D2872. Those are different exposures and their results are not interchangeable. Neither laboratory has done anything wrong. The cargo is now in Vietnam with two numbers and no agreed basis for comparing them.

The same trap exists in the form the ageing criterion takes. Some documents express it as a maximum permitted drop in penetration after heating; others express it as a minimum retained penetration. Retained percentage is one hundred minus the drop, so the two describe the same measurement — but they are not the same number, and an offer compared against the wrong convention reads as non-compliant when it is not. Settle which method and which convention the tender uses, in writing, before the batch is certified rather than after it is rejected.

What to fix in the contract

Name the TCVN grade and the standard, name the edition, name the test method the parties will accept for each line, and state the adhesion-to-aggregate requirement with the level the project demands and the aggregate the test will be run on. Where the site is in the northern uplands, add the low-temperature line that no standard export certificate carries. A contract that says only bitumen 60/70 leaves the one genuinely Vietnamese acceptance line unaddressed, leaves the ageing method open and leaves the edition open, and those are the three lines that decide arguments here.

Which grade a Vietnamese project will name

The grade a specification names follows from the layer, the loading, the application method and — in this country more than most — which third of it the site is in. This table maps what is normally asked for against what it is asked for, and adds the softening point column because that is the line which speaks most directly to behaviour at a Vietnamese pavement temperature. The penetration column is the grade definition and comes from the standard. The softening point column is a typical export range commonly quoted in this trade, stated as typical practice and not as a TCVN limit; take the contractual figure from the batch certificate and the acceptance limit from the document the project cites.

Three cautions. First, Vietnamese standards are periodically revised and renumbered, and project specifications frequently impose limits tighter than the national document; take the grade list and the acceptance limits from the edition the project actually cites rather than from a number copied out of an older tender, and where a tender references a ministry circular or technical instruction alongside the TCVN, ask which one governs acceptance. Second, the band is not a point. Two cargoes can both be genuine 60/70 and behave differently on a Ho Chi Minh City pavement: one measuring 61 dmm with a softening point near 56 °C, the other 69 dmm with a softening point near 49 °C. Both are in grade. On a hot, heavily loaded southern pavement they are not the same material. Require the measured penetration and softening point on a batch-specific Certificate of Analysis rather than a sheet reprinting the specification range, and where the design case is tight agree a narrower contractual window in writing, which leaves the grade name and the tender satisfied while giving you a contractual right to what you actually need. Third, nothing in this table describes low-temperature behaviour and nothing in it describes adhesion. The first is the risk a northern upland project takes on; the second is the risk every project in Vietnam takes on. Both have to be added deliberately.
Testing

The Vietnamese test methods behind the specification

Vietnamese acceptance testing is written against the TCVN method standards, which were adopted from the ASTM procedures. A load-port laboratory report citing the ASTM method is normally workable, but only if the contract says so. The fourth column gives the figure a Certificate of Analysis for the mainstream grade normally carries, so that a reader can see at a glance which lines an ordinary export panel already answers and which three it does not. Those figures are typical export values commonly quoted in this trade, stated as typical practice and not as TCVN limits; they are not a contractual guarantee, and the acceptance limit for any consignment comes from the edition of the standard the project cites and from the project particular specification. For 40/50 and 85/100 the consistency lines move and the safety and purity lines generally do not — take the penetration and softening point ranges for those grades from the grade table above.

Seven practical points, and each of them has ended an argument at discharge for somebody. First, confirm the current edition of each method against the national standards catalogue rather than relying on a number copied from an old tender; the method numbers above are stable but their editions are not. Second, adhesion to aggregate is assessed against the stone the project is actually using, so a result obtained on a different aggregate is indicative and not conclusive — agree in advance whose sample the test runs on, and note that the method reports a graded level rather than a measured value, so the level required has to come from the project specification and cannot be inferred. Third, the ageing line is where TCVN, ASTM and project templates most often diverge: loss on heating, the thin-film oven test to ASTM D1754 and the rolling thin-film oven test to ASTM D2872 are different exposures and their results are not interchangeable, so name the procedure in the contract rather than writing loss on heating generically. Fourth, agree which laboratory produces the result that binds. A load-port report citing the ASTM method is normally workable in Vietnam because the TCVN methods were adopted from those procedures, but only if the contract says so; without that clause the site laboratory's number is the only one in the room. Fifth, sample properly. Sampling across the consignment to ASTM D140 under independent supervision, with sealed retained samples held by both parties, is what makes any of these numbers arguable later. A sample drawn from the container door after arrival is evidence of what was at the door. Sixth, ask early whether the tender requires an accredited laboratory. Vietnam operates a national laboratory accreditation scheme, and project specifications for road works commonly require that acceptance testing be carried out by an accredited laboratory or by the employer's own site laboratory rather than by the supplier. That does not stop a load-port certificate being useful — it is what lets you reject before shipment — but it does mean the load-port certificate may be evidence rather than acceptance, and the two roles should be written into the contract separately. Seventh, read the value column for what it is. Three of the lines above carry no default figure at all: adhesion, the low-temperature line and mix-level moisture damage. Those three are precisely the lines that decide whether a binder survives a Vietnamese monsoon or a northern upland winter, and none of them will appear on a certificate unless the contract puts them there. A specification argument in Vietnam is very rarely about penetration.
Climate · The spine of this page

The north has a winter and the south does not, and that is a grade decision

Vietnam is usually described as tropical monsoon and then left there. That description is correct for the south and materially wrong for the north, and the gap between the two is the single most useful engineering fact on this page. Read this section before agreeing a grade, because it is the part of a Vietnamese binder argument that generic supplier pages do not touch at all.

The two ends of the country are not variants of one climate

Start with the numbers, because they settle the argument faster than any adjective. In Hanoi and the Red River Delta, January is the coolest month: mean daily minima commonly sit around 13 to 14 °C and mean daily maxima around 19 to 20 °C, and when the northeast monsoon sends a cold surge down over the delta, daily temperatures drop into single figures and stay there for days. That is a cool season in the ordinary sense of the phrase, with a real winter minimum, not a mild interruption to a tropical year.

In Ho Chi Minh City there is no cool season at all. No month has a mean daily minimum below roughly 21 °C, and mean daily maxima sit in the low thirties throughout the year, with the hottest stretch typically running March to May before the rains break. The coolest month in the south is warmer than the warmest part of a temperate spring. Nothing about the southern calendar gives the pavement a night off.

Then go up. In the northern uplands — Sa Pa in Lào Cai at around 1,500 m, Mẫu Sơn in Lạng Sơn, and the high ground of the Northwest and the border provinces — ground frost, sub-zero nights and occasional snow are recorded. This is the only part of Vietnam where the low-temperature end of a binder specification is a live engineering question rather than a formality, and it is the part a national grade recommendation silently writes off.

And then note the exception that proves the rule. Đà Lạt, in the southern Central Highlands, sits at around 1,500 m and is cool the year round: mean daily maxima in the low twenties, minima commonly in the low to mid teens. It is at a southern latitude and it does not behave like the south at all. Altitude overrides latitude, which is why the useful question on a Vietnamese enquiry is not which half of the country the site is in but which town it is in and how high that town sits.

Air temperature is not pavement temperature, and penetration is measured at neither

One distinction has to be made before any of the above turns into a grade. A dark asphalt surface under direct solar exposure runs substantially hotter than the air above it, and it is the pavement that the binder actually experiences. Penetration — the measurement that defines a TCVN 7493 grade — is taken with a needle at 25 °C. A Mekong Delta wearing course essentially never sits at 25 °C in the middle of the day, and a Hanoi wearing course in January sits below it. So the number that names the grade describes the binder in a condition neither end of Vietnam routinely experiences.

That is not an argument for ignoring penetration; it is the grade definition and the tender will name it. It is an argument for reading two other things at least as hard. Softening point by ring and ball speaks directly to behaviour at high service temperature and is the line most often skimmed on an export offer. And where a project is designed to a performance-graded requirement — which happens on expressway packages designed or supervised by international consultants — a high-temperature performance grade derived from site temperature statistics is telling you more about the actual duty than a penetration band ever will. A grade in one system cannot be inferred from a grade in the other; they are different measuring systems and a cross-reference is a basis for a conversation with the engineer, never a defence at delivery.

Which conditions push the grade which way

Four conditions occur in Vietnam and they do not all point the same direction. Establish which one governs the site before choosing.

  • Sustained high pavement temperature with no night relief. Rutting governs, and the answer leans hard. This is the south, the Mekong Delta and the whole coastal centre, all twelve months of the year. The low-temperature end of the specification can be safely ignored here, and a softer grade specified for ease of working is buying flexibility against a risk that does not exist while giving away stiffness that is needed daily.
  • Channelised heavy axles, slow or standing traffic. Rutting again, but more severely, and this is where modification beats simply going harder. The locations are predictable: port hardstanding and container yards at both ends of the country, industrial estate access roads, junctions and roundabouts on urban ring roads, toll plaza approaches, weighbridge standing areas and climbing lanes. Overloading on the national highway network makes this case worse than the design loading suggests.
  • Cool nights with a wide day-to-night swing. Thermal and fatigue cracking becomes a genuine second constraint alongside rutting. This is the northern winter, and it is acute in the northern uplands and at Đà Lạt. The binder here cycles a long way every twenty-four hours, which is a fatigue consideration and not only a low-temperature one.
  • A saturated pavement, whatever the temperature. Stripping governs, and no penetration grade answers it. This is most of Vietnam for part of the year and the central coast for a large part of it. The answer is the adhesion-to-aggregate line at binder level and a moisture-damage test at mix level, and it is the reason Vietnamese practice controls a property ASTM D946 does not mention.

What the northern winter actually changes, stated precisely

It is worth being careful here, because the wrong conclusion is easy to reach and expensive. The northern cool season does not make 85/100 the northern grade. Hanoi summers are hot and humid, the delta highways carry heavy channelised traffic, and rutting remains the dominant distress mechanism in the north for most of the year. 60/70 stays the workhorse in all three delivery markets.

What the northern winter changes is narrower and more useful than a grade swap:

  • The step to 40/50 stops being automatic. In the south, going harder on a heavily loaded section costs almost nothing, because there is no cold night for the stiffer binder to crack on. In the north, and above all at altitude, the same step has a price. Make it because the design case justifies it, not as a general improvement.
  • A low-temperature line becomes worth asking for. For a project in the northern uplands, ask for a Fraass breaking point to EN 12593, or a bending beam rheometer requirement under a performance-graded specification. Neither appears on a standard export certificate by default, so both have to be agreed in writing before the batch is certified. This is the single most concrete thing a northern upland buyer can take from this page.
  • The construction window changes, which is a separate question from durability. Laying and compacting in a northern January with ambient near 12 °C and a damp surface is a different operation from laying in the Mekong Delta in April with ambient at 33 °C. In the north the mat cools quickly, the compaction window shortens, and the haul distance from plant to site and the paver speed become real construction controls. In the south the opposite problem appears: a mat that stays hot and tender for a long time is its own compaction control problem. Neither is a binder-grade question and both change the month the material is wanted on site.
  • Spray and surface treatment work is constrained differently. Northern late winter brings mưa phùn, the persistent fine drizzle of February and March, which keeps surfaces damp for days at a time even though recorded rainfall volume is small. It does not stop hot-mix laying. It is a serious nuisance for prime coats, tack coats and surface dressing, where a dry substrate is the entire point — and those are exactly the applications the provincial programme runs on.

The rule to take away

Establish the town and its altitude before agreeing a grade, and ask for the month of laying and not only the month of delivery. A supplier who offers one national recommendation for Vietnam has not asked where the site is, and in a country that spans a frost-affected upland and a delta with no cool season, that is not a small omission.

Climate zones

The zones below are described geographically rather than by administrative unit, because Vietnamese provincial names and boundaries have been reorganised and a tender may use either the old or the new designation. Temperature figures are commonly cited climatological values given for orientation; the design input for a specific project is site data, not a page like this one. Read the zone before the grade, and read the cool-season column before assuming Vietnam has no winter.

Four planning consequences follow, and they are the reason this page will not give a national grade. First, establish the town and the altitude before agreeing a grade. Vietnam spans a rutting-dominated case in the south, the delta and the coastal centre; a rutting-dominated but thermally cycling case in the northern lowlands; a genuinely cold case in the northern uplands; and a cool, high-altitude case at Đà Lạt that sits at a southern latitude. No single grade serves all four. Second, the low-temperature line is a northern and upland question and a southern non-question, and because no standard export certificate carries one it has to be added by written agreement or it will not exist. Third, the season is set by region and not by month: the only period comfortably dry in all three delivery markets at once is roughly February to April, and outside it a national shipment schedule is wrong for somebody. Fourth, the packing is exposed to the climate too, and in this country the arrival month is part of the packing decision rather than a consequence of it. Season · Monsoon

One country, two rainy seasons

Vietnam runs roughly 1,650 km from north to south and the rain does not arrive at the same time along it. A shipment plan built for Ho Chi Minh City is wrong for Da Nang by about six months.

Most exporting countries can be given a single construction season. Vietnam cannot, and this is the single most useful thing to understand before fixing a shipment window. The country sits under two opposing monsoon flows, and the mountain spine that runs down its length turns that into three different rainfall calendars in one procurement market.

The mechanism is worth understanding rather than memorising, because it explains why the central coast inverts and why nobody should expect it to behave like its neighbours. From roughly May to September the southwest monsoon carries moist air off the Indian Ocean and the Gulf of Thailand across the south and the Central Highlands and up the western side of the country. From roughly October to April the northeast monsoon brings cool, and in winter genuinely cold, air down from the north across the delta and out to sea — over the Gulf of Tonkin off the northern coast, and over the wider East Sea further south — where it picks up moisture and runs onshore into the Truong Son range along the central coast. The mountains do the rest: air forced up an escarpment drops its water on the seaward side. So the same wind that dries the north in November is the wind that soaks Huế and Đà Nẵng in November, and the same flow that soaks the Central Highlands in July leaves the coast a hundred kilometres and more to the east of them comparatively dry. A rainfall calendar copied from one Vietnamese region to another is not approximately right; it is inverted.

The north — Hải Phòng, Hanoi and the Red River Delta

Rain concentrates from roughly May to September, peaking in July and August with the southwest monsoon. The dry months from October through April are the working window. There is one caveat that rainfall totals conceal: the persistent late-winter drizzle of February and March keeps surfaces damp for days at a time even though the recorded volume is small. It does not stop hot-mix laying, but it is a genuine nuisance for tack coats, prime coats and surface dressing, where a dry substrate is the whole point. Northern winter temperatures also fall well below anything the south experiences, which narrows compaction windows on early-morning and evening work in a way that simply does not arise in the Mekong Delta.

The centre — Đà Nẵng, Hue and Quy Nhơn

The central coast is the inversion, and it is what makes Vietnam different from its neighbours. Its wet season runs from about September to December, peaking in October and November, when the northeast monsoon runs onshore into the Truong Son range and squeezes out extreme rainfall totals. The central provinces also take the heaviest tropical cyclone landfalls. The result is that the central build season is roughly February to August — overlapping the north's wettest months and running out just as the north opens up.

Read the two together and the planning conclusion falls out: the only period that is comfortably dry in all three regions at once is roughly February to April. Outside that window, a national shipment schedule is always wrong for one region.

The south — Ho Chi Minh City and the Mekong Delta

The south runs a conventional monsoon: wet from about May to November, dry from December to April. But southern wet-season rain is largely convective — heavy afternoon downpours that stop work for an hour or two rather than shutting the season down. Work continues around it. What genuinely constrains the Mekong Delta is the annual flood season roughly September to November, when water levels, barge access and the load capacity of provincial roads and bridges all move against you at once.

What this means for timing

Bitumen in sealed new steel drums keeps well, so the constraint is not product shelf life — it is site readiness, yard storage and the cost of a container sitting at a terminal. Time arrival to the start of the destination region's dry run, not the middle of it, and build the Tết stand-down and the storm season into the shipment window as a commercial term rather than treating them as scheduling detail.

Working the calendar backwards

The mistake almost every first Vietnamese shipment makes is to plan forwards from the order date. Plan backwards from the laying month instead, and the sequence looks like this.

  • Start with the month the material goes down, taken from the site and not from the country. That month is different in Hải Phòng, Đà Nẵng and Cần Thơ, and it is different again for a Central Highlands site whose wet season runs opposite to the port that serves it.
  • Subtract the site's own lead time — destuffing, storage under cover, melting and plant charging. Drummed material is not usable the day it lands.
  • Subtract the inland leg, which is where a Central Highlands or northern upland destination diverges sharply from an urban one, and where the road may run partly on expressway and partly through towns on QL1A.
  • Subtract customs clearance and yard dwell, and then check whether the resulting arrival window lands on Tết or on the destination region's storm peak. If it does, move it deliberately rather than hoping.
  • Only then fix the sailing. A routing with transhipment at a Southeast Asian hub adds days of heat soak in a tropical yard on top of the sea leg, and those days belong in the calculation for the same reason the sea leg does.

Typhoons, and what they actually cost a bitumen buyer

Tropical cyclones affect Vietnam from around June to November, tracking towards the north early in the season and progressively further south as it advances, with the central coast exposed to the heaviest landfalls in September, October and November. The exposure is rarely cargo damage. Sealed steel drums in a container are not what a storm destroys. The exposure is time, and where the cargo is standing when the time is lost. Ports suspend operations ahead of a landfall and reopen with a queue behind them; road access on the central coast and in the uplands is cut by flooding and landslides rather than by wind; and a container that misses its slot sits in a yard accruing storage in the most aggressive packed-goods environment in the country. A bulk parcel is exposed differently and more expensively, because a vessel waiting for a berth is a vessel on somebody's clock and a heated cargo that has been waiting is a cargo that has been cooling.

Two practical consequences. First, on a central-coast delivery in the September to December window, agree in the contract who bears the cost of a storm-related delay and where the goods sit while it lasts — it is a foreseeable event in that window and not a force majeure surprise. Second, prefer an arrival that is early against the window rather than exact to it. Material that is on site and under cover before the storm season is a project that keeps working; material that is at sea in October is a project that is waiting.

Tết, treated as a commercial term

Tết Nguyên Đán moves with the lunar calendar between late January and mid-February, and its effect on a shipment is larger than the official holiday length suggests. There is a demand and freight surge in the weeks before it as everybody tries to clear cargo, a stand-down during it in which site crews, hauliers, brokers and terminal staff are all unavailable, and a congestion tail after it. A container landing into that window does not clear, does not move inland, and accrues storage while nobody is available to release it.

Write it into the shipment terms rather than the covering email. Name a latest arrival date clear of it or an earliest arrival date after it, state who bears storage if the vessel slips into the window, and remember that the northern build season opens in October and runs through Tết — so a northern buyer wants material landed and inland before the holiday, while a southern buyer starting a December to April dry run has more room to land after it.

Regions

Six sub-markets, six shipping calendars, and a different grade conversation in each

The same tonnage of the same grade into the same country needs a different arrival month, a different port and sometimes a different packing depending on where in Vietnam it is going. These cards compress the climate table into the six decisions a shipment planner actually has to make. Arrival months are planning guidance built from the rainfall calendar and the Tết stand-down, not a delivery promise.

Very wet in the summer months with landslide and washout risk on the mountain roads, and genuinely cold in winter with frost and occasional snow on the highest ground. Grade: the one zone in Vietnam where a low-temperature line is a real requirement, so add a Fraass breaking point to EN 12593 or a bending beam rheometer requirement by written agreement. Packing: drums, without argument — there is no heated tankage at the far end of a road like this. Land cargo in the dry months and pre-position; do not plan call-off against a mountain road in August.

North-central transition

Thanh Hóa, Nghệ An and Hà Tĩnh. The stretch that belongs to neither the northern calendar nor the central one, and the one most often mis-scheduled as a result. Hot, with a dry foehn wind off the range in early summer producing some of the highest air temperatures in the country. Grade: the argument follows the south rather than the north; sustained heat with a hot dry wind is a rutting case. Confirm the wet season for the specific province, and confirm which gateway the project is actually using, because this coast is the least conveniently served of the three markets.

Central coast

Đà Nẵng, Huế, Quảng Ngãi and Quy Nhơn. Wettest September to December, peaking October and November, with the heaviest typhoon exposure in the country and annual rainfall at Huế commonly cited well above 2,500 mm. Working window roughly February to August. Grade: 60/70, and this is the region where the adhesion-to-aggregate line is the requirement the engineer will actually check, because pavements here are saturated rather than merely wet for long periods. Aim to land cargo December to January so it is cleared and inland before Tết, and never schedule an arrival into the October and November storm and flood peak.

Central Highlands

Pleiku, Kon Tum, Buôn Ma Thuột and Đà Lạt, reached from Quy Nhơn on QL19 or from the south on the highland roads. Wet roughly May to October, which is the opposite calendar to the coastal port that serves it — the classic Vietnamese scheduling trap, because the road up is at its best exactly when the site cannot use the material. Grade: Đà Lạt at around 1,500 m is cool the year round and the rutting argument weakens there, which is an altitude effect at a southern latitude. Packing: drums, because of the climb and the distance from any tank. Land cargo and pre-position ahead of the highland wet season rather than calling off through it.

South and the Mekong Delta

Ho Chi Minh City, the southeastern industrial provinces and the delta. Wettest May to November but in convective bursts that interrupt rather than halt work, with a strong dry build window December to April and delta flooding September to November constraining barge access and provincial road weight limits. Grade: the purest rutting case in the country, so the harder end of the range and modification on standing, heavily loaded pavement, with the low-temperature end safely ignored. Packing: the worst heat-soak environment in Vietnam and a March to May arrival is the worst month of the year for bag packing. Aim to land cargo October to December.

Ports · Three delivery markets

A country this shape is three delivery markets, and a northern order is not a southern order

Most country pages can treat the port as a detail of the delivery term. Vietnam cannot. The coast is commonly cited at over 3,000 km, the road between the two metropolitan regions at roughly 1,700 km, and the country narrows to a waist in the central provinces. That geometry makes the discharge port a structural decision rather than a logistical one, and it is the reason an enquiry that names only the country cannot be answered.

Three clusters, and what each one actually serves

The north. Hải Phòng is the northern port complex, with river terminals on the Cấm and the deepwater container terminals at Lạch Huyện outside the river mouth, reached from the city across the Tân Vũ–Lạch Huyện bridge. Cái Lân in Quảng Ninh is the alternative northern gateway. The hinterland is Hanoi and the Red River Delta, roughly 100 to 120 km inland on the Hanoi–Hải Phòng expressway, and behind that the northern uplands and the border provinces reaching towards Lào Cai, Hà Giang, Cao Bằng and Lạng Sơn.

The centre. Đà Nẵng is the principal central gateway, with Chân Mây to its north towards Huế, Dung Quất to its south in Quảng Ngãi, and Quy Nhơn further south again serving the south-central coast and the Central Highlands behind it. Nghi Sơn and Vũng Áng sit on the north-central coast. The centre is where the coastal plain is at its narrowest, so the port is close to the alignment; the argument for landing centrally is simply that the alternative is several hundred kilometres of coastal road haul from either end of the country.

The south. The Ho Chi Minh City port group, of which Cát Lái on the Đồng Nai river is the principal container terminal, with Hiệp Phước on the Soài Rạp. Outside the river system lies the deepwater complex at Cái Mép–Thị Vải in Bà Rịa–Vũng Tàu province, with Vũng Tàu at the mouth of the estuary. The hinterland is the southeastern industrial provinces of Bình Dương and Đồng Nai, Long An on the delta margin west of the city, the Mekong Delta beyond Cần Thơ, and inland on the highland roads to Đà Lạt.

The one structural point: river terminal against deepwater terminal

Both of the large clusters have the same internal shape, and it is worth understanding because it is where the inland leg comes from. Each has a set of river terminals close to the demand, limited in the vessel they can take, and a set of deepwater terminals further out, able to take larger ships and adding a road leg back towards the city. For containerised drum or bag cargo the choice between them is normally made by the service the carrier runs rather than by the buyer, which is why the practical question to ask a forwarder is not which terminal is better but which terminal the intended service actually calls at — because the answer changes the haulage, not the destination. For a bulk parcel the question is completely different and is decided by where heated tankage exists, which is a contractual matter with individual operators and is never an attribute of a port name.

Why a northern destination and a southern one are different transactions

This is the paragraph a Vietnamese enquiry most often needs and least often gets. Two orders for the same grade, the same tonnage and the same packing, one to Hải Phòng and one to Cát Lái, differ in at least six ways that all cost money:

  • Different port cluster and different carrier service, which usually means a different transhipment hub and a different feeder schedule.
  • Different arrival month, because the northern working window opens in October and the southern one in December, and because the central coast between them is on a third calendar entirely.
  • Different thermal history for the cargo. A Hải Phòng arrival in December and a Cát Lái arrival in April are not the same voyage in any sense that matters to a drum of 85/100.
  • Different inland road network and a different mix of expressway and trunk road on the leg.
  • Different packing conclusion for the identical grade, which follows from the two points above.
  • Different competitive comparison. The buyer in each market is comparing you against material already landed in that market, not against a national price.

Which is why CIF Vietnam is not a price. It has to name the discharge port, and an offer that does not is comparing itself against nothing.

Moving cargo between the three markets

Domestic coastal shipping runs along this coast, and a container landed in one market can in principle be moved to another by sea rather than by road. Two cautions. It adds a handling event and a schedule dependency to a cargo that already has both, and whether a service is available for a particular parcel in a particular packing on a particular date is a freight forwarder question rather than a planning assumption. The road alternative between the two ends of the country is longer than the sea leg from most Asian transhipment hubs, which is why a single national landing point is rarely the cheap answer it looks like on a spreadsheet.

The inland leg, and what to ask the forwarder

Road distances commonly cited for orientation: Hải Phòng to Hanoi roughly 100 to 120 km; Cát Lái to Cần Thơ roughly 170 km; Quy Nhơn to Pleiku roughly 170 to 180 km climbing on QL19; Đà Nẵng north to Đông Hà roughly 170 km, from where QL9 runs west to the Lao Bảo crossing with Laos. These are approximations for orientation and not a basis for a freight calculation.

The expressway network is being built in sections, so an inland leg may run partly on controlled-access expressway and partly on QL1A through towns, and the two are not the same journey. Ask the forwarder for the routing actually intended rather than assuming the expressway, and ask separately about axle-load and gross-weight enforcement on the specific alignment, particularly in the Mekong Delta where provincial bridges carry real load restrictions and barge transhipment is common. No payload figure appears on this page. Fix the packing and the drum count from the container arithmetic in the loading table, then convert tonnage into vehicles with the forwarder rather than with a calculator.

Delivery terms that match the leg

Under Incoterms 2020, FAS, FOB, CFR and CIF are sea and inland waterway rules built around a vessel and a port. They are coherent for a parcel discharging at Cát Lái or Lạch Huyện and incoherent for a truck arriving at a plant near Pleiku, because they create a risk transfer point that does not exist on a road movement. For an inland delivery use the any-mode rules — FCA, CPT, CIP, DAP or DPU — and name a place, not a country. DAP Vietnam is not a delivery term. And treat DDP with care: it puts import clearance and charges on a seller who cannot normally be the importer of record in Vietnam, which is a far heavier undertaking than it looks on a term sheet.

The port gateways and the inland leg from each

Vietnam's demand is spread along a very long coast, and choosing the wrong gateway can add several hundred kilometres of road haulage to a cargo that could have been landed near the site. The wettest months are listed alongside because the discharge port and the construction season are the same decision here.

Four cautions belong with this table. First, it is geography, not availability. Nothing above states that a terminal is open, that a service calls, that a berth can handle this commodity or that any facility is a counterparty of ours, and no throughput, draught, capacity or transit time appears anywhere on this page. Confirm the routing and the terminal in writing with a freight forwarder before a delivery term is agreed. Second, the delivery market column is the decision. Choosing a gateway in the wrong market can add several hundred kilometres of road haulage to a cargo that could have been landed near the site, and it changes the arrival month as well as the distance. Third, tank access is contractual, never inferable. Whether heated shore tankage and a heated road tanker fleet can actually be accessed at a given port for a given parcel is a project-by-project commercial question that must be answered before a bulk shipment is fixed rather than after; where that access does not exist, containerised drum or bag cargo is the practical route into every one of these gateways. Fourth, take the administrative detail from the project address. Vietnamese provincial names and boundaries have been reorganised, so the regions above are described geographically rather than by administrative unit.
Packing · Logistics

Drums, bags or bulk, and what the tropics do to softer grades

Packing is not a cost line to be minimised in isolation. In Vietnam it decides which ports you can use, which sites you can reach and whether the softer grades arrive in usable condition.

Bulk needs infrastructure at both ends

A bulk parcel is only cheaper if the discharge end can take it. That means heated shore tankage at the port and a heated road tanker fleet for the inland leg, plus heated storage or an asphalt plant tank at the site. This page makes no statement about what bitumen tank storage exists anywhere in Vietnam, where it sits or who operates it. Heated storage is a commercial arrangement with a named terminal operator rather than an attribute of a port, and it has to be established for the specific parcel in the specific month. A buyer without confirmed access cannot use bulk at any price, and the honest sequence is to confirm tank access first and price the parcel second.

The geography makes that harder here than in a compact market. On a coast commonly cited at over 3,000 km with three separate demand clusters strung along it, an arrangement that serves one delivery market is of no automatic use to a project in another, so the useful question is never a national one. It is whether a specific terminal, in the delivery market the project actually sits in, has heated storage for this product, has capacity free in the month wanted, will contract for a parcel of the size in question, and can be reached by a heated tanker able to run the inland leg. Those are five separate confirmations and they are obtained from named operators and a forwarder, not inferred from a port having oil handling. Nothing on this page states that any Vietnamese facility handles bitumen in bulk.

Three questions settle the bulk case before any price is discussed. Can the site take the whole parcel promptly? A heated road tanker discharging into a plant tank that is already half full is a movement that waits, and a waiting heated load is cooling. Is the inland leg short enough to be run heated? The Quy Nhơn to Pleiku climb on QL19 and the roads into the northern uplands are not journeys a heated tanker fleet is built around, which is why those two zones are drum markets regardless of the arithmetic. Is the receiving equipment compatible? Discharge connection, pump, and for a modified binder the controlled heating and agitation that keeps it homogeneous. Where the movement runs above 100 °C, settle the UN 3257 Class 9 documentation and equipment requirements with the carrier before booking rather than at the gate.

Why containerised cargo dominates the inland and project trade

Containerised drum and bag cargo needs none of that. It discharges at any container terminal, moves inland on an ordinary trailer, and can be trucked to site and destuffed there. That matters more in Vietnam than in a compact market for three reasons:

  • Distance from a terminal. Central Highlands work out of Quy Nhơn, or provincial road programmes in the northern uplands, sit far from any heated storage. A drum does not care.
  • Project size. A large share of Vietnamese demand is provincial and district road work in lots that never justify a bulk parcel.
  • Mekong Delta weight limits. Provincial bridges and roads in the delta carry real load restrictions, and barge transhipment is common. Drums split a consignment into units the network can actually carry.

Heat in transit is a packing decision, not a shipping detail

This is the part buyers underestimate on tropical routes. A steel container in direct sun on a yard at 32 to 35 °C ambient runs an internal air temperature well above ambient, and a Gulf-to-Vietnam routing normally involves transhipment at a Southeast Asian hub, adding days of heat soak in a tropical yard on top of the sea leg. Nothing in that cycle approaches bitumen's working temperature, but it is more than enough to soften the surface of a softer binder for weeks at a time.

What that does depends entirely on the packing:

  • Steel drums tolerate it. The risk is deformation and seam or seal damage where drums are badly stowed or over-stacked, not loss of the product.
  • Jumbo, poly and sealo bags are the exposure. Bag packing works because a thin film holds a softened block; sustained heat plus stacking pressure makes adjacent bags fuse into a single mass, and the meltable-packaging advantage becomes a discharge problem at the far end.
  • Grade matters more than route. 60/70 handles the voyage comfortably. 85/100 and anything softer is where the trouble concentrates — and 85/100 is precisely the grade Vietnamese spray and surface-treatment work calls for.

The practical rule for this destination: for 85/100 and softer on a tropical routing with transhipment, specify new steel drums rather than bag packing, and treat the packing premium as insurance rather than as a cost to negotiate away. For 60/70, either packing is workable and the choice comes down to melting equipment and waste disposal at the site.

The arrival month is part of the packing decision, which is unusual

On most destinations the packing is chosen and the arrival month follows. In Vietnam the two are the same decision, because the country contains both the mildest and among the most severe packed-goods environments in the region and the difference between them is several months of calendar.

The two ends of the range are worth stating explicitly. A December or January arrival at Hải Phòng lands into the northern cool season, where January mean daily maxima run around 19 to 20 °C and cold surges push them lower. That is the least thermally demanding arrival available anywhere in Vietnam and it is the one condition in which bag packing has a straightforward case. A March to May arrival at Cát Lái or Cái Mép lands into the hottest stretch of the southern year, before the rains break, into a market with no cool season at all and no night relief. That is the worst month of the year for bag packing in the worst zone for it.

The number that makes this concrete is on the specification table above. A TCVN 7493 grade 60/70 has a ring and ball softening point typically in the range 49 to 56 °C, and 85/100 typically 45 to 52 °C. A closed steel container standing in direct sun on a southern quay in April runs an internal air temperature well above the shaded ambient outside it. Nothing in that cycle approaches a working temperature and the bitumen is not damaged by being warm — but the package is under load, and for a grade whose softening point starts at 45 °C the margin is not large. That is the whole argument for reading the softening point rather than the penetration when choosing packing.

What a Vietnamese storage yard does to a drum

Every Vietnamese gateway is coastal or riverine, and the storage that follows arrival is where most packing problems are actually created. Three mechanisms matter and none of them is the voyage.

  • Salt-laden humid air attacks seams and closures. High humidity the year round, on both coasts, corrodes an exposed steel shell faster than a buyer used to a dry market expects. Covered storage and a short yard dwell are worth more here than in most destinations, and a drum that has stood outside through a monsoon is not the drum that was loaded.
  • Heat plus stack height distorts drums. A softened block carries the weight of the stack above it. The visible symptom is bulging, leaning and stack instability rather than an outright failure, and it appears in southern yards in the hot months rather than in northern ones in winter. Limit stack height in hot storage rather than applying a general warehouse rule, and inspect stacks after a heat spell rather than only on receipt.
  • Sun and rain destroy the identification. A drum whose batch marking has faded is a drum that cannot be tied back to its Certificate of Analysis, which is exactly the document a Vietnamese acceptance argument turns on. Mark durably, record batch and seal numbers at loading, and photograph the stack on arrival. None of this is a standard requirement; it is common industry practice for tropical destinations and is stated here as practice rather than as specification.

Water in the drum head, which is a safety point before it is a quality point

Drums are filled hot and the block shrinks as it cools, leaving a shallow depression in the top head. In a market whose annual rainfall is commonly cited at between 1,500 and 3,000 mm, delivered in concentrated monsoon months, that depression collects water — from rain directly, and from condensate in air that is humid the year round. When a drum with water sitting on the block is charged into a melter, the water flashes to steam under a layer of hot bitumen and the result is violent foaming and boil-over.

This is the packing point most often left off a specification and it is the one with an injury attached to it. Store drums closures uppermost and tight, off the ground on dunnage so they are not standing in the water that a delta or a monsoon yard puts underneath them, under cover where cover exists, and check the head before charging. It is a more serious point in Vietnam than in a dry market for the obvious reason, and it is more serious again in the Mekong Delta in the September to November flood months.

Where bag packing is actually defensible here

Bag packing has the best container economics of any format on this page — 20 MT against 14.8 MT for the best drum — and that advantage is real. It is not a format to dismiss; it is a format with conditions attached, and in Vietnam the conditions are unusually easy to state.

  • The grade is 60/70 or harder. Not 85/100, not 120/150, not 200/300.
  • The site has a melting unit built for bags and wants the reduced steel waste that comes with them.
  • Covered storage is available and the dwell is short. A guaranteed covered store, not an intention to find one.
  • The delivery market and the month are favourable. Northern lowlands in the cool season is the strongest case. Southern delivery in March to May is the weakest.
  • The inland leg is short and does not involve repeated handling. Bags tolerate a single lift far better than they tolerate transhipment onto a barge and off again.

Where those conditions cannot all be met, drums are the safer answer even at the worse loading figure, and the packing premium is best treated as insurance rather than as a cost to negotiate away.

The tank container, and where it sits between the two

A bitutainer or tank container carries roughly 20 to 25 MT and is the option for a site that has discharge and heating capability but no shore tank access — a contractor with a plant tank and a heated hose but no relationship with a coastal terminal. It moves as a container, so it lands at an ordinary container terminal, and it removes drum handling and drum disposal from the site entirely. What it does not remove is the requirement for the receiver to heat and discharge it promptly and to return the unit. Treat the return leg and the demurrage on the tank itself as commercial terms to be settled before booking, on the same reasoning as container detention below, and remember that an inland site a long way from the gateway is a long return journey for an expensive piece of equipment.

Strip the box at the port, or truck it to the site

This decision has to be made before booking, because it changes the packing plan, the handling count and the insurance arrangement — and in Vietnam it is exposed to three national factors a forwarder's base assumption does not always allow for.

On an urban delivery near a gateway, the box goes to the site, is emptied and comes back quickly. On a Central Highlands delivery out of Quy Nhơn, or an upland delivery out of Hải Phòng, the box goes several hundred kilometres inland with the cargo and has to come back, and the round trip is not measured in days. Shipping lines allow a contractually agreed period of free time and charge detention after it; those are commercial terms between the buyer and the line and no figures appear on this page. The three Vietnamese factors that stretch the exposure are the Tết stand-down and the congestion on either side of it, typhoon-related berth suspensions on the central coast between September and December, and the delta flood season, which moves barge access and provincial road weight limits at the same time. Many buyers therefore strip the container at the port or at an inland depot and move drums onward on flatbeds, accepting an extra handling event to release the box. That is a defensible trade and it should be priced as one.

Seven things to state explicitly in the contract

  • Specify drums as new, in words rather than by implication. Reconditioned drums are cheaper and are the most common source of contamination disputes at discharge anywhere in this trade, and a humid, salt-laden coastal climate accelerates the corrosion of an already worked steel shell.
  • Confirm the invoiced net weight excludes drum tare, and keep the same net and gross figures on the invoice, the packing list, the bill of lading and the customs declaration. A mismatch between those four documents delays clearance more often than the classification does.
  • Ask for the routing and the transhipment port before fixing, so the heat-soak exposure is known while the packing decision is still open. You cannot control where a box is stowed on a vessel; you can control what is inside it and how long it sits.
  • Name the delivery market and the target arrival month together with the packing. In Vietnam these are one decision, and a packing agreed without an arrival month has been agreed against an unknown.
  • Put the marking and batch traceability requirement in writing — durable marking, batch and seal numbers recorded at loading, and a photographic record on arrival. This is what ties a drum at a plant near Pleiku back to the certificate that will decide an acceptance argument.
  • Settle who bears storage and detention if the vessel slips into Tết or into a storm-related berth suspension. Both are foreseeable in their windows rather than force majeure surprises, and both are cheaper to allocate in the contract than to argue about at the terminal.
  • Agree who disposes of the empty drums. A hundred tonnes in 185 kg drums leaves roughly 540 empty steel drums on a site, and clearing them, handling the residue in them and dealing with any scrap value is a real site cost that has to sit with one party by name. It is one of the two genuine arguments for bag packing and it is routinely left out of the comparison.

The rule underneath all seven is the same one that runs through this page. In a country with three delivery markets, two rainy seasons and a cool season at only one end, the packing is not a property of the grade and it is not a property of the price — it is a property of the destination, the month and the inland leg. Fix those three first and the packing answers itself.

Getting the cargo into Vietnam

Vietnam's import route has one characteristic that changes where you should spend your money on verification, and it is worth understanding before the first container is booked.

Classification and electronic declaration

Petroleum bitumen sits under HS 2713.20, with a Vietnamese national subheading to be confirmed by a licensed broker. Customs declarations are filed electronically through the VNACCS/VCIS system. Duty treatment and VAT depend on the subheading, the origin and the instrument in force, so take both from your broker against the current tariff schedule rather than from any figure quoted online.

The commercial and shipping document set

Commercial invoice, packing list, bill of lading, certificate of origin, batch Certificate of Analysis, Technical Data Sheet, Safety Data Sheet, and the insurance certificate where the sale is on CIF terms. The COA should be batch-specific with measured values, not a specification range copied across.

Certificate of origin, and whether any preference applies

Vietnam operates a wide network of preferential trade arrangements — within ASEAN and with partners well beyond it — and that network has been expanding, including towards the Gulf. Whether a preferential form is available turns entirely on the country of origin of the bitumen itself, not on where the seller sits or where the vessel loads, and on whether the cargo satisfies that arrangement's origin rules. A certificate of origin is normally called for either way, preferential or not, but confirm with your broker which form the declaration actually needs and who issues it. Treat it as non-preferential unless your broker confirms otherwise against the origin actually declared, and do not build a landed cost on a preference nobody has verified.

The state quality inspection mechanism, and what a buyer has to produce

This is the conformity machinery and it is worth understanding as a mechanism rather than as a yes or no. Vietnam's law on product and goods quality divides goods into two groups by the risk they present. Goods that a line ministry places on its Group 2 list (hàng hóa nhóm 2) are subject to state quality inspection on import: the importer registers the consignment for inspection with the designated body, a conformity assessment is carried out against the applicable technical regulation or standard, and the result is what allows the goods to be released and placed on the market. Which ministry administers a given product follows the field it is used in, so materials for transport works sit with the transport portfolio rather than with a general goods regulator, and the detail is carried in circulars that are amended, replaced and renumbered over time. What a buyer produces is therefore a registration, the technical evidence the applicable instrument calls for, and the resulting inspection or conformity document. This page states no position on whether bitumen under any particular description or tariff line is currently within the scope of a Vietnamese technical regulation or a state quality inspection list, and it names no designated conformity assessment body. Scope changes, and it is exactly the kind of thing a supplier page gets wrong. Establish the current position, the instrument in force and the body appointed under it with a licensed Vietnamese customs broker before the cargo is booked.

Establish where in the chain the checking sits, because it decides where your money goes

Conformity machinery comes in two shapes and they put the buyer's risk in different places. Under a pre-export verification model, an agent appointed by the destination government inspects and certifies the goods at the load port before they sail, so a failure is caught while the cargo is still at origin and still yours to reject. Under an import inspection model of the kind described in the previous step, registration and assessment happen at the import stage instead. Which of the two — if either — applies to your consignment is a question for a licensed Vietnamese customs broker, to be settled before booking rather than inferred from a page like this one, and it is worth asking early because the answer decides where verification money should be spent. If nothing attaches at the load port, then a specification failure will not surface until the material is already in Vietnam, already discharged or accruing detention, and worth far less to you there than it was at origin. Rejecting a cargo that is still at the load port is a commercial decision. Rejecting one that is sitting at Cát Lái is a dispute.

So move the testing forward yourself

Whichever way that question falls, the earliest verification is the cheapest one, and this is the single highest-value paragraph on the page for a first-time importer. Appoint an internationally recognised independent inspector at the load port. Sample under supervision across the consignment to ASTM D140 rather than from the container door, and seal retained samples held by both parties so that a later argument has something to run on. Have the laboratory report the lines Vietnamese acceptance will actually look at, which means the routine panel plus the three that an ordinary export panel omits: adhesion to aggregate for any project in Vietnam, the low-temperature line for a northern upland project, and the ageing procedure named in the tender rather than a generic loss on heating. This is the only verification that happens while the cargo is still yours to reject.

Settle the acceptance regime in the contract, not in correspondence

Four things decide whether a Vietnamese acceptance test is arguable, and all four are cheap to fix in the contract and expensive to fix afterwards. Which document governs — the project particular specification, the ministry instruction or circular it incorporates, the TCVN it cites, and the edition of that TCVN. Which method binds for each line, named specifically, because loss on heating, the thin-film oven test to ASTM D1754 and the rolling thin-film oven test to ASTM D2872 are different exposures and their results are not interchangeable. Which laboratory produces the binding result, and whether a load-port report citing the ASTM method is accepted in place of the TCVN method, which it usually can be because the TCVN methods were adopted from those procedures — but only if the contract says so. And whose aggregate the adhesion test is run on, since a result obtained on different stone is indicative rather than conclusive.

Fix who the importer of record is before anyone quotes DDP

Import formalities in Vietnam are performed by a party established to do so, and the declaration, the tax position and any inspection registration attach to that party. A seller who quotes DDP is undertaking to clear the goods and bear import charges in a country where it cannot normally be the importer of record, which is a far heavier commitment than it looks on a term sheet and one that quietly transfers a compliance obligation nobody has scoped. For a delivery inland — a plant near Pleiku, a provincial depot in the northern uplands — the coherent structure is an any-mode Incoterms 2020 rule such as CPT, CIP, DAP or DPU naming the actual place, with the buyer as importer of record and clearance on the buyer's side. Name a place, never a country: DAP Vietnam is not a delivery term.

Safety, transport classification and product documentation

Three separate questions that are routinely collapsed into one. The Safety Data Sheet is a document the buyer, the port and the site will all ask for, and the format and language expected at the destination is a question for a qualified regulatory consultant rather than an assumption. Transport classification depends on how the material moves: paving bitumen in sealed drums at ambient temperature is a different transport proposition from a movement at or above 100 °C, which brings the UN 3257 elevated-temperature provisions and their documentation and equipment requirements into play. Settle the classification for the actual movement with the carrier before booking. Chemical inventory and registration formalities, where any apply to a substance imported into Vietnam, are administered separately from customs classification and separately from quality inspection, and whether anything attaches to this commodity is a question for a broker and a regulatory consultant. This page takes no position on any of the three.

Plan the arrival window as a contract term

The last step is the one that costs money when it is skipped. Once the routing is known, check the arrival window against three Vietnamese calendars rather than one: the destination region's rainy season, which differs by about six months between the central coast and the two ends of the country; the September to December tropical cyclone peak on the central coast; and Tết Nguyên Đán in late January or February, when site crews, hauliers, brokers and terminal staff all stand down and congestion builds on either side of the holiday. Write a latest arrival date clear of the window, or an earliest arrival date after it, into the shipment terms, and state who bears storage if the vessel slips. A container that lands into the Tết window does not clear, does not move inland, and accrues storage while nobody is available to release it.

Frequently asked questions about bitumen supply to Vietnam

Which standard does Vietnam procure paving bitumen against?

TCVN 7493, the Vietnamese national standard for bitumen. It classifies paving bitumen by penetration at 25 degrees Celsius into bands including 40/50, 60/70 and 85/100, and acceptance testing is written against the Vietnamese TCVN method standards. Be careful about what naming it proves, though. A TCVN is a national standard and standards are voluntary in application: one becomes binding only because a mandatory technical regulation incorporates it or because a contract does. A QCVN is the other instrument, a national technical regulation, and that one is mandatory and is issued by the responsible line ministry. Road works add a third layer, because Vietnamese highway practice was historically written in the 22 TCN branch series and much of it has since been converted into TCVN or replaced by ministry circulars and technical instructions. So establish four things in the first reply rather than the fifth: the project particular specification, any ministry instruction or circular it incorporates, the TCVN it cites, and the edition of that TCVN. Quoting TCVN 7493 on an offer is a statement about a national standard, not a compliance claim against anything mandatory.

Is Vietnamese 60/70 the same as ASTM 60/70?

On penetration, yes. Unlike the Chinese hash-number system where 70# is a nominal value covering 60 to 80 dmm, the Vietnamese bands are the band: 60/70 means 60 to 70 dmm. But penetration is only the first line. Vietnamese practice also controls adhesion to aggregate, which ASTM D946 does not specify at all, so a cargo that satisfies ASTM 60/70 in full is not automatically evidenced against a Vietnamese specification.

Why is 60/70 the default paving grade in Vietnam?

Climate and loading push the same way. The country is tropical monsoon with high pavement surface temperatures year round and effectively no low-temperature cracking design case outside the northern uplands, so a softer binder gives up stiffness it needs and buys flexibility it does not. On top of that, the main highway corridors carry dense channelised heavy truck traffic with a long-standing overloading problem, which makes rutting the dominant risk. A stiffer binder is the specification answer to both.

What is the adhesion-to-aggregate requirement and why does it matter here?

Vietnamese practice rates how well the binder stays bonded to stone in the presence of water, on a graded scale rather than as a single pass or fail number, with the method standard TCVN 7504. It matters because much of the network sits in a rainfall band commonly cited at 1,500 to 3,000 mm a year, delivered in concentrated monsoon months, which makes stripping the dominant distress mechanism rather than rutting or thermal cracking. Take the required level from the project specification and get the result onto the Certificate of Analysis before shipment.

Is there a pre-shipment conformity scheme for Vietnam, of the kind buyers know as PVoC or SONCAP elsewhere?

This page takes no position on it, and no supplier page should: scope, instruments and appointments change, and this is exactly the question a page like this one gets wrong. What can be set out is the mechanism. Which Vietnamese port should the cargo go to?

It follows the site, not the price. Hai Phong serves Hanoi and the Red River Delta in the north. Ho Chi Minh City, principally Cat Lai, serves the southeast industrial provinces and the Mekong Delta, with Cai Mep as the deepwater alternative. Da Nang serves the central provinces and the corridor west towards Lao Bao. Quy Nhon is the gateway for the Central Highlands, roughly 170 to 180 km inland to Pleiku on QL19. Landing central or highlands cargo at a northern or southern port means several hundred kilometres of avoidable road haulage.

When should we ship, and will softer grades survive the voyage?

There is no single national answer, which is the unusual thing about Vietnam. The north is wettest May to September, the south May to November, and the central coast September to December with the heaviest typhoon exposure, so the only period comfortably dry across all three regions is roughly February to April. Add the Tet lunar new year stand-down in late January or February, when ports, trucking and brokers all pause. On packing: 60/70 handles a tropical routing with transhipment comfortably, while 85/100 and softer grades are where heat soak causes trouble, and for those grades new steel drums are the safer choice over bag packing.

Does the northern winter mean we should buy a softer grade for a project near Hanoi?

No, and this is the conclusion that is easiest to get wrong. Northern Vietnam has a genuine cool season, with January mean daily minima around 13 to 14 degrees Celsius in the Red River Delta and northeast monsoon cold surges pushing daily temperatures into single figures for days at a time, while Ho Chi Minh City has no month with a mean daily minimum below roughly 21 degrees. But Hanoi summers are hot and humid and the delta highways carry heavy channelised traffic, so rutting still governs in the north for most of the year and 60/70 remains the workhorse in all three delivery markets. What the northern winter actually changes is narrower and more useful than a grade swap. First, the step down to 40/50 on a heavily loaded section stops being free: in the south it costs nothing because there is no cold night to crack on, while in the north and above all at altitude it buys rut resistance at the price of thermal and fatigue cracking, so it should be made because the design case justifies it rather than as a general improvement. Second, a low-temperature line becomes worth asking for on a northern upland project, where ground frost and sub-zero nights are recorded on the highest ground: a Fraass breaking point to EN 12593 or a bending beam rheometer requirement, agreed in writing, because no standard export certificate carries either. Third, the compaction window shortens on early-morning and evening work, which changes the month the material is wanted on site rather than the grade in the drum. And note that altitude overrides latitude here: Da Lat sits at a southern latitude at around 1,500 metres and is cool the year round, so the useful question is not which half of the country the site is in but which town it is in and how high that town sits.

Should a Vietnamese cargo be bulk or drums?

Start with the discharge end rather than the price. A bulk parcel is only cheaper where heated shore tankage exists at the port, a heated road tanker fleet can serve the inland leg and the site has heated storage or a plant tank able to take the whole load. This page states nothing about what bitumen tankage exists in Vietnam or where it sits: heated storage is a commercial arrangement with a named terminal operator rather than an attribute of a port, and on a coast commonly cited at over 3,000 kilometres an arrangement serving one delivery market is of no automatic use to a project in another. Confirm the tank arrangement in writing first and price the parcel second. Containerised drum or bag cargo needs none of that infrastructure, and three Vietnamese features push most of the trade that way: a large share of demand is provincial and district road work in lots that never justify a parcel, Central Highlands and northern upland sites sit a long way from any heated storage, and Mekong Delta provincial bridges carry real load restrictions with barge transhipment common, so a consignment split into drums is a consignment the network can actually carry. Two further points specific to this market. The arrival month is part of the packing decision here, which is unusual: a March to May arrival in the south is the worst heat-soak exposure in the country and a December or January arrival at Hai Phong is the mildest.
