Bitumen Supply to Thailand: Grades, Ports and Standards

Thailand is the unusual case on this site, and the whole page is built on saying so plainly. Almost every other destination described here has to import its binder because there is no domestic alternative worth the name. Thailand is not in that position. It carries a substantial refining sector of its own, concentrated on the eastern seaboard around Map Ta Phut and Rayong and at Sriracha on the upper Gulf, with further capacity in the Bangkok area, and it has a functioning domestic bulk distribution system that delivers binder hot, by road tanker, to asphalt plants across the country. The practical consequence for an exporter is blunt and worth internalising before a single figure is quoted: an imported cargo is not filling a vacuum, it is competing. A Thai contractor already holds a delivered-to-plant number from a domestic source, and any offer from outside has to be better on specification, better on timing, or better on delivered cost — and the buyer is measuring it against a known benchmark rather than against nothing. That single fact reorganises the transaction. It raises the technical bar, because the reason to import is usually something specific and written down; it changes the basis of comparison, because a price at a port is not a price at a plant; and it makes vague reassurance lose faster here than in any market where the buyer has no choice. On top of that sits a country roughly 1,650 km long, with four sea gateways that serve genuinely different hinterlands, a long inland leg onto the Khorat Plateau in the northeast, and a tropical monsoon climate whose hot season drives real pavement temperature, whose wet season compresses the construction calendar, and which offers no cold-temperature design case anywhere on the trafficked network. Market summary

Thailand already has binder, and an import offer has to start from that

Most destination pages answer one question: what does this market consume and how does material reach it. Thailand needs a different question answered first, because the honest starting point is that the buyer does not need you. Understanding what that does to an offer is the difference between a serious enquiry and a wasted one.

Thailand sits at the centre of mainland Southeast Asia, sharing land frontiers with Myanmar to the west and north-west, Laos to the north and north-east across the Mekong, Cambodia to the east and Malaysia to the south at the base of the peninsula. It is a large, industrialised, middle-income economy with an extensive paved network, a domestic construction industry of real depth, and — the fact that governs this entire page — a substantial refining sector of its own. Refining capacity is concentrated on the eastern seaboard in the Map Ta Phut and Rayong industrial belt and at Sriracha on the upper Gulf coast, with further capacity in the Bangkok area. Bitumen is produced domestically, marketed domestically, and moved to asphalt plants hot and in bulk by road tanker through an established distribution network.

That is not a detail. It is the structure of the market. In Kenya, Uganda or Ethiopia an importer is solving the problem of there being no binder. In Thailand an importer is solving a narrower and more specific problem, because there is binder, it is available, and the contractor has a delivered price for it. An imported cargo therefore competes rather than fills a vacuum, and it competes against a benchmark the buyer already knows to the satang.

What competing actually means commercially

Three consequences follow, and they change how an offer should be written from the first line.

  • The technical bar is higher, not lower. A buyer who has a domestic alternative and chooses to import is normally importing for a reason that is written down somewhere: a grade the project needs, a certified property the general domestic supply does not routinely carry, a packing format, a timing window. The offer has to answer that reason precisely. Where a market has no alternative, a supplier can win on being present; here, presence is worth nothing.
  • The comparison is delivered-to-plant, not port-to-port. The domestic competitor quotes a hot tanker arriving at the asphalt plant gate. An imported quotation expressed CIF Laem Chabang is answering a different question. It excludes the inland haul, the container handling, the drum handling, the drum disposal, the labour of charging a melter one drum at a time, and the storage the packed material needs while it waits. Unless those are named and priced, the two numbers are not measuring the same thing, and the buyer will discover the difference after the contract rather than before it.
  • Vagueness is expensive. In a market with no alternative a buyer will forgive an imprecise offer because the alternative is nothing. Here the alternative is a known supplier with a known product and a known lead time. An offer that says high quality bitumen at competitive prices is not an offer at all in Thailand; it is a signal that the seller has not read the tender.

Where an imported cargo genuinely can win

These are the categories that come up, and it is worth asking a Thai enquiry which one applies, because the answer decides what the offer has to prove:

  • A packing format the domestic bulk system does not serve well. This is the largest single category. Domestic distribution is built around hot bulk into tankage. A contractor running a mobile plant on a rural or provincial road package, a small contractor without a heated tank, a site in the far north or the deep south at the end of a long haul, or a project that needs staged call-off over months rather than one delivery, is a buyer for whom drums are the right format and bulk is not. Imported drummed material addresses that directly.
  • A test schedule or certificate the client insists on. A full performance grading with dynamic shear, pressure ageing vessel and bending beam data, a multiple stress creep recovery result, a narrower contractual penetration window, third-party inspection at the loading point, a batch-specific Certificate of Analysis with measured values rather than a typical-values sheet. This is where a disciplined exporter competes on something objective.
  • A grade or product not conveniently available on the timing the project needs. A harder penetration grade for a heavily loaded section, a specific performance grade, a modified binder for a defined length of pavement rather than a whole contract.
  • A delivery point closer to a port than to anything else. In a country roughly 1,650 km long this is a real category rather than a curiosity, and it applies most strongly in the peninsula south of Chumphon and on the eastern seaboard itself.
  • Onward movement to a neighbouring market. Thailand has land frontiers with Laos, Cambodia and Myanmar, and cargo entering through a Thai gateway may be destined beyond it. That is a different transaction with different documents, and it is dealt with separately further down this page.
  • A commercial moment. If that is the honest answer, say so honestly and price it honestly. It is a legitimate reason to import and it is not one that survives being dressed up as a technical argument.

And where an imported cargo structurally cannot win

An honest page has to name these too, because a buyer who has been promised something impossible stops answering emails.

  • Bulk into a well-equipped fixed plant near the refining belt. A plant on the eastern seaboard with permanent heated tankage, a short tanker haul and an established domestic account is not a market an imported drummed parcel can take. Do not try.
  • A binder specified as a domestic modified recipe. Thailand is a major natural rubber producer and there is a long-standing policy direction toward using natural rubber in road construction, which appears in Thai specifications as rubber-modified asphalt cement and rubber-modified seal treatments. Where a tender calls for a binder of that kind, it is describing a product made to a domestic formulation with domestic raw material, and a straight-run imported penetration grade does not satisfy it. Read the clause before offering.
  • Anything where a regional-origin cargo can claim a tariff preference and yours cannot. Thailand is a member of ASEAN, and goods originating within the bloc can be presented for preferential treatment under the ASEAN Trade in Goods Agreement on production of the appropriate origin documentation. A cargo originating outside the region cannot claim it. What that is worth on any particular tariff line is a question for a licensed customs broker in Thailand and no rates of any kind are stated on this page, but the structural point is not in doubt and it belongs in an honest comparison.

The demand behind the enquiries

Thai binder demand is fragmented across a set of buyers who do not write the same clause. The national highway network is administered by the Department of Highways under the ministry responsible for transport, which maintains its own standard specification for highway construction; the rural classified network sits with the Department of Rural Roads under the same ministry; the Bangkok expressway network is run by the Expressway Authority of Thailand; city streets in the capital are the responsibility of the Bangkok Metropolitan Administration; and a very large volume of local road work is procured by provincial and sub-district local administrative organisations with their own documents and their own budgets. Alongside those sit airport, port and industrial-estate pavement with private engineering standards, and internationally supervised projects that bring the specification traditions of their consultants. A provincial resurfacing package, a trunk highway contract, an expressway overlay and an industrial hardstanding job can each carry a different binder clause and a different view on modified binder.

How Thailand differs from its neighbours

This matters because a buyer comparing offers will be comparing across the region, and because a page that could be about any Southeast Asian country is worth nothing. Vietnam and the Philippines are markets where the import case is more straightforward, because the domestic alternative is thinner. Malaysia shares Thailand’s peninsula, its climate and a land frontier, and is the market against which a southern Thai project is most likely to be sourcing comparatively. Indonesia is an archipelago problem, where the question is which island and which port rather than which road. Thailand’s distinguishing features are the combination of a mature domestic supply with a long, thin geography that puts several of its regions a very long way from any port, and with a monsoon calendar that concentrates work into a limited number of dry months. Those three together are the shape of the market, and none of them is shared by all its neighbours.

The five things that decide a Thai order

  • Why you are importing at all. Packing, specification, timing, location or price. The answer decides everything the offer has to prove, and a supplier who does not ask it will write a generic offer into a market that punishes generic offers.
  • The delivery province and the plant, not the country. Thailand is roughly 1,650 km long and its regions sit at very different distances from the sea. A country name cannot be priced.
  • Which gateway serves that place. Laem Chabang, Bangkok Port, Map Ta Phut or Songkhla are not interchangeable, and for a deep-southern project the difference is most of a thousand kilometres of road.
  • Which specification system the tender uses. Penetration grading is the common idiom; performance grading appears on heavier work. A grade in one cannot be inferred from a grade in the other.
  • What the packing has to survive after it lands. Not the voyage. A monsoon, high humidity all year, and a hot season that puts a dark steel drum well above shaded air temperature.

What this page does not tell you

It does not state that any port, berth, terminal, road, railway, inland depot or land crossing is open today, running to a schedule, equipped for this commodity or available for your cargo. Geography is described because geography is stable and publicly checkable; operating status is not, it changes, and it belongs to the freight forwarder who is accountable for it. Road distances are commonly cited approximations for orientation and nothing more. No transit times, freight rates, vehicle payloads, vessel or tanker capacities, port throughput or draught figures, container free time periods, detention charges, duty rates, excise, taxes or levies appear anywhere. No refinery, terminal operator, shipping line, haulier, forwarder, inspection body, customs broker, certification body, product brand or client is named as a counterparty, and no presence, office, agency, tankage or shipping history in Thailand is claimed. It states no position on whether bitumen is or is not currently within the scope of any Thai compulsory standard, licensing regime or conformity programme, and it names no appointed certification body, for reasons set out at length in the conformity section. It quotes no Thai Industrial Standard designation for paving bitumen, because the requirement that binds a shipment is the clause the tender incorporates. And nothing here is legal, customs, regulatory, insurance or compliance advice; a buyer trading into Thailand must take independent advice covering the goods, the parties, the customs territory and the payment mechanism.

Port structure

Four gateways that are not interchangeable, and the inland layer behind them

Thailand’s commercial ports are not one system with several doors. They face different waters, they are built for different trades, and they serve regions that are hundreds of kilometres apart. The principal container gateway sits on the eastern seaboard well outside Bangkok; the capital retains a river port with real geographic constraints on it; the industrial and liquid-bulk port sits further east among the petrochemical estates; and the south is served from its own coast rather than from the centre. This table is a map, not a timetable. It states nothing about whether any facility is open, what it handles, what it can discharge, heat or store, or whether a service calls on your date. Those are questions for a freight forwarder in writing before a delivery term is agreed.

A vessel calling at Khlong Toei has to cross the bar at the river mouth and then run upstream, which sets a limit on the depth of water available; and it has to pass beneath the fixed crossings of the Chao Phraya downstream of the berths, including the Rama IX and Bhumibol bridges, which sets a limit on air draught. The combination bounds the size of ship that can call. No depth, clearance or throughput figures are stated on this page. The commercial consequence for a bitumen buyer is simply that Khlong Toei is a convenience for a delivery inside Bangkok and is not a substitute for Laem Chabang on a deep-sea routing, and which of the two your service actually calls at is a forwarder question.

Because Map Ta Phut is an industrial and liquid-bulk port, buyers assume a bulk bitumen parcel can be discharged, heated, stored and drawn off there. A facility engineered for petrochemical feedstocks, gases and refined products tells you nothing whatever about whether a heated bitumen parcel can be received, held at temperature and released to a road tanker. That is a contracted arrangement with a specific operator, it has to be confirmed in writing before a parcel is fixed, and this page asserts none of it. What Map Ta Phut does tell a planner is where the heavy industrial pavement is: plant access roads, hardstanding and slow, heavily loaded traffic, which is precisely the loading case that argues for a raised high-temperature grade or a modified binder rather than a general paving grade.

Songkhla On the Gulf coast of the southern peninsula, at Singha Nakhon near Songkhla city, the principal deep-sea gateway of the far south Songkhla, Hat Yai, Phatthalung, Nakhon Si Thammarat, Pattani, Yala and Narathiwat — the whole southern end of the country This is the gateway that changes a southern project’s arithmetic completely. Commonly cited road distance from Bangkok to Hat Yai is roughly 950 km, so a cargo landed in the capital or on the eastern seaboard for a deep-southern site carries most of a thousand kilometres of peninsular highway in front of it. Landing in the south removes that. For a low value density cargo like binder that is not a delivery detail, it is the difference between a competitive offer and an academic one. Confirm with a forwarder what services call and what packing can be handled before building an offer on it.
Ranong On the Andaman coast of the upper peninsula, facing the Andaman Sea and the wider Indian Ocean rather than the Gulf of Thailand Ranong, Chumphon by road across the isthmus, and the upper Andaman provinces Geographically the interesting one, because it is Thailand’s west-facing gateway and is reached without running the length of the Strait of Malacca and around the peninsula into the Gulf. That makes it structurally relevant to any cargo approaching from the Indian Ocean side. It is a small port and this page states nothing about what it handles or whether it takes containerised cargo of this description; treat it as a question to put to a forwarder rather than as a plan.

Ask the forwarder which clearance route they can actually execute for this commodity and what it does to the free time on the container.

The conventional national network is metre gauge, and it runs south to the Malaysian frontier at Padang Besar on the same gauge, so a peninsular rail movement does not meet a gauge break. Northward is different: the metre-gauge network reaches the Mekong at Nong Khai, while the railway built on the Lao side toward the Chinese frontier is standard gauge at 1,435 mm, so a through movement in that direction involves a change of gauge and a physical handling operation. Nothing here states that any rail service is available for this commodity, in your packing, on your date.

A consignment entering Thailand for onward movement to Laos, Cambodia or Myanmar is a different transaction from a Thai import: different importer of record, different customs procedure, different conformity question and a different transport document. They are listed here for completeness of the map. Nothing states that any crossing is open to commercial freight of this description, and the documentary consequences are set out in the documents table further down.
Three cautions belong with this table. First, it describes geography, not availability. Whether any gateway above is open, whether it handles this commodity, whether covered storage or heated tankage exists for your parcel and whether a service calls on your date are operating questions that change and must be confirmed in writing with a freight forwarder before a contract is signed. Second, no draught, air-draught, throughput, capacity or berth figure is stated anywhere on this page, and none should be inferred from the descriptions above; where a constraint is described, it is described as a constraint rather than as a number. Third, and commercially the most important: the gateway decision is made from the delivery province, not from the port’s reputation. Laem Chabang is the right answer for most of the country and the wrong answer for a project in Songkhla or Narathiwat, where landing in the south removes most of a thousand kilometres of road haul from every tonne. An offer into Thailand that does not say which gateway it is built on and what is excluded beyond that point is not a comparable offer. Petroleum bitumen falls under HS heading 2713.20; the full national subheading and any duty, excise or tax treatment must be confirmed with a licensed customs broker in Thailand, and no rates of any kind are stated here.

Geography, routing and packing economics

A country 1,650 km long, an escarpment into the northeast, and a peninsula that never ends

Thailand looks compact on a regional map and is not. Its north-south extent is commonly cited at roughly 1,650 km, its population and its road programme are spread across four regions with very different relationships to the sea, and the inland leg is where an import offer is usually won or lost. Settle the routing before the price, because it changes the delivery term, the packing unit and a meaningful share of the landed cost.

The shape of the country, region by region

Four regions with distinct geography, and a fifth if the eastern seaboard is counted separately from the centre, which for a bitumen planner it should be.

  • The central plain, the flat alluvial basin of the Chao Phraya running from Nakhon Sawan down through Ayutthaya to Bangkok and the Gulf. This is the demographic and industrial core, it is close to the capital’s port and within a short haul of the eastern seaboard, and it is the one part of the country where a port price and a delivered price are nearly the same number.
  • The eastern seaboard, running from Chonburi through Rayong to Chanthaburi and Trat along the Gulf coast on Highway 3, the road commonly known as Sukhumvit. This is where the industrial estates, the deep-sea port and the refining belt all sit within a short distance of one another, and it is the region where an imported cargo has the least to offer, because the domestic alternative is at its strongest and its haul is at its shortest.
  • The northeast, or Isan, occupying the Khorat Plateau east of the central plain. This is the largest region by area and by population, it is bounded by the Mekong to the north and east, and it sits behind an escarpment. It is dealt with separately below because the inland leg to it is the defining logistics problem of Thai bitumen supply.
  • The north, the mountainous provinces around Chiang Mai, Chiang Rai, Lampang, Nan and Mae Hong Son, reached by Highway 1, commonly known as Phahonyothin, which runs up through Nakhon Sawan and Tak toward Lampang and on to Chiang Rai, with Chiang Mai itself served by a branch route off that spine rather than by Highway 1 directly. Long haul, mountain alignments, and the only part of the country with a genuinely cool season.
  • The south, the peninsula running from Chumphon down through Surat Thani, Nakhon Si Thammarat, Songkhla and Hat Yai to the Malaysian frontier, on Highway 4, commonly known as Phetkasem. It is long, it is narrow, it has a coast on each side with different weather, and its far end is closer to Kuala Lumpur than to Bangkok.

Road distances, and why they decide the offer

Bitumen is heavy and low in value density. A tonne of paving grade binder is worth a small fraction of a tonne of most cargo that travels in a container and weighs exactly the same, so freight is a large share of landed cost rather than a rounding error. Commonly cited road distances from Bangkok, given for orientation only and not as a basis for any freight calculation, run approximately as follows: Laem Chabang roughly 130 km; Nakhon Ratchasima roughly 260 km; Khon Kaen roughly 450 km; Udon Thani roughly 560 km; Nong Khai roughly 615 km; Ubon Ratchathani roughly 630 km; Chiang Mai roughly 700 km; Phuket roughly 840 km; Hat Yai roughly 950 km. Actual routings vary with the alignment used and belong to a forwarder.

Set those against the cargo and the conclusion is unavoidable. A delivery into the central plain or the eastern seaboard carries a short inland leg. A delivery into Ubon Ratchathani, Chiang Rai or Narathiwat carries a haul comparable in length to the whole of some of the corridor markets described elsewhere on this site — but with one crucial difference: it is entirely inside one customs territory. There are no frontiers, no transit declarations, no seals and no clearing agents on the way. That makes the Thai inland leg a straightforward haulage problem rather than a procedural one, which is genuinely easier, and it means the whole question is cost and time rather than compliance.

The northeast, and the climb onto the plateau

The inland leg into Isan deserves its own paragraph because it is the one that catches planners. The northeast is not simply further away; it is up. The Khorat Plateau sits above the central plain, commonly described as lying at roughly 100 to 200 m, and the road from the centre climbs the Dong Phaya Yen range to reach it. The trunk route is Highway 2, the Mittraphap or Friendship Road, which leaves Highway 1 at Saraburi, climbs past Pak Chong to Nakhon Ratchasima, and then runs on through Khon Kaen and Udon Thani to the Mekong at Nong Khai. Everything moving from a Gulf port into the northeast uses that spine or a parallel to it.

Two consequences for a bitumen planner. First, Nakhon Ratchasima is the hinge of the region: it is where the climb ends and the plateau begins, it is where the network fans out toward Khon Kaen, Ubon Ratchathani and Surin, and it is the point at which a delivery schedule into Isan should be measured from rather than from Bangkok. Second, the climb itself is a pavement loading case. Long sustained gradients with heavily laden vehicles concentrate slow, heavy traffic in a way that flat highway does not, and climbing lanes, truck standing areas and the approaches to junctions on that alignment are exactly the locations where rutting appears first. If a tender covers work on that route, the binder argument is not the general one for the region; it is the one for a slow-traffic, heavily loaded pavement.

Rail, and the one gauge break in the picture

Thailand’s conventional railway network is metre gauge, 1,000 mm, radiating from Bangkok to the north, the north-east, the east and the south, with an inland container depot at Lat Krabang connected toward the eastern seaboard. Two points are worth a planner knowing. Southward the gauge is continuous to the Malaysian frontier at Padang Besar, so there is no break of gauge on the peninsular axis. Northward and eastward, the metre-gauge network reaches the Mekong at Nong Khai, while the line built on the Lao side toward the Chinese frontier is standard gauge at 1,435 mm; a through movement in that direction therefore involves a change of gauge and a physical transfer. Whether any rail service is available for this commodity, in your packing, on your date, is a forwarder question and this page asserts nothing about it. What it does assert is the general rule: every transfer is a handling event, and handling events are where drums are damaged and counts are disputed.

Container detention, and the reason Isan buyers strip at the port

On a delivery near Laem Chabang the box is emptied quickly and returned. On a delivery to Ubon Ratchathani, Nong Khai or Narathiwat the box travels inland with the cargo and has to come back, and the round trip is not measured in hours. Shipping lines allow a contractually agreed period of free time and charge detention beyond it; the free period and the charge are commercial terms between the buyer and the line, and no figures are stated on this page. Many inland Thai buyers therefore strip the container at the port or at an inland depot and move drums onward on flatbed vehicles rather than sending the box up-country. That decision has to be made before the cargo is booked, because it changes the packing plan, the handling count and the insurance arrangement. Ask the question at enquiry stage rather than discovering it on an invoice.

Axle loads and the conversion to vehicles

Gross vehicle weight and axle load on the Thai trunk network are controlled by the highway authorities and enforced at weigh stations along the main routes — including the Mittraphap approach onto the Khorat Plateau and the Phetkasem axis down the peninsula, which are precisely the two long hauls an imported cargo is most likely to be sold into. No payload figure appears on this page. The legal limit, the tolerance applied in practice, and what a specific vehicle and trailer combination may lawfully carry on a specific alignment are matters for the carrier through the forwarder. Two Thai-specific consequences follow. A weigh station is also a standing area, which is one of the rutting locations named further down, so the same enforcement that constrains your haulier is part of the binder argument on that alignment. And because the domestic competitor’s haul is short and yours is not, the vehicle conversion is a larger share of your delivered cost than of theirs, which is why it has to be priced rather than assumed. The correct sequence is to fix the packing and the drum count using the container arithmetic below, then ask the forwarder how that tonnage converts into vehicles on the actual route, and to price the handovers as well as the kilometres.

Packing arithmetic

Site standard loading figures, which apply to the sea leg and to any container movement inland, are as follows. New steel drums of 150 kg net give 80 drums and 12 MT per 20 ft FCL. Drums of 180 kg net give 80 drums and 14.4 MT. Drums of 185 kg net give 80 drums and 14.8 MT. Jumbo or poly bags of 1 MT give 20 bags and 20 MT. The 20 ft box is the unit because a cargo of this density reaches its weight limit long before it fills a larger container. Use these figures to fix the drum count, the packing cost per tonne and the number of packages on the transport document. Container arithmetic does not transfer to a road vehicle, so stop there and convert to vehicles with the forwarder.

The delivery term has to match the leg, and in Thailand it has to match the competitor

Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They are built around a vessel and a port and they have coherent meaning for a parcel discharging at Laem Chabang, Bangkok Port or Songkhla. They have no coherent meaning for a truck arriving at a plant outside Khon Kaen. The rules that work for any mode are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.

Three errors recur on Thai business, and the first is specific to a market with a domestic alternative:

  • Quoting CIF Laem Chabang against a domestic delivered-to-plant benchmark. This is the characteristic Thai mistake. The buyer’s alternative is a hot tanker at the plant gate with no packaging, no drum handling and no inland haul to arrange. A CIF port price is not the same object and comparing them straight is not a comparison. Either quote to a named inland place, or state explicitly and in writing what the price excludes beyond the port and roughly how far that leg is, so the buyer can build the comparison themselves.
  • Naming a country instead of a place. DAP Thailand is not a delivery term. DAP followed by a named province, plant or project site is. The named place must also settle who bears the cost of a vehicle standing and waiting, because on a land leg the truck and driver are idle at somebody’s expense.
  • Agreeing DDP casually. DDP puts import clearance and charges on the seller, in a jurisdiction where the seller may not be able to act as importer of record and where a conformity or licensing requirement may attach to the import. It should never be agreed before the questions in the conformity section below have been answered in writing by a licensed customs broker in Thailand.

One regulatory line to settle before a tanker is booked

This line matters more in Thailand than in a market without a domestic bulk system, because the hot road tanker is exactly what the domestic competitor uses and an importer who tries to match that mode inherits its regime. Where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, while packed bitumen moving at ambient temperature is treated differently — which is one more quiet reason drums fit the imported case on this market and hot bulk fits the domestic one. The distances make it concrete: a hot tanker running from a Gulf-side loading point onto the Khorat Plateau or down the peninsula is at temperature on a public road for a long time, over the same climbing and weigh-station alignments described above. Whether the classification applies to your movement, and what marking, documentation, equipment and driver qualification follow from it, is a question for the carrier and the forwarder and it belongs before the booking rather than after it.

The commercial position

Better on specification, better on timing, or better on delivered cost

There are exactly three things an imported cargo can be better at than the domestic alternative, and a Thai buyer will test all three. This section sets out what each one actually requires of an offer, what the local benchmark contains that a port price does not, and where the honest answer is that an import cannot win. It is the section that decides whether an enquiry becomes a shipment.

What the local benchmark actually contains

Before an offer can beat a number, somebody has to understand what is inside the number. A domestic delivered quotation to a Thai asphalt plant typically bundles several things that an imported CIF price does not:

  • The product delivered hot and ready to use, pumped into the plant’s tank at working temperature, with no reheating cycle on the buyer’s side.
  • No packaging at all, and therefore no packaging cost, no drum handling labour, no drum storage requirement and no empty drum disposal problem at the end of the job.
  • The inland haul included from a domestic loading point that is usually far closer to the plant than any port is.
  • A short and known lead time, with the ability to call off small quantities repeatedly rather than taking a container load at once.
  • A domestic commercial relationship, in the buyer’s language, under the buyer’s law, with a counterparty who can be reached and pursued.

None of that is a reason not to import. It is the list an import offer has to answer, item by item, and the answer is different for each of the three axes below.

Axis one: better on specification

This is where a disciplined exporter competes on something objective, and it is the strongest axis because everything on it is written down and testable. The categories that come up on Thai enquiries:

  • A full performance grading schedule. Where a tender is written against AASHTO M320 or AASHTO M332, the certificate has to carry dynamic shear on unaged and rolling thin-film oven aged binder, rolling thin-film oven ageing, pressure ageing vessel conditioning, dynamic shear on the pressure-aged residue, bending beam rheometer data on that residue, rotational viscosity and flash point — and under M332, the multiple stress creep recovery result as well. A supplier who can produce that whole schedule against a batch is offering something a general bulk supply frequently does not carry with it.
  • A narrower contractual window inside the grade. Two cargoes can both be genuine 60/70 and behave differently on a Bangkok wearing course in April. Offering a contractually binding penetration and softening point range narrower than the grade band, for this shipment, is a real technical concession that costs a serious supplier nothing and that a commodity supply will not match.
  • Batch-specific certification with measured values. A Certificate of Analysis tied to the lot actually loaded, with measured numbers rather than a reprinted specification range, and with the ASTM, AASHTO or EN designation printed beside each result.
  • Third-party inspection at the loading point. An internationally recognised inspection company attending loading, sampling across the consignment to ASTM D140, and sealed retained samples held by both parties. On a market where the buyer is choosing to import, this is often the whole reason they are choosing to.
  • The right ageing procedure. Middle East export certificates carry the thin-film oven test to ASTM D1754 by default. If the Thai clause controls the rolling thin-film oven test to ASTM D2872 or AASHTO T240, that test has to be on the schedule before the batch is certified, not argued about afterwards. Offering to certify against the procedure the tender actually names is a specification advantage in itself.

Axis two: better on timing

Timing in Thailand is not a general claim about lead times. It is about two specific calendars that both compress demand into the same part of the year.

The first is the weather. The southwest monsoon closes a large part of the practical paving calendar from roughly the middle of May into October, and the reliable working window across most of the country is the cool dry months and the hot season that follows. Work therefore clusters, and so does the call-off pressure that comes with it.

The second is procurement. The Thai government fiscal year runs from 1 October to 30 September, and public road budgets are appropriated and spent against it. The practical effect on a supplier is that demand from publicly funded work is not evenly distributed through the year: it follows the budget cycle and the disbursement pattern within it, and it interacts with the weather calendar rather than smoothing it out. A supplier who understands that a Thai contractor’s problem in a particular month is availability rather than price is a supplier who can offer something useful.

Two cautions belong here. This page does not state that the domestic market is tight in any given period, because that is a current-conditions claim and it changes. And no delivery promise, transit time or lead time appears anywhere on this page, because those belong in a contract against a specific booking, not on a web page.

Axis three: better on delivered cost, honestly compared

This is the axis where most import offers into Thailand fail, and almost always for the same reason: the comparison is made between two numbers that measure different journeys. To build a comparison the buyer can actually use, an offer has to expose its assumptions:

  • Name the gateway. Laem Chabang, Bangkok Port, Songkhla. Say which one the price is built on.
  • Say what is excluded beyond it, and say roughly how far the remaining leg is. A single sentence stating that the price excludes inland haulage from the port to the plant, a distance of the order of several hundred kilometres for an Isan or northern delivery, converts an incomparable number into a comparable one.
  • Price the packing consequences, not just the packing. Drums cost money to buy, to handle, to store under cover in a monsoon, to heat one at a time and to dispose of empty. A domestic bulk delivery has none of those lines. Where drums are the right answer — and for a mobile plant or a staged call-off they very often are — say why they are worth their cost rather than pretending the cost is not there.
  • Account for the container. Detention on an inland round trip, or the cost and handling of stripping at the port, is a real line and it is one the domestic competitor does not have at all.
  • Be honest about origin and tariff treatment. Thailand is an ASEAN member state, and goods originating within the bloc can be presented for preferential treatment under the ASEAN Trade in Goods Agreement on production of the appropriate origin documentation, which is exchanged in the region through the ASEAN electronic origin arrangements. Thailand has further preferential arrangements with other trading partners. A cargo originating outside all of them cannot claim any of it. No duty rate, preference margin or tariff line treatment is stated on this page, and what any of this is worth on a specific classification is a question for a licensed customs broker in Thailand — but a seller who does not raise it is leaving the buyer to discover it, which is a bad way for a first shipment to go.

Where the honest answer is that you cannot win

Naming these is worth more commercially than pretending otherwise, because a buyer who is quoted something impossible stops replying.

  • Bulk into a fixed, well-equipped plant near the refining belt. Short domestic haul, hot delivery, established account, no packaging. An imported drummed parcel does not compete there and should not try.
  • A rubber-modified binder made to a domestic formulation. Thailand is a major natural rubber producer and there has been a sustained policy direction toward using natural rubber in road construction, which appears in specifications as rubber-modified asphalt cement and rubber-modified seal treatments, commonly written with a domestic prefix that a foreign reader will not recognise. Where a clause calls for a binder of that type, it is calling for a domestic product with a domestic raw material content, and an imported straight-run penetration grade does not satisfy it. Read the clause before offering, and if the clause is unclear on the point, ask the engineer rather than assuming.
  • Anything priced purely on being cheap. A supplier who claims to undercut the local price without knowing the local price is guessing, and a Thai buyer will identify that in one exchange.

How this changes the shape of the first reply

The first reply to a Thai enquiry should do four things that a first reply into a market with no alternative does not need to do. Ask why they are importing, because the answer decides what has to be proved. Ask for the binder clause, so the offer can be written against the document that binds rather than against a habit. State the gateway and the exclusions, so the comparison is honest. And offer the specification concessions that are actually worth something — the measured values, the narrower window, the ageing procedure the tender names, the inspection at loading — rather than adjectives. In a market where the buyer has a real alternative, those four things are the entire competitive position.

Climate and season

Tropical monsoon: the heat end decides the grade, the wet end decides the calendar

Thailand is the cleanest climate argument on this site, and it is clean in an unusual direction. There is no cold-temperature design case anywhere on the trafficked network. Even the coolest lowland nights in the far north sit far above any temperature at which a paving binder is asked to resist thermal cracking, so the low-temperature half of a specification — which dominates the discussion in highland Kenya or the Saudi interior — is effectively unbinding here. That removes one variable entirely and concentrates the whole binder decision at two points: behaviour at high pavement temperature, and resistance to moisture. The second variable, and the one that governs the commercial calendar rather than the material, is rain. Thailand’s year is conventionally divided into three seasons, and the southwest monsoon closes a large part of the practical paving window. The one national statement that is wrong is any statement about the rainy season, because the southern peninsula does not share it. Read the zone before agreeing a grade or a delivery schedule.

The northeast, the Khorat Plateau Isan: Nakhon Ratchasima, Khon Kaen, Udon Thani, Nong Khai, Ubon Ratchathani, Surin and the Mekong provinces, commonly described as lying at roughly 100 to 200 m The most continental climate in Thailand and the one with the widest swings. Hot season maxima are at the top of the national range, commonly in the mid-thirties °C and higher, with intense radiation and a dry landscape. The cool season is genuinely the coolest of the lowland regions, with cool nights driven by northeasterly air, but not cold in any binder sense. Rainfall is heavy in the wet season and the region also experiences pronounced dry spells The severe end of the Thai pavement temperature case, and the clearest regional argument for the harder penetration grade or a raised high-temperature performance grade. Two practical points come with it. The supply line is the longest in the country from any port, so material tends to be pre-positioned in quantity rather than replenished, which makes packing that stores well through a wet season part of the plan rather than an afterthought. And the approach from the centre climbs the Dong Phaya Yen escarpment, so the trunk route into the region carries a concentration of slow, heavily laden traffic on sustained gradients — a rutting location in its own right, independent of the regional climate argument.
The north and the northern highlands Chiang Mai, Chiang Rai, Lampang, Nan, Phrae, Tak and Mae Hong Son, in mountainous country, with the highest ground at Doi Inthanon reaching 2,565 m The one part of Thailand with a genuinely cool season. Cool-season nights in the northern valleys fall well below anything experienced in Bangkok, mountain stations are cooler again, and frost is recorded occasionally on the highest peaks. The hot season is still hot, with high daytime maxima in the valleys. The wet season follows the national pattern, with orographic rainfall on the ranges This is the region a buyer from a temperate market expects to invert the argument, and it does not. Even the coolest valley nights sit far above the temperature at which a paving binder is asked to resist thermal cracking, and the highest ground where frost occurs is not where the trafficked network is. So the low-temperature end remains a formality here as it does everywhere else in Thailand, and a request for a Fraass breaking point or a bending beam rheometer line is not a Thai requirement in the way it is a Saudi highland or Kenyan highland requirement. What the north does change is construction rather than material: mountain alignments with steep gradients and tight radii are a slow-traffic loading case, orographic rainfall is heavier and less predictable than the plain, seasonal smoke haze affects working conditions in the dry months, and access for a long vehicle carrying a container is a real question that belongs to the forwarder.
The upper peninsula and the southern Gulf coast Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla and Hat Yai on the eastern side of the peninsula This is where the national season statement breaks. The Gulf side of the southern peninsula takes its heaviest rainfall under the northeast monsoon, roughly from October into December, at exactly the time the rest of the country is drying out and entering its comfortable working period. Tropical depressions and storms approaching from the South China Sea are a feature of that period. Temperatures are high and equable the whole year, with a narrow annual range and very high humidity Two consequences and both are commercial. First, a delivery schedule copied from a Bangkok calendar will be wrong here by several months. A southern Gulf-coast project loses its window at the point a central project gains one, so the shipment planning has to be done against the regional pattern and not against the national one. Second, the durability question is moisture rather than heat: very high humidity in every month, intense rainfall events, and a high water table on the coastal plain make stripping and water damage the governing risk, answered through mix design, drainage and adhesion additives. The heat argument still applies to the binder, but it is not the distinguishing feature of this region.

For the binder itself the argument is unchanged — high-temperature end and moisture — but the exposure is at its most extreme: a very long wet season, heavy rainfall intensity and permanently high humidity make covered storage of packed material a requirement rather than good practice, and make the moisture damage question in the mix the first thing a durability discussion should cover.

Order ahead of a window rather than into it, because material that arrives after the window opens has already lost part of the season. And hold packed material under cover so that it is usable on the first workable shift rather than on the first dry day plus a week.

It cannot be certified from a binder sample and any supplier claiming moisture performance from a binder certificate is overstating what the document can carry. For packed goods, permanent high humidity is also a corrosion environment that attacks drum seams and closures faster than a buyer from a dry market expects.
Four planning consequences follow, and they are the whole climate argument for this market. First, the binder decision is settled at the high-temperature end. There is no cold-temperature design case on the trafficked Thai network, which means a hard grade carries none of the thermal cracking penalty it carries in a market with real winters, and it means the low-temperature half of a performance grade is not the constraint. That simplifies the specification argument compared with almost every other market on this site. Second, the durability argument is moisture, and it is answered in the mix rather than in the binder grade. A supplier who talks only about penetration and softening point has answered half the Thai question. Third, the calendar is regional, not national. The southwest monsoon closes the window across most of the country from roughly mid-May to October, while the Gulf coast of the southern peninsula loses its window from roughly October into December under the northeast monsoon, and the Andaman coast runs the opposite pattern to its own Gulf-side neighbours across a narrow isthmus. Ask when the specific region’s window opens, not when the Thai season starts. Fourth, air temperature is not pavement temperature. A dark asphalt surface under direct tropical solar exposure runs substantially hotter than the air above it, which is why a penetration figure measured with a needle at 25 °C is a poor proxy for the condition in which the binder actually fails here, and why a performance grade derived from pavement temperature statistics translates this climate better than a penetration number does.

Specification practice

How a Thai tender names its binder, and which document actually binds

Thailand publishes its own industrial standards and its highway authority maintains its own standard specification for road works, and those are two different documents doing two different jobs. Penetration grading is the common idiom in Thai road specifications; performance grading appears in specifications for heavier work. This section describes what is common rather than asserting a national rule, and explains why no designation number is printed anywhere on this page.

The two documents a Thai buyer is working from

There are two distinct standards structures behind a Thai binder clause, and confusing them is the commonest reason an exporter answers the wrong question.

The first is the national industrial standards system. Thailand’s national standards body is the Thai Industrial Standards Institute, an agency of the ministry responsible for industry. Its functions are the ordinary functions of a national standards body: developing and issuing Thai Industrial Standards, operating product certification and the associated standard mark, accrediting and overseeing certification and testing activity, and administering the licensing regime that attaches to products covered by compulsory standards. A Thai Industrial Standard is a product standard: it describes what a material has to be.

The second is the highway specification. The Department of Highways, under the ministry responsible for transport, maintains its own standard specification for highway construction, which is the document a national road contract actually incorporates. That document is not a product standard; it is a construction specification, and the binder clause inside it names the grade, sets the acceptance requirements, cites the test methods and sits alongside the mix design and construction clauses that govern how the material is used. The Department of Rural Roads, under the same ministry, performs the equivalent function for the rural classified network, and its documents lean toward the surface treatments and lighter pavements that network is built from.

The practical consequence is the one that runs through every market page on this site: the requirement that binds a shipment is the clause the tender incorporates, not a national standard number quoted from memory. A national product standard tells you what a material of that name is supposed to be. The tender tells you what you have agreed to deliver, what the engineer will test, and what happens if it fails.

Why no designation number appears on this page

This page quotes no Thai Industrial Standard designation and no highway specification number for paving bitumen. The reason is worth stating plainly rather than apologising for. Designations and editions change; procurement runs through the national highways department, the rural roads department, the Bangkok expressway authority, the capital’s metropolitan administration, and a very large number of provincial and local administrative organisations, whose documents are not uniform; and a number quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract. An invented or stale standard number is the single worst thing a supplier page can print, because it is precise enough for a buyer to rely on and wrong often enough to ruin a shipment. If a Thai enquiry form asks which Thai standard the cargo complies with, the honest answer is that the binding requirement is the one the tender incorporates and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request and a serious buyer will send it.

The penetration idiom, and the notation that causes correspondence

Thai road specification practice is commonly written in the penetration idiom. The binder is named by a penetration band measured with the needle test at 25 °C, and Thai documents conventionally write it in the hyphenated style with an asphalt cement prefix — AC 60-70 and AC 40-50 being the designations a buyer will meet most often, with softer bands appearing on lighter work and surface treatments. Three points of notation save arguments:

  • The hyphen and the slash are the same thing. AASHTO M20 writes penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50 and 60/70 with a slash. They are the same bands measured by the same needle test at 25 °C, and a Thai clause naming AC 60-70 is not naming something different from what an exporter calls 60/70.
  • The prefix AC means asphalt cement and is not a specification. It tells you the material class, not which requirement table applies. The requirement table is where the flash point limit, the solubility limit, the ductility requirement and the ageing criterion actually live, and it comes from the standard the clause cites.
  • 80/100 belongs to no current standard. The designation circulates widely in Southeast Asian conversation and it is a trade name rather than a grade. ASTM D946, the standard specification for penetration-graded asphalt binder and the reference behind most Middle East export documentation, names the grade 85-100. EN 12591, the European standard for paving grade bitumens, names the band 70/100. Neither contains anything called 80/100, and they are not synonyms: a batch measuring 82 dmm satisfies a literal reading of 80/100 and satisfies EN 12591 70/100, but fails ASTM D946 85-100 outright. Settle in writing which requirement table the clause intends before the batch is certified.

The same care applies to the mainstream grade. ASTM D946 grade 60-70 has a 10 dmm window; the nearest European band, EN 12591 50/70, is twice as wide and reaches lower. Every 60/70 batch sits inside 50/70; the converse is false, because a binder correctly supplied as 50/70 may measure anywhere down to 50 dmm and would fail a 60/70 requirement. Read the direction of that argument carefully before offering one against the other.

Where performance grading appears, and what it means in a market with no cold case

Performance grading is present in Thai practice on heavier work and where the design tradition of the supervising consultant brings it, rather than as a universal national rule. A performance grade is written as two numbers — PG 64-10, PG 70-10, PG 76-10 and so on — where the first is the high pavement temperature the binder is graded to resist and the second is the low pavement temperature it is graded to survive, both derived from pavement temperature statistics at the site rather than from a needle test at 25 °C. That derivation is exactly the translation a tropical climate argument needs.

Two structural points follow from the Thai climate, and together they produce a conclusion that is specific to this market and that a buyer should understand before reading a performance-graded certificate:

  • The high-temperature designation is demanding. Sustained tropical pavement temperature with no cool season produces a high-temperature requirement toward the upper part of the ordinary range before any traffic adjustment is applied at all.
  • The low-temperature designation is effectively unbinding. There is no location on the trafficked Thai network where thermal cracking at low temperature is the design case. The low grade number in a Thai performance-graded clause is therefore satisfied comfortably by ordinary paving binder, and it is not the half of the specification that costs anything to meet.

Now the conclusion that matters. The arithmetic span between the two grade numbers — the useful temperature interval — is normally the diagnostic a buyer uses to infer whether a high grade was reached by polymer modification or by a stiff base binder, because a very wide span is hard to achieve without modification. In Thailand that diagnostic is weak, precisely because the low number is undemanding. A binder graded PG 76-10 spans 86 °C, which is comfortably within reach of a stiff straight-run binder from a suitable crude. So a high performance grade on a Thai certificate is not, by itself, evidence that the binder is modified. If a project needs elastomeric behaviour — and on the loading cases named below it usually does — the specification has to ask for it directly rather than inferring it from the grade.

The direct evidence lives in two places. Under AASHTO M332 the multiple stress creep recovery test produces both a non-recoverable creep compliance and a percent recovery, with the standard setting a minimum recovery expressed as a function of the measured compliance; elastomeric modification shows up in that relationship and a stiff unmodified binder does not produce the recovery. Separately, elastic recovery by ductilometer to ASTM D6084 and storage stability to ASTM D7173 or EN 13399 are the lines that make a modification claim real. A certificate that says polymer modified and carries none of these is making a marketing claim rather than a technical one.

Grade bumping and the Thai loading cases

Superpave practice does not stop at climate. Under AASHTO M323 the high-temperature grade derived from the climate is adjusted upward where loading is slow or standing, because a binder adequate under free-flowing traffic is not adequate under a vehicle barely moving. Under AASHTO M332 the same idea is expressed differently: the binder is graded at the climatic high temperature and then assigned a traffic designation letter — S standard, H heavy, V very heavy, E extremely heavy — each with its own limit on non-recoverable creep compliance. Establish which of the two systems the tender is written in, because it changes what the certificate has to show.

The Thai locations where that adjustment is the whole specification are predictable and worth naming, because they are where a supplier should expect a modified or raised-grade enquiry: port hardstanding and container yards at Laem Chabang; plant access roads, yards and heavy hardstanding in the eastern seaboard industrial estates; the sustained climbing sections of the Mittraphap route onto the Khorat Plateau; signalised intersections, bus stops and bus lanes in Bangkok and the provincial cities; toll plaza approaches and weigh station standing areas; and mountain alignments in the north where gradients hold heavy vehicles at low speed for long distances.

The rubber-modified category, which is specific to this country

Thailand is one of the world’s principal natural rubber producers, and there has been a sustained policy direction toward using natural rubber in road construction as a domestic demand outlet. The result is a family of specification items a foreign supplier will meet nowhere else on this site: rubber-modified asphalt cement for pavement layers, and rubber-modified seal treatments on rural and provincial work. A buyer will often refer to them with a domestic prefix. Two things follow for an exporter. These are domestic modified products with a domestic raw material content, and an imported straight-run penetration grade does not satisfy a clause that calls for one. And where a tender mixes the categories — a rubber-modified wearing course over a conventional binder course, for instance — only part of the package is addressable from outside. Read the clause layer by layer before offering, and ask the engineer where the ambiguity sits rather than resolving it in your own favour.

The band is not a point

Two cargoes can both be genuine 60/70 and behave differently on a Thai pavement in April. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade and both pass a conformity check against the band. On a hot, heavily loaded urban or industrial pavement they are not the same material, and because Thailand has no low-temperature penalty to worry about, the argument for the harder half of the band is unusually clean here. The practical responses, in order of usefulness: require the measured value on a batch-specific Certificate of Analysis rather than a sheet reprinting the specification range; agree a narrower contractual window in writing for the shipment, which leaves the grade name and the tender satisfied while giving a contractual right to the material actually needed; and read softening point by ring and ball to ASTM D36 as hard as penetration, because it speaks most directly to behaviour at service temperature and it is the line most often skimmed on an export offer.

Five questions to ask about any Thai binder clause

  • Which document, and which edition? Specifications assembled from older templates carry grades, limits and cited standards that differ from current published texts, and some cite standards that have since been withdrawn or renumbered. Take the acceptance limits from the text the tender incorporates.
  • Penetration or performance grade, and if performance, M320 or M332? These are different measuring systems and a grade in one cannot be inferred from a grade in the other. A penetration certificate cannot evidence a performance grade and no correlation table changes that.
  • Which ageing procedure is controlled? The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240, and in the European system EN 12607-1) are different exposures and their results are not interchangeable. Middle East export certificates carry TFOT by default; every performance-graded clause controls RTFOT. Add the right test to the schedule before the batch is certified.
  • Is a modified binder required, and of what kind? Distinguish an elastomeric polymer modified binder, which can be supplied and evidenced by recovery and storage stability data, from a rubber-modified domestic formulation, which cannot be supplied as an imported straight-run grade at all.
  • What is the moisture requirement, and where is it tested? This is the Thai question that a binder certificate cannot answer. Affinity between binder and aggregate under EN 12697-11, or moisture-induced damage on the compacted mix under AASHTO T283, is commissioned at mix level with the actual project aggregate. Where an anti-stripping additive is required, its dosage and the test that demonstrates it belong in the mix design submission, not on a binder sheet.

What a usable Certificate of Analysis looks like for this market

  • Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values sheet reissued for every consignment.
  • Penetration at 25 °C and softening point as measured values, each with the ASTM, AASHTO or EN designation printed beside the result, and each read against any narrower contractual window agreed for the shipment.
  • Ductility, flash point, solubility, specific gravity and water content, each with its method.
  • The ageing result in the form the tender asks for, labelled with the procedure actually run rather than described generically as loss on heating.
  • Where a performance grade is specified, the full grading data: dynamic shear on unaged and RTFO-aged binder, pressure ageing vessel conditioning, bending beam rheometer results on the aged residue, rotational viscosity, and where M332 applies, the MSCR compliance and recovery results at the specified traffic level.
  • Where a modified binder is supplied, elastic recovery, storage stability and the modification type — not merely the word polymer.
  • A viscosity line where the plant needs one, either kinematic viscosity to ASTM D2170 or rotational viscosity to ASTM D4402 and AASHTO T316, agreed in writing rather than assumed.
  • Nothing about adhesion. Affinity between binder and aggregate cannot be certified from a binder sample alone, and in a market where moisture is the governing durability problem, a supplier claiming moisture performance on the strength of a binder certificate is overstating what the document can carry.

Inspect at loading, because a mature market rejects cleanly

Appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, and seal retained samples held by both parties. Record drum count, drum condition and seal numbers at loading and at each handover. Solubility in trichloroethylene to ASTM D2042 is the line that shows whether the material is bitumen or bitumen extended with mineral matter; if a certificate omits solubility, treat that as a finding rather than an oversight. The Thai-specific reason to insist is not distance but competition. In a market where the buyer chose to import over a domestic alternative, a quality dispute does not merely cost a cargo; it ends the reason the buyer was importing in the first place. The inspection you did not pay for at the loading point is the argument you cannot win afterwards, and in Thailand it is also the customer you do not get back.

Where a Thai tender is written in the penetration idiom, the argument sits between AC 60-70 for general work and AC 40-50 for hot, heavily loaded and industrial pavement, with softer bands appearing on lighter work and surface treatments. The two columns below set them side by side so that the line a Thai April pavement actually feels — softening point — can be read across. The figures are the typical export ranges commonly quoted for these grades in this trade, each shown with the test method that produces it. They are stated as typical trade practice, they are not attributed to any named producer or data sheet, and they are not a contractual guarantee. Read them with the note beneath, which sets out the four things a Thai buyer should do with them.

Four points of detail, and on this market they are the difference between an offer that survives comparison and one that does not. First, these are typical published export values and not a contractual guarantee. Where a tender cites ASTM D946 or AASHTO M20 directly, the acceptance limits are those printed in the cited standard, and they are not identical to a refinery data sheet: D946 allows a lower minimum flash point of 232 °C for these grades, and it expresses the ageing requirement as a minimum retained penetration after the thin-film oven test rather than as a maximum drop, stating its own retained-penetration minimum grade by grade. The two conventions describe the same measurement — retained percentage equals one hundred minus the drop — but they are not set at the same level, so take the acceptance limit from the cited standard rather than converting a data sheet figure and assuming the standard agrees with it. Second, if the clause names 80/100, stop and settle the designation: ASTM D946 names 85-100, EN 12591 names 70/100, and neither contains a grade called 80/100. Which table the clause intends decides the flash point limit, the solubility limit, the ductility requirement and the ageing criterion, so agree it in writing before certification rather than at delivery. Third, read penetration and softening point as measured values, not as bands. The position within the grade is a real performance variable on a tropical pavement, and because Thailand carries no low-temperature penalty, the argument for the harder half of the band is unusually clean here. Fourth, and specific to this country: nothing in this table describes moisture resistance, and nothing in a binder certificate can. In a market where stripping and water damage are the governing durability problem, the adhesion question has to be answered at mix level with the actual project aggregate, and where an anti-stripping additive is required its dosage and the test demonstrating it belong in the mix design submission. Performance grading

What a performance-graded clause requires, and which half of it matters in Thailand

A performance grade cannot be derived from a penetration certificate, and this table is the reason. Each line below is a requirement written into the performance grading standards themselves — AASHTO M320 for the original system and AASHTO M332 for the multiple stress creep recovery system — rather than a supplier’s typical value. They are shown with the method that produces them and with what each one controls in this specific market, because a tropical climate with no cold design case makes some of these lines decisive and others close to a formality, and knowing which is which before the schedule goes into a contract saves both time and money.

Three things to do with this table. First, establish which system the tender is written in before pricing anything. M320 and M332 are not two names for the same schedule: one adjusts the grade for traffic and the other adjusts the compliance limit, and a certificate issued against one does not automatically satisfy the other. Second, understand which half of the schedule is the real work on this market. In most climates the low-temperature half — pressure ageing vessel conditioning and bending beam rheometer testing — is the half an exporter is least likely to hold and the half the site genuinely needs. In Thailand the site does not need it in engineering terms, but the standard still requires it to establish the grade, so it remains a testing and documentation cost with no corresponding design benefit. That is worth saying to an engineer, because on a project where the specification permits it, a penetration-graded clause with a narrow contractual window and an MSCR result can deliver what the pavement actually needs at less certification cost than a full M320 schedule. Third, do not read a high grade as evidence of modification here. Ask for the recovery result, and where a binder is sold as modified require elastic recovery to ASTM D6084 and storage stability to ASTM D7173 or EN 13399. Nothing in this table is a supplier’s published value: these are the criteria written in the standards, and the binding specification for any shipment remains the one written into the sales contract and evidenced by the batch Certificate of Analysis.

Grade selection

Choosing the binder for a Thai site

Grade choice here is simpler than on most markets because one whole variable is absent: there is no cold-temperature design case to trade against. The decision is therefore made on how hot and how heavily loaded the pavement is, and separately on how the mix will resist water. Treat these cards as the direction of travel for a conversation with the engineer rather than as a substitute for the tender document, and read the rubber card before assuming a modified clause is addressable at all.

Bitumen 60/70, written AC 60-70

The mainstream Thai paving grade and the designation a general enquiry will name. Sound across the central plain, the north and most provincial work. Two refinements make it worth more than the name suggests. Because Thailand carries no low-temperature penalty, a 60/70 at 61 dmm and a 60/70 at 69 dmm are genuinely different propositions on an April pavement and there is no engineering reason to prefer the soft half of the band; require measured penetration and softening point on the batch Certificate of Analysis rather than a sheet that reprints the range, and where the design case is tight agree a narrower contractual window in writing. The grade name does not change, the tender is still satisfied, and you gain a contractual right to the half of the band the pavement needs.

Bitumen 40/50, written AC 40-50

The answer where pavement temperature and loading are both severe: the eastern seaboard industrial belt, port and yard hardstanding, the hotter northeastern provinces and heavily trafficked trunk sections. Softening point typically 52 to 60 °C against 49 to 56 °C for a 60/70 from the same source, and in a market where the surface sits well above shaded air temperature for months at a time, that gap is what the pavement feels. The usual caution against hard grades — that every step down in penetration buys rut resistance at the cost of thermal cracking risk — carries much less weight in Thailand than in a market with cold nights, which is the clearest single way this climate differs from the Gulf interior or an African highland.

The softer bands, and the 80/100 designation trap

Softer material appears on lighter pavements and in surface treatment work rather than on heavy asphalt concrete. The trap is documentary rather than engineering. 80/100 is a trade designation belonging to no current standard: ASTM D946 names 85-100, EN 12591 names 70/100, and a batch at 82 dmm satisfies a literal 80/100 and EN 12591 70/100 while failing D946 85-100 outright. Because the flash point, solubility, ductility and ageing limits all come from whichever table the clause intends, settle the designation in writing before the batch is certified. Quote in the same words the tender uses and get any cross-reference approved by the engineer in writing before dispatch; a cross-reference table is a basis for a conversation, never a defence at delivery.

Performance-graded binder in a market with no cold case

Where a Thai clause is performance graded, expect a demanding high-temperature designation and an undemanding low-temperature one, and expect the high number to be raised further for slow or standing traffic — under AASHTO M323 by bumping the grade, or under AASHTO M332 by tightening the creep compliance limit through the traffic designations S, H, V and E. The market-specific point is that the usual diagnostic fails here: a wide useful temperature interval normally implies modification, but a PG 76-10 spans only 86 °C and a stiff straight-run binder can reach that unaided. So a high grade proves nothing about composition in Thailand. If elastomeric behaviour is wanted, the specification has to ask for the MSCR percent recovery result directly.

Polymer modified binder

The realistic answer where the pavement is both hot and heavily loaded, which on this market means a predictable set of locations: port hardstanding and container yards at Laem Chabang, plant access roads and heavy hardstanding in the eastern seaboard estates, signalised intersections and bus lanes in Bangkok and the provincial cities, toll plaza approaches, weigh station standing areas, and the sustained climbing sections onto the Khorat Plateau and on northern mountain alignments. Require elastic recovery by ASTM D6084 and storage stability by ASTM D7173 or EN 13399, and treat their absence as a finding rather than an oversight. Note the logistics consequence as well: a modified binder in bulk wants controlled heating and agitation to stay homogeneous, which fits a long inland haul with standing time badly and argues for drums on an Isan or far-southern delivery.

Rubber-modified clauses, and cutback and emulsion

Two categories that need separating. A rubber-modified clause, which Thai specifications carry as a consequence of a long-standing policy direction toward using domestic natural rubber in road construction, describes a product made to a domestic formulation with domestic raw material; an imported straight-run penetration grade does not satisfy it, and saying so early is worth more than a hopeful offer. Cutbacks and emulsions are a different matter and are ordinary export products: medium-curing cutbacks under ASTM D2027 as prime over new granular base, and emulsions under ASTM D977 and ASTM D2397 for tack coats, surface treatment and cold works. A monsoon climate squeezes both. A cutback carries solvent and its flash point and handling regime are nothing like a paving grade’s, which matters in an open provincial yard. An emulsion has a finite storage life, dislikes sustained heat and dislikes agitation, so a consignment sitting through a Thai hot season in an uncovered compound is exposed to exactly the conditions that break it. Where the leg is long, plan the shelf life explicitly rather than assuming it.

Standards, conformity, customs and documents

The standards institute, the customs machinery, and the questions only a broker can answer

This is the section where an undated web page can do the most damage, so it is written to describe mechanisms rather than to state a current position. Read it to understand how the system is built and what it will ask of you. Then get the current answer, in writing and dated, from a licensed customs broker in Thailand.

Who the standards body is, and what it does

Thailand’s national standards body is the Thai Industrial Standards Institute, an agency of the ministry responsible for industry. Its functions are the ordinary functions of a national standards body: developing and issuing Thai Industrial Standards, operating product certification and the associated standard mark, overseeing the testing and certification infrastructure behind them, and administering the regime that applies where a standard has been made compulsory. It is a public institution, it is not a counterparty of ours, and nothing in this section describes a relationship with it.

Separately and importantly, the Department of Highways and the Department of Rural Roads, under the ministry responsible for transport, maintain their own construction specifications for the networks they administer. Those are the documents a road contract incorporates, and they are where a binder clause actually lives. A national product standard and a highway construction specification are different instruments and a buyer needs both distinguished in their head before an offer is written.

The conformity mechanism, described as a mechanism

Thailand operates a two-tier standards structure of a kind common across the region: most Thai Industrial Standards are voluntary, and a subset are made compulsory by subordinate legislation. Where a standard is compulsory, a licensing regime attaches to it, and the shape of that regime is what an exporter needs to understand. What follows describes the family of arrangement rather than the position on any product on any date.

  • The trigger is scope. Compulsory standards apply to defined products, identified by product description and typically cross-referenced to tariff classification. Whether a given product sits inside or outside a compulsory standard at a given moment is the whole question, and it is the question this page will not answer.
  • The licence sits on the import side and precedes the import. Where a product is covered, manufacture, import and sale generally require a licence issued before the goods are placed on the market, held by a party established in the country. That means the importer cannot fix the problem after arrival, and it means the timing has to be built into the contract rather than into the shipping instructions.
  • The evidence comes from the supply side. Applications of this kind normally require test reports against the referenced standard from an accepted laboratory, product identification and description, batch or lot traceability, information about the manufacturing source, and in some structures an assessment of the overseas manufacturing site. Neither party can complete it alone, which is exactly why it belongs in the contract discussion.
  • There may be a physical marking obligation. Where a certification mark applies, marking is applied to the product or its packaging, which means it has to be settled before the goods are packed rather than after. On drummed cargo that is a printing and labelling decision taken weeks before loading.
  • The consequence of getting it wrong is not a warning letter. Where a licence or certificate is required and absent, the usual outcomes are detention of the goods at the port, inspection and testing at the importer’s cost and time, penalties, or refusal of entry — all of which land on a cargo that has already completed an ocean voyage.

Why this page does not tell you whether bitumen is in scope

Because the scope of these arrangements changes. Standards are issued, amended and replaced; the list of compulsory standards is revised; tariff cross-references move; accepted laboratories and certification arrangements are appointed and re-appointed. An undated page asserting that a product is or is not currently within the scope of a compulsory standard, or naming the body currently accepted to certify it, is worse than useless: it is a statement precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. So this page states no scope and names no certification body.

Put four questions in writing to a licensed customs broker in Thailand before you contract, and put them again if the shipment slips:

  • Is this product, under this description and this tariff classification, within the scope of any compulsory Thai Industrial Standard, import licensing requirement or other product control on my intended shipment date?
  • If it is, what licence or certificate is required, who has to hold it, what does the supplier have to produce, and how long does the process take from a standing start?
  • Is there a physical marking obligation, and if so, does it have to be applied before the goods are packed?
  • What evidence will customs expect at the specific port of entry I am using, and does that answer change if the goods are entered for home use rather than moved onward to a neighbouring country?

Fuel trade and industrial controls, named by function

Two further Thai regulatory families are worth a buyer knowing about by function, because a first-time importer will not think to ask about either and both are administered by bodies other than the standards institute.

The first is fuel trade regulation. Thailand regulates the trading of fuel and petroleum products through the department responsible for fuel business within the ministry responsible for energy, under legislation that imposes registration or licensing obligations on persons trading in controlled fuels, with the obligation commonly graduated by annual volume and by product category. Whether bitumen falls to be treated as a controlled petroleum product for that purpose, and whether an importer of a given volume needs a registration or a licence, is a question for a Thai legal adviser and a licensed customs broker. This page states no position on it. It is raised because it is the kind of requirement that sits outside the customs file entirely and is therefore discovered late.

The second is industrial and hazardous substance control. Storage and handling of petroleum products at scale in Thailand can engage factory licensing and hazardous substance controls administered by the department responsible for industrial works within the ministry responsible for industry, and premises-related permissions may also involve local authorities. Whether any of that attaches to the storage of drummed bitumen at a buyer’s yard is again a question for advisers in the country. Customs machinery, and the tariff question

Customs is administered by the Customs Department under the ministry responsible for finance, with declarations lodged electronically and trade documentation channelled through the national single window operated for that purpose, which in turn connects to the regional ASEAN arrangements for exchanging trade documents. Two structural points matter to a seller. The first is that the import file is opened in advance of arrival, which means the importer needs the commercial documents from the seller earlier than a first-time exporter expects, and late or inconsistent seller documentation stops the buyer from opening the file at all. The second is that the description on that declaration has to agree with the description on every other document, which brings us to the discipline that runs through this whole page.

Petroleum bitumen falls under HS heading 2713.20. The full national subheading, and any duty, excise, tax or levy treatment, must be confirmed with a licensed customs broker in Thailand. No rates of any kind are stated on this page.

The ASEAN origin dimension, and why a seller should raise it

Thailand is a member state of ASEAN, and the ASEAN Trade in Goods Agreement provides for preferential tariff treatment of goods originating within the bloc, evidenced by origin documentation issued under the agreement’s rules and exchanged in the region through the ASEAN electronic origin arrangements. Thailand has further preferential arrangements with a number of trading partners outside the bloc. A cargo originating outside all of those arrangements is presented at the ordinary rate.

The reason a seller should raise this rather than leave it to be discovered is the spine of this whole page. In a market with a domestic alternative and regional competitors who may hold origin preference, the delivered-cost comparison has a tariff dimension in it, and a buyer who discovers that dimension after signing will not sign twice. Say plainly that no preference is claimed, invite the buyer to confirm the treatment of the classification with their broker, and price accordingly. What the difference is worth is not stated here and cannot be, because it is a rate and rates are not this page’s business.

The document set, and the discipline that keeps it moving

The core set on a Thai import is not exotic, and the failures are almost never exotic either. Expect to provide, and write into the contract rather than assume:

  • Commercial invoice, with a goods description that matches every other document word for word.
  • Packing list stating drum type and net weight with drum tare excluded, and the package count that will be checked against the transport document.
  • Certificate of origin from the issuing chamber of commerce. Whether legalisation, attestation or an electronic equivalent is required, and through which arrangement, changes over time and by document type; confirm the current requirement with the broker rather than relying on how a previous shipment was handled.
  • Safety data sheet, and where the movement is at elevated temperature, the dangerous goods documentation that follows from UN 3257 Class 9.
  • Batch-specific Certificate of Analysis with measured values, not a typical-values sheet reissued for every consignment. On this market that document is part of the competitive offer and not merely a formality.
  • Bill of lading for a sea arrival — a negotiable document of title a bank can hold security against. Where any part of the movement is overland, the transport document becomes a road consignment note, which is a receipt and evidence of the contract of carriage but not a document of title, and a letter of credit drafted around a marine bill of lading cannot be satisfied by one. Settle the transport document with the bank before the credit is opened.
  • Any licence, certificate or marking the mechanisms above require, obtained in the sequence those mechanisms require rather than in the sequence that suits the shipping schedule.

The discipline that matters more than any individual document is consistency. Keep the goods description word for word identical across the contract, the credit, the invoice, the packing list, the transport document, any conformity documentation and the customs declaration. A description that drifts between documents is the most common self-inflicted cause of a hold anywhere in the world, and it is entirely avoidable.

Insurance, and the gap after the port

Two points are worth stating carefully. First, a marine cargo policy that ends at the port does not cover an inland leg of several hundred kilometres, and on an Isan, northern or deep-southern delivery that leg is a substantial part of the journey. Inland transit cover has to be arranged deliberately. Carrier liability under a road carriage arrangement is limited and is not cargo insurance; it will not make a buyer whole on a full load. Second, the delivery term and the insurance arrangement have to be chosen together rather than in sequence: CIF is the rule under which the seller procures cover, and a buyer who intends to place cover at home should be contracting on CFR or FOB instead. Confirm the position with your insurance broker before the delivery term is agreed, not afterwards.

The order to take the decisions in

Because a Thai consignment competes against an alternative rather than filling a gap, the sequence matters more than usual. Take them in this order and no decision invalidates the one before it.

  • First, establish why the buyer is importing at all. Packing, specification, timing, location or price. Everything the offer has to prove follows from this single answer.
  • Second, establish the delivery province and the plant, not the country, and from that the gateway that serves it.
  • Third, take your own legal and compliance advice covering the goods, the parties, the customs territory and the payment mechanism, from advisers accountable for the opinion.
  • Fourth, put the conformity, licensing and fuel-trade questions to a licensed customs broker in Thailand, in writing and dated, early enough that any licence or certificate can actually be obtained before the goods are packed.
  • Fifth, settle routing, inland clearance and current operating status with a freight forwarder, in writing, including which gateway and which mode they can execute for this commodity and what it does to container free time.
  • Sixth, read the tender’s binder clause, establish whether it is penetration or performance graded, whether it calls for a modified or a rubber-modified product, and which standard’s table it intends.
  • Seventh, add the lines the export sheet does not carry: the ageing procedure the clause actually controls, the viscosity line the plant needs, the MSCR recovery result where elastomeric behaviour is required, and the mix-level moisture testing that the binder certificate cannot cover.
  • Eighth, choose the Incoterms 2020 rule from the mode and name the place precisely, and settle in the same clause who bears the cost of a vehicle standing and waiting.
  • Ninth, write the test schedule into the contract and inspect at loading, with sampling to ASTM D140, sealed retained samples held by both parties, and a recorded drum count, drum condition and seal number at every handover.
  • Tenth, write the storage plan into the delivery arrangement, because in a monsoon climate what happens to the drums after they land is a technical question and not a housekeeping one.

Packing for a monsoon destination

Most packing specifications are written against the voyage. In Thailand the harder test comes after the voyage, and it is a different test from the one a desert market sets. A Gulf destination attacks packed goods with heat and dust. Thailand attacks them with heat, permanent humidity in every month of the year, and rain falling in quantity over a season that lasts around half the year. The heat number that makes the first part concrete is on the specification table above: a Bitumen 60/70 has a ring and ball softening point typically in the range 49 to 56 °C, and a dark closed steel drum in direct tropical sun is not at shaded air temperature. The water part is more dangerous, and it is the reason this table exists at all. Read it before agreeing a packing format for a site that will store material through a wet season.

Four physical points belong with this table, and the second is the most important thing on this page about packing. First, the softening point is the number to think with. A grade with a softening point of 49 to 56 °C, stored in a dark steel drum in direct tropical sun, spends part of every hot-season day near the top of its own service range. The product is not ruined by being warm — bitumen is heated far higher in normal use — but the package is under load, and drum distortion, leaning stacks and units that will not separate cleanly are the predictable results. Second, and specific to a monsoon rather than a desert: water is the real hazard, and here there is a great deal of it. Drums are filled hot and the block shrinks as it cools, leaving a shallow depression in the top head. In a country with a wet season lasting months and high humidity in every month, that depression collects rainwater and condensate. Frequently asked questions about bitumen supply to Thailand

Thailand produces its own bitumen. Why would anyone import it?

Because the domestic system is excellent at one thing and not built for several others, and an honest import case rests on the difference. Thai refining is concentrated on the eastern seaboard around Map Ta Phut and Rayong and at Sriracha on the upper Gulf, with further capacity in the Bangkok area, and the distribution model is hot bulk delivered by road tanker into plant tankage. That is the best possible answer for a fixed asphalt plant near the refining belt with a heated tank and an established account, and an imported drummed parcel does not compete with it. The categories where an import genuinely does compete are specific. First, packing: a mobile plant on a provincial road package, a small contractor with no heated tank, a site in the far north or the deep south at the end of a long haul, or a project needing staged call-off over months, is a buyer for whom drums are the right format and bulk is not. Second, certification: a full performance grading schedule with pressure ageing vessel and bending beam data, a multiple stress creep recovery result, a contractually narrowed penetration window, third-party inspection at loading and a batch-specific Certificate of Analysis with measured values. Third, timing, where a project’s window and the domestic supply position do not coincide. Fourth, location, where a site is closer to a port than to anything else, which in a country roughly 1,650 km long is a real category. Fifth, onward movement to a neighbouring market through a Thai gateway. If none of those describes the enquiry, an import offer is unlikely to be the right answer and saying so is more useful than pretending otherwise.

Which port should we use for a project in Bangkok, Isan, the north or the deep south?

It depends on the delivery province, and on this market that is the single most valuable question. Laem Chabang on the eastern seaboard is Thailand’s principal deep-sea container gateway and the default assumption for most enquiries; it serves Bangkok and the central plain, the whole eastern industrial belt, and by the trunk network the northeast and the north. Bangkok Port at Khlong Toei is a river port on the Chao Phraya with genuine geographic constraints on it — a bar at the river mouth limiting depth, and fixed bridge crossings downstream of the berths limiting air draught — which is why the deep-sea trade moved east; it is a convenience for a delivery inside the capital rather than a substitute for Laem Chabang. Map Ta Phut in Rayong is the industrial and liquid-bulk port; the fact that it handles liquid bulk says nothing whatever about whether a bitumen parcel can be discharged, heated, stored and released there, and that is a contracted arrangement with a specific operator. Songkhla on the Gulf coast of the southern peninsula is the one that changes a southern project’s arithmetic completely: commonly cited road distance from Bangkok to Hat Yai is roughly 950 km, so landing in the south removes most of a thousand kilometres of road haul from every tonne. Ranong on the Andaman coast is Thailand’s west-facing gateway. Two rules follow: state on every offer which gateway the price is built on and what is excluded beyond it, and confirm with a freight forwarder in writing that the gateway is open to this commodity in your packing on your date. Nothing on this page states that any port, berth or terminal is currently available.

What grade does Thailand use, and what is the Thai standard number for paving bitumen?

On grade, Thai road specification practice is commonly written in the penetration idiom, with asphalt cement designated by band in the hyphenated style: AC 60-70 for general work and AC 40-50 where pavement temperature and loading are both severe, with softer bands appearing on lighter pavements and surface treatments. AASHTO M20 writes penetration grades with a hyphen and the export trade writes them with a slash, so AC 60-70 and 60/70 are the same band measured by the same needle test at 25 °C. Performance grading also appears, in specifications for heavier work and where the supervising consultant’s design tradition brings it, rather than as a national rule. On the standard number, this page prints none, and the reason is deliberate. Thailand has a national standards body, the Thai Industrial Standards Institute under the ministry responsible for industry, which issues Thai Industrial Standards; and the Department of Highways under the ministry responsible for transport maintains its own standard specification for highway construction, with the Department of Rural Roads doing the same for the rural network. Those are different instruments doing different jobs, designations and editions change, and procurement additionally runs through the Bangkok expressway authority, the capital’s metropolitan administration and a very large number of provincial and local administrative organisations whose documents are not uniform. A number quoted from memory into a compliance box is a false compliance claim sitting inside a contract. The requirement that binds your shipment is the clause the tender incorporates. Ask for the clause and quote against it, and if an offer form asks you to name a Thai standard, say the tender governs rather than filling the box with a designation you cannot substantiate.

Our tender names a performance grade such as PG 70-10. Does that mean the binder has to be polymer modified?

No, and Thailand is the market where that inference fails most clearly, so it is worth understanding why. A performance grade is written as two numbers, the first the high pavement temperature the binder is graded to resist and the second the low pavement temperature it is graded to survive, both derived from pavement temperature statistics rather than from a needle test at 25 °C. The usual diagnostic for modification is the useful temperature interval, the arithmetic span between the two numbers: a very wide span is hard to achieve without polymer. But Thailand has no cold-temperature design case anywhere on the trafficked network, so the low number is undemanding and the span is correspondingly narrow — a PG 76-10 spans 86 °C, which a stiff straight-run binder from a suitable crude can reach unaided. A high Thai performance grade therefore proves nothing about composition. If a project needs elastomeric behaviour, and on port hardstanding, industrial yards, city intersections, bus lanes and the sustained climbs onto the Khorat Plateau it usually does, the specification has to ask for it directly. The direct evidence is the percent recovery result from the multiple stress creep recovery test under AASHTO T350, assessed under AASHTO M332, which sets a minimum recovery as a function of the measured non-recoverable creep compliance; elastomeric modification shows up in that relationship and a stiff unmodified binder does not produce it. Where a binder is sold as modified, also require elastic recovery to ASTM D6084 and storage stability to ASTM D7173 or EN 13399. On the schedule itself, note that a performance grade cannot be derived from a penetration certificate: it needs dynamic shear to AASHTO T315 on unaged and rolling thin-film oven aged binder, rolling thin-film oven ageing to AASHTO T240, pressure ageing vessel conditioning to AASHTO R28, dynamic shear on that residue, bending beam rheometer testing to AASHTO T313, rotational viscosity to AASHTO T316 and flash point to AASHTO T48.

What does the Thai conformity mechanism require from us, and is bitumen covered?

The mechanism can be described; the current scope cannot be, and this page deliberately does not state it. Thailand’s national standards body is the Thai Industrial Standards Institute, an agency of the ministry responsible for industry, which develops and issues Thai Industrial Standards, operates product certification and the associated mark, and administers the regime that applies where a standard has been made compulsory. Most Thai Industrial Standards are voluntary; a subset are compulsory, and where a standard is compulsory a licensing regime attaches to it. Arrangements of that family share a shape. The trigger is scope, defined by product description and typically cross-referenced to tariff classification. The licence generally has to be held by a party established in the country and obtained before the goods are placed on the market, so an importer cannot fix the problem after arrival. The evidence comes from the supply side: test reports against the referenced standard, product identification and description, batch traceability, information about the manufacturing source and in some structures an assessment of the overseas site. Where a certification mark applies it is a physical marking obligation and has to be settled before the goods are packed. Where a licence or certificate is required and absent, goods can be detained, inspected and tested at the importer’s cost, penalised or refused entry. Two further Thai regulatory families sit outside the customs file and are therefore discovered late: fuel trade regulation administered by the department responsible for fuel business within the ministry responsible for energy, which imposes registration or licensing obligations on traders in controlled fuels graduated by volume and product category; and factory and hazardous substance controls administered by the department responsible for industrial works within the ministry responsible for industry, which can touch how a buyer stores product at their yard. This page states no position on whether bitumen falls within any of those regimes and names no certification body, because scopes, lists, tariff cross-references and appointed bodies change and an undated assertion is precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. Put the questions in writing to a licensed customs broker in Thailand before you contract, and again if the shipment slips.

When is the Thai construction season, and is it the same in the south?

It is not the same in the south, and that is the most useful scheduling fact on this page. Across most of the country the year runs in three seasons: a hot season roughly March to May with April normally the hottest month, a rainy season under the southwest monsoon roughly mid-May to October, and a cool dry season roughly November to February. Bituminous mixes cannot be laid on a wet surface at all, so the wet season is not a slower period but a largely closed one, and the practical working window is the cool dry months and the hot season that follows. The mid-April new year holiday period is a national shutdown that stops site work for several days inside the busiest part of that window. Now the exception. The Gulf coast of the southern peninsula — Chumphon, Surat Thani, Nakhon Si Thammarat, Songkhla, Hat Yai and the provinces below them — takes its heaviest rainfall under the northeast monsoon, roughly from October into December, at exactly the time the rest of the country is drying out, with tropical depressions from the South China Sea a feature of that period. The Andaman coast on the other side of the same narrow peninsula runs the opposite pattern, wettest under the southwest monsoon from roughly May to October. A contractor working across the isthmus is working two calendars, and a delivery schedule copied from a Bangkok calendar will be wrong in the south by several months. Two rules follow: order ahead of the specific region’s window rather than into it, because material arriving after the window opens has already lost part of the season; and hold packed material under cover so it is usable on the first workable shift rather than on the first dry day plus a week. One further scheduling input is the public procurement calendar: the Thai government fiscal year runs from 1 October to 30 September, and publicly funded road work follows the appropriation and disbursement pattern within it rather than spreading evenly.

Drums or bulk into Thailand?

Drums, in almost every case where an import makes sense at all, and the reasoning is commercial as much as physical. Bulk is only useful where the receiver has heated tankage of adequate capacity, a compatible discharge connection, a pump and the ability to take the whole load promptly — and on this market that description usually fits a fixed plant that already holds a domestic bulk account and a short domestic haul. An imported bulk parcel additionally needs a contracted receiving arrangement with a terminal that has heated storage for this product, which is a commercial arrangement with an individual operator and can never be inferred from a port’s name or from the presence of liquid bulk and petrochemical handling there. Nothing on this page states that any Thai facility handles bitumen in bulk. So a bulk import competes head-on with the domestic system at its strongest, which is a poor place to compete. Drums are the opposite proposition. They need no heated storage, can be handled without a terminal crane, can sit on a site through a wet-season shutdown, can be heated one unit at a time, allow staged call-off over months, and fail locally — a damaged drum costs one drum out of eighty, whereas a compromised bulk load costs the consignment. Site loading figures: 150 kg drums give 80 drums and 12 MT per 20 ft FCL, 180 kg give 14.4 MT, 185 kg give 14.8 MT, and 1 MT jumbo or poly bags give 20 bags and 20 MT. Two conditions come with the drum answer in this climate. Specify new steel drums in the contract in words, because reconditioned drums are the commonest source of contamination disputes in this trade anywhere and permanent humidity accelerates the corrosion of an already worked shell. And plan covered storage, because the wet season puts water into the depression on a drum head and water sitting on the block flashes to steam when the drum is charged into a melter. Where the movement is above 100 °C, settle the UN 3257 Class 9 documentation and equipment requirements with the carrier before booking.

Our tender mentions a rubber-modified binder. Can you supply it?

Read the clause carefully first, because there are two different things that phrase can mean and only one of them is addressable from outside Thailand. If the tender is asking for an ordinary elastomeric polymer modified binder, that is a normal export product and it can be supplied and evidenced properly: elastic recovery by ductilometer to ASTM D6084, storage stability to ASTM D7173 or EN 13399, the modification type stated rather than the word polymer alone, and where the clause is performance graded, the multiple stress creep recovery percent recovery result under AASHTO T350 assessed to AASHTO M332. If instead the tender is calling for a natural rubber modified product, the answer is different and it should be given plainly. Thailand is one of the world’s principal natural rubber producers and there has been a sustained policy direction toward using domestic natural rubber in road construction, which appears in Thai specifications as rubber-modified asphalt cement for pavement layers and rubber-modified seal treatments on rural and provincial work, usually written with a domestic prefix a foreign reader will not recognise. Those are domestic products made to a domestic formulation with a domestic raw material content, and an imported straight-run penetration grade does not satisfy such a clause. Where a package mixes the categories — a rubber-modified wearing course over a conventional binder course, for instance — only part of it is addressable from outside, and the honest offer covers that part and says so. Ask the engineer where the ambiguity sits rather than resolving it in your own favour, because a binder supplied against a clause it does not meet is rejected at the plant, and on a market where the buyer chose to import over a working domestic alternative, that is a relationship that does not recover.

Start with the question this market actually turns on: why are you importing rather than buying at home? Packing, a certificate the client insists on, a timing window, a site a long way from any domestic loading point, or an onward movement to a neighbour — the answer decides what the offer has to prove and it saves an exchange of emails that would otherwise go nowhere. Then send the grade exactly as your tender names it, the tonnage, the packing, and the delivery province and plant rather than the country, so the gateway and the inland leg can be stated openly instead of hidden inside a port price. State the Incoterms 2020 rule you want quoted and the named place it applies to. If the clause is performance graded, say whether it is written against AASHTO M320 or M332 and at which traffic level, because that decides which test data has to exist before anything is certified — and if elastomeric behaviour is required, say so directly, since in a climate with no cold design case a high grade number alone does not evidence it. If the clause calls for a rubber-modified product, send it and you will be told plainly which part of the package can be supplied from outside Thailand and which cannot. If you hold the tender’s binder clause, attach it, and the offer will be checked against it line by line, including the ageing procedure, the measured softening point and where in the grade band the batch has to sit.
