Bitumen Supply to Pakistan: Grades by Climate Zone, Karachi, Port Qasim and Gwadar
Why Pakistan cannot be bought against one grade
Most markets on this site have a climate argument that runs one way. A hot country wants a harder binder; a cold country wants a softer one. Pakistan is the market where both arguments are true at once, inside one set of borders, on one continuous road network, and often inside one procuring authority’s programme.
Pakistan’s territory stretches from a low, hot coastline on the Arabian Sea to the Karakoram, Hindu Kush and western Himalaya. Between those two ends sit the alluvial plains of the Indus, the arid plateau of Balochistan, the Pothohar uplands and the mountain valleys of Khyber Pakhtunkhwa and Gilgit-Baltistan. The consequence for a binder buyer is stark and it is not a matter of degree. In the southern interior the design problem is rutting and shoving under sustained extreme pavement temperature. In the northern valleys and on the high roads the design problem is thermal cracking and freeze-thaw damage at temperatures well below freezing. Those two failure modes are resisted by movement in opposite directions along the penetration scale. No single grade sits at both ends of that scale, and no supplier can honestly claim one does.
This is why the first question on a Pakistani enquiry is not tonnage and not price. It is where the material is actually going, expressed as a district or a project site rather than as a country. That answer settles four things at once:
- The grade direction. A Sindh or southern Punjab site argues for the harder end of the range and, on heavily loaded pavement, for modification. A Gilgit-Baltistan, Chitral, Swat or upper Hazara site argues for a softer binder and for a low-temperature property that a standard Middle East export certificate does not carry at all.
- The gateway. Karachi Port, Port Qasim and Gwadar are not three names for the same arrival. They differ in where they sit relative to the road network, in what they were built to handle, and in how much city a loaded vehicle has to cross before it reaches the northbound highway.
- The packing. Over a coastal delivery, drums and bulk are a straight commercial comparison. Over a fifteen-hundred-kilometre road leg to upper Punjab or Khyber Pakhtunkhwa, they are not comparable propositions at all, and the reasons are set out in detail below.
- The season. Pakistan has two separate rainfall mechanisms, a summer monsoon and a winter westerly regime, and they close the laying window in different parts of the country at different times of year. A shipment window drawn for Sindh will land in the wrong months for Hazara.
A destination and, in part, a transit country
Pakistan is not only a consumer of imported binder. Its ports and its north-western land crossings have long formed one of the recognised routes to landlocked Afghanistan, and a bilateral framework exists for that traffic: the Afghanistan-Pakistan Transit Trade Agreement, concluded in 2010, provides for Afghan cargo to move under customs control between Pakistani seaports and the north-western frontier crossings. A cargo moving under a transit procedure is in a fundamentally different customs situation from a cargo imported for use in Pakistan: it is not released into free circulation, it moves under supervision and normally under seal to a nominated exit point, it carries a guarantee and a time limit, and it cannot be opened, decanted, part-delivered or reblended along the way without customs involvement. Whether that framework is currently operating, what its present scope is, and whether it can carry a consignment of this description are questions for a licensed customs broker in the destination, and nothing on this page states that any of it is available today. What a seller needs to know at the enquiry stage is simply which situation the buyer is in, because the guarantee, the routing, the documents and the packing all follow from it.
Imported binder competes with domestic production
One further structural fact shapes Pakistani enquiries and it is worth stating plainly, without naming anyone. Pakistan has a domestic refining sector, and paving bitumen is produced within the country. Imported material therefore does not arrive into an empty market; it competes with local supply on price, on availability during the working season, and on the buyer’s familiarity with the local product. Two practical consequences follow. First, imported bulk is a harder proposition than imported drums, because bulk needs shore tankage and a heated logistics chain that domestic producers already have and an importer generally has to contract for. Second, the reason a buyer reaches for an import is usually a specific grade, a specific specification line, or a volume the local market cannot cover in the peak weeks — which means the specification conversation matters more here than the price conversation, and an offer that leads with price and leaves the binder clause unread is an offer that will be unpicked later.
Demand shape
Pakistani binder demand is not a smooth curve. It is driven by a national highway and motorway programme, by provincial and district road works, by urban resurfacing in very large cities, by cantonment and municipal works, and — recurrently — by flood damage repair. Monsoon flooding on the Indus system and flash flooding in the hill torrents of Balochistan and Khyber Pakhtunkhwa damage road structure at scale in bad years, and the repair programmes that follow arrive as a burst rather than as an increment. The practical consequences for a supplier are the same two that any project-driven market produces, and both are worth planning against: several large requirements can land in the same weeks and compete for the same drums and the same haulage; and the specification attached to each of them may differ, because they come from different procuring bodies.
What this page will not tell you
It will not state that any port, berth, terminal, road, tunnel, pass, crossing or railway is currently open, operating to a schedule, or able to receive this commodity in this packing. Geography is stable and is described because it is verifiable; operating status changes and belongs to a freight forwarder in writing before a delivery term is agreed. It gives no transit times, no freight rates, no vessel or vehicle payloads, no duty or tax rates and no tariff treatment. It names no refinery, terminal operator, shipping line, haulier, forwarder, product brand or client, and claims no office, agency, presence or shipping history in Pakistan. It does not state that bitumen is or is not currently within the scope of any conformity, certification or pre-shipment inspection scheme, and it does not name the bodies currently appointed to run one — those are precisely the details that change, and the mechanism rather than the current list is set out below. It does not print a Pakistan Standard designation for paving bitumen, for the reason given in the specification section. And it takes no position on any licensing, sanctions or trade-restriction question: a buyer engaged in cross-border trade must obtain independent legal and compliance advice covering the goods, the parties, both jurisdictions and the payment route before contracting.
The three sea gateways, and what actually separates them
Karachi Port and Port Qasim are frequently written as if they were interchangeable, and Gwadar is frequently written as if it were simply a third option on the same list. Neither is true. Karachi Port and Port Qasim sit at opposite ends of one of the largest cities in the world and reach the northbound road network by different routes; Gwadar sits in a different province, several hundred kilometres west, with a far thinner network behind it. The table below is geography and design intent. It is not a statement that any of these facilities is currently open, currently handling this commodity, or currently able to receive your packing.

North along the Indus: what a very long road leg does to packing and terms
Almost every Pakistani import of this commodity begins on the Sindh coast and most of it ends a long way north of there. That single geometric fact — a coast at one end of the country and the bulk of the population, industry and road programme spread over the fifteen hundred kilometres above it — does more to shape a Pakistani bitumen transaction than anything else on this page apart from the climate.
The spine: the N-5 and the motorway chain
The principal land axis of Pakistan is the N-5, the national highway that runs from Karachi through Hyderabad, up the left bank of the Indus through Rohri and Sukkur, on through Rahim Yar Khan, Multan, Sahiwal and Lahore, then north through Gujranwala, Gujrat and Jhelum to Rawalpindi, and finally through Attock and Peshawar to Torkham at the head of the Khyber. Its length is commonly given as roughly 1,800 km, and it follows for much of its northern course the historic alignment known as the Grand Trunk Road. It is the busiest freight axis in the country by a wide margin and it passes through the centre of a long series of towns, which is exactly why the motorway network was built alongside it.
That motorway network is a chain rather than a single road, and the chain matters to a planner because it is not continuous. Working from the south: the M-9 links Karachi to Hyderabad; the M-5 links Sukkur to Multan; the M-4 links Multan through Faisalabad toward Pindi Bhattian; the M-3 and M-2 carry the traffic through Lahore and on to Islamabad; and the M-1 continues from Islamabad to Peshawar. The section between Hyderabad and Sukkur has long been identified as the missing link in that chain, and this page states nothing about its present condition or completion status. The practical point for a buyer is that a routing described as motorway all the way from Karachi to Lahore should be checked rather than assumed, and the answer should come from the carrier who will actually run it.
The western alternative: the N-55 and the N-25
Two other trunk routes leave the Sindh coast and both are worth knowing. The N-55, the Indus Highway, runs north from Karachi up the right bank of the Indus through Sehwan, Dera Ghazi Khan and Dera Ismail Khan to Peshawar. It exists precisely to relieve the N-5 and it serves a different set of districts — western Sindh, the Dera belt, the southern districts of Khyber Pakhtunkhwa — so for a project on that side of the river it is not an alternative route, it is the route. The N-25, the RCD Highway, leaves Karachi north-westward through Bela, Khuzdar and Kalat to Quetta and on to Chaman. It climbs onto the Balochistan plateau, and everything about it — gradient, altitude, weather, remoteness, fuel and repair availability — is a different proposition from a run up the Indus plain.
Into the mountains
North of Islamabad the network changes character entirely. The N-35, the Karakoram Highway, runs from the Hasan Abdal area through Abbottabad, Mansehra, Besham, Dasu and Chilas to Gilgit, then up the Hunza valley through Sost to the frontier at Khunjerab at roughly 4,693 m, which is commonly described as the highest paved international border crossing in the world. It is a mountain highway subject to snow, ice, rockfall and landslide, and the pass at its head has a strongly seasonal character. Off it, the Babusar Pass at roughly 4,173 m connects the Kaghan valley at Naran to Chilas and is a summer route only; the road to Skardu leaves the Karakoram Highway in the Jaglot area and runs up the Indus gorge; and Chitral is reached from Dir through a long tunnel beneath the Lowari Top, which stands at roughly 3,100 m and was a seasonal barrier before the tunnel existed.
Three things follow for a delivery plan. Deliveries into Gilgit-Baltistan, Chitral, upper Kohistan and the Kaghan and Swat valleys are season-limited by access as much as by weather: the material has to be in position before the season closes rather than ordered against a schedule that assumes the road is open. Vehicle size on mountain alignments is constrained by geometry rather than by axle-load rules alone, so a plan drawn around a full-size articulated vehicle may have to be redrawn. And the last leg is often the leg with the fewest carriers willing to quote it, which is a commercial fact worth discovering before a contract is signed rather than after.
Rail, and the gauge
Pakistan Railways works on 1,676 mm broad gauge. Its principal line runs from Karachi north through Rohri and Lahore to Peshawar — the same corridor as the N-5 — with branches west toward Quetta and Chaman and east to the Indian frontier at Wagah, where the network on the far side is the same gauge. Long-discussed programmes to upgrade the main line have been part of public infrastructure discussion for years, and this page states nothing about their status. Two structural points are worth holding. First, there is no railway behind Khunjerab: the crossing into China is a road pass, and in any case China works on 1,435 mm standard gauge, so even in principle a through movement would break gauge. Second, whether rail is available for this commodity, in your packing, on your dates, is a forwarder question and not an assumption — but where it is available it is a serious option for exactly this cargo, because the corridor is long, the commodity is heavy and low in value density, and those are the conditions under which rail economics work.
What the long haul does to packing
Container arithmetic is the starting point and it applies to the sea leg exactly as it does anywhere. New steel drums of 150 kg give 80 drums and 12 MT per 20-foot FCL; drums of 180 kg give 80 drums and 14.4 MT; drums of 185 kg give 80 drums and 14.8 MT; and jumbo or poly bags of 1 MT give 20 bags and 20 MT. Use those figures to fix the drum count, the packing cost per tonne and the number of units on the bill of lading.
What the Pakistani inland leg changes is everything that happens after the box is discharged, and there are three decisions hiding inside it.
- Does the container travel inland, or does the cargo? Moving the FCL itself to an inland destination keeps the cargo sealed and can allow clearance at an inland location, but it puts a shipping line’s box on a very long round trip and container detention runs against the clock for the whole of it. Over a fifteen-hundred-kilometre haul north and an empty return, detention exposure is not a marginal cost. De-stuffing at or near the port and moving drums on a flatbed removes that exposure entirely and converts the inland leg into a straightforward road haulage question, at the price of an extra handling. Neither answer is right in general; the point is that on a Pakistani routing this is a genuine decision with money in it, and it is usually made by default rather than by calculation.
- Where is the goods declaration filed? Pakistan has a network of inland dry ports serving the major upcountry commercial centres, and clearance arrangements at an inland location are a recognised mechanism. Whether that mechanism is available to your commodity, at your chosen location, on your dates, and what it costs in time and guarantee, is a question for a licensed customs broker. It is worth asking early, because it changes where the cargo sits while formalities are completed and therefore where the storage risk falls.
- Can bulk survive the leg at all? This is the decision that separates Pakistan from a coastal market.
Bulk against drums, honestly
Bulk binder in a heated tanker is the cheapest way to move the product per tonne once it is moving, and the case for it is strongest exactly where the leg is short and the receiving plant is properly equipped. Karachi, Hyderabad and the Sindh industrial belt are that case. Everything about the case weakens as the destination moves north:
- Temperature is the binding constraint. A heated tanker running a very long inland leg is holding a product at working temperature across days of road movement, and every hour of standing time — at a weighbridge, at a customs formality, at a workshop — is an hour of heat loss. Reheating a cooled tanker in the field is not a routine operation. This is a physical limitation, not a commercial preference.
- The receiving end has to be real. Bulk requires heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the entire load promptly in one operation. Where any of those is uncertain, drums are the correct answer and no freight quotation changes that.
- Bulk is inflexible about partial delivery. A tanker discharges into one tank. Drums can be split between sites, held through a shutdown, taken in part loads and heated one unit at a time. On a project-driven market where schedules move, that flexibility has real value.
- Failure is local with drums and total with bulk. A damaged drum costs one drum. A contaminated or cooled bulk load costs the consignment, at the end of the longest and least reversible leg of the journey.
- Modified binder makes the case harder still. Polymer modified binder in bulk wants controlled heating and agitation to stay homogeneous, which is a poor fit for a vehicle standing on a long inland corridor. Where the tender calls for modification and the destination is far north, drums are usually the stronger argument.
The honest summary for Pakistan is therefore narrower than the usual advice. Bulk deserves serious consideration for coastal Sindh and the near corridor where the receiving plant is genuinely equipped. New steel drums are the sound default for anything moving deep into Punjab, Khyber Pakhtunkhwa, Balochistan or the north, and they are effectively the only sensible answer for mountain destinations. Specify the drums as new: reconditioned drums are the most common source of contamination disputes anywhere in this trade, and a cargo that passes through several handlings on a long inland corridor simply gives that argument more places to start. Two Pakistan-specific storage points belong here too. Drums standing uncovered in a Sindh or southern Punjab summer reach very high skin temperatures under direct sun, which is a reason to plan covered or shaded storage rather than an open yard; and drums standing uncovered through a monsoon collect water at the seam and closure, which is where rust and ingress begin. Neither is a defect in the product. Both are avoidable with a tarpaulin and a pallet.
The delivery term, and naming a place that exists
Under Incoterms 2020, FAS, FOB, CFR and CIF are the rules built for sea and inland waterway transport. They are coherent for a parcel discharging at Karachi Port, Port Qasim or Gwadar, and they are the wrong instrument entirely for a delivery in Multan or Peshawar, because they turn on a moment at a vessel that an inland delivery never reaches. The rules built to work with any mode are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.
Two errors recur on Pakistani business and both cost money. The first is quoting a sea rule against an inland delivery, which leaves the point at which cost and risk pass genuinely undefined until something goes wrong. The second is naming a country instead of a place. DAP Pakistan is not a delivery term. DAP followed by a named city, plant or project site is. And because the inland leg here is so long, the named place has to be specific enough to price: Karachi, Sukkur, Multan, Lahore, Islamabad, Peshawar, Quetta and Gilgit are separated by distances that change the landed cost per tonne substantially, and a term agreed before the destination is settled will be wrong. DDP deserves a specific warning on this market: it puts import clearance, charges and the whole inland leg on the seller, in a country where the seller may have no established clearing relationship, and it should never be agreed casually or as a courtesy.
Eight zones, two opposite failure modes, one country
This is the central argument of the page. Pakistan’s southern plains contain some of the hottest inhabited places recorded anywhere — the interior Sindh and northern Balochistan stations at Jacobabad, Sibi, Dadu and Mohenjo-daro appear routinely among the highest reporting sites in Asia, and a reading of 53.7 °C reported at Turbat, which lies inland in the Makran region of Balochistan rather than on the coast, in May 2017 is among the highest figures reliably measured anywhere on earth. At the same time, Gilgit-Baltistan, Chitral, upper Kohistan and the Quetta plateau carry sustained sub-zero winters, deep snow and repeated freeze-thaw cycling. Pavement surface temperature under direct solar exposure runs substantially above air temperature, and it is pavement temperature the binder actually experiences — which is worth stating clearly, because penetration is measured at 25 °C, a temperature a Sindh summer pavement does not see for months on end and a Skardu January pavement does not see either. The grade name therefore describes the binder in a condition that has very little to do with the condition in which it fails, at both ends of this country. Read the zone before you read the grade.

Who writes the binder clause in Pakistan, and why no standard number appears here
Pakistani road works are specified in the penetration idiom, drawing on American test practice, and the harder grades are favoured in the south for the reasons the climate table sets out. That is a description of practice rather than a citation, and the distinction is the whole point of this section.
The idiom is penetration grading, in the ASTM and AASHTO vocabulary
Where a Pakistani road project carries a written technical specification, the bituminous section is normally drawn from American practice: paving grades named as penetration bands, test methods cited by ASTM or AASHTO designation, and mix design and construction requirements built on the same family of documents. An offer written as 40/50, 60/70 or 85/100 is therefore immediately readable in Pakistan, and there is none of the translation problem that a viscosity-graded market creates.
One notational point saves correspondence. AASHTO M20 writes penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50, 60/70 and 85/100 with a slash. They are the same bands, measured by the same needle penetration test at 25 °C under ASTM D5. A clause naming grade 85-100 is not naming something different from what an exporter calls 85/100.
Marshall mix design remains the common working idiom in Pakistani asphalt specifications, with stability and flow determined under AASHTO T245 or ASTM D6927. This matters to a binder supplier for one practical reason: a Marshall-based specification controls the mixture, and the binder clause sitting inside it is usually short. That short clause is the one that binds you, and it is the one to ask for.
The bodies whose documents you will actually meet
Four kinds of procuring authority write bituminous clauses in Pakistan, and their documents are not uniform.
- The National Highway Authority, constituted under the National Highway Authority Act 1991, is responsible for the national highway and motorway network entrusted to it. Its contracts are let against a body of general specifications, commonly referred to in the trade as the NHA General Specifications, whose bituminous division sets out the material and construction requirements for asphaltic works. Editions and item numbering circulate in more than one form, so take both from the tender document rather than from a remembered reference.
- The provincial Communication and Works departments of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan, together with provincial highway and road authorities, let a very large volume of road work outside the national network. Since the Eighteenth Amendment to the Constitution in 2010 devolved substantial subject matter to the provinces, provincial practice has had room to diverge, and it does.
- The Gilgit-Baltistan and Azad Jammu and Kashmir works departments, and the district and municipal authorities beneath all of the above, add a further layer — and, in the northern case, a genuinely different climate requirement.
- State-linked engineering and logistics organisations such as the Frontier Works Organisation and the National Logistics Cell appear as executing bodies on major road works, including in the mountains. They are named here only so that a buyer recognises them in a tender chain; no relationship with any of them is claimed or implied.
Above all of that sits the national standards body. The Pakistan Standards and Quality Control Authority, constituted under the PSQCA Act 1996, develops and publishes Pakistan Standards, which carry a PS designation, and administers conformity assessment and a certification mark scheme for items the federal government notifies as requiring it. Laboratory accreditation in the country is administered by the Pakistan National Accreditation Council, which accredits testing laboratories against ISO/IEC 17025; if destination testing is contemplated, an accredited laboratory is what a contract should specify rather than simply the word independent.
Why this page prints no Pakistan Standard designation for paving bitumen
Because the honest answer to the question is not a number. Specification practice across the national highway authority, four provincial works departments, two further regional administrations, hundreds of municipal and district clients, cantonment boards and internationally financed projects is not uniform enough to be reduced to a single reference, and a designation quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract. That is a worse outcome than an empty box.
If an enquiry form asks which Pakistani standard the cargo complies with, the correct answer is that the binding requirement is the one the tender document incorporates, and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request, it takes a serious buyer thirty seconds, and the fact that a buyer cannot produce it is itself useful information about how the project is being run.
The questions to put to a Pakistani binder clause
- Which document, and which edition? Specifications assembled from older templates carry grades and limits that differ from current published standards. Take the acceptance limits from the text the tender incorporates, not from a refinery data sheet and not from memory.
- Penetration, viscosity or performance grade? Penetration is the common case. A clause drafted from a viscosity-graded American template will name AC-type designations under ASTM D3381 or AASHTO M226; one drafted from Superpave practice will name a performance grade under AASHTO M320 or ASTM D6373, or an MSCR-based grade under AASHTO M332. These are three different measuring systems and a grade in one cannot be inferred from a grade in another.
- Which ageing procedure is controlled? The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240) are different exposures and their results are not interchangeable. Middle East export certificates carry TFOT by default. If the clause controls RTFOT, add that test to the schedule before the batch is certified, not after the cargo has sailed.
- Which zone is the work in, and does the clause reflect it? This is the Pakistan-specific question. If a clause names one grade for works spread from Sindh to Gilgit-Baltistan, raise it with the engineer in writing before you price it. You are not being difficult; you are declining to supply a binder that will fail at one end of the contract.
- Where in the band, and what softening point? A grade name is a band, not a point, and in the southern zones the position within the band is a real performance variable.
- Is modification required, and are prime, tack and cold-works products in the same package? Cutbacks under ASTM D2027 and ASTM D2028, and emulsions under ASTM D977 or ASTM D2397, are separate products with their own acceptance tables. A paving-grade certificate evidences nothing whatsoever for them.
The band is not a point, and in Sindh that matters
Two cargoes can both be genuine 60/70 and behave differently on a Multan or Sukkur pavement. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade. Both pass a conformity check against the band. In a southern Pakistani summer they are not the same material, and the softer one carries materially less rut resistance into a design case that is already at the limit of what an unmodified binder can do.
The practical responses, in order of usefulness: require the measured value, not the band, on the Certificate of Analysis, because a COA that reprints the specification range every time tells you nothing about the batch you are buying; agree a narrower contractual window in writing for this shipment, as a specific penetration and softening point range, which leaves the grade name and the tender compliance untouched but gives you a contractual right to the material you actually need; read the softening point as hard as the penetration, since ring and ball to ASTM D36 speaks most directly to behaviour at service temperature and is the line most often skimmed on an export offer; and consider stepping to 40/50 rather than policing the top of 60/70 where the tender permits it, because a hard grade properly specified is a cleaner answer than a soft grade tightly supervised.
If a performance grade is named
A performance grade cannot be derived from a penetration certificate. It requires dynamic shear rheometer testing on unaged and RTFOT-aged binder (AASHTO T315), pressure ageing vessel conditioning (AASHTO R28), bending beam rheometer testing of the aged residue for the low-temperature grade (AASHTO T313) and rotational viscosity (AASHTO T316); where the clause is written against MSCR, add the multiple stress creep recovery test (AASHTO T350). Pakistan shapes this problem in a specific way. In the southern plains the high-temperature designation that air-temperature-based selection produces is demanding, and grades at that level commonly require polymer modification rather than a harder straight-run binder. In Gilgit-Baltistan, Chitral and the Quetta plateau the low-temperature designation becomes the binding half of the grade — and that is the half an exporter is least likely to hold data for. Establish at enquiry stage whether the test data exists rather than discovering at certification that it does not.
Moisture damage: the Pakistani durability question
Heat and cold get the attention, but a great deal of Pakistani pavement distress is driven by water. The monsoon delivers intense rainfall onto the Punjab and the southern mountain slopes, flood inundation is a recurring event on the Indus system and in the hill torrents, and steep terrain in the north concentrates runoff. Moisture works into a mix, breaks the bond between binder and aggregate, and strips the film off the stone; the result is ravelling and potholing that has nothing to do with whether the binder met its penetration band.
Two honest points follow. First, moisture damage is controlled principally at mix design level, not in the binder grade: through aggregate selection, void content, drainage design, and where required hydrated lime or a liquid anti-stripping additive, with the mixture verified by a water sensitivity test such as AASHTO T283 or ASTM D4867. No binder supplier can claim moisture performance on the strength of a binder certificate. Second, where the specification does control the binder-aggregate relationship, the test has to be commissioned specifically, because it cannot be inferred from penetration, softening point or ductility: a boiling-water coating and stripping assessment such as ASTM D3625 or AASHTO T182, or an affinity test under EN 12697-11 where the project is drafted to European practice. A general point worth knowing is that much Pakistani coarse aggregate is limestone, which as a rock type tends to have better affinity for bitumen than siliceous or granitic rock — but that is a tendency about geology, not a property of your consignment, and the answer is still the test.
What a usable Certificate of Analysis looks like here
- Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values sheet reissued for every consignment.
- Penetration at 25 °C and softening point as measured values, each with the ASTM designation printed beside the result, and each read against any narrower contractual window you agreed.
- Ductility, flash point, solubility, specific gravity and water content.
- The ageing result in the form the tender asks for, labelled with the procedure actually run rather than with the word ageing.
- For any northern or plateau destination, an agreed low-temperature line — Fraass breaking point to EN 12593, or a bending beam rheometer stiffness and m-value requirement under AASHTO M320 — because a standard export sheet does not carry one and its absence is the single largest specification risk on a Gilgit-Baltistan or Quetta order.
- Where modified binder is supplied, elastic recovery, storage stability and the modification type, not merely the word polymer.
- Sampling recorded against ASTM D140 or AASHTO R66, with sealed retained samples held by both parties.
Typical export specification for the three grades this country actually needs
The three columns below are deliberately chosen to make the page’s argument visible in figures. 40/50 is the answer for the southern plains, 60/70 for the central belt, and 85/100 for the mountains and the colder plateau. Read across the softening point row and the difference the climate zones demand is right there. The values are the typical export ranges published on regional refinery data sheets, each shown with the test method that produces it. Read them with the note, which sets out where a cited standard’s own limits differ and which line is missing from every one of these sheets.

Choosing the binder for a Pakistani site
Grade choice here is driven by two variables that pull in opposite directions across one country. Decide which one governs the site before you decide the grade, and if the tender has not decided, raise it before you price it.
Bitumen 40/50
The answer for interior Sindh, eastern Balochistan lowland and southern Punjab, where sustained extreme pavement temperature makes rutting the governing failure mode. Softening point typically 52 to 60 °C against 49 to 56 °C for a 60/70 from the same source, which is the difference a Jacobabad or Sukkur July actually feels. Supply it where a tender names it, and raise it as a question where a tender names 60/70 for a hot southern site without explaining why. Do not send it north.
Bitumen 60/70, and where in the band
The mainstream Pakistani grade and genuinely appropriate across the central belt from Lahore to the Peshawar plain. But a 60/70 at 69 dmm and a 60/70 at 61 dmm are not the same material on a Multan wearing course. Require measured penetration and softening point on the batch Certificate of Analysis, and where the design case is tight, agree a narrower contractual window in writing rather than accepting the full band.
Bitumen 85/100 and softer
The cracking-dominated end of the problem: Gilgit-Baltistan, Chitral, Swat, Dir, Kaghan, upper Hazara and the colder parts of the Balochistan plateau. A softer grade here is a deliberate low-temperature choice, not a lower quality of product, and the buyer who insists on a hard grade because harder sounds stronger is specifying a pavement that cracks in its first winter. Add the low-temperature line the export sheet does not carry.
Bitumen 30/40 and harder
Occasionally named for the most heavily loaded and hottest applications in the south. Treat a step down in penetration as a decision the tender has to justify rather than as a general improvement: every step trades rut resistance for greater risk of thermal and fatigue cracking, and that trade is a poor one anywhere the site sees a cold night. In Pakistan the geography of where that is true is unusually easy to get wrong.
Polymer modified binder
The realistic answer where the pavement is both very hot and heavily loaded: port approaches at Karachi and Port Qasim, truck standing and weighbridge areas, intersections and bus routes, industrial hardstanding, and the heavy-vehicle sections of the Indus corridor. Where a performance grade at the high end of the range is specified for the southern plains, modification is commonly what delivers it rather than a harder straight-run binder. Note the logistics consequence: modified binder in bulk wants controlled heating and agitation, which is a poor fit for a very long inland leg, so on a northbound Pakistani routing modified product is usually the stronger argument for drums.
Cutback and emulsion
A programme that rebuilds road from the formation up, or repairs flood-damaged structure, puts a great deal of granular base on the ground, and every square metre wants a prime coat before the bituminous layers go on. Medium-curing cutbacks under ASTM D2027, MC-30 and MC-70, are the usual prime; emulsions under ASTM D977 and ASTM D2397 cover tack coats and cold works. Pakistan squeezes both from opposite directions. A cutback carries solvent and its flash point and handling regime are nothing like a paving grade’s, which matters more, not less, when drums stand in a Sindh summer. An emulsion has a finite storage life and dislikes both ends of the thermometer, so a Larkana August and a Skardu January are each capable of ruining it, and a long inland haul exposes it to whichever one is in season.
The documentary set, and how the conformity question actually works
This is where a Pakistani import is most often delayed, and the delays are rarely caused by the goods. They are caused by a description that drifts between documents, by a foreign exchange formality nobody sequenced, or by a conformity question asked at the port instead of at the contract. The table sets out the mechanism for each item. It states no duty rate, no tax rate and no current scope for any certification scheme, because those change and because a supplier page is the wrong source for them.

Settling a Pakistani consignment in the right order
The decisions on this market interlock, and taken out of sequence they invalidate one another. A grade agreed before the destination is known, or a delivery term agreed before the gateway is chosen, has to be reopened. Take them in this order and none of them has to be revisited.

Settle it before spending time on routing and grade, because it determines whether there is a transaction to plan at all.
Establish the district, not the country
Write down the actual delivery point: the city, the plant or the project site. Everything downstream depends on it. It decides which climate zone governs the grade, which gateway makes sense, how much of the landed cost is inland haulage, whether bulk is even a candidate, and when the laying window opens. An enquiry that says Pakistan and a tonnage cannot be priced properly, only guessed at.
Establish whether the cargo is for use in Pakistan or in transit
A cargo imported for use is declared for home consumption and released into free circulation. A cargo moving under a transit procedure toward a landlocked neighbour is not imported at all: it moves under customs supervision and normally under seal, against a guarantee, within a time limit, to a nominated exit point, and it cannot be opened, decanted or part-delivered along the way. The guarantee, the routing, the packing and the documents all follow from which situation applies, so ask at the enquiry stage and not after the goods are booked.
Choose the gateway from the destination, then price the freight
For a delivery in Sindh or up the Indus corridor, compare Karachi Port and Port Qasim on the land side rather than the sea side: what differs is where the loaded vehicle finds itself when it leaves the gate. For a delivery in coastal or southern Balochistan, ask whether Gwadar is genuinely competitive once clearing, storage, handling and onward haulage are priced. For a delivery in Punjab or Khyber Pakhtunkhwa, do not assume the deep-water option is the cheap one; the road network behind the gateway usually decides.
Confirm route, gateway and current status with a freight forwarder, in writing
The geography on this page is public and stable. Operating status is not. Ask a forwarder which gateways and inland routes they can actually execute for this commodity now, in your packing, what the legal payload is on the specific alignment, whether the motorway chain is continuous on your route, and what allowance the mountain sections need in your season. Get the answer dated, and re-confirm it if the shipment slips.
Read the tender’s binder clause and check it against the zone
Identify which document the clause comes from and which edition, whether it is written by penetration, viscosity or performance grade, and which ageing procedure it controls. Then take the Pakistan-specific step: check that the grade named actually suits the climate zone the works are in, and where one grade has been named for works spanning several zones, raise it with the engineer in writing before pricing. Add the low-temperature property for any northern or plateau destination.
Settle the packing decision against the inland leg
Use the container figures to fix the drum count and the packing cost per tonne, then decide three things separately: whether the box travels inland or the cargo does, where the goods declaration is filed, and whether bulk is a real candidate at all. Bulk is a serious option for coastal Sindh with a properly equipped receiver. New steel drums are the sound default for anything moving deep inland and effectively the only sensible answer for the mountains. Specify the drums as new and plan covered storage.
Settle the conformity and entry questions with a licensed customs broker
Ask, in writing and dated, whether any conformity assessment, certification mark, certificate of conformity or pre-shipment inspection requirement applies to this product on your shipment date, what evidence customs will expect at the entry point you are using, what the current Import Policy Order position is, and what the full national tariff subheading is. Separately, confirm with the buyer that the foreign exchange registration formality on their side is complete before the goods move. Do not rely on a remembered position from a previous shipment or an undated article.
Write the test schedule into the contract and inspect at loading
Name every property and its ASTM, AASHTO or EN method in the contract, require a batch-specific Certificate of Analysis with measured values, and appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140 or AASHTO R66, seal retained samples held by both parties, and record drum count, drum condition and seal numbers. This matters more on Pakistan than on a coastal market for one reason: the failure is discovered at the far end of the longest, least reversible leg in the transaction.
Plan against the season and against the demand burst
Decide which zone the project sits in and when its window actually opens: monsoon roughly July to September in the Punjab and the southern slopes, winter westerly rain and cold roughly December to March in the north and west, snow closing the mountain routes for longer than that. Get material into position before the window rather than ordering into it, and allow for the fact that a flood repair programme can put binder, drums and haulage under pressure in exactly the weeks you need them.

Which bitumen grade does Pakistan use?
There is no single answer, and treating there as one is the most expensive mistake on this market. Pakistan spans from some of the hottest inhabited plains recorded anywhere to high mountain valleys with sustained sub-zero winters, and the two ends need binder from opposite parts of the penetration scale. For interior Sindh, eastern Balochistan lowland and southern Punjab, where rutting under extreme pavement temperature governs, the answer is 40/50 or 60/70 held to the harder half of its band, with polymer modified binder on heavily loaded pavement. For the central belt from Lahore to the Peshawar plain, 60/70 is the mainstream and genuinely appropriate answer. For Gilgit-Baltistan, Chitral, Swat, Dir, Kaghan, upper Hazara and the colder Balochistan plateau, where thermal cracking and freeze-thaw govern, 85/100 or softer is correct and a hard grade is actively harmful. Specification is in the penetration idiom throughout, in the ASTM and AASHTO vocabulary, so an offer written as 40/50, 60/70 or 85/100 is immediately readable. What binds your shipment is the clause the tender incorporates, so ask for it.
What is the Pakistan Standard number for paving bitumen?
This page deliberately does not print one, and the reason is worth understanding rather than working around. Pakistan has a national standards body, the Pakistan Standards and Quality Control Authority, constituted under the PSQCA Act 1996, which develops Pakistan Standards carrying a PS designation and administers conformity assessment and a certification mark scheme for notified items. But road procurement in Pakistan runs through the National Highway Authority, constituted under the National Highway Authority Act 1991 and letting contracts against its own body of general specifications; through the Communication and Works departments of four provinces, whose practice has had room to diverge since the Eighteenth Amendment devolved substantial subject matter in 2010; through the Gilgit-Baltistan and Azad Jammu and Kashmir works departments; and through hundreds of district, municipal and cantonment clients, plus internationally financed projects with their own consultants. That is not uniform enough to reduce to one designation. A number quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract, which is worse than an empty box. Ask the buyer for the binder clause and quote against that.
Karachi Port or Port Qasim, and where does Gwadar fit?
For a cargo going north, the difference between the two Sindh gateways is decided on the land side rather than the sea side. Karachi Port is a natural harbour in central Karachi administered by the Karachi Port Trust, and cargo leaving its gate is immediately in dense urban traffic and has to work its way out to the northbound highway. Port Qasim lies roughly 35 km east and south-east on the Phitti Creek system, is administered by the Port Qasim Authority, was purpose-built from the 1970s around bulk and industrial cargo as much as containers, and reaches the National Highway and the Karachi-Hyderabad motorway without crossing the city centre. Against that, Port Qasim is reached by a long dredged creek channel, so vessel size and working windows can be constrained in ways an open-coast berth is not, and that is a question for the ship’s agent. Gwadar is a different proposition entirely: a deep-water port with a free zone, several hundred kilometres west on the Makran coast in Balochistan, whose strength is its water and whose constraint is its hinterland. For a delivery in Punjab or Khyber Pakhtunkhwa it is farther by road than Karachi with a thinner network in between, so deep water does not by itself make it cheaper landed. None of this states that any of the three is currently open or able to handle your packing; confirm that with a forwarder in writing.
Should we buy drums or bulk for a delivery in Punjab or Khyber Pakhtunkhwa?
Drums, in almost every case, and the reason is the inland leg rather than the product. Bulk in a heated tanker is the cheapest way to move binder per tonne once it is moving, and it is a serious option for coastal Sindh and the near corridor where the receiving plant has heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the whole load promptly. Over a fifteen-hundred-kilometre road leg to upper Punjab or Khyber Pakhtunkhwa, the binding constraint is temperature: a tanker is holding product at working temperature across days of movement, and every hour of standing time is an hour of heat loss, with field reheating not a routine operation. Bulk is also inflexible about partial delivery, and it fails totally rather than locally, at the end of the least reversible leg in the journey. Drums can be split between sites, held through a shutdown, taken in part loads, heated one unit at a time, and a damaged drum costs one drum. Specify them as new, because reconditioned drums are the commonest source of contamination disputes in this trade and a long inland haul with several handlings gives that argument more places to start. Plan covered storage: drums standing uncovered in a Sindh summer reach very high skin temperatures, and drums standing uncovered through a monsoon collect water at the seam.
What does the conformity certification requirement involve for bitumen into Pakistan?
The honest answer is that this page describes the mechanism and declines to state the current scope, because current scope is exactly the thing that changes. The mechanism works like this. A government notifies which product categories fall within a conformity or certification scheme; a buyer or seller must then produce evidence of conformity in an approved form, which in some schemes has to be issued before the goods ship; and customs expects that evidence at entry. In Pakistan, the Pakistan Standards and Quality Control Authority, constituted under the PSQCA Act 1996, develops Pakistan Standards and administers conformity assessment and a certification mark scheme for items the federal government notifies; separately, the Ministry of Commerce issues an Import Policy Order under the Imports and Exports (Control) Act 1950 setting out admissibility and conditions. Schemes of this general shape exist in many markets under names such as PVoC and SONCAP. What this page will not do is state that bitumen is or is not currently in scope, or name any currently appointed inspection body, because both change. Obtain a dated written confirmation from a licensed customs broker in Pakistan before contracting, covering the scope, the required evidence and the appointed bodies, and re-obtain it if the shipment slips. A pre-shipment requirement discovered after loading generally cannot be repaired.
Our tender says 60/70. How do we stop a soft batch arriving?
Recognise that a grade name is a band, not a point, and that in the southern Pakistani climate the position within the band is a real performance variable. A 60/70 at 69 dmm with a softening point near 49 °C and a 60/70 at 61 dmm with a softening point near 56 °C are both in grade, both pass a conformity check, and they are not the same material on a Multan or Sukkur wearing course. Do three things. Require measured penetration and softening point on a batch-specific Certificate of Analysis rather than a sheet that reprints the specification range. Agree a narrower penetration and softening point window for this shipment in writing in the contract, which leaves the grade name and the tender compliance untouched but gives you a contractual right to the material you actually need. And appoint third-party inspection at the loading point, with sampling across the consignment to ASTM D140 or AASHTO R66 and sealed retained samples held by both parties. Where the tender permits it, stepping to 40/50 is often a cleaner answer than policing the top of 60/70.
What do we need to add to a standard export specification for a delivery to Gilgit-Baltistan?
A low-temperature property, agreed in writing, and it is the single largest specification risk on a northern Pakistani order. Look at a typical export Certificate of Analysis: penetration at 25 °C, softening point, ductility at 25 °C, flash point, solubility, specific gravity, water content and an ageing result. Not one of those lines describes what happens to the binder at minus fifteen degrees, and Gilgit, Skardu, Hunza and Chilas in the Indus gorge see sustained sub-zero winters with minima well below minus ten in the higher valleys, deep snow at altitude and hard freeze-thaw cycling. The two usable answers are the Fraass breaking point to EN 12593, which records the temperature at which a thin film of binder on a flexed steel plaque cracks, or a bending beam rheometer stiffness and m-value requirement under AASHTO M320 with the residue conditioned in a pressure ageing vessel to AASHTO R28. Neither is on a standard export sheet, so both have to be requested before the batch is certified rather than after. Add to that a softer base grade than a Sindh project would use, and remember that the working season in the north is short and access-limited, so binder has to be pre-positioned rather than ordered against a programme.
When is the Pakistani laying season, and how should we time a shipment?
There is no single national season, because Pakistan has two separate rainfall mechanisms and a very wide altitude range. The summer monsoon runs roughly July to September and is heaviest over the Punjab, the Pothohar uplands and the southern mountain slopes; a winter westerly regime brings rain and snow to the north and west roughly December to March. In coastal and interior Sindh, laying continues through most of the year and the constraints in the peak weeks are crew welfare and compaction control rather than weather stoppage, with night working common site practice. In central and upper Punjab, the monsoon bounds the season. In the Pothohar and the Khyber Pakhtunkhwa plain the season is bounded at both ends, by monsoon in summer and by cold and westerly rain in winter, which makes the workable window narrower than at either extreme. In Hazara, Swat, Chitral, Kaghan and Gilgit-Baltistan the season is short and closes with the snow, and access is a schedule risk in its own right, so material has to be on site before the routes become difficult. Layer one more thing on top: flood damage repair is a recurring pattern here rather than an exception, and when it arrives it competes for the same drums and the same haulage in the same weeks. Order ahead of the window, not into it, and hold drummed material under cover on site so that it is available on the first workable day.
