Bitumen Supply to Oman: Ports Outside the Strait of Hormuz, Grades and Documents

Oman is the one market on this site whose defining commercial feature is a piece of maritime geography. Its three main ports — Sohar on the Gulf of Oman, Duqm and Salalah on the open Arabian Sea — all lie outside the Strait of Hormuz. A vessel calling at any of them does not pass through the strait, and that is a structural difference from almost every other Gulf destination rather than a marketing one. It is also why Omani ports appear in transhipment plans for cargo that is not destined for Oman at all. Everything else on this page follows from the shape of the country behind those ports. The coastline is commonly given as around 3,165 km and the road from Muscat to Salalah is commonly cited at roughly 1,000 km, so no single gateway serves the whole country and the choice of port is decided by the governorate, not by preference. Muscat itself is no longer a cargo gateway: container work moved from Port Sultan Qaboos to Sohar in 2014 and the old port was redeveloped for cruise and waterfront use, so material for the capital lands at Sohar and comes down the Batinah by road. The climate then splits three ways in a manner with no parallel elsewhere in the Gulf. The Batinah coast is extreme — in June 2018 the coastal town of Quriyat recorded a 24-hour minimum temperature of 42.6 °C, widely reported as the highest minimum recorded anywhere, which is to say a pavement there gets no night-time relief at all. The Dhofar coast around Salalah does the opposite: the khareef, the south-west monsoon that reaches this single stretch of the Arabian Peninsula between roughly late June and early September, brings weeks of low cloud, fog and continuous drizzle with daytime temperatures held in the mid-twenties, capping the rutting case and stopping laying works at exactly the time of year the north is hottest. And inland the Hajar mountains rise to around 3,000 m at Jebel Shams, with frost, occasional snow and temperate fruit cultivation on the Saiq plateau at around 2,000 m — real winter cold, in the same country, a few hours from a coast where the night does not cool. This page sets out the ports and what each is for, the transhipment and free-zone mechanisms, the three climate zones and the grade each one argues for, the standards and conformity machinery described as a mechanism rather than as a current position, and the packing, the inland haul and the document set.

Market summary

The Gulf market you can reach without entering the Gulf

Most country pages on this site begin with what the market consumes. Oman has to begin somewhere else, because the first thing a serious buyer wants to know about an Omani berth is not what is behind it but what is not in front of it.

Oman occupies the south-eastern corner of the Arabian Peninsula, and its coast faces two different bodies of water. The northern stretch, the Batinah, runs along the Gulf of Oman. The long southern and eastern stretch, from the Sharqiyah round through Al Wusta to Dhofar, faces the open Arabian Sea. Published coastline figures differ with the method of measurement; the figure commonly cited for Oman is around 3,165 km, and lower figures appear in other reference sources. Nothing on this page turns on which is used. Only one piece of Omani territory stands on the strait itself, and it is not the piece with the ports: the Musandam peninsula, an Omani exclave separated from the rest of the country by the territory of the United Arab Emirates, sits on the southern side of the Strait of Hormuz.

That arrangement produces the fact this page is built on. Sohar, Duqm and Salalah all lie outside the strait. A vessel calling at Sohar approaches up the Gulf of Oman and turns in well short of Musandam. A vessel calling at Duqm or Salalah never comes near the strait at all; both sit on the open Arabian Sea coast, several hundred kilometres away from it. By contrast, a vessel bound for Kuwait, for Bahrain, for Qatar, for the eastern Saudi ports, for the Gulf-facing Emirati ports or for Iraq’s Umm Qasr must pass through the strait inbound and again outbound. The one genuinely comparable exception in the region is the Emirati coast on the Gulf of Oman, at Fujairah and Khor Fakkan, which lies outside the strait for exactly the same geographical reason and which an honest Oman page has to name rather than pretend away.

What the strait is, stated as geography and nothing else

The Strait of Hormuz is the passage connecting the Gulf to the Gulf of Oman. Its narrowest point is commonly given as around 33 km, and the shipping traffic separation scheme through it — an inbound lane, an outbound lane, and a separation zone between them, each commonly described as about two nautical miles wide — runs through Omani territorial waters off Musandam.

This page states that and stops. It offers no commentary of any kind on the politics, security, traffic conditions or risk status of the strait, now or at any time. Route exposure is a question that appears in marine insurance placements, in charter party clauses and in lender documentation, and where it appears the answer belongs to the buyer’s own insurance broker, charterer and legal advisers. What a supplier page can properly say is the geographical fact: an Omani port on the Gulf of Oman or the Arabian Sea is not inside the strait, and a routing that ends there does not include a strait transit. What that is worth to a particular buyer, on a particular contract, on a particular date, is not for this page to price.

Why that also makes Oman a transhipment question

The same geography that makes an Omani berth a destination makes it a candidate for cargo that is not going to Oman. Two mechanisms are worth separating carefully, because buyers routinely mix them and they are entirely different customs events.

  • Transhipment. A container discharged from one vessel and loaded onto another without entering the customs territory for home use is transhipped. It has not been imported into Oman, it does not clear Omani customs as an import, and the Omani declaration covering it is a transhipment or transit declaration rather than an entry for home use. Salalah in particular sits on the main east-west trunk lane between the Suez Canal and the Bab el-Mandeb on one side and the Malacca Strait and East Asia on the other, and it has long been developed as a container transhipment hub for exactly that reason: it is a port a mainline vessel passes anyway.
  • A free-zone movement. Goods placed in a free zone at Sohar, Salalah, Duqm or Al Mazunah are, as a matter of customs mechanics, not in free circulation in the country. They can in principle be stored, consolidated and re-exported without ever being entered for home use. This is a different mechanism from transhipment, it produces different paperwork, and it involves a different party as the holder of the goods.

Neither mechanism is described here as available for bitumen at any named facility, and this page states nothing about what any Omani zone or terminal will handle. Both are described because a buyer weighing Oman against a Gulf-side alternative needs to know that the customs consequence of the two options is not the same, and a quotation that does not say which one it assumes is a quotation that has not been thought through.

The country behind the ports, and why one gateway is never enough

Oman is administratively divided into eleven governorates, and it is long. Commonly cited road distances put Sohar at roughly 230 km from Muscat, Nizwa at roughly 170 km from Muscat, Duqm at roughly 550 km, and Salalah at roughly 1,000 km by the interior highway through Adam and Thumrait. Those numbers are given for orientation only and an actual routing has to come from a freight forwarder. But the shape they describe is not in doubt: a project in Dhofar and a project on the Batinah are not the same supply chain with a different address, and neither is sensibly served from the other’s port.

The single most useful planning fact for a first-time buyer into Oman is the one about the capital. Muscat is not a container gateway. Commercial and container cargo moved from Port Sultan Qaboos at Muttrah to Sohar in 2014, and the old harbour was redeveloped toward cruise and waterfront use. A buyer who writes CIF Muscat into an enquiry is writing something that has to be translated before it can be executed, and the translation normally comes out as a discharge at Sohar and a road haul of a couple of hundred kilometres down the Batinah. Say Sohar, and then say where the material actually has to end up.

The demand pattern behind Omani enquiries

Omani binder demand is not driven by a single national programme. It comes from several procuring streams that do not share one specification habit:

  • The national road network, administered by the ministry responsible for transport and communications, which has run a sustained programme of dual-carriageway expressway construction along the Batinah coast and on the interior trunk routes, alongside ordinary maintenance and resurfacing of a long and thin network.
  • Municipal and governorate works, including urban resurfacing in Muscat and the regional centres, which are procured separately and specified separately.
  • Industrial estate and port-related pavement inside the special economic zone and free zone areas at Sohar, Duqm, Salalah and Al Mazunah, where the loading case is heavy and static rather than fast-moving highway traffic.
  • Oil, gas and mining sector access roads across the interior and the central desert, which are long, remote and supplied by pre-positioning rather than by call-off.
  • Tourism and property development, concentrated on the Muscat corridor and increasingly in Dhofar, which runs to its own calendar.

Two consequences matter to a supplier. First, there is no single Omani binder clause to quote against; a ministry package, a municipal contract, a zone authority’s estate works and an oilfield access road can each carry a different specification, a different ageing test and a different position on modified binder. Second, the demand is geographically split in a way that maps onto the climate split, so the same buyer can genuinely need two different grades in the same financial year for two projects in the same country.

The infrastructure question a forwarder will ask about

A railway connecting Oman to the wider peninsula network, and specifically a link running inland from the Sohar area toward the United Arab Emirates, has been the subject of long-running development work. This page states nothing about its status, alignment, commissioning or availability for freight of any description. It is mentioned only because a buyer will encounter it in corridor literature and should treat it as a question to put to a freight forwarder rather than as an assumption to build a schedule on. The same caution applies to every road, berth, zone and crossing named anywhere on this page.

What this page does not tell you

It does not state that any port, berth, terminal, free zone, road, border crossing or rail service is open today, running to a schedule, equipped for this commodity, or available for your cargo. Geography is described because geography is public, stable and checkable; operating status is not, it changes, and it belongs to the freight forwarder who is accountable for it. Road distances are commonly cited approximations for orientation and are not a basis for a freight calculation. No transit times, freight rates, vessel or vehicle capacities, tanker capacities, port throughput or draught figures, duty rates, taxes or levies appear anywhere. No haulier, forwarder, terminal operator, clearing agent, inspection body, refinery, shipping line or client is named as a counterparty, and no presence, office, agency or shipping history in Oman is claimed. It states no position on whether any product is currently within the scope of any conformity assessment programme, and it names no currently appointed inspection body, for the reasons set out at length in the conformity section. It quotes no Omani national standard designation for paving bitumen, because the requirement that binds a shipment is the clause the tender incorporates. And it is not legal, customs, regulatory or compliance advice; a buyer trading across these frontiers must take independent advice covering the goods, the parties, each customs territory on the route and the payment mechanism.

Gateway geography

The Omani ports and crossings, what each is developed for, and which hinterland it faces

Oman’s gateways are not interchangeable, and the differences between them are unusually clean: one industrial port in the far north, one deep-water port and economic zone in the empty middle, one transhipment hub on the world’s main east-west lane in the far south, and a capital that stopped handling boxes a decade ago. This table sets out where each sits, its relation to the Strait of Hormuz, what it was built to do, and the inland territory it actually serves. It is a map, not a timetable. Nothing here states that a facility is currently open, handling commercial cargo, or willing to take a bitumen consignment on your date; those are questions for a freight forwarder in writing before any delivery term is agreed.

Three cautions belong with this table. First, it is geography, not availability. Nothing above states that a port, berth, zone, road or crossing is open, scheduled, equipped for this commodity or accepting cargo on your date, and every one of those points must be confirmed in writing with a freight forwarder before a delivery term is agreed. Second, heated tankage, drum handling equipment, covered storage and the ability to receive a particular packing are contracted commercial arrangements with individual terminal operators. They are never attributes that can be inferred from a port’s size, from its industrial character, or from the presence of liquid bulk berths serving entirely different products. Third, and specific to Oman: establish at the enquiry stage which of three customs events you are planning — an import for use in Oman, a transhipment that never enters the country, or a free-zone movement — because they are not variations of one transaction and the paperwork diverges from the first document onward. Petroleum bitumen falls under HS heading 2713.20; the full national subheading and any duty, levy or tax treatment must be confirmed with a licensed customs broker in the destination, and no rates of any kind are stated here.

Route, delivery term and packing

Choosing the gateway, naming the place, and why the inland haul decides the packing

Once the gateway question is settled, three decisions follow from it almost mechanically: which Incoterms rule can coherently be used, how the tonnage converts into packages and vehicles, and whether bulk is even in the conversation. Take them in that order and none of them invalidates the one before it.

Which gateway for which governorate

There is no exact line at which the answer flips, and a forwarder will tell you it moves with the specific project, the season and the tender’s own delivery requirement. But the broad logic is stable and it is worth writing down, because an Omani enquiry that names only the country cannot be priced properly, only guessed at:

  • Muscat, the Batinah, Buraimi, Al Dhahirah and the northern Hajar interior — Sohar. This is where most of the population and most of the road work sits, and the haul from Sohar down the Batinah and inland through the Samail gap toward Nizwa is ordinary trunk-road distance rather than an expedition.
  • Al Wusta, Duqm itself and the central desert road system — Duqm. The gateway exists precisely because the middle of the country was several hundred kilometres from anything else.
  • The whole of Dhofar — Salalah. Feeding a Dhofar project from the north means a road movement of the order of a thousand kilometres, most of it across empty gravel plain, for a cargo whose value per tonne is low. That is rarely the right answer and it should never be the default one.
  • Musandam — a special case, because the exclave’s landward access runs through another country. Treat it as a separate transaction with its own advice rather than as a delivery address in an Omani order.

Why bitumen is unusually sensitive to the inland leg

Bitumen is heavy and low in value density: a tonne of paving binder is worth a small fraction of a tonne of most cargo that travels in a container and weighs exactly the same. Freight is therefore a large share of landed cost rather than a rounding error, and in a country roughly a thousand kilometres long with a thin road network in the middle, an extra several hundred kilometres of haul is not a detail. It can be the difference between a competitive offer and an uncompetitive one. This is why the destination question comes before the price question on an Omani enquiry, and why the honest first reply to an enquiry that says only Oman is a request for the governorate and the site.

The delivery term follows the mode, and it has to name a place

Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They are built around a vessel and a port and they have coherent meaning for a parcel discharging at Sohar, Duqm or Salalah. They have no coherent meaning for a truck arriving at a plant in Nizwa or at a site in Al Wusta. The rules that work for any mode of transport are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.

Three errors recur on Omani business, and the second is close to universal:

  • Quoting CIF Muscat. The capital is not a container gateway. Either the offer means CIF Sohar with a road haul to be arranged separately, or it means a delivered price to a site in Muscat, and those are very different numbers. Say which one, in the offer, in words.
  • Naming a country instead of a place. DAP Oman is not a delivery term. DAP followed by a named port, town, plant or project site is. In a country this long, a country-level named place is not merely imprecise; it can conceal eight hundred kilometres.
  • Quoting a sea rule against an inland delivery. The buyer reads FOB or CFR as a price to their site, the seller means something else, and where cost and risk actually pass is genuinely ambiguous until something goes wrong and the two readings collide.

Packing arithmetic, and where it stops applying

Site standard loading figures, which apply to the sea leg and to any containerised inland movement, are as follows. New steel drums of 150 kg net give 80 drums and 12 MT per 20 ft FCL. Drums of 180 kg net give 80 drums and 14.4 MT. Drums of 185 kg net give 80 drums and 14.8 MT. Jumbo or poly bags of 1 MT give 20 bags and 20 MT. The 20 ft box is the unit because a cargo of this density reaches its weight limit long before it fills a larger container. Use these figures to fix the drum count, the packing cost per tonne and the number of packages on the transport document.

They stop applying the moment the box comes off the ship and the cargo goes inland on a road vehicle. What a vehicle may lawfully carry is set by the axle-load and gross-weight regime in force, and by the weakest structure on the chosen alignment. No payload figure appears on this page. The correct sequence is to fix the packing and the drum count with the container arithmetic above, then ask the forwarder how that tonnage converts into vehicles on the specific route, and to price the handovers as well as the kilometres. On a Dhofar or Al Wusta delivery the handovers and the remoteness matter more than the distance figure suggests: a breakdown on the interior highway is a different class of problem from a breakdown on the Batinah.

Container detention, which catches buyers on the long hauls

On a Sohar arrival for a Batinah or Muscat project, a box is emptied within a short distance of the port and returned. On a Duqm or Dhofar inland delivery, or on a movement from Sohar to the far interior, the box goes inland with the cargo and has to come back. Shipping lines allow a contractually agreed period of free time and charge detention thereafter; the free period and the charge are commercial terms between the buyer and the line and no figures are stated here. Many buyers on long inland legs strip the container at the port and move drums onward on flatbed vehicles instead. That decision has to be made before booking, because it changes the packing plan, the handling count and the insurance arrangement.

Where bulk in a heated tanker actually works in Oman

Bulk binder is a specialist operation and the honest boundary in this market is sharp. It deserves serious consideration where the leg is short and the receiving installation is genuinely equipped — which in practice means a fixed asphalt plant with permanent heated tankage in the Sohar or Muscat industrial areas, or an installation inside one of the zones. It removes packaging cost, drum handling and drum disposal at a stroke.

It does not travel well on the Omani legs that make this country distinctive. A tanker running several hundred kilometres across the central desert to Al Wusta, or the length of the interior highway to Dhofar, is holding temperature the whole way and has no realistic recovery if the receiving end cannot take the whole load promptly. The conditions at the receiving end are not formalities: heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the entire load. Where a contractor is running a mobile plant on a remote road project, none of that is present and no freight quotation changes it.

New steel drums remain the sound default across most of Oman for cumulative reasons rather than as a preference. A drum needs no heated storage. It can be handled without a terminal crane, stored on site through a shutdown, taken in partial deliveries, and heated one unit at a time. It fails locally: a damaged drum costs one drum out of eighty, whereas a compromised bulk load costs the consignment at the end of a very long road. And on a project fed at the far end of a thin network, the ability to pre-position material and draw it down is worth more than the packaging saving.

One regulatory line has to be settled before a tanker is booked rather than after. Where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, while packed bitumen moving at ambient temperature is treated differently. Whether that applies to your movement, and what marking, documentation, equipment and driver qualification follow from it in each territory on the route, is a question for the carrier and the forwarder.

Two physical points about drums in this climate

Specify new steel drums and write it into the contract. Reconditioned drums are the most common source of contamination disputes in this trade anywhere, and a cargo that changes hands several times across a long haul gives that argument more places to start. Second, the Omani storage environment is genuinely hostile in two different ways in two different parts of the country. On the Batinah the combination of sustained extreme heat and high coastal humidity works on drum seams and closures faster than most buyers expect. On the Salalah plain during the khareef, weeks of continuous drizzle, fog and near-saturated air do the same job by a different route, and an open compound in Dhofar in August is not storage. Covered storage and short dwell are not refinements in either place.

Climate and season

Extreme heat in the north, monsoon drizzle in the south, and frost in the mountains

Oman does something no other market on this site does: it contains, within one country, a coast where the night barely cools, a coast that spends high summer under monsoon drizzle at mid-twenties temperatures, and mountains with genuine winter frost at altitude. A single national grade recommendation for Oman is therefore wrong by construction, and so is a single national working calendar. This table sets out the zones, what each does in summer and in winter, and what follows for the binder and for the schedule. Read it before agreeing a grade for a site you have not located.

The low-temperature end of the specification is not a constraint here. Laying continues through most of the year; the difficulty at the height of summer is crew welfare, mat cooling control and compaction discipline rather than weather stoppage.

A hard grade selected for the Batinah is usually still defensible, but the cold-night question stops being purely theoretical.
The Hajar high ground The Saiq plateau on Jebel Akhdar at around 2,000 m, and Jebel Shams, the highest ground in Oman, commonly given as around 3,000 m, with the mountain roads climbing to them Markedly cooler than anywhere else in northern Oman; the plateau is a summer refuge from the coastal heat Genuinely cold. Frost is routine on the plateau in winter and snow is recorded on the highest ground. The plateau supports temperate fruit cultivation — pomegranate, apricot, peach, walnut and the damask rose harvested in spring — which is agricultural evidence of real winter chilling rather than an anecdote This is the zone that breaks a national grade recommendation. The low-temperature end of the specification is a live engineering question here, and a hard grade specified nationally for the sake of a Batinah July is exactly the wrong material for a pavement that spends winter nights below freezing at 2,000 m. Where a site sits on the high ground, ask for a low-temperature line on the certificate, because a standard export sheet does not carry one. Access is a second constraint entirely: the mountain approaches are steep, some sections have historically been restricted to suitable vehicles, and a heavy delivery schedule that has not asked the forwarder about the approach road is a schedule with a surprise in it.
The central desert and the Al Wusta coast The interior gravel plain and sand country through Adam, Haima and the central highway, and the Arabian Sea coast at Duqm; low altitude throughout Very hot and very dry inland, with intense solar radiation and a wide diurnal swing. The immediate Arabian Sea coastal strip is moderated in summer by the cold water brought to the surface by monsoon-season upwelling along this coast, which is why the coast at Duqm does not behave like the interior a short distance inland Cool to cold nights inland; mild on the coast The severe end of the pavement temperature case inland, and a noticeably milder one on the immediate coast — which means a Duqm port-area pavement and a pavement on the highway sixty kilometres inland are not the same design problem. The bigger practical issue here is supply line rather than grade: this is long, thin, remote country where water for construction is scarce and resupply is slow, so material is pre-positioned in quantity rather than called off. Packing that stores well is not a refinement here, it is the plan.
The Dhofar coastal plain and the seaward mountain slopes The Salalah plain and the seaward face of the Qara mountains behind it, at or near sea level rising to the escarpment The khareef. From roughly late June to early September the south-west monsoon reaches this one stretch of the Arabian Peninsula, bringing persistent low cloud, fog and continuous light drizzle, near-saturated humidity, and daytime temperatures commonly held in the mid-twenties °C. The mountains turn green. Salalah is warmer before the khareef, in spring, than during it Warm and dry, with pleasant temperatures. The dry season is the working season here This inverts the northern logic completely and it is the single most useful scheduling fact on this page. Bituminous mixes cannot be laid on a wet surface, and the khareef is not rain showers between dry days — it is weeks of continuous damp, fog and low cloud with surfaces that do not dry. The Dhofar working window therefore closes at roughly the time the northern window is at its most productive, and a national delivery schedule built on one calendar will be wrong at one end of the country. On the material side, the rutting case here is real but much milder than the Batinah’s, and the durability problem shifts toward moisture damage and stripping, which is answered in the mix design and the aggregate rather than in the binder grade. Storage matters: a drum yard on the Salalah plain in August is standing in near-saturated air.
The Dhofar interior beyond the escarpment The gravel plain and desert north of the Qara mountains, through Thumrait and on toward the Rub’ al Khali, a short distance inland from Salalah but on the other side of the range Hot and dry desert. The khareef stops at the escarpment. Ask which side of the mountains the site is on before you write either the schedule or the specification.
Cyclone and wadi flood exposure, across the whole country The Arabian Sea and Gulf of Oman coasts, and the wadi systems draining the Hajar and the Qara mountains The Arabian Sea cyclone season is bimodal, with activity before the monsoon around May and June and again after it in the later months of the year. Wadi crossings and low-level structures on the road network are the points that close first, and a road that is open in the morning is not necessarily open in the afternoon. Build float into a delivery schedule rather than a penalty clause, keep drummed material under cover and above ground where the site drains poorly, and ask the forwarder what contingency they actually have on the alignment you are using.
Three planning consequences follow, and they are the reason this page refuses to give a national grade or a national season. First, establish the governorate and, in the mountains, the altitude before you agree a grade. Oman spans a rutting-dominated case with no night-time relief on the Batinah, a moisture-dominated and much milder case on the Salalah plain, and a genuine low-temperature case on the Hajar high ground, and no single binder serves all three. Second, Oman has two working calendars, not one. The north works through most of the year with high summer as the difficult period; Dhofar’s coastal plain effectively stops for the khareef and works the dry season instead. A shipment window copied from one end of the country to the other will be wrong. Third, the khareef boundary is the escarpment, not the governorate line, so two sites in the same Dhofar contract can be in different weather on the same day. Ask which side of the mountains each site is on.

Specification practice

How an Omani tender names its binder, and why no national standard number appears here

Omani road works are commonly specified against penetration grades in the ASTM and AASHTO idiom, with the harder grades favoured in the north because of the heat. That is a description of practice, not a citation, and on this page the distinction is treated as load-bearing.

The idiom is penetration grading

Where an Omani road project carries a written technical specification, the bituminous section is normally drawn from American practice: paving grades named as penetration bands, test methods cited as ASTM or AASHTO designations, and mix design and construction requirements built on the same family of documents. An offer written as 40/50 or 60/70 is therefore immediately readable, and there is none of the translation problem that a viscosity-graded market creates. Where an international consultant has designed and supervised the project, a performance-graded specification may appear instead, and that is a different measuring system rather than a different way of saying the same thing.

One notational point saves correspondence. AASHTO M20 writes penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50 and 60/70 with a slash. They are the same bands, measured by the same needle test at 25 °C. A clause naming grade 60-70 is not naming something different from what an exporter calls 60/70.

Who writes the specifications, and why they are not uniform

Road procurement in Oman runs through more than one channel. The national network is administered by the ministry responsible for transport, communications and information technology, which was formed by the merger of the earlier transport and communications and technology portfolios. Municipal and governorate authorities procure urban and local works separately. The authority responsible for special economic zones and free zones, and the individual zone administrations at Sohar, Duqm, Salalah and Al Mazunah, procure estate and industrial pavement inside their areas. Oil, gas and mining sector clients procure access and hardstanding pavement to their own engineering standards. A project financed or supervised by an international consultant may carry a specification assembled from a template that has nothing to do with any of them.

The practical result is that there is no single Omani binder clause to quote against, and an offer built on the assumption that there is will be wrong somewhere.

Why this page gives you no Omani standard designation

Oman has a national standards function: standards and metrology work sits within the Ministry of Commerce, Industry and Investment Promotion, whose directorate general responsible for standards and metrology declares Omani Standards and administers the associated conformity and metrology arrangements. Oman is also a member of the GCC Standardization Organization, which issues unified Gulf standards that member states adopt into their national catalogues, so an Omani tender may cite a designation that is regional rather than purely national.

This page quotes no Omani or Gulf standard designation for paving bitumen. The reason is the one stated on every market page here, and it is worth being explicit about because the temptation runs the other way. A national standard designation printed on a supplier page gets copied into a compliance box on an offer form, and a designation quoted from memory or inferred from a neighbouring country is a false compliance claim sitting inside a contract. If an enquiry form asks which Omani standard the cargo complies with, the honest and correct answer is that the binding requirement is the one the tender document incorporates, and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request and a serious buyer will send it.

The six questions to ask about an Omani binder clause

  • Which document, and which edition? Specifications assembled from older templates carry grades, limits and cited standards that differ from current published texts, and some cite standards that have since been withdrawn or superseded. Take the acceptance limits from the text the tender incorporates, not from a refinery data sheet and not from memory.
  • Penetration, viscosity or performance grade? Penetration is the ordinary case. A clause drafted from a viscosity-graded American template may name AC-type designations under AASHTO M226; one drafted from Superpave practice will name a performance grade under AASHTO M320 or ASTM D6373, or, where the pavement is heavily and slowly loaded, an MSCR-based grade under AASHTO M332. These are three different measuring systems and a grade in one cannot be inferred from a grade in another.
  • Which ageing procedure is controlled? The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240, and in the European system EN 12607-1) are different exposures and their results are not interchangeable. Middle East export certificates carry TFOT by default. If the clause controls RTFOT, add that test to the schedule before the batch is certified, not after the cargo has been discharged.
  • Where in the band, and what softening point? This is the northern Oman question and it is covered immediately below. A grade name is a band, and on a Batinah pavement the position within the band is a real performance variable.
  • Is there a low-temperature requirement, and does the site need one even if the clause omits it? This is the mountain question. A Sohar or Salalah project does not need one. A project on the Saiq plateau or on the high Hajar roads does, and no standard export certificate carries it. Fraass breaking point to EN 12593, or a bending beam rheometer requirement under AASHTO M320, has to be agreed in writing.
  • Is a modified binder required, and are prime and tack coat products in the same package? Heavily loaded wearing courses, zone hardstanding and port approaches frequently call for polymer modified binder. Cutbacks under ASTM D2027 and emulsions under ASTM D977 or ASTM D2397 are separate products with their own acceptance tables, and a paving-grade certificate evidences nothing at all for them.

The band is not a point, and on the Batinah that matters

Two cargoes can both be genuine 60/70 and behave differently on an Omani pavement. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade. Both will pass a conformity check against the band. On a coastal pavement in Sohar in July, with the daily minimum sitting where a Quriyat night sits, they are not the same material, and the softer one is carrying materially less rut resistance into a design case that is already near the limit of what an unmodified binder can do.

The practical responses, in order of usefulness:

  • Require the measured value, not the band, on the Certificate of Analysis. A certificate that reprints the specification range every time tells you nothing about the batch you are buying.
  • Agree a narrower contractual window in writing. If the project needs the harder half of 60/70, say so in the contract as a specific penetration and softening point range for this shipment. The grade name does not change and the tender is still satisfied; what changes is that you now have a contractual right to the material you actually need.
  • Read softening point as hard as you read penetration. Ring and ball to ASTM D36 speaks most directly to behaviour at service temperature, and it is the line most often skimmed on an export offer.
  • Consider stepping to 40/50 rather than policing the top of 60/70, where the tender permits it. A hard grade properly specified is a cleaner answer than a soft grade tightly supervised.

If a performance grade is named

A performance grade cannot be derived from a penetration certificate. It requires dynamic shear rheometer testing on unaged and RTFOT-aged binder (AASHTO T315), pressure ageing vessel conditioning (AASHTO R28), bending beam rheometer testing of the aged residue for the low-temperature grade (AASHTO T313) and rotational viscosity (AASHTO T316); where the clause is written against MSCR, add the multiple stress creep recovery test (AASHTO T350). Note the Omani shape of the problem. On the Batinah the high-temperature designation derived from site temperature statistics is demanding, and grades at that level commonly require polymer modification rather than a harder straight-run binder, because the design temperature is driven by a seven-day maximum pavement temperature that a coast with 42 °C nights pushes upward from both ends. On the Hajar high ground the low-temperature designation becomes the binding half instead. Establish at enquiry stage whether the test data exists, because the low-temperature half is the part of a PG grade an exporter is least likely to hold.

Solubility, sampling and the discipline that closes arguments

An Omani consignment on a long inland leg changes hands several times: loading point, vessel, port, depot or stripping point, and a final haul. Each is a place where quantity, condition or composition can be argued about, and the further inland the argument starts the harder it is to win. The technical defence is unglamorous and effective. Solubility in trichloroethylene to ASTM D2042 is the line that shows whether the material is bitumen or bitumen extended with mineral matter; if a certificate omits solubility, treat that as a finding rather than an oversight. Appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, and seal retained samples held by both parties. Then carry that discipline inland: record drum count, drum condition and seal numbers at every handover. A rejected parcel sitting at Sohar with a shipping document behind it is a commercial problem. A rejected parcel that has been hauled a thousand kilometres to a Dhofar site has no realistic reverse gear.

What a usable Certificate of Analysis looks like here

  • Batch or lot identification tying the certificate to the drums or the tanker actually loaded — not a typical-values sheet reissued for every consignment.
  • Penetration at 25 °C and softening point as measured values, each with the ASTM or EN designation printed beside the result, and each read against any narrower contractual window agreed for the shipment.
  • Ductility, flash point, solubility, specific gravity and water content, each with its method.
  • The ageing result in the form the tender asks for, labelled with the procedure actually run rather than described generically as loss on heating.
  • For a high-ground site, an agreed low-temperature line — Fraass breaking point to EN 12593, or a bending beam rheometer stiffness and m-value requirement — because no standard export sheet carries one.
  • Where a modified binder is supplied, elastic recovery, storage stability and the modification type, not merely the word polymer.
  • Nothing about adhesion. Affinity between binder and aggregate cannot be certified from a binder sample alone, and on the humid Batinah and the khareef-soaked Salalah plain moisture damage is a live durability question that has to be answered at mix level with the actual project aggregate.

Omani projects buy in the penetration idiom, and in practice the argument in the north sits between 60/70 and the harder 40/50. The two columns below set them side by side so the difference a Batinah summer actually feels — the softening point line — can be read across. The figures are the typical export ranges commonly quoted for these grades in this trade, each shown with the test method that produces it; they are stated as typical practice and are not attributed to any named producer or data sheet. Read them alongside the note, which sets out the conventions that differ between an export sheet and a cited standard, and the two lines that are missing from every standard export sheet and that Oman specifically needs.

Four points of detail. First, these are typical published export values, not a contractual guarantee. Where a tender cites ASTM D946 or AASHTO M20 directly, the acceptance limits are those printed in the cited standard, which are not identical to a refinery data sheet: D946 allows a lower minimum flash point of 232 °C for these grades, and it expresses the ageing requirement as a minimum retained penetration after the thin-film oven test rather than as a maximum drop. The conversion between the two wordings is arithmetic — retained percentage is one hundred minus the drop, so the export sheet’s 20 % maximum drop is an 80 % minimum retention — but the two limits are nowhere near each other. The retained-penetration minima printed in D946 for these grades are far lower than 80 %, commonly cited as 55 % for grade 40-50 and 52 % for grade 60-70. A batch that meets the export convention therefore clears the D946 ageing line with room to spare, while a batch that merely meets D946 may fall a long way short of the export figure. Read the number in the cited text rather than the wording, and check which convention your tender uses before comparing an offer against it. Second, for a Batinah or Muscat site the two lines to read hardest are penetration and softening point as measured values, not as bands, because in a climate where the daily minimum can sit above 40 °C the position within the grade is a real performance variable. Third, the spot test is retained here because regional data sheets still print it, but AASHTO withdrew method T 102, so a negative result is a commercial reassurance rather than a current standard’s verdict. Fourth, and specific to Oman: nothing in the first ten rows describes low-temperature behaviour, and nothing anywhere in a binder certificate describes adhesion. The first is the risk a Hajar high-ground project takes on when it accepts a hard grade chosen for the coast; the second is the risk a humid Batinah or a khareef-exposed Dhofar project takes on. Both have to be added deliberately — the low-temperature line by written agreement, the adhesion assessment commissioned at mix level with the actual project aggregate. The binding specification for any shipment is the one written into the sales contract and evidenced by the batch Certificate of Analysis.

Grade selection

Choosing the binder for an Omani site

Grade choice here is driven by three conditions that do not coexist anywhere else on this site: continuous extreme heat with no night-time relief on the Batinah, monsoon damp and mild temperatures on the Salalah plain, and genuine winter frost on the Hajar high ground. Decide which one governs the site before you decide the grade, and treat these cards as the direction of travel for a conversation with the engineer rather than as a substitute for the tender document.

Bitumen 60/70

The mainstream regional paving grade and the one most often named. It is a sound default across much of Oman, and it is the right starting point for the Dhofar coastal plain, where the khareef caps the summer pavement temperature, and for interior sites at moderate loading. On the Batinah it needs qualification rather than acceptance: a 60/70 at 69 dmm and a 60/70 at 61 dmm are not the same material on a coastal wearing course where the night does not cool. Require measured penetration and softening point on the batch Certificate of Analysis, and where the design case is tight, agree a narrower contractual window in writing rather than accepting the full band.

Bitumen 40/50

The harder answer for the Batinah, the Muscat capital area and the hot interior, where sustained high pavement temperature makes rutting the governing failure mode and there is no cool night to relieve it. Softening point typically 52 to 60 °C against 49 to 56 °C for a 60/70 from the same source, which is the difference a Sohar July actually feels. Supply it where a tender names it, and raise it as a question where a tender names 60/70 for a hot coastal site without explaining why. Do not carry it up onto the Saiq plateau on the reasoning that harder is stronger.

Bitumen 85/100 and the softer bands

These belong to the cracking-dominated end of the problem rather than the rutting-dominated one, which in Oman means the Hajar high ground and cold interior nights rather than the coast. Two cautions. Settle the designation before anything else: ASTM D946 names 85-100 while EN 12591 names 70/100, and the trade designation 80/100 belongs to neither, so which table the clause intends decides the flash point, solubility, ductility and ageing limits. And never carry a softer grade down to the Batinah on the reasoning that it is easier to work.

Polymer modified binder

The realistic answer where the pavement is both hot and heavily loaded, which in Oman means a specific and predictable set of locations: port approaches and container yards, industrial estate and free zone hardstanding at Sohar, Duqm and Salalah, junctions, roundabouts and bus and truck standing areas in the capital area, weighbridge and frontier approaches, and steep grades on the mountain roads. Where a performance grade at the high-temperature end is specified, modification is commonly what delivers it rather than a harder straight-run binder. Note the logistics consequence: modified binder in bulk wants controlled heating and agitation to stay homogeneous, which is a poor fit for a tanker running several hundred kilometres across the central desert, so on the long Omani legs modified product is a stronger argument for drums than for tankers.

Cutback and emulsion

Prime coats over new granular base and tack coats between bituminous layers turn up on Omani packages routinely, and the interior and zone works put a great deal of granular base on the ground. Medium-curing cutbacks under ASTM D2027, MC-30 and MC-70, are the usual prime; emulsions under ASTM D2397 and ASTM D977 cover tack coats and cold works. Oman squeezes both from two directions. A cutback carries solvent, and its flash point and handling regime are nothing like a paving grade’s — which matters more, not less, when drums stand in a Batinah or interior summer. An emulsion has a finite storage life and dislikes heat and moisture alike, so a consignment that spends weeks on the road to Al Wusta or Dhofar, or sits through a khareef, is exposed to exactly the conditions that break it. Where the leg is long, plan the shelf life explicitly and buy close to the point of use.

Why one grade for the whole country is the standing mistake

This is the card that matters most on this market. Within one country you have a coast where the 24-hour minimum has been recorded at 42.6 °C, a plain a thousand kilometres away that spends high summer in monsoon drizzle at mid-twenties temperatures, and mountains at 2,000 to 3,000 m with routine winter frost and temperate fruit orchards. The binder question does not merely shift across that range, it inverts. A supplier who offers a single national recommendation for Oman is telling you they have not asked where the site is. Ask for the governorate, the altitude and, in Dhofar, which side of the escarpment, before anything else.

Standards, conformity and customs

The standards body, the conformity mechanism, and the customs machinery behind an Omani port

This is the section where an undated web page can do the most damage, so it is written to describe mechanisms rather than to state a current position. Read it to understand how the system works and what it will ask of you. Then get the current answer, in writing and dated, from a licensed customs broker in the destination.

Who the standards body is

Oman’s standards and metrology function sits within the Ministry of Commerce, Industry and Investment Promotion, through the directorate general responsible for standards and metrology. Its functions are the ordinary functions of a national standards body: developing and declaring Omani Standards, operating quality and conformity marks, maintaining the national metrology infrastructure, and administering conformity assessment arrangements for products placed on the market, including imported products.

Oman is also a member of the GCC Standardization Organization, the regional standards body for the Gulf Cooperation Council states, which develops unified Gulf standards and Gulf technical regulations that member states adopt into their national catalogues. Two consequences follow for a buyer. First, an Omani tender may cite a standard designation that is regional rather than purely national, and the two systems coexist. Second, the Gulf system carries its own conformity marking mechanism — the Gulf Conformity Mark, applied to products falling within the scope of particular Gulf technical regulations — which operates alongside, rather than instead of, national arrangements.

The conformity mechanism, described as a mechanism

What follows describes how arrangements of this family are structured. It does not state that any particular arrangement, scope, route or requirement is in force for any product on your shipment date. That is for a licensed customs broker in the destination to confirm in writing.

  • The trigger is scope. A national standards body declares certain standards to be mandatory, or issues technical regulations, covering a defined list of products expressed by product category and by tariff classification. Products inside that list are regulated; products outside it are not. Whether a given product is inside or outside the list at a given moment is the whole question, and it is the question this page will not answer.
  • Conformity has to be evidenced, and often before arrival. Where a product is regulated, the importer or the supplier must be able to produce evidence that the goods conform: test reports from an accepted laboratory, a certificate of conformity issued by a body appointed to operate the scheme, and in some schemes a physical mark applied to the goods or the packaging. Where a mark is required, it is a marking obligation, which means it has to be established before the goods are packed rather than discovered afterwards.
  • There is normally more than one route. The common structures across schemes of this family are a consignment-by-consignment route based on documentary review with physical inspection and, where required, sampling and laboratory testing; a registration route for a product whose consistency has been established, reducing the work per shipment; and a licensing or type-approval route based on assessment of the manufacturer’s quality system. Which routes exist, and which is appropriate, is a matter for the appointed body.
  • The consequence of getting it wrong is not a warning letter. Where evidence is required and absent, the usual outcomes are detention of the goods, inspection and testing at destination at the importer’s cost and time, penalties, or refusal of entry.

Why this page does not tell you whether bitumen is in scope

Because the scope of these arrangements changes. Product lists are amended, tariff lines are added and removed, technical regulations are issued and revised at both national and Gulf level, appointed conformity assessment bodies are re-tendered and replaced, and the available routes are restructured. An undated page asserting that a product is or is not currently in scope, or naming the body currently appointed to operate a scheme, is worse than useless: it is a statement precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. So this page names no current scope and no appointed agent.

Put four questions in writing to a licensed customs broker in Oman before you contract, and put them again if the shipment slips:

  • Is this product, under this description and this tariff classification, subject to any mandatory standard, technical regulation or conformity assessment requirement on my intended shipment date, at national or Gulf level?
  • If it is, what evidence is required, who issues it, whether any part of it has to be obtained in the country of supply before shipment, and what the lead time for that is.
  • Is any physical mark required on the goods or the packaging, given that this has to be settled before the drums are filled and labelled rather than after.
  • Does the answer change depending on whether the cargo is entered for home use, transhipped, or placed in a free zone or special economic zone? These are three different customs events and the conformity answer does not automatically travel between them.

The customs machinery in Oman

Two structural points are worth a first-time exporter knowing, because both differ from what a template built for another market assumes.

The first is administrative. Customs in Oman is a directorate general of the Royal Oman Police, rather than of a finance or revenue ministry as in many markets, and declarations are lodged through its electronic clearance system. That does not change what a seller has to provide, but it does change who the counterparty is on the other side of a clearance question, and it is worth knowing before an agent tells you.

The second is regional. Oman is a member of the Gulf Cooperation Council customs union, which operates a common external tariff and a point-of-entry principle under which goods entering the union are dealt with at the first point of entry and can then move between member states. The mechanism matters to a bitumen buyer in a specific way: it means where the goods first entered the union is a material fact, and a cargo that arrived at one member state’s port and moved overland to Oman is not in the same position as a cargo discharged at an Omani berth. How that applies to a particular consignment, what documentation follows, and what any duty, levy or tax treatment is, are questions for a licensed customs broker. No rates of any kind are stated on this page.

Transhipment and free zones, and why the conformity question moves

The three customs events introduced earlier diverge sharply once conformity enters the picture, and this is where an Oman page earns its keep:

  • Entry for home use. The goods are imported into Oman, charges are assessed and settled, and the goods enter free circulation. Whatever conformity requirements apply to regulated products placed on the Omani market apply here, and the evidence has to exist at the point of entry.
  • Transhipment. The goods are discharged from one vessel and loaded onto another without entering for home use. They are not being placed on the Omani market, and the conformity regime that governs is normally the destination country’s, not Oman’s — which means the buyer’s real conformity question is one for a broker in the country where the cargo ends up, asked early enough that any pre-shipment verification required there can actually be arranged in the country of supply. A certificate issued against one country’s programme is not automatically evidence for another’s.
  • Free zone or special economic zone. The goods are held in a zone and are not in free circulation. What applies inside the zone, what applies on removal into the domestic market, and what applies on re-export are three separate answers, and the party holding the goods in the zone is usually not the party that bought them.

The practical rule is short. Establish which of the three you are doing before you write the offer, and ask the conformity question of a broker in the country where the material will actually be used, not only of one in the country where the ship calls.

Insurance, and the gap after the port

Two insurance points are worth stating carefully for this market. First, a marine cargo policy that ends at the port of discharge does not cover an inland leg, and in Oman the inland leg can be several hundred kilometres of desert highway. Inland transit cover has to be arranged deliberately rather than assumed, and carrier liability under a road carriage arrangement is limited and is not cargo insurance; it will not make a buyer whole on a full load. Second, where any local placement requirement or licensing condition applies to insurance on imports, that interacts with the delivery term — CIF is the rule under which the seller procures the cover, and a buyer facing a local placement requirement usually contracts on CFR or FOB and places the cover at home instead. This page states no position on Oman’s current insurance regulatory position; confirm it with your insurance broker before the delivery term is agreed, because it is settled in the contract and not afterwards.

Other authorities a buyer may encounter

Oman’s special economic zones and free zones are overseen by the national authority responsible for them, with the zones at Duqm, Sohar, Salalah and Al Mazunah administered within that framework. Environmental controls on the handling and storage of chemical and petroleum products, and any licensing or permitting obligation attaching to the import, storage or handling of bitumen as a petroleum product, sit with the relevant Omani environmental and energy regulators. Whether any such obligation attaches to your operation, and to whom, is a question for an Omani legal adviser and a licensed customs broker. Documentation

The document set for an Omani import against the set for a transhipment or free-zone movement

This is where an Oman transaction most often goes wrong, because a buyer, a seller or a bank reuses a template built for the other case. The two sets share a core — invoice, packing list, certificate of origin, safety data sheet, certificate of analysis, bill of lading — but almost everything around that core changes the moment the cargo is not being placed on the Omani market. Read this table before a letter of credit is drafted, not after it is issued.

Settling an Omani consignment in the right order

Because Oman offers three genuinely different customs events and three genuinely different climate zones, the order in which decisions are taken matters more here than in a single-gateway market. Take them in this sequence and no decision invalidates the one before it.

Take your own legal and compliance advice first

Any cross-border trade requires the buyer to obtain independent legal, regulatory and compliance advice covering the goods, the parties, every customs territory on the route and the payment mechanism, from advisers accountable for that opinion. Settle it before you spend time on routing and grade, because it determines whether there is a transaction to plan at all.

Say which of the three things you are actually doing

An import into Oman for use in-country, a transhipment through an Omani port to somewhere else, and a free-zone or special-economic-zone movement are three different customs events with three different document sets, three different holders of the goods and three different conformity questions. Write down which one applies before anything else. A quotation that has not settled this cannot be executed as written.

Establish the governorate and the site, not just the country

Write down the actual delivery point: the city, the plant or the project site, and in the mountains the altitude. Oman is roughly a thousand kilometres long with eleven governorates and three climate zones, and everything downstream depends on this — which port, how much of the landed cost is inland haulage, which grade, which working calendar. An enquiry that says Oman and a tonnage cannot be priced properly, only guessed at.

Choose the gateway from the destination, and translate any reference to Muscat

Sohar for the Batinah, the capital area, Buraimi and the northern interior; Duqm for Al Wusta and the central desert; Salalah for the whole of Dhofar. If the enquiry says Muscat, translate it in writing before you quote: container work moved to Sohar in 2014, so a Muscat delivery means a Sohar discharge and a road haul of roughly 230 km. Ask the forwarder to price the alternatives to the same named delivery place, and compare the handovers as well as the kilometres.

Confirm routing and current status with a freight forwarder, in writing and dated

The geography on this page is public and stable. Operating status is not. Ask a forwarder which ports, zones and crossings they can actually execute for this commodity now, what the receiving facility can do for your specific packing, what documentation and transit regime apply, what a vehicle may lawfully carry on the alignment you intend to use, and what contingency exists for wadi crossings after intense rainfall. Get the answer dated, and re-confirm it if the shipment slips.

Read the tender’s binder clause, then settle where in the band

Identify which document the clause comes from and which edition, whether it is written by penetration, viscosity or performance grade, and which ageing procedure it controls. Then take the Oman-specific step: decide whether the full grade band is acceptable for this site, and where the site is on the Batinah or in the hot interior, agree a narrower contractual window on penetration and softening point in writing. For a Hajar high-ground site, add the low-temperature line the export sheet does not carry. For a humid Batinah or khareef-exposed Dhofar site, commission the adhesion assessment at mix level with the actual project aggregate.

Settle the conformity question with a licensed customs broker in the destination

Ask, in writing, whether any mandatory standard, technical regulation or conformity assessment requirement applies to this product on your shipment date at national or Gulf level, what evidence is required and who issues it, whether any part of it has to be obtained in the country of supply before shipment, whether a physical mark is required on the goods or packaging, and whether the answer changes between an entry for home use, a transhipment and a zone movement. Do not rely on a remembered position from a previous shipment or an undated article.

Name the delivery place and choose the matching Incoterms 2020 rule

If the answer is a port discharge, the sea rules are coherent and a port name is enough. If the answer is an inland delivery, choose from FCA, CPT, CIP, DAP, DPU or DDP and name a town, plant or site. Then settle in the same clause who bears the cost of a vehicle standing and waiting, and who carries the risk on the inland leg, because that allocation is where long-haul contracts most often fall silent.

Write the test schedule into the contract and inspect at loading

Name every property and its ASTM, AASHTO or EN method in the contract, require a batch-specific Certificate of Analysis with measured values rather than a typical-values sheet, and appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, seal retained samples held by both parties, and record drum count, drum condition and seal numbers. Specify new steel drums in the contract. The inspection you did not pay for at the loading point is the argument you cannot win at the end of a thousand-kilometre haul.

Plan against the right calendar for the right end of the country

In the north, laying continues through most of the year and high summer is a crew welfare, mat cooling and compaction problem rather than a stoppage. On the Salalah plain the khareef effectively closes the window from roughly late June to early September, and the dry season is the working season. Beyond the escarpment at Thumrait it is desert throughout. Order against the window that applies to the specific site, allow float for wadi crossings and intense rainfall events, and hold drummed material under cover so that it is available on the first workable day.

Frequently asked questions about bitumen supply to Oman

Which Omani ports are outside the Strait of Hormuz?

All three of the main ones. Sohar sits on the Batinah coast facing the Gulf of Oman, roughly 230 km north-west of Muscat, and a vessel calling there turns in well short of the Musandam peninsula. Duqm sits on the open Arabian Sea coast in Al Wusta governorate, roughly 550 km south of Muscat by road. Salalah sits on the Arabian Sea in Dhofar, roughly 1,000 km from Muscat by the interior highway, and is the furthest of the three from the strait. The one Omani port on the strait itself is Khasab, in the Musandam exclave, which is a small regional port and not a container gateway. For comparison, a vessel bound for Kuwait, Bahrain, Qatar, the eastern Saudi ports, the Gulf-facing Emirati ports or Iraq’s Umm Qasr passes through the strait inbound and outbound; the closest comparable exception in the region is the Emirati coast on the Gulf of Oman at Fujairah and Khor Fakkan, which is outside the strait for the same geographical reason. This page states that as geography and offers no commentary whatever on the politics, security or traffic conditions of the strait. Where route exposure matters to a contract, a charter or an insurance placement, that question belongs to the buyer’s own broker and legal advisers.

Can we ship to Muscat?

Not as a container discharge, and this is the single most common misunderstanding on an Omani enquiry. Commercial and container cargo moved from Port Sultan Qaboos at Muttrah to Sohar in 2014, and the old harbour was redeveloped toward cruise, marina and waterfront use. An enquiry or an offer that says CIF Muscat therefore has to be translated before it can be executed, and the translation is normally a discharge at Sohar and a road haul of roughly 230 km down the Batinah. Do that translation in writing, in the first email, and say explicitly in the offer whether the price is to the port at Sohar or delivered to a named site in Muscat, because those are very different numbers and the ambiguity is expensive. The same applies to any delivery term that names a place at country level: DAP Oman is not a delivery term, and in a country roughly a thousand kilometres long it can conceal most of the transport cost.

What is the khareef and why does it change our schedule?

The khareef is the south-west monsoon as it reaches the Dhofar coast, and it is genuinely unusual for the Arabian Peninsula: no other stretch of the peninsula gets anything comparable. From roughly late June to early September the Salalah coastal plain and the seaward slopes of the Qara mountains sit under persistent low cloud, fog and continuous light drizzle, with near-saturated humidity and daytime temperatures commonly held in the mid-twenties °C, and the mountains turn green. Salalah is warmer in spring, before the khareef, than during it. For a bituminous works programme the consequence is direct: mixes cannot be laid on a wet surface, and this is not rain showers between dry days but weeks of continuous damp with surfaces that do not dry. The Dhofar working window therefore closes at roughly the time the northern window is at its most productive, so a national delivery schedule built on one calendar will be wrong at one end of the country. Two further points. The khareef stops at the escarpment, so a site at Thumrait on the interior gravel plain can be in desert heat while a site on the Salalah plain a couple of hours away is in drizzle. And on the material side the khareef caps the rutting case in Dhofar while making moisture damage and stripping the live durability question, which is answered in the mix design and the aggregate rather than in the binder grade.

What grade of bitumen does Oman use?

There is no single national answer, and a supplier who gives you one has not asked where the site is. On the Batinah coast and in the Muscat capital area, sustained extreme heat with almost no night-time relief makes rutting the governing failure mode: the argument runs between 40/50 and 60/70 held toward the harder end of its band, with polymer modified binder on heavily loaded pavement such as port approaches, zone hardstanding, junctions and standing areas. The defining figure is the night rather than the day — Quriyat recorded a 24-hour minimum of 42.6 °C in June 2018 — and it is worth noticing the oddity that follows: penetration is measured at 25 °C, a temperature a Batinah summer pavement barely sees even before dawn, so the grade name describes the binder in a condition almost unrelated to the one in which it fails. In the hot dry interior the heat is comparable but the diurnal swing is much wider, which adds a fatigue consideration. On the Hajar high ground, at the Saiq plateau around 2,000 m and up toward Jebel Shams at around 3,000 m, winter frost is routine and the low-temperature end of the specification becomes the binding half, so a hard grade specified nationally for the coast is the wrong material there. On the Dhofar coastal plain the khareef caps the summer pavement temperature and the softer end becomes defensible while moisture damage becomes the real problem. Establish the governorate, the altitude and, in Dhofar, which side of the escarpment, then read the tender clause and quote against that clause rather than against a national habit.

What is the Omani national standard for paving bitumen?

This page deliberately does not print one, and the reason is worth stating. Oman’s standards and metrology function sits within the Ministry of Commerce, Industry and Investment Promotion, through the directorate general responsible for standards and metrology, and Oman is also a member of the GCC Standardization Organization, whose unified Gulf standards are adopted into member states’ national catalogues. Both systems exist and a tender may cite either. But road procurement in Oman runs through the ministry responsible for transport, through municipal and governorate authorities, through the special economic zone and free zone administrations, through oil, gas and mining sector clients, and through internationally supervised projects, and their documents are not uniform. A standard designation quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract, and an invented one is worse. The requirement that binds your shipment is the one the tender document incorporates, so ask for the binder clause and quote against it. If an offer form asks you to name an Omani standard number, say that the tender governs rather than filling the box with a designation you cannot substantiate. What can be quoted with confidence is the test method behind every number: ASTM D5 for penetration, ASTM D36 for softening point, ASTM D2042 for solubility, ASTM D1754 or ASTM D2872 for ageing, and so on.

Does bitumen need a certificate of conformity for Oman?

The mechanism can be described; the current scope cannot be, and this page deliberately does not state it. Oman’s standards body can declare standards mandatory and issue technical regulations covering defined product lists expressed by category and by tariff classification, and the Gulf system adds its own technical regulations and its own conformity marking mechanism at regional level. Where a product is regulated, the importer or supplier must be able to produce evidence of conformity — test reports from an accepted laboratory, a certificate issued by an appointed conformity assessment body, and in some schemes a physical mark on the goods or the packaging, which has to be settled before the drums are filled and labelled rather than afterwards. Common structures are a consignment-by-consignment route, a registration route for a product of established consistency, and a licensing or type-approval route based on assessment of the manufacturer’s quality system. Where evidence is required and absent, goods can be detained, tested at destination at the importer’s cost, penalised or refused entry. This page states no position on whether bitumen is currently in scope and names no appointed conformity assessment body, because product lists, tariff lines, technical regulations and appointed agents change and an undated assertion is precise enough for a buyer to plan a shipment on and wrong often enough to ruin one. Put the question in writing to a licensed customs broker in the destination before contracting, ask whether any part of the evidence has to be obtained in the country of supply before shipment, ask whether the answer changes between an entry for home use, a transhipment and a zone movement, and ask again if the shipment slips.

Can we tranship bitumen through Salalah or Duqm to another country?

That is a commercial and operational question rather than a geographical one, and this page can only set out the mechanism. Salalah has long been developed as a container transhipment hub because of where it sits: on the main east-west trunk lane between the Suez Canal and Bab el-Mandeb approaches and the routes to South and East Asia, so a mainline vessel passes it anyway. Duqm sits on the same open Arabian Sea coast with a deep-water port inside a large special economic zone. The customs mechanism is the important part. A transhipped container is not imported into Oman: it does not enter for home use, it does not clear as an Omani import, and the Omani declaration covering it is a transhipment or transit declaration rather than an entry. A free-zone movement is a third thing again, in which the goods are held in a zone, are not in free circulation, and are held by a zone-licensed entity that may not be the buyer. Each of the three produces a different document set and a different conformity answer, and in a transhipment the conformity regime that actually governs is normally that of the country where the goods are finally placed on the market, not Oman’s. What this page cannot tell you is whether any Omani terminal or zone will handle a bitumen consignment in your packing on either basis, or on your date. Ask the forwarder and the terminal, get the answer in writing, and get it dated.

Should we buy in drums or in bulk for an Omani project?

The honest answer depends on the leg and on the receiving installation, and in Oman the boundary is unusually sharp because the legs are unusually long. Bulk in a heated tanker deserves serious consideration where the haul is short and the receiving end is genuinely equipped — a fixed asphalt plant with permanent heated tankage in the Sohar or Muscat industrial areas, or an installation inside one of the zones. It removes packaging cost, drum handling and drum disposal at a stroke. The conditions at the receiving end are not formalities: heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the entire load promptly. Bulk travels badly on the legs that make Oman distinctive. A tanker running several hundred kilometres across the central desert to Al Wusta, or the length of the interior highway to Dhofar, is holding temperature the whole way with no realistic recovery if the receiver cannot discharge it. New steel drums remain the sound default for cumulative reasons: no heated storage is needed, they can be handled without a terminal crane, stored on site through a shutdown, taken in partial deliveries and heated one unit at a time, and a damaged drum costs one drum out of eighty whereas a compromised bulk load costs the consignment at the end of a very long road. Specify the drums as new in the contract; reconditioned drums are the most common source of contamination disputes anywhere. And plan the storage deliberately, because Oman is hostile to packed goods in two different ways: sustained heat and coastal humidity on the Batinah, and weeks of near-saturated air on the Salalah plain during the khareef. One regulatory line has to be settled before a tanker is booked rather than after: where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, and what follows from that in each territory on the route is a question for the carrier and the forwarder.

Send the grade, tonnage and packing, and — before anything else — three things: the governorate and the actual site rather than just the country, the altitude if the site is in the Hajar, and whether the cargo is being imported for use in Oman, transhipped through an Omani port, or held in a zone. Those three answers decide the gateway, the delivery term, the document set and the grade, and an offer written without them is a guess. If the enquiry says Muscat, say whether you mean a discharge at Sohar or a delivered price to a site in the capital, because container work moved to Sohar in 2014 and the difference is roughly 230 km of road haul.
