Bitumen Supply to Jordan: Aqaba, Grades and the Transit Role
One seaport, at the far end of the country from the demand
Most country pages have to establish which gateway serves which region. Jordan removes that question entirely and replaces it with a harder one, because the answer is always the same port and the interesting variable is everything that happens after it.
Jordan is a country with a coastline commonly given as around 26 km, all of it at the head of the Gulf of Aqaba in the far south, and a single seaport on it. There is no northern port, no second coast and no alternative berth. Every consignment that reaches this market by sea reaches it at Aqaba, and Aqaba is roughly 330 km by road from Amman, which is where the population, the industry and the great majority of the construction demand actually sit. The country runs north from the port for its whole length, and the material has to run north with it.
That is the fact the rest of this page is built on, and it produces a market that behaves differently from its neighbours in four specific ways.
- The inland leg is a constant, not a variable. In a multi-port market a buyer can shorten the road haul by choosing a different discharge point. In Jordan there is nothing to choose. A project in Irbid, close to the northern frontier, is served through a port at the opposite end of the country, and no amount of freight negotiation changes that. The consequence for an offer is blunt: a price quoted CFR or CIF Aqaba prices the ocean leg and leaves a fixed, unavoidable, several-hundred-kilometre road haul out of the number. It is a perfectly proper offer, but for an Amman or Irbid buyer it is not a delivered price and it should not be presented as one.
- The port sits inside a zone with its own customs treatment. Aqaba lies within a statutory special economic zone, and goods can be in the zone without having been imported into the Kingdom’s ordinary customs territory. Moving them north is a separate customs event. That is an opportunity for a buyer who wants to hold stock close to the water and call it off, and it is a trap for a seller who quotes a delivered price to Amman without understanding that a domestic clearance sits in the middle of the journey.
- Jordan is a transit country as well as a destination. Land frontiers run east toward Iraq and north toward Syria, with further crossings to Saudi Arabia in the east and south and bridge crossings in the Jordan Valley. Aqaba has long functioned as a maritime gateway for cargo that is not staying in Jordan, and the country’s road network is a through route as well as a domestic one. A consignment in transit is not an import with a different address; it is a different customs procedure with a different importer of record, a different guarantee arrangement and a different set of papers.
- The climate spans both failure modes. The Jordan Valley and the Dead Sea basin lie hundreds of metres below sea level and are among the hottest inhabited places in the region. The highland spine carrying Amman, Salt, Ajloun, Karak and Tafileh sits at roughly 900 m and above, with cold winter nights, freeze-thaw cycling and occasional snow, while the well-watered northern plateau at Irbid and Ramtha sits lower, at roughly 550 to 650 m, and takes the country’s heaviest winter rain. The two are less than an hour apart by road. A binder chosen for one is being asked to do the opposite job in the other, and this is the market where a Gulf specification imported wholesale will be wrong for most of the country’s road network.
The vessel has to get there, and Aqaba is not on a trunk route
One geographic point is worth stating because it shapes the freight side of every enquiry. The Gulf of Aqaba is a narrow arm of the Red Sea, commonly given as roughly 160 km long, entered through a narrow passage at its southern end. It is a cul-de-sac. A vessel calling at Aqaba is not passing by on a main line; it is making a dedicated run to the top of a dead end and coming back out the same way. A parcel loaded in the Middle East reaches it by leaving the Gulf through the Strait of Hormuz and the Gulf of Oman, rounding the Arabian Peninsula, entering the Red Sea at the Bab el-Mandeb strait and running the full length of the Red Sea before turning into the Gulf of Aqaba at the top.
Two consequences follow, and both belong to a freight forwarder rather than to this page. The first is that direct services are fewer than for a port on a main line, and a parcel may be transhipped rather than carried direct. The second is that scheduling is less forgiving, because a missed connection on a spur service is not a matter of catching the next one the same week. This page states no sailing frequency, no transit time, no freight rate and no vessel or parcel size. What it does say is that a buyer planning a Jordanian shipment should ask about routing and connections early, because the answer here is less standard than it is for a port that everything passes anyway.
What Jordan builds, and why the specification practice is not uniform
Jordanian binder demand comes from several procuring bodies that do not write their contracts from the same template. The national road network is the responsibility of the Ministry of Public Works and Housing, which prepares and issues the specification incorporated into its own construction contracts. Urban road work inside the capital is procured separately by the Greater Amman Municipality, and other municipalities and governorates procure their own. Development-partner and international financial institution funding brings in projects designed and supervised by international consultants, whose specifications may follow European or American practice as much as local habit. Within the Aqaba zone, the zone authority exercises planning and infrastructure functions of its own. On top of that sit industrial and private clients: plant hardstanding at Zarqa and in the industrial areas, quarry and mine access roads, logistics yards, and airport and military pavement with its own rules.
The practical result is the same one that appears on every honest market page here: there is no single Jordanian binder clause to quote against. A ministry package, a municipal resurfacing contract, a donor-supervised trunk project and an industrial pavement job can each name a different grade, cite a different ageing procedure and take a different view on modified binder. An offer written on the assumption that Jordan has one requirement will be wrong somewhere.
What this page does not tell you
It does not state that any port, berth, terminal, road, railway, crossing or service is open today, operating to a schedule, equipped for this commodity or available for your cargo. Geography is described because geography is stable and publicly checkable; operating status is not, it changes, and it belongs to the freight forwarder who is accountable for it. Road distances are given as commonly cited approximations for orientation only and are not a basis for a freight calculation. No transit times, freight rates, vehicle payloads, vessel or parcel capacities, tanker capacities, port throughput or draught figures, duty rates, taxes or fees appear anywhere on this page. No haulier, forwarder, terminal operator, port operator, clearing agent, inspection body, refinery or client is named as a counterparty, and no office, agency, presence or shipping history in Jordan is claimed. It states no position on whether any product is currently within the scope of any conformity assessment arrangement, for the reason set out at length in the conformity section. It quotes no Jordanian national standard designation for paving bitumen, because the requirement that binds a shipment is the clause the tender incorporates. And it is not legal, customs, regulatory or compliance advice; a buyer trading across these frontiers must take independent advice covering the goods, the parties, every customs territory on the route and the payment mechanism.
Aqaba, the road north, and the frontiers that make Jordan a through route
This table is a map and nothing more. It sets out the single gateway, the three north-south trunk routes that run up the country from it, the destinations that draw the material, and the land frontiers that give Jordan its transit dimension. Road distances are commonly cited approximations for orientation only; the actual alignment, its condition, whether it is open to commercial freight of this description and what it costs are questions for a freight forwarder in writing before any delivery term is agreed. Nothing here states that a route, crossing or facility is currently available or that it will accept a bitumen consignment.

The customs line inside the country, and what the 330 km north does to an offer
A Jordanian shipment has two commercial stages that buyers routinely merge into one. The first ends at the water in Aqaba and inside a special customs regime. The second is a domestic road movement across a customs boundary to a delivery point at the other end of the country. Price them, document them and think about them separately, because that is how they actually happen.
What the Aqaba zone is, described as a mechanism
Aqaba sits inside a statutory special economic zone established by legislation and administered by the Aqaba Special Economic Zone Authority, a statutory body whose powers combine investment promotion, planning, municipal administration and customs and revenue functions within a defined area. The area is commonly given as around 375 square kilometres, taking in the city, the port frontage and a wide hinterland. The zone was created to attract investment and to give the country’s only maritime frontage a regime distinct from the rest of the Kingdom, and it has operated on that basis for many years.
For a bitumen buyer, one structural consequence matters more than all the promotional material: goods can be inside the zone without having been imported into the Kingdom’s ordinary customs territory. The zone boundary functions as a customs line. That produces three practical possibilities and one hazard.
- Storage and staged call-off close to the water. A buyer supplying a project that draws material over months rather than in a single delivery can, in principle, land a parcel, hold it near the port and move it north in the quantities the site can actually use. For a heavy, low value density product this is a genuine cash-flow and site-management advantage over landing everything and hauling it all at once.
- Re-export without a domestic import. Because the goods have not entered domestic circulation, moving them onward to another market is structurally simpler than reversing a completed import. This is one of the reasons the zone appears in regional trade discussion at all.
- A different position for the seller. Delivery into the zone and delivery to a domestic Jordanian address are different undertakings with different clearance obligations, and the delivery term has to say which one is meant.
- The hazard: the customs line is inside the journey. A seller who quotes a delivered price to Amman is quoting across a customs boundary, and a DDP undertaking in that direction means taking on a domestic import clearance in a country where the seller may not be able to act as importer of record at all. That is a much heavier commitment than it looks on a term sheet.
This page states nothing about the zone’s current customs, tax, fee or licensing treatment, nothing about what is or is not permitted to be stored or handled there, and nothing about the arrangements that apply at the boundary today. Those change, they are administered by the authorities and not by suppliers, and the only safe source is a licensed customs broker in Jordan answering in writing, dated, for your product and your shipment date. Jordan has also long operated inland free zones under a national free zones regime, the best known of them at Zarqa. This page states nothing about their current treatment either, and the same warning applies to all of them.
The haul north, and why it is a climb before it is a distance
Roughly 330 km separates Aqaba from Amman on the Desert Highway. On a map that is a straightforward domestic delivery. On the ground it starts with a sustained climb from sea level onto the southern plateau by way of the Ras al-Naqab escarpment, whose top is commonly given at around 1,500 m, achieved within roughly the first 70 to 80 km out of the port. A fully loaded vehicle therefore does its hardest work at the very beginning of the journey.
Three things follow. First, haulage on this axis is not priced like flat-country haulage and a forwarder’s number will reflect the gradient. Second, the schedule is less predictable than a distance suggests, particularly in a season when weather closes high ground. Third, and relevant to the product rather than the transport, the climbing lanes and the slow-traffic sections on a long ascent are exactly where heavy vehicles spend the most time at the lowest speed, and those are the pavement locations where rutting appears first. If you are supplying binder for the Desert Highway itself, that is where the specification argument lives.
Why bitumen is unusually exposed to a fixed inland leg
Bitumen is heavy and low in value density. A tonne of paving binder is worth a small fraction of a tonne of most cargo that travels in a container and weighs exactly the same. Freight is therefore a large share of landed cost rather than a rounding error. In a market with one port and a compulsory several-hundred-kilometre road haul, that means a material and non-negotiable slice of the delivered price is created after the vessel has finished its work.
The commercial discipline that follows is simple and it is regularly ignored. Quote to a named place. If the offer is CFR Aqaba, say in the offer that it is a port price and that the inland leg is additional, so that the buyer does not compare it against somebody else’s delivered number and reach a false conclusion. If the offer is delivered to Amman, Zarqa or Irbid, say which customs formalities are inside the price and which are not. An offer that leaves the road leg ambiguous in this market is an offer that will be misread.
The delivery term has to match the leg and it has to name a place
Under Incoterms 2020, FAS, FOB, CFR and CIF are rules for sea and inland waterway transport. They are built around a vessel and a port, and they have coherent meaning for a parcel discharging at Aqaba. They have no coherent meaning for a truck arriving at a plant in Zarqa. The rules that work for any mode are FCA, CPT, CIP, DAP, DPU and DDP, and every one of them names a place.
Three errors recur on Jordanian business:
- Treating a port price as a delivered price. CIF Aqaba is a proper offer and it is not a price to an Amman site. In a one-port country the gap between the two is a fixed 330 km and it should be stated rather than left to be discovered.
- Naming a country instead of a place. DAP Jordan is not a delivery term. DAP followed by a named town, plant or project site is. And in this market the named place has to be specific enough to settle which side of the zone boundary it is on, because DAP into the zone and DAP to an inland address are not the same obligation.
- Agreeing DDP casually. DDP puts import clearance and import charges on the seller. Where the seller has no presence in the country and cannot be the importer of record, that undertaking may be impossible to perform as written, and the discovery is usually made at the worst moment.
The container, and getting it back
On a coastal delivery a container is emptied close to the port and returned quickly. On a Jordanian delivery the box travels 330 km or more inland and has to come back over the same road. Shipping lines allow a contractually agreed period of free time and charge detention thereafter; the free period and the charge are commercial terms between the buyer and the line and no figures are stated here. The exposure is real enough that it should be decided before booking rather than discovered on an invoice.
Jordan offers a specific answer that a single-port country with a zone at the water makes easy: strip the container at Aqaba and move drums north on flatbed vehicles. That returns the box quickly, converts the inland leg into ordinary road haulage, and fits the staged call-off pattern the zone makes possible. It also adds a handling event, and handling events are where drums get dented, seams get stressed and counts get disputed. Decide deliberately, and record the count and the drum condition at the point of stripping.
Packing, and the site loading figures
Site standard loading figures, which apply to the sea leg and to any container movement inland, are as follows. New steel drums of 150 kg net give 80 drums and 12 MT per 20 ft FCL. Drums of 180 kg net give 80 drums and 14.4 MT. Drums of 185 kg net give 80 drums and 14.8 MT. Jumbo or poly bags of 1 MT give 20 bags and 20 MT. The 20 ft box is the unit because a cargo of this density reaches its weight limit long before it fills a larger container. Use these figures to fix the drum count, the packing cost per tonne and the number of packages on the transport document.
They do not convert into vehicles. What a truck may lawfully carry on the road north is set by the axle-load and gross-weight regime in force in Jordan and by the weakest structure on the chosen alignment, and on a transit movement by the regimes of every other country on the route as well. No payload figure appears on this page. The correct sequence is to fix the packing and the drum count with the container arithmetic, then ask the forwarder how that tonnage converts into vehicles on the actual axis, and to price the handovers as well as the kilometres.
Bulk in a heated tanker: where it works in Jordan and where it does not
Jordan is one of the markets where the bulk question deserves a real answer rather than a reflex, because the geography splits it cleanly.
Close to the port, bulk is genuinely arguable. A short leg from the water to an equipped receiver removes packaging cost, drum handling and drum disposal at a stroke, and the material goes straight into the plant tank. The condition sits entirely at the receiving end and it is not a formality: the receiver needs heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the whole load promptly.
Over the haul north, the argument weakens with every kilometre. A tanker climbing to around 1,500 m and running 330 km to an inland plant is holding temperature for a long time, and a load that stiffens is an operational problem with a cost and a risk attached rather than a delay. Where the receiver is a mobile plant on a rural or desert package with no permanent tankage, bulk is not an option at all, and no freight quotation changes that. Where the movement is in customs transit under seal, bulk sits badly with a procedure that rests on the goods that leave being demonstrably the goods that entered and that does not accommodate partial discharge along the way.
Drums remain the sound default for the inland market. A drum needs no heated storage, can be handled without a terminal crane, can sit on site through a shutdown, can be heated one unit at a time, allows partial delivery and staged call-off, and fails locally: a damaged drum costs one drum out of eighty, whereas a compromised bulk load costs the consignment at the far end of the country. Specify new steel drums in the contract and say so explicitly; reconditioned drums are the most common source of contamination disputes in this trade anywhere, and a cargo that is stripped, rehandled and hauled gives that argument more places to start.
One regulatory line has to be settled before a tanker is booked rather than after. Where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, while packed bitumen moving at ambient temperature is treated differently. Whether that applies to your movement, and what marking, documentation, equipment and driver qualification follow from it in Jordan and in any country on a transit route, is a question for the carrier and the forwarder and not for a supplier page.
Storage at the port end
Aqaba is hot, with strong solar exposure and marine air at the head of the Gulf, and any consignment that sits while a declaration is arranged or while onward haulage is organised is sitting in that environment. Sun and salt-laden air work on drum seams and closures faster than most buyers expect, and drums stacked uncovered in the open through a Jordanian summer will not present as well at the delivery point as they did at loading. Ask for covered storage and plan a short dwell. Where the zone is used deliberately for staged call-off over a longer period, covered storage stops being a nicety and becomes part of the specification of the arrangement.
A country that runs from below sea level to a snow line, and why one grade cannot serve it
This is the section a buyer arriving from Gulf experience is most likely to get wrong, because Jordan looks like a hot Middle Eastern market on a map and behaves like two different markets on the ground. The vertical spread is the whole story. The Dead Sea surface lies at roughly 430 m below sea level, the lowest land surface on Earth; the highland plateau carrying Amman sits at roughly 900 to 1,000 m, with the north-western highlands and the southern plateau higher again and the country’s highest point at 1,854 m. That is a height difference of the order of 1,400 m between two places an hour apart by road. Temperature in this country is set by altitude, not by latitude, and the rain falls in winter rather than summer. Snow falls on the highlands in some winters and occasionally settles in Amman. A specification written for Aqaba and applied in Irbid is a specification applied in the wrong climate, and the reverse is equally true.

How a Jordanian tender names its binder, and why the cold half of the argument is the one that gets dropped
Jordanian road works are specified in the penetration idiom, with test methods cited from ASTM and AASHTO practice and, on internationally supervised projects, from the European standards. That is a description of practice rather than a citation, and the distinction decides how an offer should be written and what should never be written into it.
The idiom, and who issues the specification
Where a Jordanian road project carries a written technical specification, the bituminous section is normally built on penetration grading: the binder is named by a penetration band measured with the needle test at 25 °C, and the mix design and construction clauses sit alongside it. The national road network is the responsibility of the Ministry of Public Works and Housing, which prepares and issues the specification incorporated into its construction contracts, and roads inside the capital are procured by the Greater Amman Municipality. Jordan’s national standards and metrology body, the Jordan Standards and Metrology Organization, issues Jordanian Standards across the economy and administers the country’s metrology and conformity assessment machinery, which is dealt with in its own section below.
This page quotes no Jordanian national standard designation for paving bitumen. The reason is the same one that applies on every market page here. Procurement runs through a ministry, a capital city municipality, other municipalities and governorates, the zone authority in the south, development-partner projects designed by international consultants, and private industrial clients, and their documents are not uniform enough to be reduced to a single reference. A number quoted from memory into a compliance box on an offer form is a false compliance claim sitting inside a contract, and an invented designation is worse still because it is precise enough to be relied on. If an enquiry form asks which Jordanian standard the cargo complies with, the honest and correct answer is that the binding requirement is the one the tender document incorporates, and that you will quote against that clause once you have seen it. Ask for the clause. It is a normal request and a serious buyer will send it.
Notation, and two traps that cost correspondence
Two notational points recur on business in this region and both are worth settling in the first reply.
- AASHTO M20 writes penetration grades with a hyphen — 40-50, 60-70, 85-100 — while the export trade writes 40/50 and 60/70 with a slash. They are the same bands, measured by the same needle test at 25 °C. A clause naming grade 60-70 is not naming something different from what an exporter calls 60/70.
- The American and European band structures are not aligned, and the difference is asymmetric. Bitumen 60/70 is an ASTM D946 grade with a 10 dmm window. The nearest European band is EN 12591 50/70, which is twice as wide and reaches lower. Every 60/70 batch sits inside 50/70; the converse is false, because a binder correctly supplied as 50/70 may measure anywhere down to 50 dmm and would fail a 60/70 requirement. Read the direction of that argument carefully before offering one against the other, and note that this matters more in Jordan than in a purely American-idiom market, because internationally supervised projects here can and do bring European documents with them.
The same care applies at the softer end. ASTM D946 names 85-100; EN 12591 names 70/100; the trade designation 80/100 belongs to neither and tells you the approximate consistency an engineer wants without telling you which requirement table the material will be judged against. The requirement table is where the flash point limit, the solubility limit, the ductility requirement and the ageing criterion actually live. A batch measuring 82 dmm satisfies a literal reading of 80/100 and satisfies EN 12591 70/100, and it fails ASTM D946 grade 85-100 outright. Ask which standard’s table the clause intends, quote in the same words the tender uses, print the measured penetration on the offer, and get any cross-reference approved by the engineer in writing before dispatch. A cross-reference table is the basis for a conversation with an engineer. It is never a defence at delivery.
The Jordan-specific argument: the cold end is real and no export sheet carries it
This is the part of the page that a buyer coming to Jordan from Gulf experience most needs to read.
Penetration is measured at 25 °C. On a July pavement in Wadi Araba the binder is nowhere near 25 °C, and on a January night in Amman it is nowhere near 25 °C in the other direction. The grade name describes the material in a condition it experiences for a small part of the year, and it says nothing at all about how it behaves when the temperature falls. In the Gulf that omission does not matter, because the low-temperature case never arrives. In Jordan it arrives every winter across the whole populated plateau.
Look at the ten lines on a standard regional export specification — penetration, softening point, ductility, flash point, solubility, specific gravity, loss on heating, drop in penetration, spot test, water content. Not one of them describes behaviour below ambient temperature. A certificate can be entirely correct, entirely complete against the usual template, and still tell an Amman or Irbid engineer nothing about the risk they are actually taking on. That is the gap, and it has to be closed deliberately in the contract because no supplier closes it by default.
There are two established ways to close it, and either is acceptable provided it is agreed in writing before the batch is certified:
- Fraass breaking point to EN 12593. A single low-temperature number that is easy to specify, widely understood in the European idiom and commonly available from laboratories that already run the European suite. There is no settled house value for it across suppliers, so the figure has to be negotiated and written into the contract rather than assumed.
- A bending beam rheometer requirement. Stiffness and m-value measured on pressure-ageing-vessel residue to AASHTO T313, with the conditioning to AASHTO R28, which is the low-temperature half of a performance grade under AASHTO M320. This is the more informative route and the more demanding one to arrange, because it needs equipment an ordinary export laboratory may not hold.
Whichever is chosen, put it in the contract as a numbered line in the test schedule alongside penetration and softening point, and require it on the batch certificate. A low-temperature clause that lives only in an email is not a specification.
If a performance grade is named
A performance grade cannot be derived from a penetration certificate. It requires dynamic shear rheometer testing on unaged and RTFOT-aged binder (AASHTO T315), pressure ageing vessel conditioning (AASHTO R28), bending beam rheometer testing of the aged residue for the low-temperature grade (AASHTO T313) and rotational viscosity (AASHTO T316); where the clause is written against multiple stress creep recovery, add AASHTO T350 and the grade designation follows AASHTO M332 rather than M320. The ASTM equivalent specification for performance graded binder is ASTM D6373.
Note the specifically Jordanian shape of the problem. In a Gulf market the high-temperature designation is the demanding half and the low-temperature designation is a formality. Here both halves are live at once, in different parts of the same country: the high-temperature grade is demanding at Aqaba and in the rift, and the low-temperature grade is the binding half on the plateau and in the north. A performance grade is, in principle, exactly the right tool for that situation, because it states both ends explicitly instead of leaving one of them unmeasured. In practice the low-temperature half is the data an exporter is least likely to hold, so establish at the enquiry stage whether the test results actually exist for the material on offer rather than assuming that a PG designation on a datasheet is backed by a current test report.
Which ageing procedure the clause controls
The thin-film oven test (ASTM D1754) and the rolling thin-film oven test (ASTM D2872, AASHTO T240, and in the European system EN 12607-1) are different exposures and their results are not interchangeable. Regional export certificates carry TFOT by default. If the clause controls RTFOT, add that test to the schedule before the batch is certified rather than after the cargo has sailed the length of the Red Sea and driven 330 km inland. This is a cheap thing to fix at the contract stage and an expensive thing to fix afterwards, and on a market with one port and one road it is expensive in a particularly awkward way, because there is no second gateway to divert to.
The band is not a point: ask where in it the batch sits
Two cargoes can both be genuine 60/70 and behave differently on a Jordanian pavement. One measures 61 dmm with a softening point near 56 °C; the other measures 69 dmm with a softening point near 49 °C. Both are in grade. Both pass a conformity check against the band. On a hot loaded pavement in the rift they are not the same material, and the softer one carries materially less rut resistance into a design case that is already demanding.
The practical responses, in order of usefulness:
- Require the measured value, not the band, on the Certificate of Analysis. A certificate that reprints the specification range every time tells you nothing about the batch you are buying.
- Agree a narrower contractual window in writing. If the project needs the harder half of 60/70, say so in the contract as a specific penetration and softening point range for this shipment. The grade name does not change and the tender is still satisfied; what changes is that you now have a contractual right to the material you actually need.
- Read softening point as hard as penetration. Ring and ball to ASTM D36 is the line that speaks most directly to behaviour at service temperature, and it is the line most often skimmed on an export offer.
- Where the tender permits it, step the grade rather than police the band. A hard grade properly specified is a cleaner answer for a rift or Aqaba job than a soft grade tightly monitored, and a softer grade properly specified is a cleaner answer for a northern job than a hard grade with a low-temperature clause bolted on.
Adulteration and the discipline of the handover
A Jordanian consignment changes hands several times: loading point, vessel, possibly a transhipment, the port, possibly a stripping operation in the zone, the road haul, and the site. Each of those is a place where quantity, condition or composition can be argued about. The technical defence is unglamorous and effective. Solubility in trichloroethylene to ASTM D2042 is the line that shows whether the material is bitumen or bitumen extended with mineral matter; if a certificate omits solubility, treat that as a finding rather than an oversight. Appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, and seal retained samples held by both parties. Then carry that discipline inland: record drum count, drum condition and seal numbers at each handover, including at the point of stripping if the container is emptied at the port. A rejected parcel that has already been hauled to Irbid has no realistic reverse gear, and in a one-port country the reverse gear is 420 km long.
What a usable Certificate of Analysis looks like for this market
- Batch or lot identification tying the certificate to the drums actually loaded, not a typical-values sheet reissued for every consignment.
- Penetration at 25 °C and softening point as measured values, each with the ASTM or EN designation printed beside the result, and each read against any narrower contractual window agreed for the shipment.
- Ductility, flash point, solubility, specific gravity and water content, each with its method.
- The ageing result in the form the tender asks for, labelled with the procedure actually run rather than described generically as loss on heating.
- For any site on the plateau or in the north, an agreed low-temperature line — Fraass breaking point to EN 12593, or a bending beam rheometer stiffness and m-value requirement — because no standard export sheet carries one and this is the market where its absence bites.
- Where a modified binder is supplied, elastic recovery, storage stability and the modification type, not merely the word polymer.
- Nothing about adhesion. Affinity between binder and aggregate cannot be certified from a binder sample alone; it is a mix-level question tested with the actual project aggregate.
Typical export specification across the three grades a Jordanian project may name
Because Jordan contains both a rutting-dominated case and a cracking-relevant one, three grades are set out side by side rather than two. Read the softening point line across the columns: that is the property an Aqaba or Wadi Araba pavement feels, and the direction of travel it shows is the direction the grade argument runs. The figures are the typical export ranges commonly quoted for these grades in this trade, each shown with the test method that produces it; they are stated as typical practice and are not attributed to any named producer or data sheet. They are not a contractual guarantee, and the note beneath sets out the four things a Jordanian buyer should do with them.

Choosing the binder for a Jordanian site
Grade choice here is driven by two variables that pull in opposite directions inside a small country: severe pavement temperature at Aqaba, in the rift and in the eastern desert, and cold winter nights with freeze-thaw cycling on the plateau and in the north. Decide which one governs the site before you decide the grade, and treat these as the direction of travel for a conversation with the engineer rather than as a substitute for the tender document.
Bitumen 60/70
The mainstream regional paving grade and the one most often named across the Middle East. In Jordan it is the reasonable general answer for the plateau and for ordinary trunk and urban work at altitude, where neither failure mode dominates outright. Do two things with it rather than accepting it passively. Require measured penetration and softening point on a batch-specific certificate instead of a sheet that reprints the band, because a 60/70 at 69 dmm and a 60/70 at 61 dmm behave differently on a loaded pavement. And for a site on the plateau or in the north, add the low-temperature line the export sheet does not carry.
Bitumen 40/50
The harder answer for the hot low ground: Aqaba and the zone, the Wadi Araba and Dead Sea axis, the Jordan Valley, and heavily loaded pavement in the eastern desert. Softening point typically 52 to 60 °C against 49 to 56 °C for a 60/70 from the same source, and that is the difference the rift actually feels. The warning that comes with it is specific to this country: do not let a hard grade selected for a Dead Sea job travel north to an Amman or Irbid package on the reasoning that harder is stronger. Every step down in penetration trades rut resistance for a greater risk of thermal and fatigue cracking, and on the plateau that trade is a poor one.
Bitumen 85/100 and the softer end
The cracking-relevant answer, and the one that belongs on the coldest and wettest ground: the well-watered north-west around Ajloun and Jerash, the northern plateau at Irbid and Ramtha, and high plateau sites with hard winters such as Amman, Shobak and Tafileh. Two cautions. Settle the designation first, because ASTM D946 names 85-100, EN 12591 names 70/100, the trade term 80/100 belongs to neither, and the acceptance limits for flash point, solubility and ageing come from whichever table the clause intends. And do not carry a softer grade down to Aqaba or into the rift on the reasoning that it is easier to work; that is the same mistake as the previous card, running in the other direction.
Polymer modified binder
Jordan is a genuinely strong case for modification rather than a marketing one, because modification widens the working temperature range at both ends instead of trading one end for the other, and this is a country that needs both ends. The predictable locations are the ones where the pavement is hot and heavily loaded at once: the port approaches and cargo yards at Aqaba, the long climbing lanes out of the port and up the Ras al-Naqab escarpment, truck standing areas at the frontier posts, industrial hardstanding and heavy-vehicle areas at Zarqa, and junctions and roundabouts in Amman. Where a performance grade at the high-temperature end is specified, modification is commonly what delivers it rather than a harder straight-run binder. Ask for elastic recovery, storage stability and the modification type on the certificate, not the word polymer. And note the logistics consequence: modified binder in bulk wants controlled heating and agitation to stay homogeneous, which sits badly with a tanker on a 330 km climb, so on the inland leg modified product is a stronger argument for drums than for tankers.
Cutback and emulsion
These appear on Jordanian packages more often than on a pure resurfacing market, because rural, desert and access road work puts a great deal of new granular base on the ground and every square metre of it wants a prime coat before the bituminous layers go on. Medium-curing cutbacks under ASTM D2027, MC-30 and MC-70, are the usual prime; emulsions under ASTM D977 and ASTM D2397 cover tack coats and cold works. Jordan squeezes both from opposite directions in the same country. A cutback carries solvent, and its flash point and handling regime are nothing like a paving grade’s, which matters more when drums stand in an Aqaba or badia summer. An emulsion has a finite storage life and dislikes heat and frost alike, so a Wadi Araba July and an Ajloun January are each capable of ruining it. Where the leg is long or the storage is uncertain, plan the shelf life explicitly rather than discovering it.
Why one national grade is the standing mistake here
This is the card that matters most on this market. Jordan runs from roughly 430 m below sea level at the Dead Sea to a capital at roughly 900 to 1,000 m, with Ajloun in the north-west and the southern plateau towns higher again, and those places are an hour or two apart by road. At the bottom the enemy is sustained high pavement temperature and the answer leans hard. On the plateau and in the north the enemy is winter cold, freeze-thaw and thermal cycling, and the answer leans soft. In the eastern desert the enemy is a wide daily swing that punishes the binder at both ends of every day. A supplier who offers one national recommendation for Jordan has not asked where the site is. Ask for the town and the altitude before anything else, and where the site sits on the plateau or further north, add a low-temperature line to the certificate that no export sheet carries by default.
The standards and metrology body, the conformity mechanism, and the customs line inside Jordan
This is the section where an undated web page can do the most damage, so it is written to describe mechanisms rather than to state a current position. Read it to understand how the system is built and what it will ask of you. Then get the current answer, in writing and dated, from a licensed customs broker in Jordan for your product and your shipment date.
Who the standards body is, and what it does
Jordan’s national standards and metrology body is the Jordan Standards and Metrology Organization, commonly abbreviated JSMO. Its functions are the ordinary functions of a national body of this kind, established under the country’s standards and metrology legislation: preparing, adopting and publishing Jordanian Standards; maintaining the national measurement system and legal metrology, which is why metrology sits in the organisation’s name and is not an afterthought; operating conformity assessment arrangements and quality marking schemes; and acting as the national enquiry point for technical regulations and standards in the international trade system.
One distinction inside that list decides everything for an importer, and it is the distinction most often missed:
- A Jordanian Standard is, in the general case, a voluntary document. It describes what good practice looks like. A contract can incorporate it and then it binds the parties, but it does not by itself stop goods at a frontier.
- A technical regulation is a mandatory instrument. Where a product falls within one, compliance is a condition of placing the goods on the market, and evidence of compliance is something customs and the regulator can require at import.
So the question a Jordanian importer actually has to answer is not whether a Jordanian Standard exists for the product. It is whether the product falls within a mandatory technical regulation on the shipment date, and if it does, what evidence is required and who has to produce it. That is a scope question, and scope questions are the ones this page will not answer.
The conformity mechanism, described as a mechanism
Conformity assessment arrangements administered by national standards bodies vary in detail from country to country but share a recognisable structure. What follows describes the structure. It does not state that any particular arrangement, scope, route or requirement applies to bitumen in Jordan on your shipment date.
- The trigger is scope. The arrangement applies to a defined list of products, usually expressed by product category and by tariff classification. Whether a given product is inside or outside that list at a given moment is the whole question. Lists are amended, tariff lines are added and removed, and a product can move in or out.
- The evidence is a conformity document referencing a standard. Whatever it is called in a given system — a certificate of conformity, a conformity assessment certificate, a declaration supported by test reports — it names the standard the goods were assessed against and identifies the consignment or the product it covers. It travels with the commercial documents and is what the authorities expect to see.
- Test reports have to come from somewhere the authority accepts. Typically that means a laboratory holding accreditation to the international standard for testing and calibration laboratories, and a report that is current rather than an old one reissued. Establish early whether your supplier’s laboratory reports meet that description, because retesting after the goods have sailed is not a repair.
- Some arrangements are performed before shipment, in the country of supply. Where that is the case — and it is common across the region — the application is made on the supply side by the exporter or the manufacturer, not by the importer at the destination, and it cannot be fixed from the destination end after loading. That is exactly why the question has to be settled at the contract stage.
- Some arrangements involve a physical mark. Where a quality or conformity mark is required on the goods or the packaging, it is a marking obligation, which means it has to be established before the drums are filled and labelled rather than after they are on a vessel.
- The consequence of getting it wrong is not a warning letter. Where evidence is required and absent, the usual outcomes are detention of the goods, inspection and testing at destination at the importer’s cost and time, penalties, or refusal of entry. On this market that penalty lands on a cargo at the end of a long voyage into a cul-de-sac, in a country with no alternative port to divert to.
Why this page does not tell you whether bitumen is in scope
Because the scope changes. Product lists are amended, technical regulations are issued and withdrawn, tariff lines move, appointed inspection bodies are re-tendered and replaced, and the available assessment routes are revised. The customs machinery, and the boundary inside the country
Customs is administered by the national customs administration. Declarations in systems of this kind are typically lodged electronically, with commercial documentation channelled through the platforms the administration operates; the current procedure, and what it asks of a first-time importer, is a question for a licensed customs broker. Two structural points matter to a seller. The first is that customs documentation is prepared in advance rather than improvised on arrival, which means the importer needs the commercial documents from the seller earlier than a first-time exporter expects. The second is that the description on every document has to agree with the description on every other document, which is the discipline that runs through this entire page.
The Jordanian particularity is the boundary at the zone. Because Aqaba sits inside a special economic zone, a consignment can be in the country and not in the Kingdom’s ordinary customs territory at the same time, and moving north is a customs event. Establish with the broker, before contracting, which declaration is made where: what happens at the port, what happens at the zone boundary, who lodges each, and which party is responsible for the charges and formalities at each stage. Getting that sequence wrong does not delay a consignment; it strands it inside the zone while the parties argue about who is supposed to move it.

Transit through Jordan: what changes and what it costs
Where goods land at Aqaba and are destined for a market beyond Jordan, or where they cross Jordan by road between two other countries, the movement is a customs transit rather than an import. That is a different procedure and not merely a different address, and the structural features are worth understanding even though the detail belongs to a broker and a forwarder.
- The importer of record is in the destination country. Jordan is not importing the goods; it is allowing them to cross. The party who ultimately declares them, and the authority that assesses them, are elsewhere.
- A financial security normally stands behind the movement. Transit procedures of this family rest on a guarantee standing in for the charges that would fall due if the goods failed to leave the territory. It has a value, it has a cost, and somebody has to provide it. This is a real cost line that is frequently absent from a first comparison of two offers.
- The route and the exit are fixed. A transit movement runs to a nominated exit office on a defined routing within a time allowance, and the security is discharged only when the goods are accounted for at that exit. It is not an opportunistic journey.
- The goods are sealed and cannot be dealt with along the way. The whole procedure rests on the goods that leave being demonstrably the goods that entered. A transit consignment cannot conveniently be split between two receivers, decanted, reblended or partly delivered en route. This is one of the strongest practical arguments against a bulk tanker on a transit leg, and one of the strongest arguments for drums that can be counted and sealed.
- International transit systems exist and may or may not be available to you. The TIR system, established under the United Nations customs convention on the international transport of goods under cover of TIR carnets, allows sealed vehicles to move across participating territories under a single guarantee chain with reduced intermediate formalities. Regional Arab transit arrangements also exist. Whether any of them is available on your route, to your carrier and for your goods on your date is a question for a freight forwarder and a customs broker, and no position on it is taken here.
- Conformity evidence may belong to a different country entirely. If the goods are passing through Jordan, the conformity arrangement that governs them is the destination country’s, not necessarily Jordan’s, and possibly both. A certificate issued against one national programme is not automatically evidence for another. Ask the broker in the destination country as well as the one in Jordan, and ask early enough that any pre-shipment assessment can be arranged in the country of supply.
Insurance, and the gap after the port
Two insurance points are worth stating carefully for this market. First, a marine cargo policy that ends at Aqaba does not cover a 330 km road haul to Amman, still less a transit movement across a frontier beyond it. Inland transit cover has to be arranged deliberately, and on a transit movement it has to run across the frontier rather than stopping at it. Other authorities a buyer may encounter
Jordan’s energy and minerals sector is regulated by the Energy and Minerals Regulatory Commission, with policy sitting with the Ministry of Energy and Mineral Resources. Within the Aqaba zone, the zone authority exercises regulatory functions of its own, including environmental and planning functions that would elsewhere sit with national or municipal bodies. Whether any licensing, permitting, registration or notification obligation attaches to the import, storage, handling or onward sale of bitumen as a petroleum product, and to whom it attaches, is a question for a Jordanian legal adviser and a licensed customs broker. This is where a Jordanian transaction most often goes wrong, because a buyer, a seller or a bank reuses a template built for the other case. The two sets share a core — invoice, packing list, certificate of origin, safety data sheet, certificate of analysis, bill of lading — but almost everything around that core changes the moment the cargo is not staying in Jordan, and a third possibility sits in between: cargo held inside the Aqaba zone that has not yet been imported at all. Settling a Jordanian consignment in the right order

Establish the delivery town and whether the cargo is staying in Jordan
Write down the actual delivery point: the city, the plant or the project site, and its approximate altitude. If the offer goes inland, choose from FCA, CPT, CIP, DAP, DPU or DDP and name a town, plant or site specific enough to establish which side of the zone boundary it is on. Then settle in the same clause who performs the boundary and frontier formalities and who bears the cost of a vehicle standing and waiting.
Read the tender’s binder clause and settle the designation
Identify which document the clause comes from and which edition, whether it is written by penetration or by performance grade, which standard’s requirement table it intends, and which ageing procedure it controls. Do not silently substitute one designation for another: ASTM D946 names 40-50, 60-70 and 85-100, EN 12591 names 35/50, 50/70 and 70/100, and the trade term 80/100 belongs to neither. Where a cross-reference is unavoidable, get it approved by the engineer in writing before dispatch.
Add the low-temperature line if the site is on the plateau or further north
This is the Jordan-specific step and it is the one most often skipped. A standard export certificate carries nothing that describes behaviour below ambient temperature, and a pavement in Amman, Ajloun or on the high southern plateau spends winter nights at and below freezing, with frost reaching Irbid and Ramtha too. Settle where in the band the batch must sit
A grade name is a band, not a point. For a hot site at Aqaba or in the rift, agree a narrower contractual penetration and softening point window for the shipment in writing; the grade name does not change and the tender is still satisfied, but you gain a contractual right to the material you actually need. Require measured values on the certificate rather than a sheet that reprints the specification range.
Write the test schedule into the contract and inspect at loading
Name every property and its ASTM, AASHTO or EN method in the contract, require a batch-specific Certificate of Analysis with measured values, and appoint an internationally recognised inspection company to attend loading, sample across the consignment to ASTM D140, seal retained samples held by both parties, and record drum count, drum condition and seal numbers. Carry that discipline through every handover inland, including any stripping operation at the port. In a market with one port and a long haul to the demand, the inspection you did not pay for at the loading point is the argument you cannot win afterwards.
Plan against the season the site actually has
Decide which climate zone the delivery point sits in and when its window opens. At Aqaba and in the rift there is effectively no weather stoppage and the constraint is heat management on site. On the plateau and in the north the season is bounded by winter rain and cold between roughly November and April, so material is best in position before the spring rather than ordered into it. In the eastern desert the constraint is dust, a wide daily swing and a long thin supply line that rewards pre-positioning. What grade of bitumen does Jordan use?
There is no single national answer, and a supplier who gives you one has not asked where the site is. Jordan runs from roughly 430 m below sea level at the Dead Sea to a capital at roughly 900 to 1,000 m, with Ajloun in the north-west and the southern plateau towns higher again, and those places are an hour or two apart by road. At Aqaba, in Wadi Araba, along the Dead Sea and up the Jordan Valley, sustained high pavement temperature makes rutting the governing failure mode and the answer leans hard: 40/50, or 60/70 held toward the harder end, with modification where the pavement is also heavily loaded. The structural consequence that matters to a bitumen buyer is that goods can be inside the zone without having been imported into the Kingdom’s ordinary customs territory. The zone boundary functions as a customs line inside the country. That makes three things structurally possible: storing a parcel near the water and calling it off north in the quantities a site can actually use, which suits a heavy low value density product supplied to a project over months; re-exporting onward to another market without reversing a completed domestic import; and stripping containers at the port so the boxes go back quickly while drums move north on flatbeds. It also creates one trap. Conformity evidence may belong to the destination country rather than to Jordan, and a certificate issued against one national programme is not automatically evidence for another. And the insurance has to run across the frontier rather than stopping at it, because carrier liability under a road carriage arrangement is limited by weight and is not cargo insurance.
Should we buy in bulk in a heated tanker, or in drums?
The honest answer in Jordan depends on which side of the haul the receiver sits, and the geography splits it cleanly. Close to Aqaba, bulk is genuinely arguable: a short leg to an equipped receiver removes packaging cost, drum handling and drum disposal, and the material goes straight into the plant tank. The condition sits entirely at the receiving end and it is not a formality — heated storage of adequate capacity, a compatible discharge connection, a pump and line, and the ability to take the whole load promptly. Over the haul north the argument weakens with every kilometre, because a tanker climbing to around 1,500 m at the Ras al-Naqab escarpment and running 330 km inland is holding temperature for a long time, and a load that stiffens is an operational problem with a cost and a risk rather than a delay. Where the receiver is a mobile plant on a rural or desert package with no permanent tankage, bulk is not an option at all. Where the movement is in customs transit under seal, bulk sits badly with a procedure that does not accommodate partial discharge. Drums remain the sound default for the inland market: they need no heated storage, can be handled without a terminal crane, can sit on site through a shutdown, can be heated one unit at a time, allow staged call-off, and fail locally, since a damaged drum costs one drum out of eighty while a compromised bulk load costs the consignment at the far end of the country. Specify new steel drums in the contract; reconditioned drums are the most common source of contamination disputes in this trade anywhere. One regulatory line has to be settled before a tanker is booked: where bitumen is offered for carriage above 100 °C it falls to be classified as UN 3257, elevated temperature liquid, n.o.s., Class 9 under the UN model regulations, and what follows from that in Jordan and on any transit route is a question for the carrier and the forwarder.
When is the Jordanian construction season, and how should we time a shipment?
There is no single national season, for the same reason there is no single national grade. The rain falls in winter, roughly November to April, and almost not at all in summer; there is no monsoon. At Aqaba and along the Wadi Araba and Dead Sea axis there is effectively no weather stoppage at all, and the constraint through summer is heat management, crew welfare and compaction control rather than lost days. On the central plateau around Amman the season is bounded by winter rain and cold, and a wet cold spell stops laying outright. In the north-west around Ajloun, Jerash, Irbid and Ramtha, which receives the highest rainfall in the country, with the most frequent snow on the high ground at Ajloun, the window is narrower still and bounded at both ends. In the eastern desert the constraint is dust, a wide daily swing and a long thin supply line. Two scheduling consequences follow for a supplier. First, order against the window that applies to the specific region rather than to the country, because a shipment window copied from a Gulf market or from a South Asian monsoon market will be wrong here and wrong in different directions in different parts of the same small country. Second, pre-position rather than call off into the window, because the material has to cross the length of the country from a single port to reach the highland and northern projects, and the longest hauls serve exactly the zones with the narrowest working seasons. Hold drummed material under cover while it waits; the storage environment at both ends of this country is harder on packaging than buyers expect.
